Punjab Poised For Economic ThrustThrough Infrastructure Development

According to the Punjab Growth Strategy report, the region needs to grow at 7% per annum to provide jobs to nearly 1 million people entering the workforce every year. This growth target is similar to that proposed in the Government of Pakistan's Vision 2025, which sets doubling of current GDP as its target. In order for this strategy to work, Punjab must focus on increasing produc�vity of scarce resources. This requires improving the investment climate by upgrading infrastructure and addressing energy shortages but also streamlining regula�ons that slow down the growth of produc�vity in manufacturing, agriculture and services. Importantly, it also requires growth of produc�vity such as Punjab's rapidly growing urban centers, its youth bulge and its strategic regional loca�on. Working in close collabora�on with the Federal Government to strengthen exis�ng and proposed social protec�on mechanisms that assist the poorest segments of society. Finally, it is

cri�cal to acknowledge that for social and environmental sustainability, economic growth in Punjab must be regionally balanced and environmentally sound.

Lahore, the city of gardens is the provincial capital of Punjab. It is the second largest city of Pakistan with a popula�on over 7 million. It is enriched with cultural and historical monuments and a�racts thousands of visitors each year. Spa�ally it is expanding towards southern and eastern sides and it took its present shape as a result of three planning efforts which were exercised one a�er the other. All these planning documents were formed to manage the rapidly changing character of the city from industrial to service, trade and business hub.

The economic hub of the region, Lahore is known for its vibrant urban life, rich culture and celebrated heritage, and now as an increasingly progressive city that is developing at a fast pace. Housing takes up a l a r g e a m o u n t o f a r e a i n t h e n e w development of the city of Lahore, resul�ng in a lot of horizontal growth. This horizontal growth has increased the urban footprint of the city, resul�ng in the residents' need for an improved communica�on network. Most gated communi�es in Lahore are situated along Bedian road, Burki road, DHA road, Lahore ring road and Raiwind Road. These are all developed on the outskirts of the city, due to availability of large area of agriculture land in the outskirts.

Gated communi�es offer residents the opportunity to own a house, which otherwise would not be possible in the congested urban areas of the city. Although land in gated communi�es is considerably more expensive than the land in their vicinity, this land is considerably cheaper than the land in Lahore's urban centers. Some of these housing community developers include Eden Group, which is one of the oldest developers, Bahria Town, which is currently the largest private housing community developer in Pakistan with housing in all major ci�es of the co u nt r y. D H A i s a n a r my m a n a ge d development authority with many projects in several ci�es and other developers include Lake City, Paragon City, LDA City, etc. Some new developers are empty un-constructed plots which have been bought as investment assuming that the value of the land will go up as the housing shortage increases in the future.

As new residen�al communi�es prosper, and old ones grow, there is also an increasing need to develop road structures to ensure seamless communica�on. With this goal in mind, the Punjab government has planned to spend more than PKR 25 billion to expand a n d m o d e r n i z e t h e r o a d n e t w o r k infrastructure in 36 districts of Punjab. The government's vision to modernize the current road network is aimed to meet the future requirements to ensure quick and effec�ve road connec�vity to boost the pace for socio-economic development in the province.

The provincial government envisions the construc�on of high quality infrastructure as planning, construc�ng and maintaining road network in public sector under need driven and cost effec�ve regimes, aiming at

p r o v i d i n g b e s t p o s s i b l e m e a n s o f communica�on to the general public. Public sector construc�on projects are well r e c o g n i z e d t o g e n e r a t e m a x i m u m employment opportuni�es and contribute

toward enhancing economic growth. Its mul�ple effects on the economy are demonstrated through the wide ranging impacts of the construc�on ac�vi�es in genera�ng industrial produc�on, developing small and medium enterprises, crea�ng self employment marketplace, and promo�ng business and trade ac�vi�es.

The Punjab Government is also planning the construc�on of circumferen�al roads in the big ci�es to reduce traffic stress on metropolitan roads. The Lahore Ring Road project is accordingly being implemented, comprising northern and southern loops. The LRR is designed as a three-lane dual carriageway at a length of 40km and comprises 17 construc�on packages. The second phase is the southern loop, which is a new corridor of 30km, linking Ferozepur Road

interchange to Shahpur interchange.

