Lawyer Jason Gratl said Monday that the deal involves 13 plaintiffs who filed civil lawsuits against the provincial and federal governments, the City of Vancou- ver and several Mounties. Gratl, who represented the fami- lies, said the children of the murdered women took legal action reluctantly, but felt they had no choice when the governments didn’t act on a recommen- dation from a public inquiry to compen- sate them. His clients are generally pleased with the settlement, Gratl said. “It’s giving the children of miss- ing women a leg up to try, in some small measure, to give them a chance to improve their lives, improve their prospects in the future. VANCOUVER (Canadian Press) The botched investigation into

serial killer Robert Pickton’s crimes has resulted in a settlement of $50,000 for each of his victims’ children.

Lawyer Jason Gratl said Monday that the deal involves 13 plaintiff s who fi led civil lawsuits against the provincial and federal governments, the City of Vancou-ver and several Mounties.

Gratl, who represented the fami-lies, said the children of the murdered women took legal action reluctantly, but felt they had no choice when the governments didn’t act on a recommen-dation from a public inquiry to compen-sate them.

The B.C. Crown prosecutor’s offi ce then announced that 20 other charges of fi rst-degree murder would be stayed because Pickton already faced the stiff est sentence available under Canadian law.

Province.Delta | Police say two men and a woman have been burned while trying to

Eight people killed this month in avalanches —

REVELSTOKE (Canadian Press) An avalanche expert says the deaths of eight people this

month in the mountains of British Columbia and Alberta is especially heartbreaking because there is so much information available warning of the danger.

The people who have died since March 8 range from snowmobilers, backcountry skiers, hikers and snowshoers to a father and son who were buried while tobogganing within sight of the Chateau Lake Louise luxury hotel.

“It is frustrating when a signifi cant number of people die in avalanches,” Ilya Storm, a spokesman for the Canadian Ava-lanche Centre, said Monday.

“In at least two of these accidents the people probably were not aware of avalanches at all – and that is a huge challenge for us. We are looking for ways to be able to extend the reach

of our public safety initiatives.”The centre in Revelstoke posts detailed daily avalanche forecasts

during the winter on the Internet (www.avalanche.ca/cac) and off ers information about training courses and safety equipment.

But much of the information is aimed at people with some knowledge of backcountry perils.

Two people who died snowshoeing March 8 were tourists from Spain visiting Banff National Park. The two tobogganers who were last seen alive March 9 were visiting from Montreal.

There are avalanche warning signs and information kiosks in some areas. There is an avalanche app available for smart-phones. Some hotels carry avalanche forecast information and broadcast it into guest rooms on internal TV channels.

So far this winter, 13 people have died in avalanches in B.C. and Alberta. That’s up from six deaths last year.

JEFF NAGEL (Black Press)

Transportation Minister Todd Stone says workers in far-fl ung industries across B.C. are facing layoff s because of the continuing strike by Metro Vancou-ver’s container port truckers.

“The stories are coming in fast and furious,” Stone said Monday. “Canada’s largest port cannot continue to be disrupted as it has been for the last 10 days.”

Stone said 142 workers have been temporarily laid off at Aspen Planers in Merritt, because the mill has been unable to ship fi nished lumber by container.

And he said layoff s are also beginning or anticipated at various Lower Main-land manufacturers that can’t get com-ponents they import – including one plant in Richmond – as well as at mines in the Kootenays and northeastern B.C. because of a lack of rail cars to ship ore.

“It’s the British Columbia economy that’s on the pointy end of the stick. It’s primarily jobs in British Columbia that are being compromised today.”

Stone defended a 14-point federal-provincial action plan – rejected by truckers Sunday – as one he believes will address their concerns.

Union representatives want more information and complained the two governments are refusing to negotiate.

Stone said the plan will take time to roll out and truckers must go back to

work in the meantime.“Waiting for full implementation of

all 14 points before the port resumes normal operations is not an option.”

Asked if Ottawa should legislate a return to work, Stone said he encourages federal offi cials “to consider any and all options they feel are appropriate.”

Port Metro Vancouver has also signalled it could suspend or terminate the port access permits of truckers who refuse to get back behind the wheel.

Stone said the province is working

as quickly as possible to implement the two of 14 action items that are within provincial jurisdiction.

