Editorial

We will be meeting at Puri on 22nd and 23rd September 2018 in the nationalconference of the biggest organization of BSNL retirees, AIBSNLPWA. Weare meeting to review our activities and take stock of our gains of the lastnine years. We are meeting to prepare our action plan for the next threeyears. AS we take stock of our achievements we realize the situation before2009 when there was no one to speak for us the BSNL retirees, when therewas no one even to cry for us.

When we raised the demand for pension revision, which never took placein central public sector sphere till then, many thought it an impossible,unrealizable dream. But that dream has come true. When we raised thedemand that liability to pay pension to us, covered by CCS Pension Rule1972, should solely be with the Government many thought it as apreposterous demand and hence they wanted to take it up later. But wewere firm. Finally, the government conceded our demand and now it is100% responsibility of the Govt.of India to pay pension to BSNL retirees.

When we demand a sustainable system for regular pension revision ofBSNL retirees along with other central service pensioners applying thesame fitment formulae suggested CPCs, some people unable to dream bigor think big, are trying to sabotage it by raising irrational demands.

We are aware of the ill-conceived move of the Government of India toamend the Industrial Employment (Standing Orders) Central Rules, 1946,whereby the scheme of fixed term employment is extended to all Industrialsectors. The ultimate result of the move is withdrawal of all types of socialsecurity systems and introduction of free hire and fire policy. Pension isunder constant attack from ruling class.

We are aware of the fast changing social fabric also where new generationhas no hope of pension, not to speak of guaranteed pension scheme, orany social security system. We do know that the size of non-workingsection is increasing placing more burden on the minority work force. Weknow well that such an alarming dependency situation will further worsenthe condition of elderly people in our country. Elderly persons are turningout to be a liability for the young.

We are fortunate that we have some pension. We are aware of the plight ofthose elderly Indians who have nothing to depend upon in their old age.We have greater responsibility in shaping a harmonious society in ourcountry. We have to walk a long distance again. We cannot walk alone.And as we walk, we must make the pledge that we shall always march ahead.We cannot turn back.

Justification· DoP&PW OM dated 5/7/1989 states“The Govt. servants who opt to be governed bythe pensionary benefits available under the Govt,shall at the time of their retirement, be entitled topension etc., in accordance with the CentralGovt. rules in force at that time. Para 7 of thatOM states “these orders will also be applicableto those Govt. servants who would be absorbedin the MTNL, VSNL, NAAI etc.· DoP&PW OM dated 1/9/2008 & 3/10/2008 says “these orders apply to all the pen-sioners/family pensioners who were drawingpension/FP on 1/1/2006 under CCS (Pension)Rules 1972”. DoT endorsed DoP&PW OMdated 3/10/2008 and 14/10/2008 vide its orderdated 23/10/2008. After acceptance of 7th CPCrecommendations by the Govt. similar order wasissued by DoP&PW vide its OM dated 4/8/2016.· For a clarification sought by DoT vide its IDNo.40-31/2008-Pen(T) dated 18/3/2009 regard-ing applicability of Revised Rules w.e.f. 1/1/2006with regard to 6th CPC to ex-DoT employeesabsorbed in BSNL and DoP&PW clarified videits Desk ‘D’ dated 27/4/2009 that it is applicable.In that clarification DoP&PW stated “BSNL isthe only PSU that has been granted a spe-cial dispensation under sub-rule 21 of Rule37-A to the effect that pensionary benefitsincluding FP to the absorbed employees ofBSNL is paid by the Govt”.· DoT vide its order dated 23/6/2011 endorsedDoP&PW OM dated 2/9/2008 & 3/10/2008 andstated that these are applicable to BSNL IDApensioners also.