As part of its goals to improve intercity communica�on, the government of Punjab is working on Lahore's second rapid transit line, a�er the Metro bus. The Orange Line is an under construc�on rapid transit line, and will soon be Pakistan's first modern rail-based mass rapid transit system, with a fully automated and driver less system. The line spans more than 26 km and is designed to handle 30,000 passengers per hour, at a speed of 80 km/h. Though the project is frequently men�oned as a part of the wider China-Pakistan Economic Corridor, it is financed separately, and is being undertaken by the Government of Punjab.

There lies in Punjab a great pool of untapped poten�al that presents itself as the golden triangle; Lahore - Multan - Faisalabad, and Sialkot - Lahore - Gujrat. Taking full advantage of smooth connec�vity between these ci�es is an opportunity that will prove to be beneficial, not only to Punjab, but the en�re country as well. In fact, it is already among the government's plans to connect the region by developing road infrastructure between the aforemen�oned ci�es.

The comple�on of the Faisalabad-Multan motorway will improve the country's north-south road network, promote economic g r o w t h , a n d c r e a t e e m p l o y m e n t opportuni�es, while ensuring uninterrupted regional connec�vity.

Now with the Punjab government's innova�ve step of launching free Wi-Fi in the major ci�es of the province, ci�zens can expect a revolu�onary change in their everyday lives. This is a major step by the Chief Minister, in his goal to provide be�er connec�vity and bridge the digital divide

among masses. So far, a total of 3.5 million ci�zens have access to the Punjab Free Wi-Fi service, and it has the capacity to provide service to 160,000 users on a daily basis. Through this step, the government has shown its apprecia�on of knowledge based usage of the internet, and its importance for economic growth of the country.

At present, there are, however about 50,000 villages in the country with popula�ons below 10,000. There are around 448 small towns with popula�on less than 100,000, and 40 medium size towns with popula�on above 100,000. The 7 metropolitan ci�es include Faisalabad, Multan, Gujranwala, Hyderabad, Peshawar, Rawalpindi and Que�a with popula�on in excess of 1 million, and the two mega ci�es, Karachi and Lahore.

The dynamics in the se�lement system in Pakistan shows a tendency of people to move

from small se�lements to more urbanized c e n t e r s i n e x p e c t a � o n s o f b e � e r employment opportuni�es and higher incomes. With the concentra�on of resources and more investment in industry and commerce the urbaniza�on is likely to increase at a rapid pace. The urban popula�on is therefore expected to rise by another 70 - 80 million by 2030. Karachi and Lahore will be among the world's leading mega ci�es. The urbaniza�on and urban development impact posi�vely on urban growth due to the fact that the provision of infrastructure and housing enhances the efficiency of urban economy. It is expected that modern road systems and ring roads around metropolitan towns will arrest the village - urban popula�on shi�.

The fact is that Punjab has to grow at a much faster pace than the rest of Pakistan, if the na�onal economy is to be pulled out of its current, slow growth mould. Various studies have shown that the performance of the na�onal economy is heavily dependent on the economic performance of Punjab, which contributes 60 percent to the country's economy. This is what the growth strategy for Punjab should aim at; removing the constraints to prosperity in Punjab and give a big push to the na�onal economy.

Once a predominantly rural country, Pakistan is now fast b e c o m i n g a n u r b a n i z e d economy in South Asia, with approximately 58 Mill ion people living in ci�es.

Islamabad: Pakistan's automobile industry is reaping fruits of economic turnaround as sale of cars has increased by 24pc in first seven months of ongoing fiscal year.

All Pakistan Motor Dealers Associa�on (APMDA) member H.M. Shahzad in interview with private news channel said similarly, sale of tractors has witnessed massive upward trajectory of 85pc in country's urban areas during same period.

He informed Figures revealed sale of 104, 000 automobile units in first seven months of fiscal year 2016-17 while only a total of 180, 000 units were assembled in fiscal year 2015-16.

