Getting cranked up for 2008 has

been a pleasure as I have seen

numerous new names on the Unit

Officer Reports and that is a sign

of growth if there ever was one.

From the Division roster right on

out to our newest units, we have

had an excellent turn out of

volunteerism in filling the staff

positions and all hands are to be

commended for that. This

response is a convincing reason

for every Flotilla to continue

recruiting quality members into the

New Year.

The Division is fast approaching

300 members and we fully expect

to pass that goal in early 2008. If

your Flotilla or detachment has not

put a recruitment program into

place for the coming year, then

take a look at those units who did

in 2007. It has paid dividends in

more than one way to those who

sought and recruited new

members. Without that input of

new talent, it does not take long to

reach a point of burn out with

those seasoned members who

take the lead year after year. The

other recommendation is to cross

train your staff and prepare them

for different roles in leading the

unit.

With the latest head count for the

C.O.W. at Myrtle Beach reaching

an all time high for both nights, I

encourage each of you that have

not made plans to attend to take

another look at participating as

this will be an excellent time to

meet the new members and

participate in getting the new

year off on the right foot. The

room rates and meal selection is

great, so revisit your calendars

and see if you can cut some time

into that first week of the year

and join us for some fun,

fellowship, and Auxiliary program

participation.

The Division 12 Staff for 2008 looks to be outstanding. At the upcoming Division Change of Watch, you’ll see a number of

new faces, as well as those familiar to you, among the ranks of division staff officers ready to be sworn in. All of these

volunteers are more than ready to begin serving you in your various efforts to support the Auxiliary and Coast Guard

programs.

I believe when you get to know the 2008 staff, you will feel the pride that I do knowing that these fine people will be

representing you and your programs at the Division level. It will be my distinct pleasure to help your Division 12 staff do

the very best job possible.

I urge you to attend the Division C.O.W. on 05 January in Myrtle Beach. There, you’ll have the opportunity to view your

new officers and give your support to this great group of individuals.

With two years quickly gone, as Bob Kreiling would put it. "It has been a great ride." During the past two years we have all seen, first hand, Division 12 grow in achievements and size. We have witnessed the addition of a new flotilla to our division, a new detachment, and enrollment of Citadel Cadets. The many accomplishments of Division 12 members is evident as many awards of recognition has been presented to the membership. Each and every member in Division 12 can hold their head up high, as you have made Division 12 a shining star in the District. I would like to personally thank Charlie McCarty for his many words of wisdom and his never ending willingness to lend a helping hand. Bill Riley for being the driving force in our recruiting efforts and his never ending support to me. Thanks to all the Staff Officers for the outstanding jobs they have done and to the Flotilla Commanders and their staff and members which makes everything possible. May we never forget that the Flotilla Member is the backbone of the Auxiliary. To Lt. Morgan Roper and all the Coast Guard, we thank you for your support to us. In closing, thanks to my lovely wife Karin for her support to me and the many nights that she watched TV alone because I was involved in Auxiliary business. With Bill Riley, DCP and Bob Weskerna, VCP at the helm and the outstanding staff that is in place, 2008 will be a great year. Division 12 has 280 tools in the tool chest, and all are razor sharp and ready to go to work. In closing, my thoughts to the Division 12 membership, is to stay on the front of the locomotive to see where you are going. There are many exciting and rewarding things just around the next bend. Anyone who would choose to ride in the caboose will only see where they have been.

Hi Everyone, My name is Bob Gerber and I am the new Aids to Navigation officer for Div. 12 this year. A little about myself to start, I have been in the Auxiliary for 5 years now. The last two I have been the AN officer for the Flotilla. I come to this area "from off" (as they say here in Charleston), and though I have been boating for a long time, it was mostly on small northern lakes, very different from here.

What I hope for this year is not so much to change what we do, but to rather get us to take credit for it through listing our activities. They can't count it unless you report it.

For now, I just want to wish everyone happy holidays, and I hope to see you at the Div. meeting in Jan.

Greetings and a Happy New Year to all,

My wife Jean and I moved to Charleston last summer from Ft. Lauderdale, Fl. We all knew Charleston is a great place to

live, but our 4 grand kids living here erased any doubt.