· BSNL retirees are covered under CCS (Pen-sion) Rules 1972 on par with Central Govt. retir-ees.· Absorbed employees rendered most part oftheir service in Department of Telecom. GoI is paying pension/family pension to BSNLIDA pensioners also as it is given to C.G pen-sioners/family pensioners.· Revised Rules of CCS (Pension) Rules 1972consequent to 6th CPC recommendations likeGratuity ceiling, Enhanced family pension, appli-cation of new commutation table, age-related ad-ditional pension, Minimum/Maximum pension etc.were made applicable to BSNL IDA pensionersthat too after getting clarification from DoP&PW.· Explanation under sub-rule 8 of Rule 37-A ofCCS (Pension) Rules 1972 clearly states that “itshall be calculated in the same way as calculatedin the case of a C.G. servant, retiring or dying onthe same day”.· DoT OM No.40-13/2002-PEN(T) dated 15/1/2003 while clarifying under doubt No.4 clearlystates that the minimum & maximum shall con-tinue as existing in CCS (Pension) Rules unlessspecifically approved otherwise by the Govt. Para 3 of DoT letter dated 12/8/2009 statedthat “the present method of calculation ofminimum pension which is 50% of the mini-mum of the lowest pay scale shall continue”.It is clear that the minimum pension for BSNLIDA pensioners is Rs.3500/- since the minimumpay in Central Govt. is Rs.7000/- from 1/1/2006.The minimum pay in BSNL was revised asRs.7760/- from 1/1/2007 only by an order dated7/5/2010 issued by BSNL Corporate office.· DoT issued OM dated 15/3/2011 videF.No.40-17/2008-Pen(T)-Vol.III for revision ofpension of pre-2007 pensioners/family pension-ers of BSNL. Para 4.4 of that OM states “the

lower and upper ceiling on pension/family pen-sion shall be Rs.3500/- and Rs.45,000/- respec-tively”. It is apparently clear that the minimum/maximum pension relates to C.G. pay and notBSNL pay.

PRC has nothing to do with pension revision.Pension revision does not find a place in the termsof reference of any PRC. Though DoT tries itsbest to include it in the terms of reference of 3rdPRC, it could not succeed because it is a policymatter of the Govt.· Pay revision of Executives is decided on thebasis of PRC recommendations. Pay revision ofnon-executives is determined on the basis of bi-lateral agreement between BSNL and recognizedunions and BSNL has no say with regard to pen-sion because GOI is paying the pension.· In reply to a RTI application, BSNL corporateoffice vide its letter dated 15/11/2016 stated thatas on 1/11/2016 there were 28,791 Execu-tives and 1,36,791 Non-executives in BSNL.All non-executives would retire by 2026 and24,117 out of 28,791 executives would re-tire by 2027.· Gratuity is being paid in accordance with CCS(Pension) Rules 1972 and not according to Pay-ment of Gratuity Act 1972.· Retirement benefits in other CPSEs are as perDPE guidelines but for BSNL retirees it is as perCCS (Pension) Rules 1972.· In the case of BSNL retirees, full pension li-ability lies on Government of India whereas forother CPSE retirees GoI does not provide anybudgetary support.

Our efforts Government of India under Dr. Manmohansinghannounced the constitution of 7th CPC in Sep-tember 2013.· Immediately our CHQ wrote a letter to ShriV.Narayanasamy, MoS, (PMO), Ministry ofPersonnel & Training on 29/9/2013 for inclusion,in terms of reference of 7th CPC, for pension

revision of BSNL IDA pensioners. The letterwas personally handed over to him by a teamconsisting of Coms D.Gopalakrishnan (VP),G.Natarajan (GS), S.Gunasekaran (Treasurer),K.Muthiyalu (Organising Secretary) andV.Ramarao (Circle Secretary, TN) atPuducherry. We met Shri V.Narayanasamytwice later in this regard. Similar letter was sent to Shri Sanjay Kothari,Secretary, DoP&PW on 23/10/2013 and toShri P.Chidambaram on 29/10/2013. CWC of our Association met at Ernakulam on14th & 15th November 2013. After discussion,a five member committee consisting of ComsP.S.Ramankutty (President), D.Gopalakrishnan(VP), G.Natarajan (GS), Chiddhusingh (DGS)and K.Muthiyalu (Organising Secretary) wasconstituted to prepare the draft memorandum.· On 28/2/2014 Cabinet approved the terms ofreference to 7th CPC and our request did notfind a place in the terms of reference. GoI alsoannounced that Justice A.K.Mathur shall be thechairman of 7th CPC, Ms. Meena Agarwal shallbe the secretary and announced other membersalso. The committee was asked to submit thereport by 31st December 2015.· CWC of our Association met at Chennai on4th & 5th April 2014. A draft memorandumwas placed before the CWC. 15 days time wasgiven to CWC members to study the draft andsuggest modification if any. It was decided thaton completion of that exercise, the draft wouldbe circulated to other BSNL pensioners’ organi-zations for their opinion/comments so that a com-mon memorandum can be presented to 7th CPC.It was also decided, if for any reason, if a com-mon memorandum is not possible we can submitour memorandum to 7th CPC. Since no modifications were suggested byCWC members within 15 days, the draft wassent to all BSNL pensioners’ organizations foreliciting their opinion for a common memoran-dum. But none even acknowledged. But ourdemand was much appreciated by some C.G.

