If there are people who have sensitive areas that they do not want sprayed, should contact: Ransom County Weed Control Office. Operators do not wish to cut and make ditch hay, should contact: Ransom County Weed Control Office. They may have sprayed portions of the road ditches with herbicides for noxious weed control. Some of the herbi-cides used may have a haying or grazing restriction, meaning a cer-tain amount of time must pass after herbicide application and before haying or grazing operations may begin. These restrictions are deter-mined by the herbicide label. Since spraying operations will be con-ducted over the course of the sum-mer and are dependent upon the weather, it is impossible to set a timetable for spraying and haying in any specified area. If anyone is planning to cut ditch hay they should contact the Weed Control Office, to determine if and when a specific area has been treat-ed and what the restriction time is. DEMOGRAPHIC PLANNING MEETING

The Fort Ransom School Board invites the public to participate in a school demo-graphic planning meeting to fulfill require-ments under NDCC Section 15.1-07-26. This open public meeting will be held on June 20th at 8:00 PM at the Fort Ransom School office. At this forum, the school board will discuss and receive public input on how three- and five-year demographics may impact academic and instructional and administrative staffing, facility needs and utilization, district tax levies, and the dis-trict’s strategic plan.

ATTENDANCE: On Monday, April 4, 2016 President Jarry Lautt called the board meeting of the Fort Ransom School District #6 to order at 7:00 p.m. Members present were Jarry Lautt, Alayna Brudevold, Kyle Sorby, and Lynn Thorfinnson. Member absent was Cindy Olson. Also in attendance were Superintendent Dr. Steven Johnson, Principal Elinor Meckle, and Pamela Hois-tad, Business Manager.

PRINCIPAL’S REPORT: Mrs. Meckle reported that she has been reviewing and compiling test data for the strategic plan which will be presented at the May meeting.

SUPERINTENDENT’S REPORT: Dr. Johnson reported that the administration has been working on financial issues includ-ing 2016-2017 budget and preparing salary estimates. The revenues from local property taxes have become very restrictive and our foundation aid from the state only contrib-utes about 40% of the cost of operation. We

have also been working on our three and five year planning document. The planning document includes projected enrollments, student assessment data, accreditation, spe-cial education, staffing, facilities, and finan-cial data.

ISSUE CONTRACTS: Kyle moved, seconded by Lynn to issue the following contracts for the 2016-17 school term: Leila Mark for $50,073.00, Stacie Coleman for $43,090.00, Donna James for $6,798.00, Danielle Holmstrom for $41,159.00, Kath-erine Kwapinski for $5,404.50 and $500 additional for each full-time certified teacher in a HRA 105 plan. Approved by unanimous vote.

CONFLICT OF INTEREST: Because of the rules for Board Members with “Con-flict of Interest”, Kyle Sorby excused him-self from the discussion and vote regarding the non-certificated wages.

NON-CERTIFICATED WAGES: Alayna moved, seconded by Lynn to approve the following hourly wages for the 2016-17 school term: Holly Trzpuc $13.40 for cook hours, bus drivers – elementary route and high school route $48.25 per trip over for drivers with 7yrs or more in the

district, under 7yrs at $39.15 per each route. Substitute teachers $120.00 per day. Substi-tute cook and custodian at $12.00 per hour. James Sorby $464 per month for 11 months and Vicki Busta $17.40 hr. Noreen Fraase $13.40 for custodian and classroom para. Approved by roll call vote with Alayna, Lynn, and Jarry all voting yes.

SERVICES PROVIDED 2016-17: Lynn moved, seconded by Kyle to approve the agreement for the 2016-17 school term with the Lisbon School District to provide all administrative duties, a counselor two half days a month and a properly certified asbestos person for $54,385 and $1,155.00 per month for business manager services. Approved by unanimous vote.

SCHOOL BOARD MEETING: The next regular May 2016 meeting will be held Monday, May 9th, 2016 at 7:00 PM at the Fort Ransom school office.

50,000 pheasants reportedly were killed during the first day of hunting season. Since their introduction into Oregon, pheas-ants have become established in 40 states.

The pheasant population has waxed and waned considerably during my lifetime in Western Iowa, with population increases during the USDA Soil Bank era (1956-1964) and the years when the current Conservation Reserve Program (CRP) was popular, such as during the latter part of the 1980s and again in the late 1990s and the earliest years of the current century.

Availability of suitable habi-tat is a key factor affecting the populations of our native bob-white quail and pheasants, but so are adaptability, weather condi-tions during winter and during their nesting season from late May through July, and to a lesser extent, predators, which include humans. Pheasants and quail can quickly replenish their numbers yearly.

I wish to report several per-sonal observations. Wildlife biologists and Fish and Game departments sometimes have dif-ferent opinions than mine, but we agree on many matters.

Our farm has had about the same amount of suitable habi-tat for quail and pheasants for 20 years (filter strips, CRP land and farm groves), but quail steadily declined over the past two decades, while pheasants declined only from 2011 through 2013 and have increased since then.

Suitable habitat should include undisturbed areas of five or more acres of grasses and forbs for cover, brush and evergreens for roosting and protection from harsh weather, and sufficient feed such as plant seeds, grain and insects. Without these, pheasants and quail cannot survive. Cold snowy winters can reduce quail survival even more than pheas-ant survival. Clement weather is especially critical immediately after the chicks of both species have hatched.

After hatching and until they develop sufficient feathers over the next couple weeks, the chicks’ regulation of their body temperature is poor; often they cannot find sufficient warmth even when huddling under their mother’s protective wings and

feathers during cool rainy con-ditions. Moreover, rain drives insects into sequestration or kills them, making it difficult for the tiny youngsters to find the vital protein they need.

