“11. Pavement Preventive Maintenance.
With respect to a project approved after January 1, 1995, for the replacement or reconstruction of pavement at the airport, it assures or certifies that it has implemented an effective airport pavement maintenance-management program and it assures that it will use such program for the useful life of any pavement constructed, reconstructed or repaired with Federal financial assistance at the airport. It will provide such reports on pavement condition and pavement management programs as the Secretary determines may be useful.”
What is Pavement Management Plan (PMP)?A set of procedures to observe, record, and maintain airport
pavement; FAA AC 150/5380-7B.
What are some of the basic elements of the Pavement Management Plan?
Airport Plan showing your pavement areas and history.
Inspection schedule.o Detailed – Yearlyo Observational – At least once a month, the more the better.
Record Keepingo Inspection Date, Location, Problem type, and maintenance needed to be
done.
Maintain It!!o Fix it while it’s a small problem!
Crack Seal. Grass growth; especially at pavement edges. Erosion.

Statewide Airport Pavement Preservation Program 90% of the cost.• Limited to Surface Treatment, Crack Sealing, and Marking.
Planner’s will review your Pavement Management Plan and RAMP participation when considering funding for capital projects.o Are you taking care of the airport?o Are you going to take care of the airport?o Are the airport’s airside needs met?

DRAINAGE ISSUES ARE IMPORTANT
Drainage issues can lead to pavement deterioration undermining pavement and pipe systems.
Drainage issues can lead to soil erosion impacting the entire airport drainage system.
Drainage erosion issues can have soil & water impacts to your downstream neighbors.
Drainage issues can lead to standing water and wildlife issues.
Drainage issues if not maintained early can lead to costly repairs in the future.
• New ditches average about $60 per foot to build, small airport that cost is upwards of $500,000 for the drainage.
• Ditch repair nears $100 per foot. Funding better spent on new construction.
