SCOPE OF WORK
1) CONTRACTOR SHALL PROVIDE AND INSTALL COMPLETE AND FULLY FUNCTIONAL FUEL MANAGEMENT
SYSTEMS AT IBMF AND AT SMF.
2) THE CONTRACTOR SHALL PROVIDE FINAL DESIGN, CONSTRUCTION, START UP AND WARRANTY OF
MATERIALS AND WORKMANSHIP FOR THE FUEL MANAGEMENT SYSTEM AT FUELING FACILITIES AT IBMF
AND SMF PER THE PRELIMINARY DRAWING PACKAGE AND THE ACCOMPANYING SPECIFICATIONS. IN
PARTICULAR, THE CONTRACTOR SHALL COMPLETE THESE TASKS AS IMPLEMENTATION OF FUEL
MANAGEMENT SYSTEM :
A) PREPARE MECHANICAL AND ELECTRICAL CONSTRUCTION DRAWINGS, FOR APPROVAL BY THE RTC
AND THE AUTHORITIES HAVING JURISDICTION.
B) FURNISH ALL MATERIAL, EQUIPMENT AND LABOR TO CONSTRUCT THE COMPLETE, PERMITTED AND
OPERATIONAL FUEL MANAGEMENT SYSTEMS AS SPECIFIED HEREIN.
C) THE FOLLOWING KEY EQUIPMENT AND WORK SHALL BE PROVIDED BY CONTRACTOR:
1. REMOTE ISLAND HEAD FOR EACH ISLAND, INCLUDING POWER, DISPENSER-SUPERVISION AND
COMMUNICATION CONNECTIONS PER MANUFACTURER REQUIREMENTS.
2. DATA RECEIVER FOR EACH ISLAND.
3. VEHICLE DETECTOR FOR EACH ISLAND.
4. TRANSIT VEHICLE DATA LOGGERS (SHIP LOOSE, INSTALLED BY OTHERS).
5. LIGHT-MEDIUM DUTY VEHICLE DATA LOGGERS (SHIP LOOSE, INSTALLED BY OTHERS).
6. SERVER AND REMOTE HOST (SITE CONTROLLER) FOR EACH FACILITY TO MONITOR AND MANAGE
RIH UNITS AT EACH ISLAND.
7. PROVIDE IP COMMUNICATION BETWEEN REMOTE SERVER AND EXISTING VEEDER ROOT
MONITORING CONSOLE AT EACH LOCAITON FOR THE PURPOSE OF COMMUNICATING TANK LEVELS
FROM VR CONSOLES TO REMOTE SERVER.
D) CONTRACTOR SHALL PERFORM TESTS UPON COMPLETION OF INSTALLATION TO VERIFY 100%
OPERATION AND REPORT MAKING SATISFACTION TO THE OWNER.
3) AT IBMF, CONTRACTOR SHALL DEMOLISH, REMOVE AND HAUL OFF ALL EXISTING RNI FUEL
MANAGEMENT TERMINALS AND PANELS, INCLUDING DE-ENERGIZING AND REMOVING ALL EXISTING
WIRES.
A) ALL UNUSED WIRING INCLUDING DECOMMISSIONED RNI AND INCON SYSTEMS WIRING SHALL BE
REMOVED FROM CABLE TRAYS AND AT UNDERGROUND CONNECTION.
B) ANY CONDUITS THAT ARE NOT RE-USED AS PART OF THE UPGRADE PROJECT AND ARE OUTSIDE
OF HAZARDOUS AREAS SHALL HAVE PULL STRINGS BLOWN THROUGH AND THE CONDUIT ENDS
CAPPED. ANY CONDUITS THAT ARE NOT RE-USED AS PART OF THE UPGRADE PROJECT BUT ARE INSIDE
OF HAZARDOUS AREAS SHALL HAVE PULL STRINGS BLOWN THROUGH AND THE CONDUIT ENDS SEALED
PER HAZARDOUS-AREA REQUIREMENTS OF THE NEC.
C) REMOVE ALL EXISTING RNI FUEL MANAGE TERMINALS AT PARATRAMSIT AND FIXED ROUTE
ISLANDS AND ALL SITE CONTROLLERS, TERMINAL PANELS AND RELATED RNI EQUIPMENT IN THE
ELECTRICAL ROOM. FOR ANY REMOVED EQUIPMENT THAT RESULTS IN A HOLE, AT GRADE, PROVIDE
CONCRETE REPAIR AND FINISH AT EACH LOCATION AS REQUIRED.
D) SEAL UP ALL WALL AND FLOOR OPENINGS. PROVIDE DETAIL FOR SEALANT TYPE AND METHOD
OF SEALING PRIOR TO CONSTRUCTION FOR OWNER'S APPROVAL.
4) WARRANT ALL MATERIAL, EQUIPMENT AND WORKMANSHIP PROVIDED, FOR A PERIOD OF 3 YEAR
PARTS AND LABOR, COMMENCING ON THE DATE OF SUBSTANTIAL COMPLETION AT EACH FACILITY.
GENERAL NOTES
1) THE FUEL MANAGEMENT SYSTEM SHALL BE DESIGNED, CONSTRUCTED, INSTALLED AND TESTED IN
CONFORMANCE WITH THE FOLLOWING CODES:
A) INTERNATIONAL BUILDING CODE (2010) WITH NEVADA AND CLARK COUNTY AMENDMENTS, AKA "THE
BUILDING CODE OF CLARK COUNTY".
B) UNIFORM FIRE CODE (2010) WITH CLARK COUNTY AMENDMENTS, AKA "THE CLARK COUNTY FIRE
CODE".