The plan includes various reforms to raise rates or compensate drivers for unpaid wait times, deter rate undercut-ting and extend terminal operating hours into the evenings.

Achieving a deal is complicated because truckers don’t technically nego-tiate with the port or the two govern-ments, but with the 150 diff erent truck-ing companies that actually pay them.

The suspect allegedly assaulted a woman on the street and left her with minor head and face wounds before the Good Samaritans intervened. The suspect was soon connected to another assault on an unsuspecting victim in the 400-block of Swift St. In that case, the man had been hit with a street sign. JOHN HORGAN ENTERS NDP LEADERSHIP CONTESTLANGFORD (Canadian Press)Vancouver Island New Democrat John Horgan has offi -cially entered the race to replace Adrian Dix as the leader of British Columbia’s New Democratic Party. Horgan announced last October that he was not going to run to allow a new generation of New Democrats to pursue the party leadership. But he said on Monday that many of those potential new breed of NDP leaders were the ones who convinced him to run. Horgan was fi rst elected to the B.C. legislature in 2005. He joins veteran Vancouver-area New Democrat Mike Farnworth as the only two declared candidates to replace leader Adrian Dix.

MORE SEX CHARGES LAID AGAINST FORMER TEACHERTRI-CITY NEWS (Black Press)More charges have been laid against a retired school teacher who pleaded guilty last year to sexually exploiting two young people between 1996 and 2004.Russel Lance Read was charged on February 27 with sexual interference of a person under 14, sexual exploita-tion, touching a young person for a sexual purpose and two counts of sexual assault.Read was a computer teacher at several schools, includ-ing Citadel middle in Port Coquitlam, and was known to coach rugby, volleyball and choir. The incidents he pleaded guilty to in 2013 took place about a decade ago when he was still teaching.

B.C. FACING WATER LAWSUIT OVER FRACKINGVANCOUVER (Canadian Press) Environmental advocates say the B.C. government has been illegally granting natural gas companies repeated short-term approvals, allowing them to use large quantities of fresh water for years without obtaining full water licences. The Western Canada Wilderness Committee and the Sierra Club of B.C. were in a Vancouver court Monday asking it to throw out the short term approvals granted for water use for natural gas extraction known as hydraulic fracturing, or fracking.Under provincial legislation, the Oil and Gas Commission has the power to grant short-term water approvals for up to 24 months. The government says there is nothing in the law that prevents repeated short-term water licences, and it insists its offi cials acted within the law.The B.C. government recently unveiled proposed changes to its water laws that specifi cally permit repeated approv-als, though the law hasn’t yet passed.

OTTAWA (Canadian Press) Stephen Harper says Canada is imposing more sanctions on

Russia as a result of Sunday’s vote in Crimea to secede from Ukraine.

Harper said Monday that the result of the so-called refer-endum is illegitimate and was conducted under an illegal Russian military occupation.

Harper said his government is putting economic sanctions and travel restrictions on senior people in Russia and Ukraine, and in Crimea specifi cally.

The Russian individuals include deputy prime minister Dmitry Olegovich Rogozin, Sergey Yur’yevich Glaz’yev, an adviser to Russian President Vladimir Putin, and Putin aide Vladislav Yur’yevich Surkov.

The Ukrainians include Serhiy Valeriyovich Aksyonov, the prime minister of Crimea and Volodymyr Andriyovych Kon-stantynov, chairman of the Crimean parliament.

Harper announced the sanctions before meeting Vadym Prystaiko, the Ukrainian ambassador to Canada.

“It’s my strong belief we must keep the pressure on and we must continue to maintain sanctions and maintain putting in place strong steps to dissuade this behaviour,” Harper said. “What the Putin regime has done cannot be tolerated and can never be accepted.”

The prime minister said the sanctions are aimed at isolating Russia.

“The individuals targeted are responsible for undermining the sovereignty and territorial integrity of Ukraine and for facilitating Russian military action against Ukraine,” he said.

He said the measures demonstrate to Russia that its actions have consequences.

“Canada will not stand by while Russia violates Ukrainian sovereignty and territorial integrity.”

Harper is to fl y to Kyiv on Friday to show his support for the temporary government of Ukraine in the face of Russian aggression in the strategic Black Sea region.

