    Introduction

    The concepts of opportunity (are people able to usefacilities?) and provision (do adequate facilitiesexist?) have combined effect upon access to sportingfacilities.

    There are economic and other considerations that oftenprevent those most in need from being able to takeadvantage of the opportunities that may exist. Theseinclude cost, local availability, transport, the range ofprovisionand the times at which facilities may beused. Any lack of appropriate facility provision will be farmore disadvantageous to those who are unemployed,disabled, very oldor very young.

    Introduction

    Why do you think that some activities cannot beprovided for at the same level?

    It may not be reasonable or possible to providefacilities for some activities, i.e. coastal activities,mountain activities, etc.

    Some activities may not be too prohibitively

    expensive to provide for extensively, i.e. thoserequiring high levels of technology such as ice-skating or indoor skiing.

    Introduction

    Funding and services associated with sport andrecreation at local, regional and national levels areprovided through three avenues of funding:-

    Government Private funding/Sponsorship

    Voluntary (i.e. unpaid officials)

    Remember much work done by officials is done on avoluntary basis, often in sports with highly paid top levelperformers, but especially at local/club level.

    Local Authority

    The local authority are the main provider offacilities for most people. This body provides andmaintains

    Sports Facilities in Schools

    Local Sports Centres

    Local Authority

    Many are used jointly by schools and localcommunity groups in the daytime, evenings,weekends and school holidays.

    Some local authorities also fund (sometimeswith outside assistance) such facilities asathletics tracks, outdoor pursuits centres and

    water sports centres. Youth centres are oftensituated within or right next to schools so thatuse of the recreational facilities may bemaximised.

    Private Enterprise

    An increasing number of recreational and sportingfacilities is now offered by private health and

    sports clubs to those who can pay for them.These can range from squash courts and gyms toluxury health spas and private swimming pools.

    These enterprises operate for profit and are runas private businesses. Members normally pay a

    joining fee, an annual subscription fee each timethey use the facilities.

    Private, Voluntary Clubs and

    Associations There is a big difference between private

    facilities that are run as businesses to make aprofit and those run by their members and whichexist solely to provide playing and social facilities

    for them.

    These non-profit making clubs and associationsare usually run by elected committees. Many

    local football, rugby, cricket and tennis clubs arerun in this way. Whether its private or voluntary,profit making or not, both have the effect ofproviding facilities for those who can afford topay.

    National Provision

    Some examples

    Twickenham- generally regarded as the home of Rugby, isone of the few major venues actually owned by the sport itstages.

    Wembley Stadiumthe home of English soccer, is ownedby a private company to whom the Football Associationused to pay rent for internationals and major cup finals totake place there.

    Wimbledonhome of the worlds most famous prestigioustennis tournament, is owned by the All England Club, aprivate organisation that stages the championship itself.

    Sport England

    Sport Englandis a government funded body thatorganises and promotes the provision of facilities bothnationally and locally.

    Sport Englandlooks to encourage participation andperformance in sport and recreational activity. Part of itsbrief is to look at the provision of facilities and make surethey are in the right place.

    The current slogan on which Sport England bases itsactivities is -

    National Centres of Excellence

    Sport England is also concerned with

    improving performance in national sport. It

    administers and maintains four national sports

    centres that are centres of excellence.

    Facilities at the centres of excellence are

    intended primarily for the use by national

    governing bodies of sport for national and elite

    squad training.

    The four centres in England are at:-

    Crystal Palace(in London)has specialist facilitiesfor athletics, swimming and diving.

    Bisham Abbey(in Buckinghamshire) - has specialisttennis facilities.

    Lilleshall(in Shropshire)provides specialist

    facilities for football and gymnastics.

    Holme Pierrepont(in Nottinghamshire)specialisesin water sports.

    The National Administration of

    Sport Britains poor performance in the 1996 Olympic

    games in Atlanta (USA) was instrumental inrestructuring the way sport is organised in theUK.

    The current structure in the United Kingdom iscentred upon an organisation called UK SPORT.UK Sport is to administer the United Kingdom

    Sports Institute(UKSI), while the sportscouncils of Wales, Scotland, Northern Irelandand Sport England will each look after their ownsports institutes.
