Background: The IAS has been a technical co-sponsor of this meeting in the past. The Brazilian Chapter of the IAS is organizing the conference. The attached MOU has been signed by a representative of the IAS Brazil Chapter, and it contains the standard IAS 20% limit on papers eligible for review for the IAS Transactions and Magazine.

MEMORANDUM OF UNDERSTANDING

THIS MEMORANDUM OF UNDERSTANDING ("MOU") is made this 15th day of January 2010, by and between The Institute of Electrical and Electronics Engineers, Incorporated, a New York not-for-profit corporation (“IEEE”), acting through its

Industry Applications Society (IAS),

Industrial Electronics Society (IES), and

Power Electronics Society (PELS), (collectively referred to as “Technical Co-Sponsors”), and SS Cyril & Methodius University, Faculty of Electrical Engineering and Information Technologies, Skopje, Republic of Macedone (“Host”), (collectively known as the “Sponsoring Parties”) and sets forth the relationship and obligations relating to the 14th International Power Electronics and Motion Control Conference (EPE-PEMC 2010) to be held September 6-8, 2010 in Ohrid, Republic of Macedonia (the “Conference”).

1. TERMS OF MOU

1.1. Purpose. The purpose of EPE-PEMC 2010 is to promote and coordinate the exchange and the publication of technical, scientific and economic information in the field of Power Electronics and Motion Control.

1.2. Duration. This MOU addresses the rights and obligations with respect to the Conference. Although the parties may presently be considering the possibility of future conferences similar in theme or subject matter, no party shall be under any obligation to renew this MOU.

2. SPONSORSHIP: Technical co-sponsorship indicates direct and substantial involvement by the Technical Co-Sponsor solely in the organization of the technical program portion of the Conference.

2.1. The General Co-Chair for the conference is Dr. Dushan Boroyevich, President-Elect of PELS. Several IAS, IES and PELS members are also involved with the international steering committee for this conference.

2.2. Each Sponsoring Party will appoint members from its respective society who will represent the

Sponsoring Party on the Technical Program Committee of the Conference.

2.3. The Sponsoring Parties shall encourage each party’s members to submit papers and attend the Conference.

2.4. The conference record for The 14th International Power Electronics and Motion Control

Conference (EPE-PEMC 2010) will be included in IEEE Conference Publications Program (CPP), which includes distribution via IEEE Xplore Technical co-sponsors will work to ensure that conference publications meet IEEE standards for inclusion in IEEE Xplore. Additional details are described in Sec. 6 below.

3. FINANICAL LIABILITY: The Sponsoring Parties agree that the revenues, expenses, and financial liability of the Conference are the sole right and responsibility of the Host. The Technical Co-Sponsors will not share in the surplus of the Conference or be expected to contribute to the financial loss, if any.

4. FINANICAL OWNER OF CONFERENCE: The Conference is 100% financially owned by the SS Cyril & Methodius University, Faculty of Electrical Engineering and Information Technologies, Skopje, Republic of Macedonia (Host), who is responsible for the organization of the 14th International Power Electronics and Motion Control Conference, 2010 (EPE-PEMC 2010). 5. OWNERSHIP OF INTELLECTUAL PROPERTY: 5.1. The Sponsoring Parties agree and acknowledge that Host is the exclusive owner of all rights, title

and interest throughout the world to the names “14th International Power Electronics and Motion Control Conference” and “EPE-PEMC 2010”, including, without being limited, to all rights in the trademarks, service marks, certification marks, and association marks (“Conference Marks”). During the term of this MOU, IEEE shall have a non-exclusive, non-transferable, royalty-free license to use the Conference Marks in connection with the Conference. IEEE agrees to cooperate with Host in obtaining registration of the Conference Marks and to execute any documents and take any actions that may be necessary to enable Host to secure registration of and enforce rights in the Conference Marks.