“I’m really looking forward to that as an opportunity this weekend to express the solidarity of the Canadian people

with Ukrainian people and obviously our support for Ukraine’s prosperity, its sovereignty and its territorial

integrity.”Canada is acting in concert with its allies, Harper said.Earlier Monday, President Barack Obama’s adminis-

tration announced a freeze on the U.S. assets of seven Russian offi cials, including top advisers to President

Vladimir Putin.European Union foreign ministers also imposed travel bans

and froze the assets of 21 offi cials from Russia and Ukraine.Harper condemned the “illegal, dangerous and unilateral

actions of the Putin regime in Crimea on the weekend” when 97 per cent reportedly voted “yes” to joining Russia.

The U.S. administration has said there were “massive anomalies” in the ballots.

Obama said there are ways out of the crisis if Russia with-draws its troops and agrees to a dialogue with Ukraine.

He said the United States will work with its allies to support Ukraine politically and economically.

REDFORD FACES MORE UNREST IN ALBERTACALGARY (Canadian Press) An associate minister in Alberta Premier Alison Redford’s cabinet resigned her post and left the Tory caucus Monday as unrest continued to roil on government benches.Donna Kennedy-Glans, member of the legislature for Cal-gary Varsity, cited the inability to create change from within the party and a culture of entitlement as reasons for her departure. But she did not criticize Redford by name.“This is not just about leadership,” Kennedy-Glans told reporters in Calgary. “This is about how our party functions and whether change from within is possible.“We’ve had conversations about the premier’s leadership for months now. I am just one person. I have to make my choices. I’m not here to bring down anyone.”Kennedy-Glans was the associate minister for electricity and renewable energy. She will sit as an Independent.Last week, Calgary backbencher Len Webber also quit the Tory caucus, calling Redford a bully and “not a nice lady.” On Friday, the president of a Progressive Conservative rid-ing association in northeast Edmonton said Redford must resign or the party will lose the next election.

CANADA CHALLENGES WTO RULING ON SEAL BANGENEVA, Switzerland (Canadian Press) Canada’s northern development minister says it was wrong for the World Trade Organization to uphold a European Union ban on seal products based on moral grounds. Leona Aglukkaq says she made that argument Monday in a presentation to the WTO in Geneva.Canada and Norway are in the process of appealing a land-mark WTO dispute-settlement ruling, which concluded that while the ban undermines fair trade, the restrictions can be justifi ed on “public moral concerns” for animal welfare.Aglukkaq says the ruling sets a dangerous precedent because it offers the EU the opportunity to ban products from any type of business that involves the killing of animals, including the beef and poultry industries.

Separation referendum passes —

KYIV, Ukraine (Associated Press)

Russian President Vladimir Putin recognized Crimea as a “sovereign and independent country” Monday, just hours after the strategic Black Sea peninsula declared it had broken away from Ukraine.

The moves triggered the toughest Western sanctions against Russia since the Cold War – with Washington and the European Union retaliating with asset freezes and travel bans and U.S. President Barack Obama vowing to “increase the cost” if the Kremlin does not back

down.Ukraine’s turmoil

has become Europe’s most severe security crisis in years and ten-sions have been high since Russian troops seized control of Crimea, which decided in a Sun-day referendum to merge with

Russia. Putin signed a decree recognizing Crimea’s indepen-dence, and Russian troops were massed near the border with Russian-speaking eastern Ukraine.

Ukraine’s acting president raised tensions on the ground by calling for the activation of some 20,000 military reservists and volunteers across the country and for the mobilization of another 20,000 in the recently formed national guard.

In the Crimean capital of Simferopol, ethnic Russians applauded the Sunday referendum that overwhelmingly called for secession and for joining Russia.

The U.S., EU and Ukraine’s new government do not recog-nize the referendum held Sunday in Crimea, which was called hastily as Ukraine’s political crisis deepened with the ouster of pro-Russia President Viktor Yanukovych following months of protests and sporadic bloodshed. In addition to calling the vote itself illegal, the Obama administration said there were “massive anomalies” in balloting that returned a 97 per cent

“yes” vote for joining Russia.Obama warned that Russia could face more fi nancial punishment.“If Russia continues to interfere in Ukraine, we stand ready

to impose further sanctions,” Obama said. One of the top Russian offi cials hit by sanctions mocked Obama.“Comrade Obama, what should those who have neither

accounts nor property abroad do? Have you not thought about it?” Deputy Prime Minister Dmitry Rogozin tweeted.

