THE TECHNICAL MODERNIZATION OF THE ARMED FORCES OF THE REPUBLIC OF POLAND. THE MOST IMPORTANT ARMAMENT PROJECTS.
The technical modernization of theArmed Forces of the Republic of
Poland is a long-term process, which requires substantial financial means. The purpose of the modernization is to increase the combat potential of our army as well as the overall ratio of modern military equipment in our possession. The Ministry of National Defense’s expenditures for the techni-cal modernization are said to amount to approximately 139 billion zloty (44.7billion dollars), including around 97billion zloty (31.2 billion dollars) forthe projects related to the operational programs. Altogether, the estimations are that the financial means allocatedfor this purpose will amount to 34% of all of the Ministry’s budget expendi-tures between 2013 and 2022.
Since 2009, the process of technicalmodernization within the Polish Army has been carried out and based mainly on the armament programs, which are a compromise between the needs of the armed forces and the country’s fi-nancial and production capabilities.
One of the most important armament programs is the “Air defense systems”program, which aims to reach the de-sired operational capabilities in terms of ensuring the protection of building structures, administrative and eco-nomic centers, troops in regions of op-erational deployment as well as during the execution of a defensive operationunder the national, allied and coalitionsystems. Program known as the “Edu-cational and training aircraft AJT”is meant to achieve the operational capability needed to carry out the ad-vanced training of pilots destined forpiloting a multirole aircraft, and it does so through the acquisition and imple-mentation of an integrated, advanced system training. Along with eight other aircrafts of this kind, there are plans to obtain flight and training simula-tors for the emergency procedure
training between 2014 and 2017. The“Wheeled and armored transportersROSOMAK” program is a continua-tion of the process, which has begun in 2003 with introducing wheeledand armored transporters to the Pol-ish Army. The direct result of thisprogram will be the installment intoservice of a vehicle known as the 900KTO Rosomak in its various versions.In 2014 we also plan to purchase 200pieces of armor-piercing, guided mis-siles, SPIKE. In the subsequent yearswe intend to integrate the launchers of these missiles with the tower systemmounted on armored transporters, he-licopters and unmanned aircrafts. Allof these actions are part of the continu-ation of the “Armor-piercing guidedmissiles SPIKE” program. We alsoplace significant importance on the“Modernization of Missile Troopsand Artillery” program. Through thisprogram, we plan to put into service5-command fire units - 155 mm RE-GINA/KRAB (120 canons), designed for firing using precision-guided am-munition for a distance of up to 60 km.We intend to introduce multi-slide,HOMAR-type rocket launchers, whichwill be able to destroy targets withina distance of up to 150 km, as well asself-propelled mortars 120 mm RAK. Thanks to this program, we will havegained different kinds of ammunition as well as the artillery locating systems LIWIEC, which would automaticallydetect and, at the same time, track thelaunching of many artillery missiles.The program named “Counteracting threats on the sea” has already metsignificant interest and already causeda heated discussion in the press. Withthis program, the Polish Navy will beequipped in new submarines, coastguard boats, patrol boats and mine de-stroyers. In order to fight the enemy’ssurface vessels, protect ports and stra-tegic military and industrial objects lo-cated on the coast, we plan to obtain the next coastal rocket unit (NDR). We
have already started the large “Heli-copter Program”. Our intention is to purchase new helicopters for combat and service support, which are based on a common platform. New multirole, transport, search and rescue, sea res-cue, striking and submarine fighting helicopters will be acquired for the Ground Forces, Air Forces and the Navy. The program named “TYTAN” is very important from the perspec-tive of the individual armament and equipment of a soldier. The target re-quirements of this system have been defined as being over 14 thousand kpl. We estimate, that the task of develop-ing and integrating the system will be carried out until the end of 2015, and starting with 2016 its purchase will be-gin. If we also mention other programs like the “Modernization of Armored and Mechanized Troops”, “Imagery and satellite reconnaissance”, “In-tegrated systems of command sup-port and visual representation of the battlefield C4ISR”, “Simulators and Training Simulators”, “Patrol Recon-naissance”, “Medium load capac-ity and high mobility vehicles”, then we have the full image of the tasks on which we intend to focus our main effort during the next 10 years. Most of them will start, or continue to be worked on, in 2014.
Domestic industry’s place and role in the implementation of the mod-ernization plans of the Polish Armed Forces.
Obtaining military equipment and ser-vices for the Polish Army should be carried out with the highest possible participation of the domestic defense industry. Such approach aids the de-velopment of the Polish technological know-how, while also ensuring the continuity of armament supply, regard-less of the political and military situa-tion. Poland has a definite potential for the development and production of