5.2. All advertising materials, advance programs, final programs, and calls for participation shall feature

the names and/or logos of the Sponsoring Parties equally so as not to suggest any priority or preemption as between the Sponsoring Parties. During the term of this MOU, each Sponsoring Party grants a non-exclusive, royalty-free, worldwide license to the other Sponsoring Party to use its name and logo in connection with the advertising and promotion of the Conference. The graphic design in common use by each of the Sponsoring Parties shall be used in an equal fashion on printed material in connection with the Conference as well. Guidelines for use of the IEEE Master Brand Image and Logotype “IEEE” can be found on the IEEE Web site at www.ieee.org/web/publications/rights/idstandards.html.

6. INCLUSION IN IEEE CONFERENCE PUBLICATIONS PROGRAM (CPP): The conference proceedings will be included in the Conference Publications Program.

6.1. The technical paper review process will be as follows:

Authors will electronically submit 3-5 page summaries through the Conference website. Submission deadline is 07 February 2010.

Templates for writing papers in IEEE conference format are posted on the Conference website.

Summaries will be reviewed by 3 independent referees.

It is anticipated that approximately 70% of summaries may be accepted for the Conference.

Authors will be notified of provisional acceptance by 15 April 2010.

Final versions of manuscripts will be submitted to the Conference by 10 June 2010. Authors will be required to submit papers in IEEE Xplore-compliant PDF format and to sign the IEEE Copyright form.

6.2. The Host shall submit conference papers to the IEEE within one (1) month after the Conference

ends for the purpose of inclusion in IEEE Conference Publications Program (CPP). IEEE shall have the right to sell copies of the papers and proceedings in paper, CD, DVD, online or other such media, after the Conference. IEEE shall retain all proceeds from its own sales. The IEEE will not pay any acquisition fees related to the conference proceedings.

6.3. Papers presented at this Conference may be eligible for review for inclusion in the periodicals of

IEEE Sponsoring Societies provided they meet certain requirements:

The subject of the paper must be within the technical scope of the IEEE PELS, IES, or IAS.

The authors of the paper must request that it be submitted for review. When submitting the paper, the authors must follow the specific requirements for post conference publication in the intended periodical.

A paper submitted to the conference, but not actually presented, will not be eligible for review. It is the responsibility of the Host to verify the presentation of all papers submitted for review.

Additionally, for a paper to be considered for review for inclusion in the IEEE Transactions on Industry Applications or the Industry Applications Magazine, it shall be the responsibility of the Host, with the guidance of the IAS Meetings Department, to create a committee to screen papers

meeting the requirements given above. This screening committee should, if possible, be made up of IEEE IAS members familiar with the requirements of IAS periodicals. Papers selected by the screening committee shall be judged to have a “reasonable chance” of being accepted for one of the IAS periodicals. Further, the selected papers within the scope of any one IAS Technical Committee (TC) shall not number more than 20% of the total number of papers presented at the conference. No paper submitted but not actually presented shall be included in the papers selected for review. The screening committee shall prepare a list of selected papers, including the paper’s title and the name and address of the corresponding author. This list shall be forwarded to the Chair of the IAS Meetings Department promptly after the conference. Authors shall be advised of this procedure and shall not submit their papers for review prior to the issuing of the list of selected papers. Papers on the list may then be sent to the respective Editor-in-Chief of the IAS. The Host shall instruct authors to submit their own papers.

6.4. The Host shall forward two (2) copies of the conference proceedings on CD-ROM to each Chair of

the Sponsoring Societies Meetings Department. 7. COPYRIGHT: IEEE is to be the owner of the copyright in the Conference publication. The IEEE copyright assignment form must be filled out by each author and provided to IEEE.

8. IEEE TRADEMARKS: The IEEE and IEEE Society trademarks may only be used on Conference collateral material upon the prior written approval of an authorized representative of IEEE. See Guidelines for use of the IEEE Master Brand and IEEE logo on the IEEE Web Site at www.ieee.org/publications/rights/idstandards.html The right to use the IEEE and IEEE Society marks as approved shall terminate upon termination of the technical cosponsorship pursuant to this MOU for any reason Guidelines for use of the IEEE Master Brand and Logotype “IEEE” can be found on the IEEE Web site at http://www.ieee.org/go/visual_guidelines

9. EXHIBITS BOOTHS: If requested by IEEE Technical Co-Sponsors, the Conference will display Sponsoring Societies membership materials in the conference Venue. The Conference shall provide, at no cost, exhibit booth, exhibit table or other means of promoting IEEE membership and activities during the conference. The IEEE Technical Co-Sponsors shall bear all expenses to ship the materials to the conference venue.