Bestselling author Kevin Trudeau, whose name became synonymous with late-night TV pitches, was sentenced to 10 years in prison Monday for bilking consumers through ubiquitous infomer-cials for his book, The Weight Loss Cure ‘They’ Don’t Want You to Know About.

As he imposed the sentence prosecutors had requested, U.S. District Judge Ronald Guzman portrayed the 50-year-old Trudeau as a habitual fraudster going back to his early adulthood. So brazen was Trudeau, the judge said, he once even used his own mother’s Social Security number in a scheme.

Addressing the judge earlier in a 10-minute statement, Trudeau apologized and said he’s become a changed man.

Jurors convicted Trudeau of criminal contempt in November for defying a 2004 court order barring him from running false ads about the weight-loss book. Despite the order, he aired the infomercials at least 32,000 times, according to prosecutors.

Trudeau’s weight-loss book describes a gruel-ing, 500-calorie-a-day diet, as well as hormone treatments. The deception, Guzman explained, came in Trudeau’s infomercials that misrepre-sented the contents of the book as laying out “a simple, no hunger ... diet-free method of losing weight,” which enticed more people to buy the book.

PRETORIA, South Africa (Associated Press)Months before he killed his girlfriend, Oscar

Pistorius said he drew his gun and went into “combat mode” after thinking he heard the noise of an intruder at his home, which turned out to be a washing machine, a South African guns expert testifi ed Monday at the athlete’s murder trial.

Sean Rens also said Pistorius wanted to buy seven more guns in 2012 – to add to the 9 mm pistol he already owned for self-defence – and asked the fi rearm trainer to procure them for him under a gun collector’s permit.

The guns included a semi-automatic assault rifl e, three shotguns, another self-loading rifl e and two Smith & Wesson handguns. Rens, the manager of the International Firearm Training Academy in Walkerville, south of Johannesburg, produced one invoice that included fi ve of the guns and nearly 600 hundred rounds of ammuni-tion made out in Pistorius’ name.

That total price came to nearly $5,000 and Pistorius had already paid around $4,500 of the bill, the invoice showed. The order was cancelled after Pistorius shot dead girlfriend Reeva Steenkamp in early 2013, Rens said. The remaining two guns were contained on a second invoice, the fi rearm dealer said.

Rens also said he had many conversations about fi rearms with Pistorius, who is accused of murder in Steenkamp’s shooting death on Valen-tine’s Day last year. Rens said the double-amputee runner had “a great love and enthusiasm” for guns.

Offi cials revealed a new timeline Monday suggesting the fi nal voice transmission from the cockpit of the missing Malaysian plane may have occurred before any of its com-munications systems were disabled, adding more uncertainty about who aboard might have been to blame.

The search for Flight 370, which vanished early March 8 while fl ying from Kuala Lumpur to Beijing with 239 people on board, has now been expanded deep into the northern and

southern hemispheres. With no wreckage found in

one of the most puzzling avia-tion mysteries of all time, pas-sengers’ relatives have been left in an agonizing limbo.

Investigators say the Boeing 777 was deliberately diverted during its overnight fl ight and fl ew off -course for hours.

Malaysian Defence Minister Hishammuddin Hussein said

fi nding the plane was still the main focus, and he did not rule out that it might be discovered intact.

“The fact that there was no distress signal, no ransom notes, no parties claiming responsibility, there is always hope,” His-hammuddin said at a news conference.

Malaysian Airlines CEO Ahmad Jauhari Yahya said an initial inves-tigation indicated that the last words ground controllers heard from the plane – “All right, good night” – were spoken by the co-pilot, Fariq Abdul Hamid. A voice other than that of Fariq or the pilot, Zaharie Ahmad Shah, it would have been clearest indication yet of something amiss in the cockpit before the fl ight went off -course.

Malaysian offi cials said earlier that those words came after one of the jetliner’s data communications systems – the Aircraft Communications Addressing and Reporting System – had been switched off , suggesting the voice from the cockpit may have been trying to deceive ground controllers. However, Ahmad said that while the last data transmission from ACARS – which gives plane performance and maintenance information – came before that, it was still unclear at what point the system was switched off , making any implications of the timing murkier.

