Introduction

Jeff Davis County Board of Commissioners (BOC) is soliciting bids from qualified

firms to extending the radius at the intersection of Pellet Mill Road and U.S. Highway 341, so that Semi-trucks and oncoming traffic can safely travel, and the widening of a curve on Pellet Mill Road to enhance road safety. The county desires two areas, U.S. Highway 341 intersection and the Pellet Mill Road curve, to be included in this proposal. Jeff Davis County requests that specifications abide by the Department of Transportation’s guidelines within this project. The purpose of this document is to solicit meaningful information so that the Commission may select a qualified firm. The BOC urges all interested firms to carefully review the requirements of this Bid Solicitation. Sealed bids containing the requested information will serve as the primary basis for final selection. All bids will be reviewed by the Jeff Davis County BOC. The County Commissioners reserves the right to select a firm based on the responses to this bid and responses to interviews at their discretion.

This solicitation establishes the general specifications for the project and provides prospective firms with sufficient information to enable them to provide an acceptable response to this bid solicitation. Questions and inquiries regarding this solicitation must be in writing and submitted no later than 5 P.M. on July 16th, 2021, to the following email: [email protected]. Answers will be provided as written addendum to this bid, issued by email and posted to the Jeff Davis County website. Answers will be issued as soon as possible, but no later than 5:00 P.M., July 21st, 2021.

The Commission shall not be responsible for the costs incurred by any bidder or potential bidder in their preparation of the proposal or for any visits to the property. All such costs are the responsibility of the bidder.

Background The Jeff Davis County Board of Commissioners (BOC) is soliciting bids for the

project due to complaints and concerns by citizens and Fram Pellet Mill. Since Fram Pellet Mill was established, there continues to be a hazard to all traffic traveling on the road. U.S. Highway 341 is one of our state's main transport routes to and from the Port of Brunswick, as such heavy truck traffic is prevalent on the highway. Jeff Davis County wishes to keep semi-truck drivers as safe as possible by making entering on to and exiting from HWY 341 as safe as possible. The Pellet Mill Road entrance on the State's Right of Way is narrow and does not provide enough space for semi-trucks to safely turn onto the road without causing issues or an accident. The state Department of Transportation has

provided a diagram of what they have agreed to allow the county to do. This appears as Appendix A at the end of this solicitation. It is expected that whatever firm is selected, will be able to coordinate with GDOT officials to ensure compliance with this project.

Scope of Project

The overall goal of this solicitation and project is to provide the Jeff Davis County Commissioners with the most viable option to develop a safe road for our citizens and Fram Pellet Mill drivers to travel thus alleviating the problems existing on the roadway.

This project has three unique areas/components. They are as follows: • Area 1- Extending radius at the intersection of Pellet Mill Road and U.S.

Highway 341 on Triple H side of entrance. Remove and replace any unsuitable soils or debris. Prepare subgrade. Incorporate 10” of soil cement and 4” asphalt. Area is approximately 220 square yards. Appendix A

• Area – 2- Lane addition at intersection of U. S. Highway 341 and Pellet Mill Rd on SunOne Logistics side. Remove and replace any unsuitable soil or debris. Prepare subgrade. Incorporate 10” soil cement and 4” asphalt. Area is approximately 637 square yards. Appendix A

• Area -3- Road widening on curve across railroad tracks on fram side of tracks. Remove and replace any unsuitable soil and debris. Install any water barrier material on rocks for compaction. Incorporate 10” soil cement and 4” asphalt. Area is approximately 290 square yards. Appendix B

All work will need to be striped and shoulders graded.

Instructions for Bidders

The instructions below provide guidance for the preparation and submission of bids. Their purpose is to establish the requirements, format, and content of bids so that bids are complete, contain all essential information, and can be evaluated fairly.

All Bids must be received in the office of the BOC no later than July 23, 2021 at 5 P.M. (“the submission date”) at the following address and marked on the outside as follows.