10. IEEE MISSION: The Sponsoring Parties agree they are familiar with IEEE's mission, vision and commitment to quality standards for conferences and promises that the Conference will advance those goals. The IEEE Mission and Vision statement can be found at http://www.ieee.org/about/vision_mission.html

11. IEEE CODE OF ETHICS: The Sponsoring Party, for itself and each member of the Conference Organization Committee, shall and does hereby agree to adhere to the IEEE Code of Ethics which can be found at: http://www.ieee.org/membership_services/membership/ethics_code.html

12. TERM AND TERMINATON OF TECHNICAL CO-SPONSORSHIP: This MOU may not be terminated except by written consent of all parties. Upon termination or non-renewal of this MOU, no Sponsoring Party may use, license, create derivative works, or exploit in any way the jointly owned works without the written consent of the other parties.

IEEE reserves the unconditional right to rescind its technical cosponsorship if any of the terms or conditions set forth in this MOU is breached.

13. INDEMNFICATION: Each Sponsoring Party shall indemnify, defend and hold harmless the other Party from and against any and all claims, demands, liabilities, settlements, damages, costs, and expenses, including reasonable attorneys’ fees and expenses, arising out of, or in any way connected with, any default, breach or negligent non-performance of this MOU or any negligent act or omission on the part of indemnifying Party, its agents and employees arising out of this technical cosponsorship or the conduct of the Conference. Each Party shall provide prompt written notification to the other Party in the event an

indemnified claim arises. The indemnified Party shall reasonably cooperate with the indemnifying Party at the indemnifying Party’s expense. 14. CONFIDENTIAL INFORMATION: “Confidential Information” means information identified in good faith by either Party as “Confidential” and/or “Proprietary,” or information that, under the circumstances, ought reasonably be treated as confidential and/or proprietary. “Confidential Information” shall include, but not be limited to, the terms and conditions of this MOU, customer data, usage statistics, market research, analyses, studies, processes, present and/or future product information, pricing information and business plans.

Neither Party shall disclose to a third party Confidential Information of the other Party. The receiving Party shall use the same degree of care as it uses to protect the confidentiality of its own confidential information of like nature, but no less than a reasonable degree of care, to maintain in confidence the Confidential Information of the disclosing Party. The foregoing obligations shall not apply to any Confidential Information that: (a) can be demonstrated to have been publicly known as the time of the disclosing Party’s disclosure of such Confidential Information to the receiving Party; (b) becomes part of the public domain or publicly known, by publication or otherwise, not due to any unauthorized act or omission by the receiving Party; (c) can be demonstrated to have been independently developed or acquired by the receiving Party without reference to or reliance upon such Confidential Information; (d) is provided to the receiving Party by a third party who is under no obligation to the disclosing Party to keep the information confidential; or (e) is required to be disclosed by law, provided that the receiving Party takes reasonable and lawful actions to avoid and/or minimize such disclosure and promptly notifies the disclosing Party so that the disclosing Party may take lawful actions to avoid and/or minimize such disclosure.

Each Party agrees that it will use the Confidential Information provided by the other Party only as necessary to discharge its obligations under this MOU and for no other purpose without the prior written consent of the disclosing Party. 15. NONPROFIT STATUS OF THE IEEE: IEEE has been recognized as a tax-exempt educational and scientific organization under Section 501(c)(3) of the U.S. Internal Revenue Code. As such, the IEEE cannot enter into transactions with for profit or other organizations that are not tax-exempt under Section 501(c)(3) except on an arms-length basis. Non-compliance with the provisions of this policy may result in denial of approvals for subsequent conferences. For profit and other organizations can, however, provide donations as indicated in IEEE Policies Section 10.1.23. IEEE Policies Section 10 can be found on the IEEE Website at http://www.ieee.org/web/aboutus/whatis/policies/p10-1.1.html.

16. NON DISCRIMINATION: IEEE is committed to the principle that all persons shall have equal access to programs, facilities, services, and employment without regard to personal characteristics not related to ability, performance, or qualifications as determined by IEEE policy and/or applicable laws.