In the backdrop of surge in passenger car sales, Pakistan's booming car market is a�rac�ng global a�en�on as renowned automobile conglomerates from across the globe are pouring investment, he added.

Member Shahzad further disclosed that a buyer has to pay Rs180, 000 to Rs200, 000

over immediate delivery of Toyota car depending upon the colour whereas on vehicle of Honda, own price goes up to as much as Rs350, 000.

Under new automobile policy, a car

manufacturer is bound to make delivery of vehicle to client within two months and if fails in doing so, earlier is bound to return double the amount of advance payment to later, he concluded.

Italian Deputy Minister for Foreign Affairs and Interna�onal Coopera�on Benede�o Della Vedova held a mee�ng with Finance Minister Ishaq Dar on Wednesday to explore avenues of mutual coopera�on. The Italian Deputy Minister assured that the en�re European bloc will be open for trade and efforts will be taken to promote trade to

Moreover, it was informed that the Italian Ambassador to Pakistan Stefano Pontecorvo is ac�vely engaged in promo�ng foreign direct investment by Italian companies in Pa k i s t a n i n a r e a s s u c h a s e n e r g y, infrastructure and machinery.

Karachi: China Coal Technology & Engineering Group Wang Jinhua is going to have financial close of the project of excava�ng 7.8 million tons of coal from Thar Coal Filed Block-I and install a coal-based power plant of 600 MW at the cost of $3 billion.

This was disclosed at a mee�ng between Sindh chief minister and chairman of said Chinese company Wang Jinhua that was held at the CM House, here on Thursday. Principal Secretary

Naveed Kamran Baloch, ACS (Dev) Mohammad Waseem, Secretary Energy Agha Wasif a�ended the mee�ng while the Jinhua was assisted by CEO of the Thar project Ji Yang Rui, director Dong Liu and director Shaheryar Chish�.

Jinhua invited Murad Shah to perform ground breaking ceremony of the project in May 2017. He said the project would be completed in 2019.

With genera�on capacity of 5.04 MW it is the largest solar plant in any industrial unit in the country.

The power generated by the plant will be u�lized in the Factory which will fulfill 50 percent requirement of POF.

The surplus power genera�on will be injected in the na�onal grid on basis of Net-Metering a�er working hours of the Factory.

Talking to media, the Minister remarked that POF efforts towards self-sufficiency in power sector by se�ng up the Solar Power Plant at S a n j w a l w a s a p p r e c i a b l e a n d a b i g achievement.

He expressed the hope that other defense produc�on organiza�ons would follow the footsteps of POF as solar power is a cheap source of energy and will not only help in reduce cost of produc�on but also give uninterrupted power. Moreover, it will reduce load on the na�onal grid besides being environment friendly.

The Solar Power Plant has been designed, installed & commissioned by M/s. HBKCS Hong

Train and rail equipment manufacturer, China Railway Rolling Stock Corp won the contract bea�ng Canada’s Bombardier Inc and South Korea’s Hyundai Rotem.

Philadelphia city government on Thursday approved the purchase of 45 mul�level coaches from the Chinese train giant's subsidiary, CRRC MA, for its regional rail network, People’s Daily reported Saturday.

The contract award was based on technical ra�ngs and pricing, said the authority, with CRRC's proposal offering the best value. The mul�level coaches will meet "Buy America" requirements, with 60 percent or more of the parts, labor and fabrica�on done in the US.

CRRC MA came in with a low bid of $137.5 million, easily bes�ng compe�tors Bombardier, which bid $171.5 million and the $187.8 million bid by Hyundai Rotem.

CRRC MA's deal includes an op�on for 10 more cars, which, if exercised, would result in the contract's value rising to $161 million, s�ll below the base bids by Bombardier and

Hyundai Rotem.

The first of the coaches are expected to be delivered in late 2019. They will be paired with SEPTA's new electric locomo�ves, which are being built by Siemens of Germany.The mul�level coaches will be produced

primarily at CRRC MA's main US manufacturing facility in Springfield, Massachuse�s.

It is the latest win for CRRC. Last week, CRRC Sifang America broke ground in Chicago for a $100 million plant that will build railcars for the city's transit authority.