Bids shall be submitted in the original and two (2) complete copies, prepared in the format and detail as outlined below. Emailed bids will not be accepted. All bids will be valid for ninety (90) days. A bidder may select any mode of delivery; however, the risk of non-delivery shall remain with the bidder.

Bids should contain the following sections (in this order) and should be divided into tabbed sections.

1. Introduction Letter: Include a letter of introduction including the firm’s name,

address, telephone number, and email address. Provide the name, title, address, and telephone number of the official firm contact. This individual should be available by telephone or email to provide clarifications to questions. Provide a brief firm history, and provide the location of the firm office that will be responsible for this project. Provide the legal state and Federal Tax ID number of firm.

2. Statement of Experience and Qualifications: Provide a brief profile of the bidder’s principal staff to be employed for the project. Describe the experience of the firms through summary resumes, responsible for this effort with a list of similar project experience that they have completed. Provide the years of experience for the professionals. Describe previous projects of similar scope that the firm has been engaged with in the past. Provide and outline of the bidders current workload and how that workload will affect the timely completion of this project.

3. Supporting Materials: *Optional Provide materials that the bidder deems useful in further helping the Commission determine the firm’s experience and qualifications, specific to this type of project.

4. References: Provide a reference list of clients for whom the bidder has developed a comparable project. Of the references at the least two government project references are required. Include name, address, telephone number, email address, contact person, and project name. Additionally, for each reference listed, submit a brief summary of the scope of services provided.

5. Pricing: Submit any general conditions or billing practices, total cost of the project, and a total bid bond if required.

6. Insurance Requirements: Provide a statement regarding the firm’s understanding and ability to comply with required insurance requirements as outlined in this document. Include copies of your current insurance certificates.

Pellet Mill Road Project 7. Acknowledgement of Receipt of Addenda: The County will endeavor to provide

copies of addenda to all potential bidders; however, it is the responsibility of each bidder to inquire as to the existence and content of addenda as the same shall become part of the bid and all bidders will be bound thereby. The bidder shall include a statement of acknowledgement of all addenda to the bid. Bidder’s failure to acknowledge an addendum may result in rejection of the bid by Jeff Davis County Board of Commissioners.

General Information:

Retention of Bids: All bids are the property of the Commission and shall be retained by the Commission. Bids shall not be returned to the bidder. Late Bids: Late bids shall not be opened and will be destroyed. Late bids will not be returned to the bidder. Discretion of the Commission; Cancellation and Waiver: The Commission reserves the right to cancel or terminate this bid solicitation in full or in part, or to reject, in whole or in part, any and all bids received in response to this solicitation, upon their determination that such cancellation or rejection is in the best interest of Jeff Davis County. The Commission further reserves the right to waive any informalities in any bids received. The determination of the criteria and process whereby bids are evaluated, and the decision as to who shall receive a contract aware, or whether or not an award shall be made as a result of this bid shall be at the sole and absolute discretion of the Jeff Davis County Board of Commissioners.

Selection Process: All bids will be opened in a public meeting held either by the Board of Commissioners or the County Administrator on the Board's behalf. Bids will be reviewed by relevant individuals and the Board. The awarded firm will be chosen by the Commission based on the bid price. However, the commission reserves the right to select the another bidder regardless of price under certain circumstances such as insufficient prior work in Jeff Davis County, time to complete the project, and other factors. Insurance Requirements: The successful firm agrees to maintain in full force at all times during the contract term the following insurances. Provide documentation of the following:

• Workers Compensation Insurance - $1,000,000 • General liability Insurance in the amount of at least $1,000,000 per

occurrence

each occurrence All such insurance policies shall provide that they not be canceled without (30) days prior written notice to the Jeff Davis County Board of Commissioners attention: Oakley Perry, 14 Jeff Davis Street, Suite 101, Hazlehurst, Ga 31539. Jeff Davis County shall be named as additional insured under the insurance policies upon contract award.