pensioners’ organizations like Coordinating Commit-tee of Central Govt. Pensioners of Karnataka,AIFPA (Chennai) and Bharat Pensioners Samaj.They included our demand in their memorandumpresented to 7th CPC.· 7th CPC prepared a questionnaire and circulatedto all concerned stake-holders and it fixed 31/5/2014 as last date for submission of memorandum.We submitted our memorandum before that date.But later, 7th CPC extended the time upto 31/7/2014 at the request JCM, Staff side.· BCPC (Bharat Central Pensioners Confedera-tion) convened a meeting at Chennai on 14/6/2014.Our Association was represented by ComsD.Gopalakrishnan, G.Natarajan & V.Ramarao. Weexplained our demand and all agreed to that. ComPabitra Ranjan Chakraborty of West Bengal saidthat their demand is also the same. After an hour,Com C.K.Narasimhan, Circle Secretary, AIBDPA,after speaking to someone over phone, informed thehouse that their association is not agreeable to thedemand but they want pension revision along withpay revision of BSNL employees. Com S.K.Vyassaid that since there is no unanimity in this demandboth can submit their memorandum to 7th CPC sepa-rately. The spoiling game started there itself.· BCPC representatives met 7th CPC on 23/7/2014. It’s chairman Com S.C.Maheswari placedour demand. But Com V.A.N.Namboodiri wantedBSNL fitment formula for BSNL pensioners. So,7th CPC asked both to submit separate memoran-dum. Com Maheswari submitted a supplementarymemorandum to 7th CPC incorporating our demand.· Oral evidence was given on 24/8/2014 atBengaluru by our AGS Com P.Gangadhara Rao( B.Murthy, Asst. Circle Secretary, Karnataka ac-companied him) before the 7th CPC. This demandgenerated much discussion in which the chairmanJustice A.K.Mathur, Shri Vivek Rae (Member)Ms.Meena Agarwal (Secretary), Coms Bhaskaran,K.B.Krishna Rao and S.Radhakrishnan (all leadersof CCCGPA) actively participated. After seekingrequired information and after going through thepapers presented by us, the Chairman stated “he

views that this particular subject, as a judge, isto ensure natural justice and therefore, he iswith BSNL pensioners and the commission willconsider their demand, ofcourse, after gettingthe response from the Government”.· On 23/3/2015 we met Member (F) Ms.Annie Moreas and gave a letter and discussed.· We met Secretary, 7th CPC Ms. MeenaAgarwal in March 2015 and discussed theissue in Delhi. We were informed that com-ments from DoT have been sought on our de-mand.· On 20/4/2015 we met DDG (Estt.) andasked whether any reference has come from7th CPC and we were informed that nothinghas come.· We met Joint Secretary, 7th CPC ShriJayanthSinha and two other officers in Delhion 22/4/2015 and handed over a letter ad-dressed to Smt. Meena Agarwal stating thatthe officers in DoT informed that no referencehas come from 7th CPC. Later we got theinformation that the letter dated 31/12/2014from 7th CPC to DoT has gone to Administra-tive section and not to Establishment section.Our demand was forwarded to DoT and soughttheir comments but DoT has not sent the re-ply.· On 22/4/2015 we wrote a letter to Secre-tary, Telecom urging to reply to 7th CPC insupport of our demand.· On 2/7/2015 we wrote another letter toSecretary, Telecom. In that letter, we men-tioned about the Secretary (T) assurance, toForum leaders on 1/5/2015 when they met himafter two days strike in April 2015, that a ref-erence will be made to DPE to include ‘pen-sion revision’ in theterms of reference of the PRC to be appointed.We requested him to review his stand and takea decision for pension revision on the basis of7th CPC fitment factor.· We met Secretary, Telecom Shri RakeshGarg on 4/8/2015. We handed over a letter