specific armament types. For the Min-istry of National Defense, the coopera-tion with the Polish defense industry isessential, especially in two main fields:
• purchasing military equipment, which meets the requirements of the modern and future battlefield;
• securing the exploitation of equip-ment being used by the Polish Army, throughout its full life cycle, including its utilization.
According to the previous analyses of the Ministry’s orders from the Polishindustry, it seems that between 2009and 2013, the level of such orders reached 70-80%. This is a good resultand one we would like to systemati-cally increase in the subsequent years.
Expectations from the Polish indus-try.
If our entrepreneurs wish to play an important role on today’s market, thenthey have to present greater initiativeand commitment in the area of improv-ing the level of innovation.
Innovation should be understood as searching for, and putting into prac-tice, the results of research, new in-ventions as well as the implementation of fresh concepts and ideas.
The Armed Forces of the Republic of Poland are interested in products of advanced technological level, whichcan allow gaining operational advan-tage over a potential enemy, and whichwill be compatible with the systems used by our allies. The introduction of new systems is fueled by the need toachieve specific operational capabili-ties and improve the combat capacities of our army.
We are aware of the shortcomings andcurrent abilities of our domestic sci-ence and production background withregard to certain modernization pro-grams accomplishment, thus Polish
entrepreneurs should cooperate withstrong foreign partners. One of theprincipal goals should be the acquisi-tion of new production and montage technologies. From the point of view of national security, the key issue is hav-ing the capacity to manufacture and secure the usage of products supplied to the army by the domestic defense industry.
In many cases, the Ministry of Na-tional Defense supports (politically, or-ganizationally and financially) the de-velopment of Polish know-how, which can potentially be applied to military engineering. Repeatedly, we have in-dicated the fields that are most impor-tant to us. One of them concerns theproduction of modern materials: con-struction, ceramic, polymer, compositeand bio-materials, as well as plastics.We assume that the utilization of such materials in military engineering willincrease the efficiency, durability and reliability of military equipment.
We expect that the Polish industry, in cooperation with the Polish science community, will greatly profit from the financial means allocated for thetechnical modernization of the Armed Forces of the Republic of Poland.
Multi-unit, scientific and industrial consortia.
Experience shows that development of the new armament should be carried on the basis of multi-unit, scientificand industrial consortia, as this signifi-cantly decreases the risk of project’s failure and prevents wasting of effort(and expenditures) on similar projects being realized by different units.
That is why, the armament and mod-ernization branch, which I was head-ing, has adopted the role of a mentor in joining the independent units of our defense industry in order to cre-ate task-oriented consortia, which are able to successfully carry out certain
armament programs (regardless of the ongoing consolidation process of the Polish defense industry). I consider this solution to be very promising. We should do everything in our power to make sure that the cooperation on the basis of army-science-industry is not wasted by someone’s particular inter-ests. National security is an area, for which not only the army but we allbear responsibility.
International cooperation.
In my opinion, this is the area about which we cannot forget, but rather one that we have to systematically develop and explore. We should cooperate with other countries because thanks to suchcontacts we can accomplish our plans faster and more efficiently. This point of view is also supported by the basic economic calculation. Shared projects are much cheaper. When conducting talks with foreign partners, I suggest and repeatedly invite them to createexpert groups, which by focusing on particular issues, will be able to pres-ent decision makers with specific pro-posals. We cannot exist with disregard to the current world affairs. Wanting to change or improve something, it is worth using solutions that have al-ready been verified. Building our own potential, we cannot forget about the fact that we exist and operate within certain military and economic struc-tures. Each time we invest the Polish taxpayer’s money, we have to bear in mind our country’s interest.