We lived in South Florida for many years where I worked in the publishing and advertising business in the marine industry. I've

been a boater all of my life having run boats along the East Coast, The Great Lakes and the Bahamas. I've held an active 100

Ton Near-Coastal license for many years.

I joined the Auxiliary after 9-11 in order to lend a hand to the severely short-handed Coast Guard. Another Auxiliarist and I

became qualified radio watch-standers at STAFTL. Two years later I went to Sector Miami and qualified as a Commcen

Controller (radio watch-stander) at the Sector level.

Currently, I'm going through the break-in process at Sector Charleston. Learning the Sector Charleston AOR is a challenge

indeed with so many small rivers, creeks and islands. Our AOR runs from South of Brunswick, GA to the N. Carolina border.

The base station name at our house is "Coast Guard Auxiliary Charleston" (Call sign NF7BD). We are a back-up to Sector

Charleston and of course, another pair of ears listening in on the waterways. At this time I have only VHF, but HF is on the

drawing board.

I look forward meeting everyone at your Flotilla meetings. In the meantime, I would like hear from all Flotilla CM's with

what you want to accomplish this year. What are your Flotilla communications capabilities, boats, base stations, mobile

stations? Is there anyone interested in becoming AUXCOM qualified?

Please e-mail any questions, thoughts or ideas you may have. I look forward to working with you in 2008 and making

Division 12 the best connected in D-7.

I am glad to be the Communications Services Staff Officer and web master for our Division Web Site for 2008. I need your

help in keeping our site up to date with what is happening in the Division. I need to know boating classes and other

activities to keep the public and our members informed. If you have any information for the Division web site or pictures of

happenings in the Division, please send to me and I will put on our web page.

As we start of the year I want to ask each Flotilla webmaster or Flotilla Commander to check your Flotilla website. I have

noticed that a few of our Flotilla sites are not being kept up to date. If you need help in either keeping your web site up to

date or setting one up, please let me know. I will be glad to either work with your web master or update the web site for

the flotillas until you can get a web master. Our web sites are looked at by the boating public and we need to show them

that we are a competent, professional organization.

Got Financial Reports?? It is that time of the year for the FC, FSO-MA and FSO-FN to get together with the financial and

inventory data that needs to be passed up the chain through the DCP to DIRAUX on ANSC Form 7025. You can Google it

by typing "COAST GUARD FORM 7025". If you are transferring the account, be sure and have both the outgoing and

relieving officers sign the form.

I am in the process of mailing out prorated dues and it is great to see just about every Flotilla on the list with new

members. These dues are rather late in getting passed out to the field and I broke them down by quarter for your

information. On the topic of new members, from a financial standpoint, new members make new revenues for both the

Flotilla and the Division, so take a look at where you are in preparing a recruitment program for 2008. This is an important

part of the revenues that are available for running the unit and sometimes this factor is overlooked.

Lastly, this will be my swan song as SO-FN. The SO-FN for 2008 comes from the ranks of the new members of

2007. Tammy Rodvansky is a member of the new detachment at Lake Marion. She is a governmental budget analyst by

profession and fits well into the SO-FN slot for the Division. Please join me in welcoming Tammy to Division staff and the

Auxiliary. I thank each of you for your cooperation in handling the financial affairs of your unit while I have served as your

SO-FN. See you at Myrtle Beach.

Hello to all Division 12 Auxiliarists. I will be your SO-MS for 2008. I've been a FSO but never a SO before, so I have a lot

to learn. I'm trying to jump start the learning process by attending the District 7 Training Conference 11-13 January 2008

in Orlando, FL.

I ask each FSO-MS to encourage the members of your respective Flotillas to become involved in MS activities. There are

many ways we can assist the Active side.

Now that I am mostly recovered from last summer's surgery, I'm looking forward to resuming/ volunteering at the Regional

Examination Center (REC), Charleston.

Please bear with me as I gain my "sea legs" in this new assignment. I appreciate being asked to be your SO-MS in 2008.

My name is Henry (Hank) Wolf and I'm replacing Al McAllister as SO-MA. I've been FSO-MA for Flotilla 12-08 for the past few years and am looking forward to serving you in the coming year. Please contact me at [email protected], if there is anything you need.