and discussed the issue. We urged him to sendthe reply to 7th CPC and he agreed and it wasultimately sent on 17/8/2015. Secretary (T) alsoinformed us that even if there is no recommen-dation from CPC, we can take up the issue withnodal departments like DoP&PW. The samewas reflected in the reply sent to 7th CPC. Theletter from DoT to 7th CPC stated “applying thesame fitment formula on pay/pension revision mayperhaps not be feasible. However, this pointcan further be examined and deliberated bythe nodal department i.e. DoP&PW”.· We met Secretary, DoP&PW on 5/8/2015and discussed the issue. As requested by him,we sent a brief note to him.· On 22/8/2015 we wrote a letter once againto Smt. Meena Agarwal, Secretary, 7th CPC re-iterating the demand.· 7th CPC submitted its report to GoI on 19/11/2015 and there was no mention about our de-mand.· On 24/12/2015 we wrote a letter to ShriRakesh Garg, Secretary (T), reiterating our de-mand. We also wrote to Shri Pradeep KumarSinha, Cabinet Secretary and Shri DevendraChaudhary, Secretary, DoP&PW seeking theirintervention.· On 26/12/2015 our AGS ComS.Arunachalam along with other circle/district-level leaders G.R.Dharmarajan, Ravindran,Sankaran, Shanmugam, Vairamani and others metShri Pon Radhakrishnan, MoS for Shipping &Transport in the morning and met Shri RaviShankar Prasad, Hon. Minister for communica-tion & IT at Madurai and explained the demand.He has agreed to do the needful.· On 24/2/2016 we wrote to Shri J.S.Deepak,Secretary (T) requesting to take up the issue withEmpowered Committee. We met DDG (Estt.)Shri S.K.Jain and he informed that a referenceis sent to DPE for inclusion of pension revision interms of reference to 3rd PRC and at the sametime it is also referred to ‘Implementation Cell’of Empowered Committee to consider ‘applica-

tion of same fitment formula to BSNL retirees’.When we met Member (F) on that day, she wasof the opinion that it should be referred to 3rdPRC only.· On 25/2/2016 we met Shri Harjeetsingh, Di-rector, DoP&PW and discussed this issue for along time. He started with negative answer butafter hearing our arguments patiently he askedus what is our actual demand. We explained thatBasic Pension + IDR + 32% of Basic Pension isour demand. Then he asked whether we wantthe revision from 1/1/2016? We told him that therevision can be from 1/1/2017 since last revisiontook place in 2007. Then he said that he canconsider the demand provided DoT sends its pro-posal with due justification.· On 26/2/2016 we met DDG (Coordination &Admn.) Shri S.C.Sharma who is the nodal officerfor implementation cell from DoT and handed overa letter to him. After hearing our views he ar-ranged a meeting with Shri R.K.Chaturvedi, JointSecretary, DoE who is the chief of implementa-tion cell. We met him at Room No, 211, HotelAsoka for about 20 minutes. Initially he was alsonegative but after hearing our views he respondedpositively. He also said that a proposal with duejustification should come from DoT.· On 2/3/2016 we wrote another letter to ShriJ.S.Deepak, Secretary, Telecom. We also wroteto Shri Suresh Chandra Sharma, Nodal officerfrom DoT for 7th CPC implementation cell.· On 17/8/2016 we again wrote to ShriJ.S.Deepak, Secretary, Telecom.· On 23/11/2016 we handed over a letter tothe O/o Secretary, Telecom and we were askedto meet Joint Secretary (Admn.)· On 24-11-2016 we met JS (Admn.) ShriAmit Yadav, Member (F), Member (S) and DDG(Estt.) and discussed.· On 22/2/2017 we met Secretary (T) ShriJ.S.Deepak. We handed over a letter and dis-cussed.· On 11/9/2017 we met Shri Ananthkumarbetween 1920 & 1940 hours. He asked us the