NEW YORK (Associated Press) L’Wren Scott, who left her small-town Utah

home as a teenager to become a model in Paris, then a top Hollywood stylist and fi nally a high-end fashion designer best known as the longtime girlfriend of Mick Jagger, has died in what was being investigated as an apparent suicide.

Scott was found dead in her Manhattan apart-ment at 10 a.m. Monday; no note was found and there was no sign of foul play, police said. The designer had texted her assistant 90 minutes earlier and asked her to come to her apartment but didn’t say why. She was found kneeling with a scarf wrapped around her neck that had been tied to

the handle of a French door, police said.Jagger’s representative said the singer was

“completely shocked and devastated by the news” of her death.

Scott, whose elegant designs in lush fabrics were favoured by celebrities like Madonna, Nicole Kidman, Oprah Winfrey, Penelope Cruz and fi rst lady Michelle Obama, was a fi xture on Jagger’s arm since she met the Rolling Stones frontman in 2001.

Kanye West pleaded no contest Monday to misdemeanour battery against a photographer at Los Angeles International Airport in a special plea in which he maintains his inno-cence.

West entered the plea through his attorney and did not attend the court hearing. He was sentenced to two years of probation, 24 anger management therapy sessions and 250 hours of community service.

The rapper did not reach a civil settlement with the paparazzo, and his plea cannot be used against him in a civil lawsuit.

West was charged with misdemeanour counts of battery and grand theft after an altercation at LAX with photographer Daniel Ramos in July.

Ramos claimed West punched him in an unprovoked attack and wrestled his camera to the ground during the scuffl e. Ramos is suing West and attended Monday’s hearing accompanied by his lawyer, Gloria Allred.

Prosecutors declined to fi le felony charges against West, but city prosecutors decided to pursue misdemeanour charges. Each count carried a penalty of up to six months in jail or a $1,000 fi ne.

West was arrested in September 2008 after another scuffl e with photographers inside a terminal at LAX, but the cases were dismissed after he completed anger management treatment and agreed to pay the photographers for broken equipment.

Earlier this year, West reached a civil settlement with a man he was accused of assaulting in a Beverly Hills medical

offi ce. The Los Angeles County district attor-ney’s offi ce declined to fi le charges, citing confl icting witness statements and the civil settlement.

The Jan. 13 altercation occurred after the 18-year-old man used a racial slur in an argument with West’s fi ancee, Kim Kar-dashian, according to a document prepared by a prosecutor. The reality starlet called West and told him about the incident and the rapper came to the building and attacked the man in a chiropractor’s offi ce, the document stated.

LOS ANGELES (Associated Press) Chris Brown will spend another month in jail

after a judge said Monday he was told the singer made troubling comments in rehab about being good at using guns and knives.

Brown was arrested on Friday after he was dismissed from a Malibu facility where he was receiving treatment for anger management, substance abuse and issues related to bipolar disorder.

Superior Court Judge James R. Brandlin said rehab offi cials reported to him that Brown said during a group session, “’I am good at using guns and knives.”’

The facility cited three other violations of its rules, claiming Brown refused to take a drug test, made a statement that alarmed rehab offi cials, and was seen touching the elbow of a female client.

His attorney Mark Geragos said the comment Brown made that prompted concern was, “’I’m going to ask my higher power to take away my troubles.”’

Brandlin rejected a request by Geragos that the Grammy-winning Brown be released into a diff er-ent rehab program.

The singer has been under court supervision since pleading guilty to the felony assault of his then-friend Rihanna in an attack hours before the 2009 Grammy Awards.

Kiss and Def Leppard are joining forces for a summer tour.

The legendary bands will embark on a U.S. tour June 23 in West Valley City,

Utah. They will play more than 40 dates, including Los Angeles;

Austin, Texas; Nashville, Tenn.; Atlanta; and Tampa, Fla. The tour wraps Aug. 31 in Wood-

lands, Texas.Tickets go on sale Friday.

“You have two bands who to one degree or another have stood the test of time and put them together and you’ll have a great night of music,” said Paul Stanley of Kiss in an interview.

“We’re living in a time now where everyone wants more for their money, and that’s understandable. So, when you can get two bands to collaborate together, we couldn’t pick a better band for this tour than Def Leppard to go out with us.”

Def Leppard’s Joe Elliott said it’s not likely the two bands will perform together.