In Roman mythology, Janus was, among other things, the god of beginnings, and endings. He is depicted as have two faces, one faces forward and the other aft. This month is named for him as it is a time for looking forward to the new year and back to the old. Let’s begin by reviewing your accomplishments of last year. These numbers come from the monthly member training reports that were submitted from Division 12 during 2007. They may not be 100% accurate but should be close. We had only one new AUXOP in 2007. Nineteen specialty courses were completed. Flotillas 12-8, 12-10 and 12-12 had eighteen

of those. Seven potential elected officers passed the APC Course. We gained nine new boat crew and five new coxswains. We only added three new instructors but gained thirteen new RBS Visitors and eighteen new Vessel Examiners. Seventy-three ICS modules were passed. One person passed the Good Mate Course, the Introduction to Marine Safety and Environmental Protection and the Initial Introduction to Marine Safety Course. Our Flotillas conducted fifteen workshops. The various flotillas reported 86 member training sessions totaling 240 hours. You are to be congratulated. Remember that only by ongoing training and continuous upgrading of our skills can we perform our task as “Force Multipliers” for the Coast Guard. Looking forward to ’08, we will see more changes in the specialty courses. AUXSAR will undergo a complete revamping. Sometime, about mid-year, AUXNAV is scheduled for a major overhaul. I would encourage you to conduct classes for your members in the various specialty courses. Experience has proved that more people will become involved if classes are offered than will study and work on their own. If you plan to conduct a class, let me know so that I may pass the word. We have had good luck with gathering members from Edisto to Georgetown together for a class. As the Bible says, “Don’t hide your light under a bushel”. Working together not only spreads the joy around it gives you a chance to really get to know fellow Auxiliarists from other flotillas. Finally, since I don’t know who four of the six FSOs-MT will be, I will make a general plea to those who will serve in that

capacity. Remember that part of your duty is to submit a monthly report of member training activity in your flotilla to me.

That is not an option. It is a DUTY ! It is part of the obligation you undertook with the job.

A New Year and a new Div. 12 team is moving into the slots. Among them is Allen James IPFC 12-8, as 12 SO-OP. I am pleased that I could convince him (read that as conned) to take over this slot. He is a Licensed Captain, as well as being a Coxswain and AUXOP. Having past experience as 12-8 FSO-OP "Hap" knows what he is getting into. At those times, when Sector puts out a call, with little or no warning, for a Facility and Crew, OPs, very often, has to ready to crank up their boat and go. As many of you know we sold "Midnight Tango" and as I explained to our DCP and VCP a "land bound" OPs Officer is not acceptable, in my mind.

I am pleased that I can hand the reins over to a person as qualified as Hap and ask you all to give him the same tremendous amount of cooperation, that you always extended to me.

Like I keep saying to you and I'll say it One Mo' Time.

Let me introduce myself to all. My name is Allen James and my nick name is Hap.

I joined the Auxiliary in 2001, holding the offices of FSO-OP, VFC, and FC of 12-8 during the past seven years. My

certifications are Coxswain and AuxOps, and a active commercial captains license (six pack).My favorite task in the

Auxiliary is being on the water for patrols or training boat crews. I make no claim to know everything about Operations or

any other Specialty but I do promise to find an answer if asked a question. I tend to be " by the book "but I know common

sense and situational awareness are also important .

During the year I plan to visit each flotilla several times and go on patrol. My job will be to assist you in anything in

Operations such as forms, uniforms, equipment, or OPFAC's. My e-mail address is [email protected] and my

Merry Christmas! Happy Hannakah! Happy New Year! I first want to express my appreciation to all our FSO-PSs who are

committed to continue on in 2008: 12-02 Jack Stacey, 12-03 Russ Jernigan, 12-06 Jack Connelly, 12-08 Alan Miles, 12-

10 Charles Wood, and 12-12 Anthony Brodnicki. I also want to single out for special thanks Ron Blanchard of 12-10 for all

his inspiring support to the Personnel Services mission in 2007.

We should again be working hard to assist our Flotilla Commanders and Vice Commanders in developing meaningful and

challenging goals for increasing the membership and retaining the valuable human assets of the Division to best serve our

Sector, its Stations and the recreational boating community.

Rhonda Hebert and Angela Pomaro will be continuing on as our District Staff Officer and ADSO-PS for E-Responder

respectively which should insure a fast and easy transition for support and necessary reporting linkages.