C) NFPA 70 - UNIFORM ELECTRICAL CODE (2005), WITH CLARK COUNTY AMENDMENTS, AKA "THE
ELECTRICAL CODE OF CLARK COUNTY".
D) NFPA 30 - FLAMMABLE AND COMBUSTIBLE LIQUIDS CODE (2008)
E) NFPA 30A - CODE FOR MOTOR FUEL DISPENSING FACILITIES AND REPAIR GARAGES (2008)
2) CONTRACTOR'S FINAL DESIGNS SHALL COMPLY WITH THE DRAWINGS SHOWN HEREWITH, AND WITH
THE FOLLOWING NARRATIVE SPECIFICATION.
A) SECTION 13 12 17 - FUEL MANAGEMENT SYSTEM.
3) FURNISH CONSTRUCTION DRAWINGS FULLY DOCUMENTING THE FACILITIES' DESIGN AND EQUIPMENT.
EACH DRAWING SHALL BE SEALED BY A NEVADA-REGISTERED ENGINEER WITH APPROPRIATE LICENSING
AND COMPETENCE. THE CONSTRUCTION DRAWINGS SHALL INCLUDE THE FOLLOWING INFORMATION FOR
IBMF AND SMF FACILITIES, AT A MINIMUM:
A) COVER SHEET WITH SITE LOCATION MAPS.
B) SITE PLANS.
C) DEMOLITION PLANS AS REQUIRED.
D) EQUIPMENT PLANS.
E) CONDUIT AND CONDUCTOR PLANS.
F) ELECTRICAL WIRING DETAILS.
G) SCHEMATIC ELECTRICAL CONTROL AND POWER WIRING DIAGRAMS.
H) OTHER DRAWINGS AS REQUIRED TO SHOW CONTRACTIBILITY AND AS REQUIRED BY AHJ'S FOR
PLAN-CHECJK APPROVAL.
4) CONTRACTOR SHALL PROVIDE EQUIPMENT THAT SHALL ASSURE A FULLY FUNCTIONAL SYSTEM AS
DESCRIBED IN THE DRAWINGS AND SPECIFICATIONS. OTHER, EQUAL PRODUCTS MAY BE SUBSTITUTED
ONLY WITH THE RTC's PRIOR APPROVAL, IN WRITING.
5) CONTRACTOR SHALL PROVIDE PRODUCT SUBMITTALS FOR MAJOR ITEMS OF EQUIPMENT, BEFORE
ORDERING EQUIPMENT. FURNISH DATA SHEETS AND SHOP DRAWINGS, AS NEEDED FOR A CLEAR AND
COMPLETE DESCRIPTION OF ITEMS OF EQUIPMENT, AS DESCRIBED IN THE SPECIFICATION MANUAL.
6) CONTRACTOR SHALL OBTAIN THE FOLLOWING PERMITS NEEDED TO CONSTRUCT AND OPERATE THE
FUELING FACILITY UPGRADES, INCLUDING:
A) BUILDING AND FIRE PERMITS ISSUED BY CLARK COUNTY DEVELOPMENT SERVICES AND BY THE NORTH
LAS VEGAS FIRE DEPARTMENT.
B) ANY OTHER CONSTRUCTION OR OPERATING PERMIT REQUIRED BY THE STATE OF NEVADA, CITY OF
NORTH LAS VEGAS, OR CLARK COUNTY IN ORDER TO CONSTRUCT AND OPERATE THE UPGRADES.
7) THE FACILITIES SHALL PASS INSPECTIONS BY THE CLARK COUNTY FIRE DEPARTMENT, THE NORTH LAS
VEGAS FIRE DEPARTMENT AND OTHER AHJ'S AS REQUIRED. CONTRACTOR SHALL SCHEDULE EACH
INSPECTION AT LEAST FIVE WORKING DAYS BEFORE THE INSPECTION DATE.
8) WORKERS INSTALLING FUEL MANAGEMENT SYSTEM EQUIPMENT SHALL BE TRAINED AND CERTIFIED BY
THE EQUIPMENT MANUFACTURER OR MANUFACTURER'S AUTHORIZED DISTRIBUTOR, BEFORE
PERFORMING ANY APPLICABLE WORK FOR THIS PROJECT. EVIDENCE OF CERTIFICATION SHALL BE
PROVIDED TO THE RTC, FOR APPROVAL. WORK SHALL BE PERFORMED IN COMPLIANCE WITH THE
MANUFACTURER'S WRITTEN INSTALLATION MANUAL(S). COPY OF MFG. MANUAL(S) SHALL BE PROVIDED TO
RTC PRIOR TO CONSTRUCTION IN PDF AND PRINT FORMATS.
9) PROVIDE RIGID SUPPORTS FOR ALL CONDUITS AS NEEDED, INCLUDING AT GRADE, IN PLATED
TRENCHES AND OVERHEAD. INCLUDE CLAMP INSULATION.
10) PROJECT COMPLETION. CONTRACTOR SHALL FURNISH THE FOLLOWING ITEMS UPON PROJECT
COMPLETION AT EACH FACILITY.
A) ACCURATE AS-BUILT RECORD DRAWINGS IN AUTOCAD DWG FORMAT, TIF, PDF AND FULL-SIZED
PRINTS.
B) COPIES IN PDF AND PAPER OF ALL INSPECTION REPORTS AND PERMITS BY AUTHORITIES HAVING
JURISDICTION.
C) WRITTEN TEST REPORTS OF TESTS REQUIRED BY SPECIFICATION.
D) COMPLETE O&M MANUALS FOR EQUIPMENT INSTALLED AT EACH FACILITY, INCLUDING PRODUCT
DATA, MAINTENANCE SCHEDULES, DISTRIBUTOR-SOURCE LISTINGS, AND WARRANTY DOCUMENTATION (3