Devices and systems used to the technical protection of critical infrastructure facilities are one of the dynamically developed
branches of industry and they incorporate bigger and bigger life areas of international communities.Currently developed in Poland composite systems of critical infrastructure objects security are very interesting off er in the fi eld
of security engineering and material engineering. These systems were created thanks to the realization of research funded by
European Union.Within a framework of realized research project the group of:• Institute of Optoelectronics at Military University of Technology in Warsaw• Research and Development Offi ce of INTERMET Company in Czluchow, the leading manufacturer of systems of critical infra-
structure facilities protection
• STEKOP Company from Bialystok – the manufacturer of electromagnetic cable sensors• Dresden University of Technology Institute for Lightweight Engineering and Polymer Technology developed innovative com-
posite system of mechanical protection.• Leichtbau-Zentrum Sachsen GmbH in DresdenGmbH in Dresden
Very fast growth of the requirements concerning new tech-
nologies and products dedicated to the protection of critical
infrastructure facilities is caused by the global terrorism threat, building new strategic objects and the necessity of protecting
existing objects of critical infrastructure such as: refi neries,
electric power plants, naval and terrestrial airports, infrastruc-
ture and reservoirs supplying the society in water, gas and elec-
tric energy, state borders and other special objects.
Novel and recently developed idea of composite systems of critical
infrastructure facilities protection faces up these requirements and
gives new and unique technical and logistic solutions in the fi eld of
material engineering and security engineering.
Military University of Technology and Intermet Company are con-
ducting the joint project entitled „Composite system of passive
and active protection of critical infrastructure facilities”. De-
velopment and commercialization of the innovative technology of
manufacturing composite elements for mechanical protection and
electronic cable sensors (integrally incorporated in the structure of
composite mechanical protection system) are the aim of the pro-
ject.
In contrast to currently used protection technologies based on the
typical metal net fencing and metal mesh fencing panels (Fig. 1),
the innovative composite fencing elements technology will pro-
vide relatively fast mounting time with simultaneous diminishing
the costs of installation (approximately 3 times). A great part of the
work connected with fencing construction will be overlapping the
work connected with wiring system. The project provides the intro-
duction of the electromagnetic and fi ber sensors to the structure
of the protective fencing (Fig. 2 and Fig. 3) which will signal the sur-
mounting of the fencing. It will also contain the separation of the
cable resources that will be integrated with the monitoring system
that became common element of the protection of large open ar-
eas.
Up to now, the mechanical and electrical protection systems are
constructed separately. Combining both systems into one will guar-
antee the attractiveness of developed solution for the potential cli-
ents.
Taking advantage of dielectric properties of the composite mate-
rial it is possible to integrate electromagnetic sensors with the con-
struction of composite fencing. Until now, such combination was
not possible due to the fact that fencing is mostly manufactured
from metal which strongly infl uences on the functioning of such
sensors and excludes their proper work.

Development and introducing into the market the composite
fencing integrated with the cable sensor will create the new
group of innovative products which is now absent in the world
market. High utility values of the realized protection system can be pro-
vided with maintaining low manufacturing costs (in compari-son with typical and currently used solutions) due to the combi-nation of unique features of the product like natural corrosion
susceptibility of the composite materials, high resistance (com-
parable or higher than steel), lightweight construction, capa-
bility of intruder detection and multi-purpose utilization of the
wiring system.High level of interest in the developed product thanks to the above
mentioned features is predicted to the use in military objects, spe-
cial facilities, airports, penal institutions, resource bases, residences
etc.
The introduction of the research work provided the beginning of:
• the new technology of manufacturing innovative composite ma-
terials;
• the new technology of manufacturing composite construction
elements of the passive mechanical protection of critical infra-
structure facilities like:
- tensioning wires;
- fl at and razor fencings;
- razor wire entanglements;
- assembling elements.
• the new technology of composite coating of electric and fi ber
sensors;
• the new structure of active mechanical protection systems of
critical infrastructure facilities with integrated cable sensors with
composite coating.
The developed active mechanical protection system COMPOSITE
PROTECTOR containing the electric wiring generating the oval elec-
tric fi eld having the diameter of 1,5 – 2 m which is able to detect
intruder invasion is not known and is not used in the world scale.
It is predicted that as a result of the realization of the project the
innovative technology of manufacturing composite active me-
chanical protection systems of critical infrastructure facilities will be
established and commercialized in INTERMET Company from Czlu-
chow. Namely:
• the technology of manufacturing composite material;
• the technology of manufacturing composite fencing elements of
net constructions used for mechanic protection of critical infra-
structure facilities;
• the technology of manufacturing composite net entanglements;
• the technology of manufacturing composite electromagnetic
and fi ber cable sensors;
• the construction technique – mounting active mechanical pro-
tection systems in the form of fl at and razor net fencings and ra-
zor wire entanglements.
Aerial electromagnetic cable sensors stretched on the composite
fencing will be developed in the Stekop Company.
Fiber sensors stretched on the composite fencing will be developed
in the Institute of Optoelectronics at Military University of Techno-
logy in Warsaw.