details of our demand and we explained the re-quired details. We told him in clear terms thatbuerocracy will not decide unless there is a politi-cal intervention.· On 12/9/2017 as per the advice of ShriAnanthakumar we met Shri Manoj sinha, Hon.Mos for communications at 1305 hours and pre-sented a memorandum and explained the demandin brief. After going through our letter and hear-ing our arguments he wrote something on our let-ter. We handed over a letter to the O/o Secre-tary, Telecom since she was out of station. Alongwith that letter we also attached a table indicat-ing the total pension of C.G. pensioner and BSNLpensioner as on 1/1/2016 & 1/1/2017. We metDDG (Estt.) Shri S.K.Jain and discussed. Hesaid that no decision is yet taken by DoT withregard to pay revision as per 3rd PRC report andhe reiterated his position on our demand. We metDirector (PSU) Shri Pawan Gupta and he toldthat no pay revision can be considered this year.He also ruled out the possibility of zero percentweightage.· On 14/9/2017 we met Member (F) AnuradhaMitra and discussed. She said that this issue isunder the domain of Member (S). But she heardour arguments and said there should be a consis-tent stand and you can’t catch a train which goesfast one day and catch another fast train on an-other day. We stated our consistency on this de-mand and finally she told that Member (S) has tostudy and send a proposal.· On 7/11/2017 we met Shri Ananthkumar at1715 hours and he told that he had already talkedto Secretary (T) Ms. Aruna Sundararajan and shehas informed him that MoS © has asked her toexamine the demand that how best we can do.She has also told him that approximately Rs.2,000/- crore would be the expenditure per annum.· On 8/11/2017 we met Secretary (T) Ms.Aruna Sundararajan at 1730 hours and handedover a letter. She carefully went through the let-ter and heard our view-points. Then she told thatit requires deep examination on certain points like

a) likelyhood of anomaly b) past history & c)whether the solution is temporary or permanent.She also told that she cannot commit anything atthis juncture to put a positive note to Hon MoS ©as requested by us since the issue needs furtherexamination since we have quoted SupremeCourt judgement etc.· On 30/11/2017 we met Member (S) Shri LavGupta and discussed. He wanted a letter fromus requesting for delinking pension revision frompay revision and we immediately gave it. But heretired the next day. We also met Special Secre-tary (T) Shri Sivasailam and discussed. He saidthat he is convinced but some more officers needto be convinced and it may take some more timeto put up the note. We also met DDG (Estt.) ShriS.K.Jain and he said that it would be difficult toput up a note for pension revision without payrevision. He also said that if we seek the opinionof DoE, then it may get rejected. We placed ourview points.· On 6/3/2018 we wrote to Shri Manojsinha,Hon. MoS, communications.· On 7/3/2018 we met Shri Ananthkumar at1600 hours in his parliamentary party office. Hespoke to Ms. Aruna sundararajan, Secretary (T)in our presence and told her that there seems tobe justification in the demand of same fitmentformula of 7th CPC to BSNL retirees and askedher to discuss that demand with us.· On 8/3/2018 we met Secretary (T) Ms. ArunaSundararajan at 1715 hours in the conference hall.DDG (Estt.) Shri S.K.Jain, DDG (PSU) ShriSanjeev Gupta and Director (PSU) Shri PawanGupta were also there. She went through theletter handed over to her by us. We recalled themeeting with her earlier on 8/11/2017. We toldher that likelyhood of anomaly can be solved byway of notional pay for those who retire after 1/1/2017 and there are precedences to grant pen-sion on notional pay. DDG (Estt.) said that itrequires amendment to Rule 37-A and we coun-tered his argument and Secretary (T) asked himwhether he has understood that point and DDG

(Estt.) told that he has understood. We also toldher that the solution shall be permanent one andnot temporary. We also told her to delink pensionrevision from pay revision. After the issuance ofDoT order dated 20/7/2016, based on cabinet de-cision, BSNL finance has nothing to do with pen-sion/family pension and the entire liability shouldbe borne by GoI. She told that she would do theneedful.· On 24/3/2018 Shimoga District leaders of ourAssociation met Hon. MoS © and presented amemorandum.

