Well the calendar says it’s offi-

cially here. You couldn’t prove it

at my QTH.

I’d like to apologize to the read-

ership. This month’s X-Mitter is

late. We here in Pike County

were without power and other

utilities for nearly two weeks. As

a result, work on this issue was

delayed. It proved to be a sober-

ing experience in preparation

and our current reliance on tech-

nology and infrastructure (see

Pg. 6 for the “On the Cover” de-

tails).

Well, hopefully the most ex-

treme winter weather will soon

be gone. Time now to think of

pleasanter times and activities.

With the winter we’ve been

through, I’m sure that those of

us with outdoor antennas and

feed lines, have a large task

ahead checking our installa-

tions. Amazingly, with all I’ve

been through, my antenna in-

stallations survived unmo-

lested. I know some of our

Members were not so fortu-

nate.

The warmer weather promises

to bring the return of our fa-

vorite activities, ham fests,

public service events, and

Field Day. Time to pack up the

long Johns and Mukluks,

check out the rigs and anten-

nas and get back on the air.

ON THE COVER — Are we really prepared?

As we dig out from our fourth

Nor'easter this month, I think we

need to ask ourselves, are we really

prepared?

As Amateur radio operators, we take

pride in thinking that our skills in

communication and planning may put

us ahead of the general population in

preparing for and surviving disasters.

Is this true or are we fooling our-

selves?

I decided to wintered in the Poconos

this year. I like the winter season and

enjoy the solitude here during it. I

didn’t anticipate it would prove to be

the worst winter in 25 years at this lo-

cation. I know how bad it can be up

here on the top of the mountain, par-

ticularly in the winter. As a result, I

always have taken precautions when

staying here during the winter

months. My preparations include an

onsite generator to cover power out-

ages, propane reserves for heating and

cooking and stores of water, food and

fuel. I thought that I was prepared for

most contingencies. And then came

the first storm on March 2nd.

I’ve often heard Nor’easters described

as winter hurricanes. The first March

storm truly proved to be one, at least

in this location. Blizzard conditions

with wind speeds exceeding 60 mph.

The results: 24 inches of heavy, wet

snow and so many trees down as to

have the mountain declared a disaster

area. Access in and out of the area was

blocked for four days due to the num-

ber of downed trees. A number of resi-

dents had to be rescued by the Na-

tional Guard. All roads being closed

became significant as it blocked any

efforts to resupply food and fuel

stores. Power, phone, cable and Inter-

net access remained down for an addi-

tional two weeks despite heroic efforts

by local responders and utility compa-

nies.

So how did I fare? With no power,

well water was unavailable. I had

twenty gallons of water stored which

barely covered my needs, between

cooking and water for the toilet. Gaso-

line for the generator ran out before

the roads were reopened. Food stores

proved to be adequate. The extremely

cold temperatures outside permitted

me to save most of the refrigerated

items. I did loose all items from the

freezer. I guess the most inconvenient

aspect of the whole episode was the

lack of communications. Imagine that,

a communicator who couldn’t commu-

nicate.

So what did I learn? First, if evacua-

tion from your area is recommended,

take that recommendation seriously. I

had planned to leave but delayed to

prep my home prior to departure. That

delay caused me to become stuck here.

Secondly, if you decide to stay or must

stay, remember you may be on your

own for an extended period. I’ve often

heard that people should be prepared

to be self-sufficient for at least three

days. This may be a valid recommen-

dation for more limited events but

large scale disasters/events would

quickly exhaust any preparations made

for a three day time frame.

My recommendation, if you have the

resources and space, would be to plan

for at least a week. As we’ve seem in

other disasters/events, it often takes

weeks rather than days for government

resources to respond to the communi-

ties involved. Remember the following

survival guidelines:

Daily minimal water requirement

2 quarts of water per day per person

Daily minimal caloric intake

1200 calories per day per person

Membership Meeting minutes - February 26, 2018

Meeting opened by President KE3QC, Tom with the pledge of allegiance and a round of

introductions.

Treasurer report by K3FKW, Ken approved by motion of K3JQH, Ben and seconded by

W3LSX, Dennis.

Cully, N3HTZ reported on the repeater with comments about plans for additional input

sites and explanation on voter logic that may be causing some dropouts caused by mar-

ginal signals confusing the voter logic. Cully also reported on tonight's VE session result-

ing in successful testing for one General and one Technician license.

Membership committee; Steve, KB3ORG announced that dues collection activity is on

hold pending outcome of proposed constitution changes.

Steve also announced in regards to fund rising that the PWA dinner at Margaritas has

been deferred due to some paperwork requirements that we were not aware of.

