Open data in Opava? Why not!
Opava became a member of Open Data Forum under the Otakar Motejl Fund in June 2013
1st municipality in the Czech Republic that publically joined „We are opening data jointly“
What leaded us to open data?
since last communal election in 2010 Opava city is trying to be open and offer the maximum amount of information about the municipality
What leaded us to open data?
periodic meetings of city representatives with citizens
video-records of city council meetings on the city website
all contracts closed by city published on website

What will open data bring to our citizens?
Examples from other countries – data from public administration:
valuable data source for school works of IT students
data source for IT companies creating today a number of mobile applications

for other city citizens:
open data even machine-readable form do not have direct meaning for people, but applications using these data can serve people well

Open data brings advantages to the city itself:
with help of third parties city can offer new services for its citizens
using city data increases its price on data market

We are at the beginning of the process
City signed the Memorandum on cooperation with Open Data Forum only in July
analysis of data has started – type of data, format, how they are stored and how they are presented
What is the situation in Opava?
analysis should show: what data are in unsuitable formats, how many formats we use and what needs to be adjusted or unified
for example: forms on city website are made in several formats – html, MS Office, OpenOffice, scanned PDF
we want to make new forms and some other documents to be accessible as intelligent PDF where data can be inputted

after analysis we decide what data will be published as first
at the end unified process used for publishing data in the future will be determined

expectations from the participation in the open data project – creation of manual that clearly describes direction where we will go
this document approved by specialist from Open Data Forum can help to maintain a continuity of this approach even in case that city (political) government or head of the given department of the municipality would change
When are the first results expected?
citizens could have the first results of our effort in one year
first machine-readable data sets could be published earlier (next spring) to allow interested people work with them

all depends on demand of the process
main are human sources – the municipality has no employee who could be determined only for the open data process, everyone work on it next to their regular work
the goal is not only to place data somewhere, but to continue in publishing in the future
Will open data process stop in Opava?
We hope that open data process will not stop in our city
Data of local character can interest 100 thousand people of Opava region
Identical data from different municipalities but in the same format can be usefull for up to 10 milion potential users

We hope that our experiences can be applied in other municipalities and public institutions
We want to show directions to the other municipalicities and state institutions up to the level of Czech government