Beijing Becomes China’s First City with All Clean Energy Power Plants

Beijing's last large coal-fired power plant suspended opera�ons on Saturday, meaning the capital has become China's first city with all its power plants fueled by clean energy.

The Huangneng Beijing Thermal Power Plant was built up and put into opera�on in June 1999. It has five coal-fired units with a total

installed capacity of 845,000 kilowa�s and hea�ng capacity of 26 million square meters.

Du Chengzhang, general manager of the plant, said it is an efficient and environmental friendly plant with advanced emission treatment equipment. The plant has provided important support to the stable opera�on of Beijing's

electric power system and the heat-supply system.

A�er the suspension of the plant, about 1.76 million tonnes of coal, 91 tonnes of sulfur dioxide and 285 tonnes of nitrogen oxide emissions will be cut annually.

According to a clean air plan by Beijing from 2013 to 2017, Beijing will build four gas thermal power centers and shut down the four large coal-fueled thermal power plants during the period.

Another three plants which used to consume over 6.8 million tonnes of coal each year were closed in 2014 and 2015.

Du said Huangneng will prepare to serve as an emergency heat source for the capital's hea�ng system a�er opera�ons cease.

Three of the four gas thermal power have already been built and are in use.

Beijing has 27 power plants, all fueled by clean energy with a total installed capacity of 11.3 million kilowa�s.

According to the city's plan, Beijing will build no more large-scale power plants.

Islamabad - Finance Minister Senator Ishaq Dar on Sunday said overseas Pakistanis were keen to take advantage of investment opportuni�es in the country and the only need was to facilitate them in all possible ways.

He stated this while chairing a mee�ng of senior officials of the Capital Administra�on and Development Division (CADD) and Capital Development Authority (CDA) on new sector development by CDA including the proposed housing sector for overseas Pakistanis.

Minister for CADD Tariq Fazal Chaudhry was also present on the occasion. The mee�ng wa s b r i efe d a b o u t C DA ' s p l a n s fo r development of new sectors and commercial areas.

Dar said that priori�sa�on of different op�ons for development of new sectors should be made a�er detailed technical assessments. He said that with increased economic ac�vity, the urban housing needs

were also increasing and CDA should respond to the new requirements. He said the government would fully support CDA in its efforts for developing the housing sectors, including the one for overseas Pakistanis in accordance with interna�onal standards.

He said that the proposed sector for overseas Pakistanis would afford them an opportunity of safe and secure investment besides, providing them quality residen�al environs

with all ameni�es. Dar hoped that CDA would make all out efforts for accelera�ng the work on development of new sectors.

The CADD minister said that development of new sectors was an important ini�a�ve and it was important to implement it at a fast pace. The Islamabad mayor assured that CDA would complete the preliminary work and make a detailed presenta�on with work plans for the new sectors.

Dubai-based developer to tap into growing outward investment from Pakistan with Gemini Splendor in Sobha Hart land community. Gemini Property Developers is targe�ng Pakistani buyers and investors with its new residen�al project, the Gemini Splendor, located within the Sobha Hartland community in Dubai’s upcoming Mohammed Bin Rashid City.

Tradi�onally generator canopies are large rectangular box-like enclosures that are placed on top of genera�ng sets to protect them from the effects of environment and to reduce the noise that is emi�ed from the diesel engine. From the outside most canopies look pre�y much the same but there are significant technical challenges and several design approaches. Many generator suppliers outsource the canopies to a third party and once the generator is installed. Use of this approach makes the enclosures significantly large and not en�rely built to the

acous�c footprint of the par�cular engine. Thus the noise levels are high and the enclosures are bulky and unsightly.

Lahore Feeder Buses For Metro Users

Lahore - Punjab Chief Minister Shehbaz Sharif inaugurated Lahore Feeder Bus Service in Model Town on Monday.

The Feeder Bus Service, comprising 200 air condi�oned buses, will run from 6am to 11pm on 14 feeder routes. These buses will cover en�re route of Metro Bus and 120,000 commuters will benefit from this new bus system.