IEEE prohibits discrimination, harassment or bullying against any person because of age, ancestry, color, disability or handicap, national origin, race, religion, gender, sexual or affectional orientation, gender identity, appearance, matriculation, political affiliation, marital status, veteran status or any other characteristic protected by law. IEEE expects that its suppliers shall maintain an environment free of discrimination, including harassment, bullying, or retaliation when and where ever those individuals are conducting IEEE business or participating in IEEE events or activities. 17. GENERAL TERMS AND CONDITIONS: Entire Agreement: This MOU shall contain the entire agreement between the Parties and supersedes all prior and contemporaneous agreements, arrangements, negotiations and understandings between the Parties relating to the subject matter thereof. There are no other understandings, statements, or promises of inducement, oral or otherwise, contrary to the terms of this MOU

Severability: If any provisions or portions of this MOU are invalid under any applicable statute or rule of law, they are to that extent to be deemed omitted from this MOU and replaced by provisions or portions thereof which are as close to the original provisions as possible while being legally permissible. The other provisions or portions(s) of provisions of this MOU shall remain enforceable and unaffected. Assignment: None of the Parties may assign or transfer any right, interest or claim under this MOU without the express written consent of the other Parties. Notices: Any notice given under this MOU to any of the Sponsoring Parties may be effected by: (i) personal delivery in writing, (ii) facsimile, receipt of which is confirmed by facsimile confirmation, or (iii) registered or certified mail, postage prepaid, return receipt requested, and shall be deemed communicated as of actual receipt. Mailed notices and any other communications among the Sponsoring Parties shall be addressed as set forth below, but any of the parties may change its address by giving written notice of such to the other parties. Counterparts: This MOU may be executed simultaneously in two or more counterparts, each of which shall be deemed an original, but all of which together shall constitute one and the same instrument. If either party uses a scanned or facsimile transmittal, that copy shall be deemed to be an original. This MOU shall not be valid until approved and executed by authorized representatives of both the IEEE Technical Co-Sponsor and IEEE Conference Services.

The time is ripe to capture papers of publication quality that are presented at CONCAPAN, a conference we have supported vigorously for more than a decade. My understanding is that the obstacle to publishing has been the absence of peer review, with minor concern about most papers being in Spanish. Here is what I suggest - no, here is what I recommend. At the Board meeting a few days from now, ask Jorge Him as Member-at-Large to arrange for peer review of a significant number of papers at the next CONCAPAN conference in November. First, review the papers in Spanish format with the review form report in English. Next, select promising papers that are of publication quality and translate these into English, perhaps with a secondary reviewer who has a general understanding of the subject and whose task is only to edit the English, not the technical content. This done, process the paper like any other paper. Tom, you know there will be more to it than that so Jorge will have to look into other factors as well. You know as well that I stand ready to help you and Jorge wherever you can use me. I think COCAPAN is a perfect Beta test site to find out how to bring quality non-English papers into our literature. • Paper upload is being delayed for 3 reasons: o Clearly started too late. o IEEE conference group when approached this year communicated to us that last year process

did not work in one important respect: The transfer of papers from S1M to Conference Xpress. In fact, IEEE staff did the transfer manually. The only solution available was to ask authors from I&CPS and Mining, who submitted to S1M only in 2009, to do two separate but simultaneous uploads, one to S1M and one to Conference Xpress.

o Credit card approval requires longer and longer approval. • Authors have been notified of delay; Submission deadline pushed back to June 15th. • Plenary session: Presentation proposed by EPC, IACC, possibly metals; Also a presentation on DC

power for commercial/industrial settings is being discussed, to promote discussions and standard developments in that field.

2. Cooperation with PELS: Informal discussions have started with PELS on areas of mutual interest and cooperation. The goal is to present proposals to the Boards of the two societies in the Fall (at ECCE and IAS Annual Meeting). So far the following is being proposed:

• Committee cooperation: Committees of each society to assign liaisons to relevant committees of the sister society. These liaisons would work closely with officers of the corresponding committee(s). The goal is to ensure smooth communication. At this point, Tomy Sebastian is preparing a matrix of committees for which liaisons make sense.

