The juri sdic tion of this Cour t is invo ked unde r the prov isio ns of Sect ions 1331 and 1343(3) of Title 28 and, 42 U.S.C. Sections 1983 and 1988. 3. At all time s r elev ant to this acti on, the plai ntif f, Pedr o R iver a, was an adul t resident of the State of Connecticut, residing in Hartford. 4. At all time s r elev ant to this acti on, Bria n Fole y was a l ieut enan t i n the Har tfor d Police Department, acting under color of his authority as a police officer. He is sued in his individual capacity only. 5. At all time s rele vant to this acti on, Edward Yer geau was a serg eant in the Hartford Police Department, acting under color of his authority as a police officer. He is sued in his individual capacity only.