This service will be useful in commu�ng people residing in nearby areas to metro bus sta�on. Metro Bus Service and Feeder Bus service have been interlinked as Metro will charge Rs20 per passenger and the Feeder Rs15 as one-side fare.

CPEC Has Potential To Boost Economy

Karachi: The China Pakistan Economic Corridor (CPEC) has high poten�al to jump start Pakistan’s economy and leapfrog it many places in front of its compe�tors. In fact, if sensibly u�lized, it provides Pakistan with an excep�onal opportunity to make itself count as a developed na�on.

This was stated in a report of Karachi Chamber of Commerce and industry (KCCI) Research and Development Cell.

Cargo movement on roads trigger lots of economic ac�vi�es through vehic le m a i n t e n a n c e s h o p s a n d r o a d - s i d e restaurants, es�mated to be Rs 50 billion annually.

CPEC would allow small scale produc�on to be outsourced to suppliers having access to cheap labour in remote areas.

Turkey Starts Building ‘World’s Longest Suspension Bridge’

Istanbul, (APP/AFP) – Turkey on Saturday started work on building what it says will be the world’s longest suspension bridge, spanning the Dardanelles strait that divides Europe and Asia.

The bridge is the latest in a succession of massively ambi�ous infrastructure projects championed by President Recep Tayyip Erdogan and the launch of the project comes a month ahead of a referendum on expanding his powers.

Authori�es expect that work on the bridge will be completed in 2023, the year that Turkey celebrates the 100th anniversary of the founda�on of the modern republic by Mustafa Kemal Ataturk. Appropriately, the span of the bridge is to be 2,023 metres (6,637 feet).

This will make it the longest suspension bridge in the world, overtaking the Akashi Kaikyo Bridge in Japan which is just under

Islamabad, (APP): Director General (DG) Gwader Port Authority Dr. Sajjad Hussain Baloch on Friday said Gwadar port offers mul�dimensional advantages which would influence the geostrategic and economic environment in the region.

Talking to Radio Pakistan, the DG further said Gwader port has huge poten�al to facilitate interna�onal trade and development of China-Pakistan Economic Corridor (CPEC).

DG Gwader highlighted that the �mely comple�on of development projects would convert Gwader port into a hub of trade and commerce, adding that the beginning of the trade ac�vity from this major port would also work as a major incen�ve for all stake holders.

Quo�ng PM’s visit to Gwader, he said Prime Minister Nawaz Sharif kept his focus on Gwader’s inhabitants.

He announced mega funds for university, hospital, and clean water projects. New dams

would be built and installa�on of 300 MW power plants has also been announced, he men�oned.

Gwader could be made into a free and special economic zone which would bring prosperity

to the province, he added. Gwader port would decrease the distance to their trading des�na�ons and would provide them with the opportunity to export goods to the Middle East, he concluded.

Mosques To Be Constructed In All New Sectors of Capital

Mayor of Islamabad and Chairman, CDA Sheikh Anser Aziz has said that Metropolitan Corpora�on Islamabad (MCI) and Capital

Development Authority (CDA) are ac�ng upon a comprehensive strategy under which Authority will construct mosques in every

new sector in accordance with the future needs of the sector. Mayor of Islamabad and Chairman, CDA expressed these views while inaugura�ng Masjid Al-Aman constructed by the Authority at the Rawal Town here on Friday. On this occasion, Deputy Mayors, MCI, Rifat Javed, Syed Zeeshan Ali Naqvi, Azam Khan, elected Chairmen of different union councils, Senior Officers of CDA and MCI and large number of residents were also present. Mayor of Islamabad and Chairman, CDA also offered Jumma prayer along with public at the mosque.

On this occasion, Mayor of Islamabad and Chairman, CDA Sheikh Anser Aziz said that not only new history of development ac�vity in the city but construc�on of beau�ful mosque is also among the priori�es. He said that when the charge of affairs of the CDA was given to elected representa�ves like other many different projects construc�on work at the mosque was also stalled. However, due to effec�ve monitoring and keen interest in the project with construc�on work of hospital was not only completed but mosque has also been opened for general public.
