October Meeting
• Met Oct 22, 2013– 18 members representing 14 companies as
well as ERCOT & TRE.
• NPRR 486/ SCR 773 – update
• NPRR 568 & 573
• Event review
• GREDP update
• Frequency Control Report Oct 2013– Significant Control Event
![Page 3: PDCWG Report to ROS](https://reader036.fdocuments.us/reader036/viewer/2022062409/5681489a550346895db5b179/html5/thumbnails/3.jpg)
NPRR 486/ SCR 773 update
• Focus on development of metrics to track the regulation bias
• Generator Startup process is likely next to be reviewed
• Integral ACE was discussed as a candidate for control feedback to SCED
• There was a consensus that the method recommended by NPRR 486 will not work. NPRR is likely to be withdrawn.
![Page 4: PDCWG Report to ROS](https://reader036.fdocuments.us/reader036/viewer/2022062409/5681489a550346895db5b179/html5/thumbnails/4.jpg)
NPRR 568 & 573
• NPRR 568 was reviewed and it was determined that the proposed revisions do not impact reliability. – Questions were raised
• “will the incentives align with ERCOT operator actions?”• “what is an emergency condition based on?”
• NPRR 573 was submitted by ERCOT to address issues indirectly raised by NPRR 568.– PDCWG submitted comments to NPRR 573
![Page 5: PDCWG Report to ROS](https://reader036.fdocuments.us/reader036/viewer/2022062409/5681489a550346895db5b179/html5/thumbnails/5.jpg)
Event Review
• PDCWG Reviewed 4 events– Event resulted in good system frequency
performance with few poor performers identified
– Non Frequency responsive RRS providers were noted and ERCOT will follow up with QSEs regarding their performance
![Page 6: PDCWG Report to ROS](https://reader036.fdocuments.us/reader036/viewer/2022062409/5681489a550346895db5b179/html5/thumbnails/6.jpg)
GREDP
• All Conventional Generators passed metric
• Increase in Wind Resource control performance– With CREZ lines being energized there are
less curtailments– Scores have stayed consistent– Signals better control of Wind Resources that
are being curtailed
![Page 7: PDCWG Report to ROS](https://reader036.fdocuments.us/reader036/viewer/2022062409/5681489a550346895db5b179/html5/thumbnails/7.jpg)
Focus for 2013 Formal & documented review/report of frequency responsiveness for Power
Augmentation on Combined Cycle Resources (train not individual unit) Review regulation/GTBD deployment effectiveness (SCR 773)
– Study the impact of HSL/basepoint/generation deviation on compliance and reliability
– Develop metrics to track regulation deployment effectiveness
• Pilot of fast frequency response – characterize & create evaluation process• Fast Responding Regulation – NPRR581 (new)• Ancillary Service Overhaul
– No performance required for nonpayment (freq. resp AS)
• Responsive Reserve requirements, qualification vs. compliance. (10min vs. 16 second)• Standardized/consistent metrics for PFR analysis (BAL001-TRE).
– Work on realistic measurement of combined cycles
• Standardized/reasonable expectations for extreme events (2750MW or larger lost) – driven by NERC.
• ERS impact review with appropriate ERCOT group. Target Q1-2014• PMU data understanding of implications
• Red = Work on going Check = completed goal

Notes
• Time error values from NRG True Time device can be slightly different from ERCOT’s Time Error but the daily delta times should be accurate.

Time Error Corrections
• Fourth consecutive month with no manual Time Error Correction.
• Prior to July 2013 there have been 3 months with no manual Time Error Corrections. This is between Sept 2001 and June 2013, almost 12 years.– One in 2004, 2009 and 2011.