• Publications: Both PELS and IAS are experiencing and anticipating significant growth in paper submission. We would like to propose developing a new, joint Transactions, focused on energy conversion and drawing papers primarily from ECCE. At this point, a small group needs to be put together to identify hurdles and solutions.

• Conferences: This has not been discussed yet, but the IAS members of the discussion group would like to see more cooperation and coordination, especially with respect to IAS Asia and IAS Europe.

Treasurer's Report to the IAS Executive Board - May 2010 Since the last executive board meeting the first pass at the IAS budget for 2011 was submitted to IEEE. Also updates have been made in the financial summary, balance sheet, detailed financial report, and executive committee expenses. 2011 Budget The IAS budget for 2011 has been submitted to IEEE. The executive committee expenses remained as discussed in the last executive board meeting. However, after including update on conference income, the budget had a deficit of $26,000. This was acceptable to IEEE, at least on the first pass, by considering the increased budget for chapter development and industry lecturers as new initiatives. Financial Summary and Balance Sheet The society had surplus of $229,000 as of the end of the March. It had pooled assets of $2.8 Million and net worth of $3.4 Million. More information can be found on the following pages. Financial Detail Report The 13th month adjust has been added to 2009 statistics. This includes investment income of $1.2 Million which gives an overall surplus for that year of nearly $ 1.5 Million. For the current year, 2010, both revenues and expenses are below the projected levels. It is expected that these activities will pick up as more conferences are held and other entities start reporting their activities. Details can be found on the following pages Executive Committee Expenses As with the other accounts, the executive committee reported activities are below the projected budget. However, the first executive board meeting expenses were not recorded in this information which would increase the expenditures considerably. 3. 2010 Zucker Program. The IAS President has established an ad-hoc group to review the Zucker Design Contest and make recommendations to enhance/revise this program. The travel program has had good response in 2010 and we will determine the candidates in early August.

4. Industrial Lecture Program (ILP) Subject Matter Expert (SME) Selection New Program within the Education Department. (Dunn)

• We have developed a list of individuals that are senior members and above within the IAS. IAS staff provided a list of all IAS senior members and above. The list of subject matter experts (SME’s) for this program will be in place by year’s end. We have identified some members in regions 8-10.

• Contact is being made with these members to communicate the program.

• Working to post the list on the IAS website and further publicized.

IAS Transactions

The July/August 2008 issue has been filled with 41 papers, of which 40 were forwarded to IEEE on

March 9. They arrived on May 13, the manuscript due date. One of the issue‟s papers was delayed

from those previously approved for the May/June issue. The first three issues of the year were

scheduled to have 30 papers each. July/August is the first issue at the newly approved page budget of

40 papers/issue designed to reduce the backlog of papers arising from efforts in ICPSD and MSDAD

to clear their review pipelines of older papers, a substantial influx of papers that had been approved

for the IAS Magazine but could not be supported by its page budget constraints, and a surge in

approved papers arriving from technically co-sponsored conferences. This target will be held through

the end of the year, and possibly for the first few issues of 2009 until the backlog delay is no longer

an appreciable contributor to the submission to publication metric. In contrast, it is to be noted that

prior to the 2007 issues, the page budget was more like 27 papers/issue and the issues tended to be

filled at the last moment.

At present, approximately 200 papers have been approved by the technical committees for publication

in the Transactions of which 134 have been received, but not yet processed for transmittal to IEEE for

page proof preparation. 40 of these will be processed over the next month for inclusion in the

September/October issue to be sent to IEEE by their manuscript due date of July 15. The backlog

insures that November/December 2008 and January/February 2009 are already filled as well as about

one-third of the March/April 2009 issue.

With the publication of the July/August 2008 issue 33 papers will have been published by MSDAD,

20 by PID, 3 by ICPSD, and 74 by IPCSD. Although it appears that ICPSD may be lagging, it has

many papers in the publication queue which will appear in the next few months thanks to its efforts to

clear its review pipeline.

On a personal note, Carl retired from Delphi at the end of March so he is now a full-time half-time

editor.