I fully expect our Director of Auxiliary and District Commodore to challenge us all to reach out to an ever- expanding

population of pleasure boaters who have the potential skills and interest in joining us this year. Remember every member

is a recruiter in the fullest meaning of the word.

The E-Responder system remains a valuable link to citizens who have read about our mission and its requirements for

enrollment on-line or through other National outreach efforts. Each deserve our quick, cordial and substantive response to

the inquiry. We will need to record our follow-up to these folk, and to engage those that continue to express interest by

quickly moving them forward in the application process.

The problems related to retention can develop early in a new recruit's career, and we need to re-commit to continuous

nurturing and active communications with each one, until their skills and confidence levels are fully exercised. If not the

new members’ enthusiasm and commitment will likely fade.

In 2007, our administrative processes continued to improve and the new the ANSC Form 7001 gives evidence of this,

coupled with faster processing times. Thanks to the efforts of our DCP and VCP, our active pursuit of folks on our inland

waterways and those "gap" areas along the coast show promise for further unit establishments. We still rely on you the

members at the water's edge and on the ground for feedback, input on untapped regions, successes, problems and

solutions, and, above all, for suggestions for improvement.

As your 2008 SO-PV Officer, I welcome all PV’s new and returning folks. As we start the New Year, here are just a few of

my thoughts and hints for a successful year:

1. Carry rack materials in your personal vehicle. You don’t need a huge amount, but if you are just out running errands

and come upon a near empty display, you are prepared to fill it and you have also completed a visit.

2. As PV’s our goal is to get the Boating Safely Pamphlets to the general boating public. Don’t feel as though you cannot

or should not fill another Auxiliarist’s rack. If you happen upon a rack or display that needs filling, do so. In my book, there

is no so called Territorial Areas. The more PV’s out there keeping those racks filled with fresh pamphlets etc. the better.

3. I’d appreciate hearing from our Division FSO-PV’s on a quarterly basis. Just drop me a short E-Mail on how the

program in your flotilla is doing. Hopefully I’ll hear from you folks in early April. All PV’s, remember to file your 7046 forms

regularly with your IS Officer.

4. If I can be of any help or answer any question don’t hesitate to contact me. If I don’t know the answer to your inquiry, I’ll

do my best to find out.

5. Lastly, we are known as the Ambassadors to the Auxiliary, Look Sharp! Here’s to a Banner Year!

Public Affairs Christine Siwirski, SO-PA


Division 12 Public Affairs officers are coming to the end of a very productive, busy year. Flotilla 12-6 participated in the Christmas parade in Mount Pleasant and Flotilla 12-10 was part of the Georgetown Christmas parade. Both of these Flotillas also conducted Public Affairs events in the months of October and November.

During this quarter members have been completing necessary Auxiliary qualifications and attending Holiday parties. Fellowship is still one of the important reasons for our membership and a time to celebrate our accomplishments. It is also time for goal setting for 2008. The following are goals that we would hope to accomplish in Public Affairs next year are: 1. 100% Monthly reporting by Flotilla Public Affairs officers. 2. Attendance at Public Affairs C School at Baltimore, Maryland or Clearwater, Florida by at least one Division 12 Flotilla Public Affairs Officer. 3. Increase participation of Public Affairs Officers in publication of Coast Guard Auxiliary related articles in local area newspapers and Auxiliary Division, District or National publications or web site. 4. Increase Radio/TV exposure and reporting of Coast Guard Auxiliary activities and Public Affairs events. 5. Continue to have Flotillas work together in participation of events as a Division team. An example of this effort was The Charleston Maritime Festival in May 2007. 6. Assist recently formed Flotillas in Public Affairs matters.

Thank you to those who have provided contributions to this edition of ‘The Pelorus’. Your contributions have made the

difference. Especially since this media is one of the best ways to communicate to the entire division membership. Please

continue to make this a great membership publication in 2008. Our membership expects it.

The district requires a monthly report from the division staff officers. So, the FSO-PB officers need to send a copy of their

Flotilla newsletter to me by mid month, every month. I will include these documents with the monthly divisional report.

Let’s see if we can get 100% participation this. That level of participation will be good for Division 12 and show the district

just how good we are.

Of course, our goals for 2008 focus on continuing to educate boaters on operational and navigation safety. The more

people who put into practice what we teach will mean the less distress they will face. And perhaps injury and/or the loss

of life can be prevented.