Maritime piracy is very large economic and social problem putting ship-owners and insurance companies at risk of enormous
fi nancial losses.Economic costs, as well as the social ones, resulting from pirate attacks and robberies are creating tremendous amounts:
• all costs of piracy absorb around 7 milliard USD;
• the costs of ransom are around 160 million USD yearly, which is around 5 million per one ransom;
• the costs of ship insurances from the risk are around 635 million USD;
• the costs of hiring private armed security – around 580 million USD yearly;
• the costs of increasing the speed of ships to required 18 knots causing bigger fuel consumption – around 2,7 milliard USD;
• military operations engaged in anti-piracy actions – around 1,3 milliard USD yearly.
MODULAR SHIP PROTECTION SYSTEM AGAINST PIRATE ATTACKS
Currently applied provisional methods of ship protection bymeans of traditional, manual systems of mounting the razorwire entanglement to ship ramps in horizontal orientation costaround 450 million USD per year.
Other off ered protection systems are very expensive and often re-
quire technical and logistic experience:
• Long Range Acoustic Devices (LRAD), having the shape of the
satellite dish, which can generate the sound having the intensity
of 151 dB.
• Microwave devices, forming active denial system (ADS). They
have the shape of the parabolic antenna with large diameter (up
to 2 - 3 m) which is generating electromagnetic radiation.
• Electric fencing surrounding the ship at the level of upper edge
of the deck. Due to the electric pulses having the voltage of
9000V, the device is capable of preventing the aggressor from en-
tering the deck.
• Hired security – forwarding agent’s organization warn of the
armed protection.
• Fire hose which are most often the last defense line, their aim is
rather to delay the pirate intrusion on the deck than real resisting
an aggressor.
• Non-lethal slippery foam. This anti-adhesive material is the mix-
ture of clay, chemical substances, coagulants and water.
• Dazzle gun. Laser light is used in this „weapon” to temporarily
impair aggressors by illuminating them with streak of light hav-
ing very big intensity.
• Superfl y – Unmanned Aerial Vehicle (UAV). A small, portable,
easily launched device which enables taking a view of the open
sea from bird’s fl ight and quickly gathers data.
Polish company INTERMET off ers cheap and very eff ective innova-
tive ship protection systems against pirate attacks COMPOSITE
PROTECTOR FLEET. Thanks to the support of the European Union
funds, the research and development offi ce of INTERMET company
could create the collaboration with renowned research units:
• Institute of Optoelectronics at Military University of Technology,
• Dresden University of Technology Institute for Lightweight Engi-neering and Polymer Technology.
• Leichtbau-Zentrum Sachsen GmbH in Dresden
The designed innovative solution from the fi eld of security engi-
neering and material engineering – AUTOMATIC, MOBILE, MOD-
ULAR PROTECTION SYSTEM which will be manufactured in the
technology of the composite oval entanglements – rectangular,
strengthened with continuous fi ber due to the combining of sev-
eral modern and innovative manufacturing methods.
They will be characterized by large aggressiveness, operating dura-
bility in the marine conditions and small weight.
Similar requirements will be satisfi ed by the self-supporting modu-
lar composite housings which will be suspended on the bulwark
rails of the ship in the quantity and in the place defi ned by the ship-
owner or the captain of the ship or other fl oating unit.
Additionally, the long fi ber direct injection molding technology will
be applied. Two polyurethane foam components (strengthened
with glass fi ber) will be molded which will guarantee the light and
resistant self-support modular housing.
COMPOSITE PROTECTOR FLEET
Innovative protection systems will be off ered in two customized
versions with diff erent detection modules:
• STANDARD COMPOSITE PROTECTOR FLEET – actuated by manual
system
• PREMIUM COMPOSITE ACTIVE PROTECTOR FLEET working with
the use of the newest optoelectronic and microwave systems as
well as eff ective passive ship protection sensors.
Developed innovative solutions are facing up the requirements of
the resolution of the Organization of United Nations No. 1814 (from
2008) and No. 1816 (from 2008) and the European Commission rec-
ommendation 2010/159/EU of 11 March 2010.