IAS Magazine

We concluded the first half of 2010 reasonably close to the projected page count based on a 476 page

budget for the year. At this point, we don‟t see a need to adjust the budget at this point, but we will

need to monitor what happens in each of the remaining issues and may need to make minor

adjustments as we get closer to the end of the year.

Kaz Adamiak and Lucien Dascalescu are serving as Guest Editors for the July/August special issue

on electrostatics. The teaser for this issues might be that it is going to be „out of this world‟.

The Call for Papers for 2011 was issued in March. So far, the Committees have recommended 35

papers for publication next year. The authors of one of those papers subsequently withdrew their

paper. The thing that is remarkable about that is that in previous years, we‟ve only had 6-10 papers in

the „pile‟ at this time of the year. The difference is that S1M is encouraging the committees to

conclude their reviews and make decisions sooner.

Last year, we implemented the „final files‟ function in S1M, and about 30% of the papers we are

publishing in 2010 came through that channel. For next year, 100% of the papers will flow through

“final files”. Louie believes that we were the first IEEE Magazine to use that feature.

We have also started using the „rapid posting‟ feature offered by IEEE publications. What this means

is that feature articles (technical papers) are archived in Xplore shortly after the authors approve the

page proofs. This means that we don‟t have to wait for the hard copy of the Magazine to be published

and eventually archived to be able to record the papers as „published‟. This shortens the „submission

to publication‟ time by four to six weeks. We are the only IEEE Magazine to use this feature.

Lanny and Louie had three extended coordination discussions by telephone, augmented by a WebEx

connection facilitated by Lynda Bernstein. Geri Krolin-Taylor participated in the third of these

sessions, and also a discussion at the POE meeting last week. Louie has given him a CD containing

copies of all of the templates, databases, spreadsheets, and other tools that he has been using. Lanny

will be taking the lead on assembling the publication plan for 2011 (although Louie will have to

participate since Lanny is the author of two of the articles in the queue for next year and therefore

can‟t formally approve them for publication), and he will also lead the effort to assemble the

January/February 2011 issue. This is essentially the same arrangement that Andy Smith and Louie

had when Louie became EiC.

ScholarOne Review

It was almost exactly two years ago that we went live with ScholarOne. So this is an appropriate time to

look at where we stand with the tool.

Overall, the tool is doing a fabulous job for us in IAS. Some key statistics:

o Users: 3133

o Unique submissions since going live (excluding revisions): 822

o Total submissions, first year (including revisions): 433

o Total submissions, second year (including revisions): 748

At this point, the tool is being used by every committee except Cement (who may adopt it next year)

and Appliances (who appear to be inactive).

The „final files‟ option has provided a totally seamless, electronic flow from submission to

publication. At this point, about 75% of the papers published in Transactions are coming through the

final files route. About 30% of the papers being published in the Magazine this year came as final

files; we expect that to be 100% in 2011.

Anecdotally, both Carl and Louie have noted an improvement in the flow of papers to us for

publication. Carl believes that one of the reasons that he has had to increase the average number of

papers he is publishing in each issue of Transactions is that the peer review process is moving more

smoothly and efficiently. Louie‟s observation is that the system encouraged the Committees to

approve papers for publication in the Magazine as soon as the reviews were complete rather than

waiting for the annual Call for Papers.

Prior to S1M, IAS routinely had problems with committees failing to keep up with reviews. Some

committees found themselves several years behind in completing reviews and with no idea of where

they stood or what they needed to do to resolve that problem. Today, there are isolated instances of

individual papers that are hung up in S1M, but in every case we can see exactly what the problem is

(and more importantly, WHO is not doing what he or she is supposed to do). There are still some

issues of long delayed reviews – almost all of which are papers that were submitted prior to S1M and

are still stuck in a legacy process (for example, the notorious AIC problem.)

The key point here is that while S1M is a great system and is working exceedingly well, we still rely

on people to actually get work done, and most of our challenges are with people

Last week, Louie gave Lynda Bernstein a complete set of all of the material associated with S1M.

Included in this material was a document that lists all of the regular maintenance actions that the

system requires, together with step-by-step instructions for those actions. That is a living document –

Louie has revised it several times since he made the copy for Lynda and expects to send her a revised

version later in the year. He also gave copies of that material to both Lanny and Carl so that it exists

in several places.