I also hope that all Flotilla Public Education FSOs in South Carolina can get together for a few hours early in the year for a

meeting to share best practices and build fellowship among our group. We all have good ideas that we can share

regarding the education process, how to attract participants, special promotions, and other educational elements that will

help us achieve our goals. I will be in touch with each FSO soon to determine the best time/place for us to get together.

Division 12 Meeting Notes

Saturday, October 13, 2007

Division meeting was called to order at 1003 hours by Reginald Hollar, Division Captain. William Riley, Sr., Vice Captain,

lead the Pledge of Allegiance. Invocation was given by Bob Mathewes. Reggie Hollar, DCP, introduced guests: Captain

Michael McAllister, Commander of Sector Charleston, Vice Commodore Donald Frasch, Lt. Morgan Roper, AUXLO, from

Sector Charleston. Also introduced were Evelyn Egan, new member of 12-8, George and Margaret Summers, and Lois

Hesser and her husband John.

Reginald Hollar, DCP, asked for approval of the July Meeting Minutes which were published in The Pelorus. A motion

was made by Carl Brown and seconded by Vito Giardina and the motion was approved.

Financial Report was given by William Riley, Sr., SO-FN. Bill reported that the FSO-FN’s have done a great job this year.

Reggie Hollar, DCP, asked for a motion to approve the Financial Report. A motion was made by Carl Brown and

approved by John Chalk and the financial report was approved.

DCP Comments:

Reggie Hollar, DCP, expressed his thanks to the many people who supported him during his tenure as Division Captain.

This is his last meeting and it has been an experience of a lifetime. He especially wanted to thank Charlie McCarthy for

being the best mentor he could ask for.

Awards:

Captain Michael McAllister and Commodore Jay

Dahlgren presented George Summers from 12-03 the

Coast Guard Medal of Operational Merit. This was for

his over 10,000 hours of communication support from

1/1/99 to 9/1/07 on Lake Murray.

Captain McAllister and VCO Frasch presented Ellen Kreiling the Coast Guard Auxiliary Achievement Medal for her work

as Division 12 Security Liaison and support of the District security program.

VCO Frasch presented Vito Giardina, FC, award from National Vessel Department to Flotilla 12-10 for being one of the

top 100 flotillas (out of 1200 in the nation) for Vessel Exams. He then presented Gary Graham, VFC, with 2 awards from

National Vessel Department to Flotilla 12-6 being one of the top 100 flotillas for Vessel Exams and Program Visits.

VCO Frasch presented certificates to the FC’s and VFC’s for their support as flotilla leaders and certificates to Bill Riley

and Reggie Hollar.

Reggie Hollar presented certificates to the attendees of the Fall District Conference.

Captain McAllister thanked everyone for the warm welcome he has received. He thanked Reggie Hollar for the fantastic

job in the division. He wanted to recognize the many activities the Auxiliary has contributed to help Sector Charleston. The

communication watches, harbor patrols, vessel exams, uninspected vessel and towing exams. He looks forward to

continuing this relationship. He presented Bob Weskerna and George Summers the CG Sector Charleston, Department

of Homeland Security Coin for their many hours of support in the Uninspected Passenger Vessel, Uninspected Towing

Vessel and Parasail programs.

Reggie Hollar recognized Christine Siwirski, SO-PA, for her article on the Charleston Tall Ship Festival in the recent article

of SITREP (online Auxiliary emagazine). Christine thanked Bob Kreiling and others for their help.

Break was called at 1043.

C-School Presentation

At 1050 Reggie Hollar reconvened the Division meeting. COMO Jay Dahlgren, Director’s Executive Assistant for C

Schools (DEA-C School) presented a training on the C School program. C Schools are a short term resident training

program sponsored by the CG. In order to attend a member must meet certain criteria based on the course, be approved

by the FC, submit the form and be accepted by the CG. Members can only attend C School once every 18 months.

Division Board Meeting

At 1120 Reggie Hollar convened the Division Board Meeting.

Allen James, FC 12-8, swore Evelyn Egan in as the newest member of Flotilla 12-8.