The optoelectronic system of monitoring and identifi cation of objects in the neighborhood of protected ships (Fig.3 i Fig.4).

The adaptation of the system to the particular unit (maintaining
low application costs) is possible thanks to the development of

the automatic system of rising and lowering the razor wire en-
tanglement and due to the modular structure of the designed
solution.

The crew can prepare to the prevention or suppression of the acts
of piracy in the easy and safe way thanks to the software interface
of the detection and identifi cation subsystem with the entangle-
ment arrangement system. Moreover, the automatic system ena-
bles the crew personnel to reduce their engagement in the process
of lowering the entanglement system to minimum, which allows to
improve the safety level. Due to the design optimization of the sys-
tem the general costs of manufacturing and mounting PROTECTOR
FLEET system were minimized in accordance with requirements of
ship-owners, classifi cation society and insurance companies con-
cerning guaranteeing the ship safety. Especially selected technolo-
gies ensure the eff ectiveness of manufacturing and mounting pro-
tecting modules. Moreover, the fi nancial expenditure necessary to
mount the eff ective protecting system on the ship was minimized.
Research and tests confi rmed the eff ectiveness and usefulness of
subsystems monitoring all observation ranges. Moreover, the tests
of single modules and modules combined into one passive defense
subsystem were carried out in conditions close to the natural ones.
All tests were conducted on the bulk cargo ship having the length
of 190 meters and the weight of around 14 000 tons. The draught
in the moment of testing was 2 meters, the visibility was around 40
km and the wind speed was 2 in the Beaufort Scale.
The arrangement of the protection modules on the ship’s side and
the image registered by the camera devices of the middle-range
observation zone are shown in Fig. 5.

• Passive protection modules assure appropriate safety level of the
crew and proper ship protection against acts of piracy.
• Detection systems of short-, middle- and long-range observation
zones are correctly detecting targets which enables proper iden-
tifi cation of the target.
• The integration of the passive defense system with the multi-
spectral detection system allows to the effi cient ship protection
against pirate attacks.
• The described innovative and integrated ship protection sys-
tem based on the razor wire entanglement module supported
by optoelectronic detection and visualization modules is totally
suppressing drawbacks of currently used protection systems
against acts of piracy. Simultaneously, such solution introduces
absolutely new and intelligent ship protection system. The devel-
oped protecting system seems to be the ideal alternative to the
presently used solutions. The authors hope that the integrated
protecting system will become the basic instrument of the ship
defense against pirate attacks taking into consideration that the
realization of such system will enable expanding the range of the
European Union recommendation.
The big potential of the STANDARD COMPOSITE PROTECTOR
FLEET and PREMIUM COMPOSITE PROTECTOR FLEET prod-
ucts creates new possibilities of the development of industrial
branches in the fi eld of SECURITY ENGINEERING in interna-
tional terms and can help in responding to the new needs of consumers:
• Designed and constructed new ships can be equipped in
modular protection systems PROTECTOR FLEET;
• Ship-owners possessing the whole fl eet of ships can estab-
lish groups of specialists mounting ELECTRONICZNE PASSIVE
PROTECTION SYSTEMS – ACTIVE PROTECTOR FLEET, as well
as specialists training ship’s crew;
• Specialized service can mount applied systems;
• Logistic ship service systems assuring ship security before its
sailing into the danger area. Logistic system consists in crea-
tion of logistic warehouses in harbors placed in danger zones
that will be equipped in modules of the protection system
PROTECTOR FLEET .
• After leaving the dangerous zone the logistic system will guarantee leaving the PROTECTOR FLEET system in the par-