K3JQH, Ben reports that Technet activity is slightly down and that Jeff, N3SXW has vol-

unteered to take a position as net control and he will be added to the April schedule.

Proposed constitution changes were presented by Ben, K3JQH. Copies of the proposed

changes were distributed and opened for discussion. Voting to take place at the next Gen-

eral meeting.

Dave, K3TX again made comments on activity at ARRL headquarters.

After a short refreshment break we reconvened to a presentation by AF4NC, Tom Mills

Tom presented a slide show and commentary on his collection of QSL cards.

Tom's collection includes some unique personal cards and some interesting historic

documents as well.

Executive board meeting - March 12, 2018

Meeting called to order by President Tom, KE3QC at 1940 with the following at-

tendees: N3FEL, Howard, W3LSX, Dennis, K3FKW, Ken, K3TX, Dave, K3JQH,

Ben, WA3QVU, Mark, and N3HTZ, Cully.

COMMITTEE REPORTS:

VE - N3HTZ reports successful candidates for one Technician and one General at

the last VE session.

Treasurer - K3FKW reports for the month of February: Beginning balance

$xxxx.xx, incoming $xx.xx, outgoing $xx.xx, ending balance $xxx.xx.

Repeater - N3HTZ Cully reported on the storm power outage and that new bat-

teries are in possession awaiting installation and commented on the power source

shared with the other repeater on site. K3JQH questioned the audio level on the

station ID announcement. Cully will make an adjustment.

Program - WA3QVU declared March will be the club auction and April will be

K3TX on CW. Mark brought up the possibility of having Red Cross training on

basic life saving techniques.

Fundraising - KB3ORG, Steve not present, no report.

TECHNET - K3JQH reported that Jeff, N3SXW will resume in rotation as net

moderator. He will be added to the March schedule.

ARRL - K3TX reported on director nominations and Dave also brought up the

proposal to expand privileges for the technician class license. A consensus of

those present would not approve.

FUSION - WA3QVU discussed poor activity on the Tuesday net and talked about

creating a local Philly node at Steve's location that would be locked from connect-

ing to other "rooms". WA3QVU suggested we have another meeting with Dom of

the DVRA club.

Constitution - K3JQH reported that the proposed amendments have been pre-

sented to the general membership and ready for voting at the next meeting.

Open discussion:

WA3QVU mentioned the Trenton Tradefest.

General discussion on Field Day concerning field mowing, GOTA station and in-

viting Boy Scouts or some other group of youngsters.

For the auction, K3JQH will bring the excel sheet and numbered tickets.

A brief discussion concerning the holiday party.

Start planning for the NAQP ssb on Aug 18.

Why We Are Recommending Enhanced HF Privileges for Technician Licensees

ARRL has asked the FCC to expand HF privileges for Technician licensees to include limited

phone privileges on 75, 40, and 15 meters, plus RTTY and digital mode privileges on 80, 40, and 15

meters. These recommendations were put forth by the ARRL Board of Directors’ Entry-Level Li-

cense Committee (ELL), which explored various initiatives and gauged members’ opinions through

surveys conducted in 2016 and 2017.

Specifically, ARRL proposes to provide Technician licensees, present and future, with phone privi-

leges at 3.900 to 4.000 MHz, 7.225 to 7.300 MHz, and 21.350 to 21.450 MHz, plus RTTY and digi-

tal privileges in current Technician CW allocations on 80, 40, and 15 meters. The ARRL petition is

in recognition of the tremendous technological advances and changes in Amateur Radio.

“This action will enhance the available license operating privileges in what has become the princi-

pal entry-level license class in the Amateur Service,” ARRL said in the petition. “It will attract

more newcomers to Amateur Radio, it will result in increased retention of licensees who hold Tech-

nician class licenses, and it will provide an improved incentive for entry-level licensees to increase

technical self-training and pursue higher license class achievement and development of communica-

tions skills.”

Key Points:

• A thorough review of operating privileges available to the entry-level license has not occurred

since the late 1970s when the Novice class license— the entry-level license at that time— was

modified to allow Novices access to a limited portion of the 10-meter band, which included the first

HF phone privileges for that license class.

• The 2-year process that led to the development of this petition did include significant input from

the Amateur Radio community. The two surveys that the ELL Committee conducted on this issue

drew more than 8,000 responses from ARRL members.

• If the operating privileges are changed as proposed, the Technician class license, (which is now

the entry-level license class since the FCC prohibited the issuance of new Novice class licenses in

2000) will be comparable to the “foundation” license found in many Amateur Radio administrations

around the world. These foundation licenses include a broad array of basic HF phone, CW, and

digital privileges in addition to the VHF/UHF privileges already available with the current Techni-

cian class license.

