Professional Experience Cyber Operations

Served as the Senior Offensive Cyber Advisor to the 4-star Combatant Commander of European Command.

Ensured 0% downtime (due to infections) of our networks (1000+ computers over 4 networks) during this period that included managing the implementation of Operation BUCKSHOT YANKEE, the CYBERCOM response to a USB vulnerability posed by agent.btz to our networks that infected many DoD computers.

Managed the migration and personally redesigned the Microsoft SharePoint Portal from MOSS 2003 to 2007 on the unit's primary network, resulting in enhanced awareness and access to critical data across the unit.

Developed a staffing system that resulted in 22% less personnel and 72% less time required to staff actions for over 500 personnel greatly enhancing the organization's ability to focus on critical operations and training.

Worked extensively with NSA and the Joint Forces Component Command – Network Warfare (JFCC-NW, currently CYBERCOM) to develop OCO and intelligence support to meet COCOM JCIDS requirements.

Created the European theater DCO and CND program that resulted in a 723% increase in Information Assurance Vulnerability Alert (IAVA) compliance throughout theater.

Served as an adjunct faculty member for the Information Operations Career Course, developing the first Cyber Operations curriculum, annually teaching up to 80 new IO Officers to plan, coordinate, and execute Cyber.

Program & Project Management

Developed a proposal for a high-risk quick reaction $10M project so successful a year later it became a program of record funded at $97M increasing the organizational budget 204%.

Developed in coordination with Combatant Commands and Tier 1 SOF their Information and Cyber Operations JCIDS requirements resulting in 94 successful projects providing offensive operational support.

Traveled frequently to customer sites to integrate into their planning, identify requirements at the earliest opportunity, and provide the best possible customer support.

Created the European Theater Army Operations Security (OPSEC) Program so successful, it was declared the standard for emulation throughout the Army.

Plans

Provided Offensive and Defensive Cyber Operations (OCO & DCO) planning support to over 30 numbered plans and named operations.

Developed detailed OCO and DCO supporting plans for more than 8 numbered plans and named operations.

Developed and submitted over 42 (1400% more than other COCOMs) CYBERCOM Cyber Effects Requests (CERFs) in support of OCO and DCO supporting 5 USEUCOM named operations/plans.

Reestablished European Command’s (EUCOM) target development capability resulting in the development of over 300 deliberate targets, the first in more than 12 years.

Developed USEUCOM’s Joint Capabilities Integration and Development System (JCIDS) operational cyber requirements and justified the requirements in the PPBE and JROC.

Policy

In support of the Total Army Analysis, conducted analysis, developed and recommended the approved solution for Information Operations staffs at the Division level Army-wide.

Conducted analysis and extensively worked on Joint Staff Publication 3-12 (Cyber Operations) to the degree that the Joint Staff and CYBERCOM adopted my draft as the starting point for all of DoD to work from.

Instrumental in writing the mission, tasks, organization, and personnel requirements in coordination with the Joint Staff and CYBERCOM to stand up Joint Cyber Centers across DoD.

Conducted multiple trips to CYBERCOM, the Service Cyber Centers, and NSA to become familiar with their staff and processes for conducting Cyber Operations in compliance with PPD-20 and DoD 8570 series.

Operations

Provided critical Cyber and Electronic Warfare Support to 2 different special mission units in a Joint, Coalition, and Interagency environment.

Successfully tested the USEUCOM Joint Cyber Center construct during a robust Joint Exercise resulting in Cyber Operations serving as the main effort and the only operations authorized for execution upon conclusion.

Developed a new business-to-business relationship resulting in a 200% increase in critical personnel with special technical skills that resulted in a significant increase in successfully executed operations.

Aviation

Led one of the Army’s most requested air-ground teams providing armed support within 200 meters of troops in contact. High standards resulted in over 66% of the pilots qualifying to special mission units.

Excelled in 4 Assistant Operations Officer positions, three included National Training Center rotations where I planned aerial gunneries and conducted combined arms operations for UH-60/AH-64/OH-58D/CH-47 aircraft.

Planned, coordinated and executed multiple HELLFIRE, M2 Browning .50 Cal and 2.75” folding fin aerial rocket (FFAR) gunneries.