ARMPOL work deals with development and im-plementing action and perform small lot production, including advanced technical so lu tions in the field of mechanics, electrical engineering, electronics, hydraulics and pneumatics special purpose as well as for the national economy.
The company offers a comprehensive execution and cooperation in carrying out analytical studies and con-ceptual work and development and implementation of:• special containers intended for development of
specialized equipment (command and communica-tion post, servicing and repair workshops, special-ized laboratories, relay stations and radar stations, social and other utility services);

For the purposes of Polish MOD, ARMPOL produces:• special containers and modular basic equipment as
well as specialized containers;• container handling systems;• on-board Filter;• on-board air conditioning;• generators with outputs ranging from 2,5 to
100,0 kVA;• automated control systems and control of combat
vehicles and cars.These products have the required certificates and solutions recognized and certified for use by Defense Forces, as well as the agreed and approved the techni-cal documentation for production.
On the design, manufacture, storage and trade in the special needs of the Polish Defense Forces, ARMPOL is licensed by MIA.
For the purpose of the civilian economy, ARMPOL pro-duces:• filter specialized equipment;• electric generators (100 ÷ 1 000 KW and over
1 000 kW);• railway air conditioning units.
In September 2013, ARMPOL was awarded with the Defender prize, which is granted during the Internation-al Defense Industry Exhibition MSPO in Kielce for excep-tional technical solutions of equipment used in the field
of security and defense of the state. This is the third Defender prize in the history of the company. This year ARMPOL was awarded for the set of container aviation shops designed for the maintenance of aircrafts and helicopters of the KWL.SX-02 type.Moreover, at the last year MSPO exhibition, for the first time ARMPOL presented the all-terrain container transport set KZT.15-01. The set was constructed thanks to the cooperation of the consortium of the fol-lowing companies: ARMPOL (the leader), Cenrex, Star-SanDuo, MONREX and Naprawa Pojazdów Specjalnych (Special Vehicles Repair) ME-PRO-TECH. The sets can be selected up to the specific needs of military units (platoons, companies and battalions).

Container air workshop set is designed for quick and efficient preparation of a working station for airframe overhaul (engine, ar-mament, accessories (electrical equipment), accessories (board equipment), radio-elec-tronic equipment) of planes and helicopters in the field . The container is constructed based on the basic design of a 20-foot con-tainer, acc. to 1C ISO. The housing of the container is structurally divided into two compartments: the technical, utility. The utility compartment forms a surface adapt-ed for installation of specialized equipment - depending on the destination. The technical compartment is equipped with modules of hydraulics and accumulators, power feed-ing and storage container, filter-ventilation
and heating, air conditioning, dehumidifica-tion and heating, air compressor and tank or 12.5 kVA generator set, storage container, water tank and tank. The container charac-terizes by its mobility, flexibility to transpor-tation means: road, railway, sea and air and by the stability of the superstructure fitted with an automatic system for fast and easy loading and unloading of the container. The container provides the appropriate user comfort regardless of the outdoor condi-tions, while maintaining the desired tempe-rature and air quality free from dust and any eventual contamination.

The simulator enables the training in the fi eld of:• constructing and operating the machinery of the mechanic - driver’s
compartment;
• starting the engine of KTO transporter in diff erent conditions;
• starting and stopping in the fl at terrain and on slope;
• driving along the defi ned route of an average diffi culty level;
• driving in a variety of terrain conditions;
• driving in diff erent atmospheric and lightening conditions;
• overcoming terrain obstacles (overcoming a water obstacle, limited
crossings over, bridges or anti-armor ditches);
• developing the habit of observing the working engine parameters and
power transfer system;
• proper behaving in dangerous situations on roads and on the battlefi eld;
• cooperating with the rest of team on the battlefi eld, especially during
fi ring;
• driving in an order and cooperating with other vehicles - in case of the
platoon simulator.
The applied solutions enable the confi guration of the simulator ac-cording to two options: the fi rst one basic with an immobile cabin, or the second one that comes as
the enhanced version, in which the simulator’s cabin is developed over the
mobile platform having 6 grades of simulation choice of the vehicle move-
ment during the fi ght in diff erent terrain conditions.