“We’re not jam bands either of us,” Elliott said in an interview from Dublin. “It’s very theatrical what Kiss does to a lesser extent obviously ‘cause we don’t do the makeup thing, our show runs like

a military operation for sure. It’s not like the Grateful Dead and Phish touring or something.”

Kiss and Def Leppard are partnering with various military companies for the tour to support U.S. troops, including the United Service Organizations Inc. and Hiring Our Heroes.

Kiss will be inducted into the Rock and Roll Hall of Fame next month. This year marks Kiss’ 40th anniversary.

Elliott will release a new album with his band Down ‘N’ Outz called The Further Adventures Of... on April 21. He said Def Leppard recently went into the studio to write new music.

Canada’s housing market is slowing, but the Canadian Real Estate Association still sees no signs of an strong correction that would disrupt the economy or crash real estate values.

In a new forecast released Monday, the national organiza-tion of real estate agencies predicted that sales vol-umes would continue to grow this year to 463,700 units – a 1.3 per cent gain – over 2013, although that is below the association’s projection in December.

The association notes 2014 got off to a slow start this year despite sales of existing homes rising 0.3 per cent in February compared with January and up 1.9 per cent from a year ago.

The modest February increase followed fi ve monthly declines that left activity 9.3 per cent below the peak reached in August 2013. But all the talk of a coming crash is off base, said Gregory Klump, CREA’s chief economist.

Klump said he expects sales to pick up in the spring, with moderately rising mortgage rates to “pinch” aff ordability in the second half of 2014, although the higher rates will likely

come in conjunction with a stronger economy.“Marginally higher mortgage rates are likely to counterbalance

the lift provided by stronger economic and continuing job growth, and restrain the momentum of sales activity,” he explained.

The net result, according to CREA, is a slowing but still growing housing market, with average home prices continuing to track north although at a more lei-surely pace. It predicts the average Canadian home price will rise by 3.8 per cent to $397,000 in 2014 and another 1.1 per cent to $401,400 in 2015.

CIBC deputy chief economist Benjamin Tal, who follows the real estate sector closely, said he is not as optimistic as CREA about the direction of the market, but agrees there are no strong indicators of

a housing correction – which some analysts have said could cause prices to plunge by 20 to 30 per cent over the next few years.

“I think the spring, although it will be OK, won’t be a strong spring ... in fact it will be the weakest spring in a while,” he said.

“But not a crashing number,” he added.

NEW GM RECALL COVERS 1.5 MILLION SUVS, VANSDETROIT (Associated Press) General Motors is recalling nearly 1.2 million SUVs for defective side air bags. GM also announced smaller recalls Monday of commercial vans and Cadillac sedans amounting to about 364,000 vehicles for separate problems. The new recall comes as GM is facing multiple investigations over its handling of a recall of more than 1.6 million small cars for defective ignition switches. The company says it expects to spend approximately $300 million in the fi rst quarter to repair the vehicles in the new recalls as well as the vehicles in the ignition recall. The company said Monday it’s recalling the SUVs, including the Buick Enclave and GMC Acadia, because their side air bags might not deploy.

INDIANAPOLIS (Associated Press)Police say they found multiple prescrip-

tion drugs in Indianapolis Colts owner Jim Irsay’s vehicle after he was arrested on suspicion of intoxicated driving.

Police in the Indianapolis suburb of Carmel say Irsay was stopped late Sunday after he was spotted driving slowly, com-ing to a stop in the roadway and failing to use a turn signal.

Police say Irsay failed several roadside

fi eld sobriety tests before he was arrested. Police didn’t release any information about a blood-alcohol test being given to Irsay.

Carmel police said the drugs found in Irsay’s vehicle weren’t associated with any prescription bottles found inside.

Irsay is being held at the Hamilton County Jail under $22,500 bond. A spokes-woman for Irsay declined immediate comment. An NFL spokesman says he is subject to discipline.

Irsay, who frequently interacts with fans of the NFL team on Twitter, wrote an October 2013 tweet saying “I don’t drink...haven’t in over 15 years.”

Irsay acknowledged in 2002 that he had become dependent on painkillers after several years of operations but said he

had overcome the problem after undergoing treat-ment.

Marion County pros-ecutors said the U.S. Drug Enforcement Administra-tion investigated how Irsay obtained the painkillers. Federal authorities wouldn’tconfi rm any investigation was taking place. Prosecu-

tors at the time said they saw no reason to charge Irsay.