• Technician licensees, now numbering at about 378,000, comprise more than half of the US Ama-

teur Radio population. Yet, the Technician class license is insufficient for the purpose that the FCC

made for it 18 years ago. Many who obtain Technician class licenses do not participate actively, do

not pursue on-air and public service opportunities,

do not renew their licenses prior to expiration, and do not pursue higher license classes. There is

an uncomfortably large attrition rate among Technician class licensees. Those who obtain Techni-

cian-class licenses are not pursuing upgrades to General class licenses because they don’t find the

operating privileges offered by the Technician class license interesting enough to keep them from

pursuing other, non-radio-related activities.

• The proposed addition of a total of 275 kHz of HF phone privileges, spread across the 80, 40,

and 15-meter bands would allow Technicians the opportunity to develop and expand their under-

standing of HF propagation. In addition, this proposed change would allow Technician licensees

to participate in public service-oriented, emergency, and Section traffic nets on 75-meter phone

frequencies from 3900 to 4000 kHz, since 47 out of 50 states conduct their primary state/section-

wide public service activities on those frequencies.

• Technician licensees already hold CW privileges on the frequencies on the 80, 40, and 15-meter

bands where the proposal would add HF digital privileges. Those digital privileges will attract

younger people to Amateur Radio.

• There is no proposed change to the 200 W Technician HF power limit. Also, the few remaining

Novice licensees would gain no new privileges.

• While some believe that the addition of the frequencies takes away the Technician’s incentive to

upgrade, consider that current Technician HF privileges involve 850 kHz on 4 bands, with the

proposed addition of 275 kHz on 3 of those bands, so the total under this proposal is 1125 on 4

bands – 80, 40, 15, and 10 meters. Compare that to General class HF privileges: 3150 kHz across

9 HF bands – 160, 80, 40, 30, 20, 17, 15, 12, and 10 meters. In addition, Generals have access to

the 5-channels on 60-meters, and the two newest bands 2200 and 630 meters. The incentive to

upgrade from Technician to General is almost tripling the available HF spectrum and allows those

who upgrade access to 8 additional bands, including the prime day-time bands of 20 and 17-

meters. Also, when a Technician upgrades to General or higher, they also are permitted the maxi-

mum Amateur power level of 1500 W.

• Demographic and technological changes call for a “periodic rebalancing,” and there has not been

such a rebalancing in many years. The FCC has not assessed entry-level operating privileges since

2005, and yet Amateur Radio has changed dramatically since then, with many more modes of

communication having been developed.

• ARRL does not propose changes to the Technician class question pool, which is reviewed and

updated every 4 years by the NCVEC’s Question Pool Committee. The current pool already tests

for all of the basic technical and operating information that would allow Technician-class licen-

sees to safely and appropriately use the proposed additional spectrum.

Volunteer Examiners

Take the FCC Amateur Exam...

Our ARRL/VEC VE Team is ready and willing to administer any license grade/upgrade or code element test. Confirm your intention to test with Ben Johns, VE Contact at 215-657-5994 not later than the Friday evening before the 4th Monday of the month. Please advise us in advance of any special needs you may have in successfully completing the intended test. Our testing session begins promptly at

6:30 pm and remains active until all license grades desired are administered. We do not recommend, nor is it our practice, to adminis-ter repeat examinations of similar license grades to any candidate. However, progres-sive license grades may be attempted by any applicant at no additional charge. Please

come prepared with the following items.

Confirmation of appointment letter, email, note, etc. Walk-ins are not guaranteed a

test session.

Test fee of $15 in cash or personal check

payable to ARRL/VEC.

Either of the following ID methods:

- One legal photo ID (driver or non-driver license, passport, radiotelegraph license,

or other legal photo ID)

OR

- Any two of the following IDs: Non Photo ID/Driver License, Social Security Card, Birth certificate, Minor's work permit, Util-ity bill, bank statement, business corre-spondence specifically naming the per-son, postmarked envelope addressed to the person at their mailing address as it

appears on the FCC Form 605

Any of the following ID numbers: Tax-payer ID (Social Security Number), IRS issued EIN (Employer Information Num-ber), Alternate taxpayer ID Number (ATIN), FCC Issued Registration Number

(FRN), FCC Issued Licensee ID Number

The **original** plus one copy of your FCC license or CSCE (Certificate of Suc-cessful Completion of Examination). The original will be returned immediately to

you.

If applicable, a Physician's Statement if necessary to validate your claim of diffi-culty at reading, writing or speaking when

requesting special assistance.

A calculator is recommended and allowed if ALL internal memories are cleared and can be demonstrated free of information. A simple four-function calculator is sug-

gested.

One or more black-lead pencils and eraser, and a ball point pen.
