Pebble Hill Reservoir Seismic Upgrade
Improving infrastructure to ensure the continued delivery of clean, safe drinking water for the region’s growing population.
Project Overview
Operating the region’s vast water system requires constant upgrades, repairs, and expansion to meet the needs of a growing population. Metro Vancouver is seismically upgrading Pebble Hill Reservoir located at Pebble Hill Park in the City of Delta.
Pebble Hill is an in-system reservoir, one of 26 in the region. In-system reservoirs help maintain the required water pressure needed during peak times.
This seismic upgrade of the Pebble Hill reservoir will help ensure the continued delivery of clean, safe drinking water to residents especially during an emergency event.
Construction will be completed in two phases from fall 2021 until summer 2023. The majority of work will take place inside of the reservoir to minimize construction impacts on the surrounding community.

Metro Vancouver is a federation of 21 municipalities, one electoral area and one treaty First Nation that collaboratively plans for and delivers regional-scale services. Its core services are drinking water, wastewater treatment and solid waste management. Metro Vancouver also regulates air quality, plans for urban growth, manages a regional parks system and provides affordable housing. The regional district is governed by a Board of Directors of elected officials from each local authority.
Metro Vancouver and its members work together to supply clean, safe drinking water to the region.
Metro Vancouver is responsible for protecting and providing the region’s water supply, including: protecting our watersheds; storing, treating and ensuring the quality of our water; supplying water directly to our members; and planning for future supply and demand.
Our members are responsible for providing water to residents and businesses, enforcing regulations, utility billing, and, where used, water metering.

Impacts to the Park
During construction, the tennis courts located on the south side of the reservoir will be closed from fall 2021 until summer 2023. These tennis courts will be resurfaced and upgraded during construction.
Metro Vancouver is working with the City of Delta regarding the potential of pickleball courts as part of the Pebble Hill Reservoir Seismic Upgrade. Delta Council will receive a report shortly for its consideration for this project.
A portion of the parking lot located on the north side of the park will be closed, however 14 public parking stalls will still be available.
Pedestrian detours will be in place around the work area to access the slo-pitch and soccer fields south of the reservoir.
Working with the Community
Metro Vancouver is committed to minimizing construction impacts on the community during construction. We will update residents and community organizations with project information through our project website, newsletters, and information signs.
A dedicated community liaison will be available for this project to answer questions and listen to feedback throughout the project. Please see the contact information below.