A plastic surgeon who wrote prescrip-tions for Irsay later surrendered his federal permit to prescribe narcotic drugs.

Well, lookie here.

One minute you have a perfectly good Blue Box recycling program. The next, something new and rather questionable is being put in its place. And they thought they’d get away with it right under your nose, without telling you or asking your opinion.

That’s defi nitely not democracy in action.

The BC Government, elected by us to represent our best interests, has decided to offl oad the costs of recycling to big multi-national corporations. To implement this new plan, they’ve set up an association that doesn’t really seem to hold the environment, local jobs, or the municipalities that run the Blue Box program, close to its heart.

Perhaps that’s why some of our local elected offi cials are using the word “scam” to describe how the new program is being set up. It’s also perhaps why several of BC’s municipalities refuse to jump on board.

That’s gotta tell you something.

Now it’s your turn to let Premier Christy Clark know what you think. Contact her today to say that dismantling an already-working recycling program to replace it with something that few people think will be as good, is a bad idea.

What’s going on here?

Email Christy Clark at [email protected] or call 250-387-1715. For more info, visit RethinkItBC.ca. #RethinkItBC.

World. One is enough, for now | Another royal baby? Britain’s Prince William says no thanks

– at least for the time being. Asked whether he and his wife, Kate, are planning to expand their family, William said: “Maybe one day. One’s enough at the moment.”

NEW YORK (Associated Press)

U.S. researchers say they have spotted evidence that a split-second after the Big Bang, the newly formed universe ballooned out at a pace so astonishing that it left behind ripples in the fabric of the cosmos.

If confi rmed, experts said, the discov-ery would be a major advance in the understanding of the early universe. Although many scientists already believed that an initial, extremely rapid growth spurt happened, they have long sought the evidence cited in the new study.

Researchers reported Monday that they found it by peering into the faint light that remains from the Big Bang of nearly 14 billion years ago.

The discovery “gives us a window on the universe at the very beginning,” when it was far less than one-trillionth of a second old, said theoretical physi-cist Lawrence Krauss of Arizona State University, who was not involved in the work.

“It’s just amazing,” he said. “You can see back to the beginning of time.”

Marc Kamionkowski, a theoretical physicist at Johns Hopkins University who didn’t participate in the research, used a common baseball analogy, say-ing the fi nding is “not just a home run. It’s a grand slam.”

He and other experts said the results must be confi rmed by other observa-tions, a standard caveat in science.

Right after the Big Bang, the universe was a hot soup of particles. It took about 380,000 years to cool enough that the particles could form atoms, then stars and galaxies. Billions of years later, planets formed from gas and dust that were orbiting stars.

Astronomers scanned about 2 per cent of the sky for three years with a telescope at the South Pole, where the

air is exceptionally dry.

They were look-ing for a specifi c pattern in light waves within the

faint microwave glow left over from the Big Bang. The pattern has long been considered evidence of rapid growth, known as infl ation. Kovac called it “the smoking-gun signature of infl ation.”

The researchers say the light-wave pat-tern was caused by gravitational waves, which are ripples in space and time. If verifi ed, the new work would be the fi rst detection of such waves from the birth of the universe, which have been called the fi rst tremors of the Big Bang.

CAIRO, Egypt (Associated Press)Prosecutors referred the youngest son of Egypt’s ousted Islamist president Mohammed Morsi to trial Monday on charges of drug use and possession, an accusation his family dismisses as an attempt to tarnish their image.Moumin Salman, a prosecutor in the Nile Delta city of Benha, ordered that 20-year-old Abdullah Morsi, a uni-versity freshman, and his friend be tried before a criminal court. A date has not yet been set for the trial.According to police accounts, Morsi’s son was arrested with his friend on March 1 after a local patrol became suspicious of a parked car on the side of the road on the east edge of Cairo. After a search, the offi cers told prosecutors, the police found two rolled hashish ciga-rettes in their car. The police say fi rst Morsi and his friend refused to take a drug test, but later agreed and were then released. The family said the charges are fabricated, and aim to defame Morsi’s family. Abdullah’s older brother, Osama, told The Associated Press at the time that he had received warnings from offi cials that members of the family will now be targeted for prosecution.
