    THE rst day of April 2011marked a couple of rstsfor PCSO.

    For the rst time, PCSO

    conducted a day-long seminar onNational Guidelines on InternalControl Systems (NGICS) forof cers from the rank of assistant

    department managers up toBoard directors.

    It was also the rst time thatBoard directors and of cers

    PCSO Conducts First NGICS Seminar Also rst nationwide gathering of PCSO of cers

    from all over the country thosefrom the main of ces in Manilaand provincial district of ces assembled in one venue.

    The NGICS seminar was given bylawyer-CPA Alberto A. Bernardo,CESO I, deputy executivesecretary for internal audit fromthe Of ce of the President, uponthe invitation of PCSO chairpersonMargarita P. Juico.

    According to the NGICSdocument, the NGICS is aninitiative taken by the nationalgovernment to af rm itscommitment to the citizenrytowards accountability, effectiveoperations, prudence in nances,

    and quality service. It uni es inone document existing Philippinelaws, rules and regulations oninternal controls to serve as abenchmark towards designing,installing, implementing andmonitoring internal controls inthe public service.

    A strong and responsiveinternal control system (ICS)is an essential componentof an organizations internaland external processes. Itcan signi cantly enhance theintegrity of operations andimprove organizational outcomesand results to achieve sectoralgoalsIn essence, the NGICS aims

    to update and further broadenpublic sector understanding ofinternal control processes tosharpen agency capacity in theirdevelopment, implementation,monitoring and evaluation.

    Participants, especiallythose from the PDOs, said theseminar was informative andlooked forward to more suchgatherings in the future, wherePCSO of cers based all over thecountry could enhance their workknowledge and skills, and touchbase with each other in order todevelop good relationships thatwill contribute to the smoother

    ow of agency service.
