1. Introduction This Annual Report details the work carried out by the Parish Council to benefit our residents

over the last year and our plans going forward to build on these improvements.

This year has been a busy one as we have delivered local projects; Installation and Dedication

Service for the War Memorial,, Holy Trinity Church, Pelton; Installation of new play

equipment at Thornton Pocket Park; Parish Logo Competition; Commmitment to providing a

Regular Parish Newsletter; New Parish Council Website; ; Thornton Pocket Park Logo

Competition; funding for local organisations.

2. Pelton Parish Council Responsibilities These include:-

▪ Management and maintenance of the Memorial at Holy Trinity Church, Pelton

▪ Management and maintenance of Thornton Pocket Park

▪ Management and maintenance of wooded area behind Sandyford Road

▪ Provide the services of litter pickers throughout the parish area to improve the area

▪ Provision of community grants for the Pelton Community Centre and Grange Villa

Enterprise Centre.

▪ Submitting comments on all planning applications

▪ Funding and delivery of parish events and support and facilitation of groups (where

required) providing parish events as follows

➢ Christmas Trees and Lights

➢ Parish Logo Design Competition

➢ Thornton Pocket Park Logo Design Competition

➢ Funding supporting for Resident Association Initiatives

➢ Funding support towards Culture for Kids Initiatives

The Council represents the parish on a number of external organisations, including:-

• Pelton Community Centre

• Grange Villa Enterprise Centre

• Chester le Street and District Area Action Partnership

• County Durham Association Small Councils Committee

The Council also looks to reflect the views of our community by liaising with other public bodies and

commenting on key strategic issues such as housing, highways, planning etc.

The Parish Council considers community engagement an important part of focusing on local needs to

the benefit of all parishioners. We ensure residents are kept fully informed of all decisions and

proposals that may affect them. This information is shared through the following ways-

• The Parish Council Newsletter

• The council website at www.peltonparishcouncil.gov.uk

• Agendas, Minutes and important information is placed inside the Parish Council Noticeboards

Residents elect fifteen Parish Councillors every four years- the next election will be May 2021.

The Council then elect a Chair and Vice Chair of the Parish Council each year at the Annual

Meeting of the Council which is held each year in May. Pelton Parish Councillors are not paid.

4. Council Meetings Pelton Parish Council has monthly council meetings which usually take place in Pelton

Community Centre on the 4th Wednesday of every month except August and December.

Presently meetings are being held on the Zoom platform until further notice. Everyone is

welcome to attend, so please come along and see physically or virtually for yourself.

The Elected Members of the Council are largely residents of Pelton, Pelton Lane Ends,

Newfield, Perkinsville, High Handenhold, West Pelton and Grange Villa, who carry out all work

on a voluntary basis. The Parish Council currently has a paid Clerk, who works 30 hours per

week and is usually office based inside Pelton Community Centre.

5. Council Management and Services

The Clerk administers the Council, dealing with correspondence, communications and all aspects of finance including our accounts. The council also employs people/companies for specific tasks, i.e- landscaping and garden services, supply and maintenance of the flower beds, allotment pest control and litter picking. The council has an annual budget from income it largely receives from the council tax called the precept. This is used to pay for things in the villages regarded by the Councillors as important to the community.

6. Financial Information

Pelton Parish Council is funded directly through a precept collected through the Council Tax

on the residents of Pelton Parish. The precept for the financial year 2019/2020 was £187,003.

The expenditure for the Parish Council includes the salary of the Parish Clerk, two Litter

Pickers, grants and donations to local groups, local events, general maintenance of the parish

owned play area and various additional projects and equipment.

7. Parish Council Governance

We feel that we are a very ambitious and caring council. By working in partnership with people who are committed to our villages we have improved our community greatly and we want to do even more in the future. Our mission is to deliver quality services to Residents and Businesses within Pelton, Pelton Lane Ends, Newfield, Perkinsville, Grange Villa and parts of West Pelton and High Handenhold. We are committed to:

• listening to and responding to the views and needs of local residents; • addressing local residents priorities; • providing and supporting local youth service amenities and provision; • supporting our local community centre which in turn services and supports the local

community; • working proactively to improve our villages and the wellbeing of our residents; • working in partnerships to maximise achievement and efficiency in service delivery; • delivering and improving upon value for money; • promoting local democracy;

These are the main projects we have delivered in our Parish Area during

2019/2020

PELTON WAR MEMORIAL PROJECT

Pelton Parish Council is pleased to have achieved the installation of the new War Memorial within the grounds of Holy Trinity Church. We feel the stone respectfully acknowledges the memory of the service personnel from our community who gave their lives in the service of this country. The dedication for the memorial took place in October 2019 and we were able to have a small-scale event on Remembrance Sunday. In future years the intent is for Pelton to have its own full Remembrance Service and Ceremony at the War Memorial. Funding for the War Memorial was secured from various local, regional and national bodies to the extent that we were able to preserve the precept monies for our normal activities. These pictures were taken by John Attle of the Durham Light Infantry Association (DLI). The DLI have been extremely supportive of the project- Thank you for your support.

THORNTON POCKET PARK

Thornton Pocket Park was formally opened on 14th September 2019. The Rt Hon Kevan Jones MP

and the Chairman of Durham County Council, Councillor Katie Corrigan formally opened the park for

the local community to enjoy. The launch event was well supported, the sun was shining and the

children had fun with the park equipment. Donna Mitchenson and her mam, Christine from Culture for

Kids supported the event providing the children with the things they enjoy- glitter tattoos; balloon

modelling and face painting.

Parish Councillor Mick Rodgers arranged with Durham Constabulary for their badge making

equipment to be kindly used at the event. They were all non-stop busy for the two hours, thank you to

Donna, Christine and Cllr Rodgers for making the event so much fun for the children.

All the children received a free ice cream provided at cost as a gesture of community goodwill by

Peter Bolton of Kings Ices. John Driver, Land & Planning Director of Taylor Wimpey North East who

attended the event said ‘It was clear to see a thriving, proud and happy community.’ Pelton Parish

Council would like to say a big thank you to the community for supporting the event.

PARISH LOGO COMPETITION

Thank you to all those children who entered our Parish Logo Competition. After much deliberation, Ella Peacock’s entry was chosen as the Parish Logo. Ella has received a £20.00 National Book Token and the logo she has created will be seen on all parish publications. Well done Ella! Ella was presented with her prize by Cllrs Clare Todd and Joyce Roberts, during her school assembly at Roseberry Primary & Nursery School where they were holding a bad taste fundraising day.

CULTURE FOR KIDS- HALLOWEEN FESTIVAL

Pelton Parish Council donated £800 towards the Halloween Festival held in Pelton Community Centre during October Half-Term. Here are some of the kids having spooky fun!

THORNTON POCKET PARK LOGO COMPETITION

Pelton Parish Council were impressed with the standard of entries for the Thornton Pocket Park Logo Competition. The winner of the competition, George Stewart (pictured) impressed the Councillors with his idea of the pocket incorporating the swings, slide and a roundabout. The logo will be shown in all information connected to Thornton Pocket Park. I hope all entrants are immensely proud of their creative talent. The runners up- Tom Stewart, Blake Lowther, Jenson Lowther and Lily McDonald each received a Book Token for £10.00 and George received one for £25.00. The prizes were presented by Cllr Danny Wood on behalf of Pelton Parish Council. A big thank you to everyone who entered the competition.