There are a number of ongoing issues. Some are minor maintenance items and some are things that

require action by IEEE and/or ScholarOne. Naturally, some are more significant than others. The

major items include:

o Ongoing issues with ScholarOne. Some of the background noise that picked up at the POE

meeting includes IEEE‟s concern that ScholarOne isn‟t as focused on customers as they once

were. The change appears to have come about when the company was acquired by Thompson

Reuters. While IEEE is one the major users of ScholarOne, the 53,000 IEEE submissions (in

2009) is still a fairly small fraction of the total usage. IEEE is trying to create a consortium with

other major users that hopefully would add up to about 80% of ScholarOne‟s total volume with

the objective of getting more attention focused on our concerns.

o The COGNOS reporting system is a great tool, but it has some shortcomings. Screen response is

frustratingly slow and there are a few known issues (for example, our inability to capture

individual m-scores).

o Copyright transfer is a headache. TAB adopted a policy two years ago that the copyright transfer

must be executed at the time of submission. S1M can‟t enforce this policy, and IEEE is well

aware of that issue. Louie spend a couple of hours each week checking for new submissions,

verifying that the copyright transfers have been done, and sending reminders to authors who have

failed to execute the transfer. He discussed the problem at the POE meeting last year with Ken

Rawson and Bill Hagan, but at this year‟s meeting they admitted that nothing has been done. Part

of the problem is the issue of priorities at ScholarOne, but another part is IEEE‟s internal

priorities. As you know, IEEE adopted a new Business Management System a couple of years

ago; that system is not working well, and all internal systems resources in IEEE have been

directed to focus on BMS until it is fixed.

o The big issue involves Conference Services. When we first started to look for a peer-review

management solution for IAS, we adopted two „cardinal rules‟. One was that we didn‟t want the

tool to force changes in the way that Committees traditionally went about their business. The

other was that we wanted the system to be author-friendly. The issue that presented the most

challenge was the fact that we had two strong traditions in IAS – about half of the committees did

manuscript submissions on a post-presentation basis, and the other half used a pre-presentation

approach. The solution that we arrived at satisfied both groups and has worked. However,

Conference Services has never wanted to cooperate with us – initially, we thought the resistance

was one individual, and when that person retired, it appeared that Ken Rawson‟s publication

systems folks would be able to overcome the residual pushback. Unfortunately, we didn‟t know

that the solution that they worked out to support submissions for the Annual Meeting in 2009

didn‟t meet all of Conference Services‟ requirements (and it may be that those requirements were

never clearly stated). But the bottom line is that rather than identifying those concerns last year

and giving us an opportunity to try to address them, they waited until a few weeks ago, after

submissions for the 2010 Annual Meeting had already started, to inform us that they would not

support the electronic transfer of manuscripts from S1M to their system. We have a workaround

solution that unfortunately will violate the second cardinal rule – authors will have to submit

manuscripts separately, once to Conference Services, and again to S1M, and this could

discourage some authors. This issue is going to have to be resolved before next year. There are a

number of possible solutions:

We could find a solution to Conference Services concerns. The problems here are the internal

IEEE resource priority issue, and, in Louie‟s opinion, the possibility that Conference Services

doesn‟t want to find a solution.

IAS could find a more customer-centric contractor to publish the Annual Meeting Conference

Record.

The ExBoard could eliminate the problem by adopting a new policy requiring all committees

to adopt the post-presentation workflow. The committees that currently use pre-presentation

submissions are also the committees that are most disassociated from IAS. This creates two

concerns. One is the political issue of trying to force those committees to accept any change.

The other is that the pre-presentation process is more than mere tradition – the committees

that use that approach also select their prize papers from among the papers PRESENTED at

one or more conferences during the calendar year, while the committees that use the post-

presentation approach select their prize papers from among those papers PUBLISHED during

the previous calendar year. So changing the manuscript submission process would also

require a substantive change in the prize paper selection processes in those committees.

Or we could do nothing and see if imposing the additional burden on authors results in actual

deterioration in the Annual Meeting.
