Fina also got the nod in the elective congress at the weekend as the representative of the East- ern Cape in the Safa National Executive Com- mittee (NEC). metro, the police, community police forums,street committees and members of the com-munity including Non-Governmental Organ-isations (NGOs) on the policing, social andcriminal challenges faced by the communi-ties.“During the Minister’s visit in Port Eliza-

beth in 2011, people were complaining aboutcrime and lack of facilities to keep the youthout of drugs and crime,” said the deputy min-ister’s spokesperson Nomsa Hani.

Municipal spokesperson Mthubanzi Mnikisaid the area has for the past 15 years experi-enced challenges of gangsterism, drug traf-ficking and drug-abuse, child trafficking andviolence towards foreign nationals.“The Minister came to check the progress

made by the NGOs but also to take informa-tion and pass it on to the relevant governmentdepartments,” said Hani, adding that theywere not hoping to bring all the answers andsolutions to the problems but to help govern-ment towards better planning.It being Elderly Week and yesterday, Octo-

into a glossy Coffee Table Book – BeadedQuotes.“The thirty women are considered some of

the topbeaders in theMetro.Theyhaveexcep-tional experience in traditional beading tech-niques and worked in a workshop contextwith local artists to upskill them in the trans-lation of their beadwork into public art,” saidthe leader of the project Dorelle Sapere whois the Planning and Development Manager ofthe MBDA.Various workshops were held with the as-

NELSON Mandela Bay Municipality spokes-person Kupido Baron has warned residentsmakingarrangements topayelectricitybills inarrears tokeep their accountsup todateor riskfacing the 90% set-off.

The municipality had implemented this sec-tion of the policy on July 1, 2012 as part of theCredit Control Policy, said Baron.

Baron was saying this in explanation of anenquiry after a New Brighton township resi-dent Edward Makeng (78) was not getting thenumber of units he expected when he boughtelectricity tokens.

“I bought R50 electricity on Saturday, Sep-tember 20 and received only 4.5 electricityunits.Again, onSunday the21st the same thinghappened. I paid R50 and got the same numberof units. But why?” asked the elderly citizen.

Speaking to PE Express Indaba, Makeng ad-mitted to having owed the municipality morethan R2 000 for which he made arrangementsfor R410 down-payments from his old-age pen-sion pay-out.

“I told themunicipality to deduct themoney.In fact I wanted to help myself to reduce what-ever amount had accumulated. But this!” hesaid.

Makeng was not satisfied with the answershe received from the Municipality’s AccountsDepartment, henceheasked thePEExpress In-daba for advice, he said.

“The consumer owed the municipalityR8 523,00 and applied forDebtRelief inOctober2012.Hewasgrantedan80%rite-off (R6 554.76)in November 2012,” said Baron.

Theremainingdebt ofR2 242.14, according toBaron, was under a 12 months’ arrangement,anddown-paymentwasdue to be donewith thecurrent/monthly consumption account. This

happened but Makeng skipped the month ofMarch.

Makeng then made a debit order of R410from the amount from April but still did notmakeup forMarchpayment.And thatwas theproblem.

“According to the New 90% G-block rule, ifan account has an active arrangement or hassince 01 July 2012 had a debt relief arrange-ment/write off but is in arrears at the time theblocking application is running, it will be G-blocked with a 90% set off ,” explained Baron.

He urged the customer to settle the arrearsspeedily to avoid the recurrence of the 90%set-off.

“This should have been communicated to usearlier on. It would have been better if theywarned us, “ said Makeng’s wife Nomhle Ma-keng. She promised to pay the R300 requiredto get their arrangements in

order.

VUKANIBANTU Primary School in NU5Motherwell is going to be merged withElufefeni Primary School in NU7 in the 2014academic year, according to the plans of theDepartment of Education.

But the parents of the school could decideotherwise, if they promise to help the pupils’numbers to grow.Vukanibantu principal AmandaNtsumpa,

who was honoured with the Best Teacher forChange Award recently for turning theschool around in terms of its condition,school-governance and the pupils’ perform-ance, said the merger was communicated toher in a meeting held at the Port ElizabethDistrict office last week.“The Department informed me and mem-

bers of the SGB of the decision to merge ourschool with Elufefeni Primary, and weagreed in principle,” said Ntsumpa.Since she took-over the reigns as the head-

mistress, Ntsumpa improved the school’s in-frastructure.“We now have 555 pupils compared to the

er could require the provision of scholar-transport, according to Mtima.“But it is after consultation with the teach-

ers unions, the school management, mem-bers of staff and the community at large thatsuch a decision is taken,” said Mtima.He said the matter is first to be published

in the government gazette where the stake-holders will be given three months to airtheir views and if no objection is recorded,then the schools will be merged.

Not even the gale force winds of the pastweekend could stop the festival that was onits 7th year, a delighted Prince told PE Ex-press Indaba.The festival kicked off with a prestige gala

event on the 24thSeptemberonHeritageDay.This was held at the Boardwalk ICC andsponsored by the Boardwalk and Spar ECgroup.Gino Lee and TheRockets received awards

in recognition of their work in the music in-dustry.Last Friday was pure torture as the event

held at the Gelvandale Grounds had to becancelled by Organising Committee andDisaster management team because ofgale force winds of over 40 knots whichwere predicted. “The festival site wasclosed byDisasterManagement to ensurethe safety of the public but Saturday sawa conditional opening of the festivalwith stalls and the Fun Fair,” saidPrince.The Cleary Park Fun Run

with participants from Chesh-ire Homes faced the cold, rainyconditions. The Parade withmarching bands lured thepeople of Gelvadale asthey marched towardsthe festival grounds.Yet, the windy bay
