The main results are shown on page A 7. Calculations were then performed, using the results of the noise levels of the tyre shredder at 28 metres to determine noise levels at the neighbours assuming geometric spreading rate 6 dB/doubling of distance and an excess attenuation of 3 dB per km. The results were then compared to the statistical noise levels (page A 7) measured at the nearest neighbours. In the last column of the table on page A 7, Ln is the noise level exceeded for n % of the sampling time. For example, in the last column, L90 = 49.8 dB(A). This means that for 90 % of the sampling time of 10 minutes, that is 9 minutes, the noise level was 49.8 dB(A) or more. L90 is a good descriptor of the background or base noise level. Again, in the same column, for L10, that is for10 % of the time, or, 1 minute, the noise level was 54.6 dB(A) or more. That is, L10 = 54.6 dB(A). L10 is a good descriptor of the average of the higher noise levels encountered. L10 is often used in traffic noise studies. L10 averaged over 18 hours from 0600 h to 2400 h is designated L10 (18 h). A criteria used for traffic noise is that L (18 h ) should not exceed 63 dB(A) at sensitive areas. Leq is the equivalent noise level. A fluctuating noise having an Leq = 54 dB(A) has the same acoustic energy as a steady noise of 54 dB(A). 2 The measurements at 28 m indicate that during shredding of tyres, the L10 = 81.3 dB(A), L90 = 78.7 dB(A) and Leq = 80.1 dB(A). At location 2 (1 Crooked Billet Dr.324 m) and location 3 (4 Welly Park Rd.,) the nearest houses to the proposed location at Brighton, we measured the following noise levels as shown in the table below, which also includes the likely noise levels calculated from the shredder noise levels measured at 28 m. dB(A) 1 Crooked Billet Dr 4 Welly Park Rd L10 56.4 54.6 L90 47.7 49.8 Leq 53.9 54.0 Calculated shredder Leq 57.7 59.6 Difference in Leq’s 3.8 5.6 Page A 9 shows the noise level at 14 m from each side of the machine with the engine radiator end being 0 degrees and the conveyor output end being 180 degrees. There are a few dB’s to be gained by orientation of the machine. The exhaust noise can be reduced by the addition of a secondary muffler or replacing the muffler with a residential quality muffler system. There is room to do that. The other alternative is to erect a noise barrier around the engine end of the machine. The exhaust is at a height of about 3 m. The roof is at 3.2 m. Calculations indicate a noise barrier made of material having a surface density of about 20 kg/m^2 and located 3 m from the machine, is likely to reduce the noise as follows: dB Barrier Ht (m) 1 Crooked Billet Dr 4 Welly Park Rd 2.1 0.6 1.0 2.4 1.2 1.8 2.7 2.2 3.5 3.0 4.3 5.0 3.6 7.8 8.8 4.0 9.7 10.6 Containers have a height of about 2.6 metres. I would recommend that use is made of the containers to provide a noise barrier effect. I would also recommend that you investigate the installation of a secondary muffler. There is space in the engine compartment to replace the vertical exhaust with a 900 mm long muffler. It is worth noting that people can usually tolerate increases in noise level of between 3 dB(A) and 5 dB(A). An increase in noise level of +3 dB is judged to be a “just noticeable difference”. This means that out of 100 members of the public, when presented with a noise which is then increased

3 by + 3 dB, 50 will say there is no increase and 50 will say there is an increase. It represents appoint of indifference where it is difficult to judge whether the noise level has increased or not. Page A 12 shows the spectral content of the noise of the shredder. There is a feature at 250 Hz but subjectively no tone was heard. The two nearest houses are in a noisy climate. The Crooked Billet Dr. house enjoys a wide visual and aural panorama whereas the Welly Park house is closer to the roads. Seeing that the shredder is to be used 2 days every two weeks, my opinion is that noise complaints are unlikely. Having said the above, I would install a secondary muffler as soon as possible. Field report for site visits March 2016 Appendix A to be read in conjunction with main report

General

It is proposed to shred waste tyres at Brighton Industrial Estate adjacent to the weighbridge. To the northwest

lies a residence at 1 Crooked Billet Drive, and to the southeast lies residence at 4 Weily Park Rd, as the nearest

sensitive receivers. This report describes the findings of shredder test noise monitoring at Mornington waste

transfer complex and measurements from Brighton receiver sites from the respective site visits 13:00-14:45 and

15:30-16:30, 16/3/2016.

Comments

� TANA Shark 440DT Shredder, Cummins QSX15 6 cylinder diesel, 439 kW at 2013 RPM.

Cooled by 7-blade fan, 0.9 m Ø. Mobile tracked unit, suitable for multiple use (wood, tyres etc)

� Test excavator Kobelco Geospec SK225SR fitted with claw grabber.

� Test tyre shredding was conducted at Mornington. Noise was dominated by engine, exhaust and

cooling fan of the TANA unit; no significant increment was contributed by actual shredding or the test

excavator. We recommend investigating the feasibility of installing a secondary muffler, or other

options for achieving lower noise emission.

� We confirm the implied recommendation of the IPM Safety report that hearing protection be used in

the vicinity of the operating shredder.

� Anticipate use at Brighton site for tyre shredding is 2 days/fortnight during normal working hours.

Anticipate wheeled loader use at Brighton (rather than excavator used for tests)

� Any tonal reversing alarms present on the Shredder, Loader or associated vehicles could be replaced by

broadband emitters to minimise nuisance to distant receivers.

� Two sensitive Brighton receiver locations were briefly monitored for ambient noise. In both cases the

ambient noise was dominated by highway traffic. Expected noise events not measured during the site

visits include local truck and train movements.