The Pelorus

Reggie Holler, DCP, conducted the Division election. He asked the Acting Secretary of Record to do a roll call. She

reported that there was a quorum. He stated that William Riley, Jr. was the only name submitted for nomination for DCP.

Reggie Hollar, DCP, asked three times for nominations from the floor for Division Captain. With no further nominations he

asked the Acting Secretary of Records to submit one vote to elect William Riley as Division Captain. The Secretary

submitted one vote and William Riley was elected as Division Captain.

Reggie Hollar stated that Robert Weskerna was the only name for nomination for VCP. Reggie asked three times for

nominations from the floor for Vice Division Captain. With no further nominations he asked the Acting Secretary of

Records to submit one vote to elect Robert Weskerna as Vice Division Captain. The Secretary submitted one vote and

Robert Weskerna was elected as Vice Division Captain.

Bill Riley, DCP-elect, and Bob Weskerna, VCP-elect,

were sworn in by VCO Frasch and Captain McAllister.

They were then flocked by Reggie Hollar,DCP, VCO

Frasch, Captain McAllister, and COMO Dahlgren.

Reggie Hollar, DCP, discussed items from the Captain’s Call. He stated he recently attended a meeting with Sector on

what the Auxiliary can do to help. The Division will be holding an ATON verification training class on November 3. He

stated the Division has done a whale of a job in the past year and we need to thank our people for an excellent job. He

stated that the District will give $500 to each flotilla that presents at least 2 more PE classes than in 2006. Also there has

been a change in the Proctor program. Now any AUXOP member can be recommended by their FC to be a proctor. In the

past we were allowed only one proctor per flotilla per 75 members and two floating proctors for the Division.

There was no Old Business.

Bill Riley stated that the Staff officer reports were written in The Pelorus with additional information from the following:

Bob Weskerna, SO-PV, reported that right now Division 12 is second in the District for Program Visitations. He wanted to

thank the PV officers for the good work they have been doing. As SO-MS he reported that he had 4 laminated America’s

Waterway Watch signs for any Flotilla that wanted them, and to see him after the meeting.

Don Davis, SO-IS, reported that you need to send certificates for boating safety classes for members to go from IQ to BQ

to Vickie Aponte in DIRAUX. Also, there are problems with JINIATIATOR software in accessing AUXDATA. If you have

problems, you will need to use CITRIX.

Charlie McCarthy, SO-PS, announced that there is a new member application and the old forms are obsolete. DIRAUX

will not accept the old forms. Only one copy of the form is now needed.

Bob Mathewes, SO-MT, introduced Lois Hesser, a Branch Chief in Public Affairs Department. She has been a branch

chief since 1987. She is involved in awards for publications and public affairs and encouraged the flotillas to go after

awards for yearlong public affair programs.

The Division Board meeting was adjourned at 1155 hours and the Division meeting was reconvened.

Under Old Business, Vito Giardina, FC 12-10, asked the status of the Soaring Eagle Awards. Bill Riley, VFC, reported that

12-6 and 12-10 are the leaders at this time.

There was no New Business.

Comments from Guests.

VCO Don Frasch announced that the District 7 team from Div. 11 won by 35 points the ISAR Competition in Toronto

Canada. D7 has done a good job in recruiting this year. He has been involved in updating the strategic plan for the

District. We have been working well with the individual stations and at the Sector level but we are working to have better

relationship with the Gold Side at District level. There were two spring conferences. Leadership training in January and

a planning session for DCP’s and AUXLOs in February.

Morgan Roper stated that the PPE’s should been coming in within the next month. She also stated that the Fuel Budget

for FY08 will be about the same amount and she will be allocating to the Divisions. There should be no shortage of fuel.

Having the stations coordinate POMS is working very well. Especially, BM1 Newberry and BM2 Harwood at Station

Georgetown. This has allowed her more time to work one on one with people having problems. Her rotation will be up

next summer and she is already starting to work with her replacement. She will be bringing her to Flotilla meetings and the

next Division Meeting.

Reggie Hollar, DCP, expressed thanks to all for supporting him in the past two years both in the Coast Guard and

Auxiliary. Special thanks to his wife Karin for her support in the past years and thanks to Captain McAllister and Lt.

Morgan Roper.

A motion to adjourn the Division Meeting was made by Vito Giardina and seconded by Ellen Kreiling.

The meeting was adjourned at 1208 hours.