Letters to Ministers· We wrote to Shri Ravi Shankar Prasad, Hon.Minister for communications & IT on 3/4/2015,4/8/2015. Tamilnadu Circle presented a letterto him on 24/12/2015 at Madurai.· We wrote to Shri Ananthkumar, Hon. Minis-ter for Chemicals & Fertilizers on 4/8/2015, 12/11/2016, 13/5/2017 & 5/3/2018.· We wrote to Shri Manojsinha, Hon. Mos, com-munications on 6/3/2018.· We wrote to Shri Jithendra Singh, Hon. MoS,Ministry of personnel & training on 4/8/2015.

Points and counter pointsDuring the course of discussion with officers inDoT headquarters they expressed certain pointsand we countered them in the following manner:1)BSNL pensioners are already having more pen-sion than C.G. CDA pensioners and still why youwant more?Our counter – a) conversion of pay from CDAto IDA is the legal requirement because Hon.Supreme Court in its judgement dated 3/5/1990stated that any PSU started after 1/1/1989 shouldonly have IDA pay. In accordance with that judge-ment Department of Public Enterprises issuedorders on 12/6/1990. Though many IDA pen-sioners (not all) are getting little more than CDApensioners that cannot be a reason to deny duepension revision. b) We submitted a table of 7IDA pensioners belonging to different pay-scalesand had they continued in DoT in CDA scales ofpay, total pension as on 1/1/2016 would have been

more than total IDA pension (basic pension plusdearness relief) after implementation of 7th CPCrecommendations of option 1 and 3 from 1/1/2016.

2) Pension is related to pay and without pay revi-sion how can there be pension revision?Our counter – a) It is true that initial fixation ofpension is related to pay but revised pension isdetermined on the basis of existing pension +Dearness Relief + weightage (para 4.1 of DoTorder dated 15/3/2011 & para 4.1 of DoP&PWOM dated 4/8/2016 can be referred). b) By 2026almost all absorbed employees in BSNL wouldhave retired and there won’t be a pay revisionfrom 2027 for DoT absorbed BSNL employees;in such an eventuality can the Government saythat since there is no pay revision there can’t bepension revision even after 10 years? c) Mini-mum/Maximum pension for BSNL IDA pension-ers is determined on the basis of minimum/maxi-mum CDA pay and not on IDA pay (DoT orderdated 15/1/2003, para 4.4 of DoT order dated 15/3/2011 and para 3 of DoT order dated 12/8/2009can be referred).

3) In case, no pay revision or less percentage offitment is implemented for the existing employ-ees from 1/1/2017 because of the financial posi-tion of BSNL, will it not create an anomaly forthose who retire after 1/1/2017?Our counter – a) There were anomalies afterevery pay commission; there is pension anomalybetween those who retired in the first nine monthsafter formation of BSNL and those who retiredafter July 2001; at the time of conversion fromCDA to IDA pay, because of ‘point to point’ fixa-tion, anomaly exists between seniors and juniors;anomaly exists between pre-2006 and post-2006retirees. b) the likelyhood of anomaly for post 1/1/2017 retirees can be resolved by way of ‘no-tional pay’ for the shortage; precedences arethere for determining pension on notional pay (forexample, pension of accounts cadre was decidedon the basis notional pay between 1996 & 2003;the benefit of 50% IDA merger effectively

Soon after we finished theCWC meeting in Chennai on17th April 2018 the sad andshocking news came fromAhmedabad that Com. B KBrahmbhatt, our All IndiaOrganising Secretary andCircle President of Gujarat,

expired on that day morning. Immediatelyall the available CWC m em bers satagain, held a meeting and conveyed ourcondolences to his wife and family. Com.B K Brahmbhatt was a most dedicated anddynamic leader of our Gujarat Circle Unit.After his taking over as the President therewas a tremendous growth of AIBSNLPWAin that circle. His untimely demise hascreated void which can not be filled eas-ily. CHQ records its deep appreciation ofthe wonderful work done the departedleader. Red Salute to Com. Brahmbhatt.

GREAT LOSS TO AIBSNLPWA

amounting to 78.2% IDA was notional between1/1/2007 & 9/6/2013; pension was determined toC.G. CDA pensioners on notional LPD as perDoP&PW order dated 12/5/2017). So, likelyhoodof anomaly is not an issue which is beyond solu-tion and that argument cannot deter us.

TaskComrades, though we have very valid and soundarguments for pension revision from 1/1/2017 onthe basis of fitment factor recommended by 7thCPC and implemented by the Govt. for CDApensioners, everyone should understand that it isa new concept and new path. It requires a clearpolicy decision by political bosses and then onlyDoT officers would act. We are conscious ofthis reality. Our demand is simple. Existing ba-

sic pension as on 1/1/2017 + IDR (119.5%) +32% of basic pension. If this is accepted, therewill be an increase of 14.58% in total pension. Itmay cost Rs.1,200/- crores per annum approxi-mately which is not a big burden to the Govern-ment keeping the interest of senior citizens inmind. But one big hurdle is that some pension-ers organizations, not only do not support this de-mand which would be a permanent solution andbenefit not only the existing pensioners but alsothe future pensioners, are working at cross pur-poses, willfully indulges in wrong propaganda thatwe are asking for CDA pension from 2000 on-wards etc. Our appeal for united approach oncommon demand like this is simply ignored bythose organizations. The members of those or-ganizations should understand the spoiling gameplayed by those leaders.

On 28th May 2018 night, an-other shocking newsreached us that Com. N PJaiswal in Bhopal expired.Com . Jaiswal was thefounder Circle Secretary ofour Association in MP. Hetravelled all over MP Circle,organized membership with dedicationand placed this organization on a strongbase. In April 2013, he hosted the CWCmeeting in Bhopal soon after he lost hiswife. Many of us, then, did not feel hisgrief. He helped CHQ in publishing Hindipages in this Patrika. Unfortunately he wasattacked by cancer. He informed us fewdays back that he was feeling better. Butthe deadly disease took Com. Jaiswalaway from us all. We pay our rich tributesto the invaluable services rendered byCom. N. P. Jaiswal and convey our deepcondolences to his family.

AMENDMENTS TO CONSITUTION OF AIBSNLPWA

It is hereby notified that following amendments proposed by members shall be consideredby the next All India Conference to be held on 22nd and 23rd September 2018 at Puri.

1. Name:Name of the Society shall be ALL INDIA BSNLPENSIONERS’ WELFARE ASSOCIATION,hereinafter called the Association.

11. Quota:20% of Membership subscription received fromthe Members shall be remitted to CentralHeadquarters and another 20% shall be remittedto the Circle Unit by the District Units. BranchUnit shall remit 20% of the membershipsubscription to CHQ and another 20% to Circlethrougth the respective District Unit and alsoremit 30% of membership subscription to theDistrict Unit......

Existing Proposed

1. Name:Name of the Society shall be ALL INDIA TELECOMPENSIONERS’ WELFARE ASSOCIATION, here-inafter called the Association.

10. FUNDSadd : Branches shall collect a Special Fund ofRs. Fifty from every member every year as Con-ference Fund and shall remit the same in full toCHQ.

11. Quota:20% of Membership subscription received fromthe Members shall be remitted to CentralHeadquarters and another 20% shall be remittedto the Circle Unit by the District Units. BranchUnit shall remit 20% of the membershipsubscription to CHQ and another 20% to Circlethrougth the respective District Unit and alsoremit 20% of membership subscription to theDistrict Unit......

Note 1: AIBSNLPWA being a registered Society, its Constitution can be amended onlyafter notifying the amendments one month in advance.

Note 2: The first two amendments are proposed by Com. K G Deshpande, CWC Member

Note 3: Com. G S Bajwa, CS, Punjab has proposed the last amendment, to Art. 11. It mayrequire some decision on organizational structure too. Dist. Unit is the base unit of ourAssociation. Some major Districts have formed branches for better functioning. ManyDistrict units do not have branches. CS Punjab wants 40% of the subscription be given tobranches, if any. Since there is no uniformity all over India, we can consider a suitabledecision in the conference on sharing the 60% of membership subscription by Districtsand their Branches retaining District Units as base units. ......