Snowy winters and cool wet weather throughout most of the nesting season diminished replacement pheasants and quail on our farm during the years 2011 through 2013, but July was warmer and drier during 2014 and 2015; many pheasant hens raised a second brood success-fully, but not bobwhites.

As best I can determine, quail have declined not just because of inadequate habitat or inclement weather, but also because they are less adaptable than pheas-ants. They need fifteen-acre or larger tracts of undisturbed fields with many brushy thickets for overhead protection from hawks and owls.

Several predators take a toll on pheasants and quail besides humans, listed approximately from most to least deleterious: red-tailed hawks, great horned owls and other large raptors such as Cooper’s hawks and falcons which actively hunt pheasants and quail; skunks, opossums, raccoons and large snakes which consume eggs and chicks if they can find them; and feral cats, dogs, foxes, weasels and coyotes, all of which capture chicks and adult birds when lucky.

Ronald “Ron” Sveum, Jr., McLeod, started his basic training at the age of 17 in Texas. While in the Army, he was stationed in the United States as well as Germany. He then joined the North Dakota National Guard, where he served with his unit, performing many fl ood duties and providing homeland security. He was also deployed to Afghanistan, for which he was awarded a Bronze Star.

Before leaving for Af-ghanistan, Ron told his wife, Karla, that he was going overseas in the hope that their children would never have to.

Ron retired as Command Sergeant Major in 2009, after 21 years of service with the U.S. Army and ND National Guard.

“Ron is my hero,” states his wife, “because he has tru-ly taught me the meaning of trust in your fellow soldiers, or, as I look at it . . . family and friends in general. He has also taught me about leadership - lead by example and don’t ask more out of your soldiers than what you are willing to step up and do yourself. In addition, he has taught me about commitment - always give 100 percent, no matter how menial the task may seem. Through his service he has also taught me about sacrifi ce - sometimes you need to leave the love and comfort of your home to fi ght for what is right. Finally, he has taught me about love for our country. These are all traits I’m proud to see him pass on to our children.”

Program helps students with disabilities gain summer work experience

As the end of the school year approaches, students may be thinking about summer jobs. The North Dakota Department of Human Services’ Division of Vocational Rehabilitation is offering job search assistance and other support to high school students with disabilities who want to gain summer work experience.

“We want young individuals with disabilities to have opportuni-ties to succeed in the workplace,” said Division Director Russ Cusack. “The students involved in the sum-mer work experience are part of our overall commitment to ensuring stu-dents will be engaged in employment, which supports a successful transition from high school to careers and adult-hood.”

Last year, 35 students participated in the program statewide includ-ing five students from the Bismarck

region, and the division hopes to dou-ble program participation this year.

Cusack said most participants have limited work experience, and the program helps students develop skills they need to get started in a career. Learning the importance of a strong work ethic, communicating effectively with others, working as a team member, and meeting employer expectations are experiences that lead to success.

Vocational rehabilitation counsel-ors address not only these issues, but help students search job openings in areas of interest, complete a resume and job applications, and go through the interview process. The program can also offer some support after a job placement.

Students must qualify for voca-tional rehabilitation services in order to participate in the summer work

experience program. Vocational Rehabilitation encourages eligible students to participate in at least two work experiences before they leave secondary school.

According to Cusack, partici-pants typically work in the hospital-ity industry including food service, movie theaters, hotels, and retail, which are common for first-time job seekers.

The ideal placement, he said, is 20 hours per week from the end of May through the end of August. Occasion-ally an employer hires a participant for a more permanent position after the summer work experience ends.

The program is a collaborative effort involving the Division of Voca-tional Rehabilitation, the Department of Public Instruction, Job Service North Dakota, secondary school tran-sition teachers, community rehabilita-

tion providers, parents, students, and employers.

Today we are more likely to hear of people starting a business because they want to offer some type of social good. TOMS Shoes is one of the best known companies that started with just such a focus in mind.

Another reason people start a business is to enjoy a certain lifestyle. Maybe you only want to work a four-day week. Pick the right business and that may be possible. Or perhaps travel is what you want. Again, cer-tain businesses may let you achieve that while also han-dling business.

Some people start a busi-ness because they love to start businesses. Once a business is up and stable, these individuals may sell it and start another. Yet others love the challenge of growing a business.

Of course, many people start a business because they want control or they want to maximize the use of their skills and talents.

All of these desires, plus other reasons such as building a legacy or providing a needed community service, form a perfectly good business focus. The greatest problem is when you try to do several, or all of them, at the same time. The result is often failure.

This is not to say you can’t change your focus, but once changed, you need to devote your energy to your new goal and put the old one behind you. And you need to realize that each shift will cost you energy and resources.

So as you start and man-age your business, know why you are doing it. Keep that in mind as you make decisions and chart your course into the future.

As I was driving with the win-dow open in my vehicle, the scent of freshly mown grass reminded me that summer is almost here. A little later, my nose detected another sen-sory delight of spring: the aroma of grilling food.

Although you might be expect-ing an article about grilling with that opener, I’d like to take us back to winter temperatures. Besides using your grill, how about using your freezer to store some homemade ready-to-cook or ready-to-heat-and-eat freezer meals?

Many people like to ease up on time in the kitchen when the weather allows us to enjoy our gardens and other outdoor activities. Freezer

meals can help.Freezer meals are the product of

a term known as freezer cooking. The basic concept of freezer cooking is that you spend one day preparing a large quantity of meals that will feed you or your family for two weeks up to two months.

A wide range of freezer meal recipes are available on the internet, but not all of them are equally nutri-tious. Look for recipes that provide nutrition information.

Meals are prepared assembly-style, packaged, labeled and frozen. Depending on how many freezer meals you prepared, you shouldn’t have to prepare the main entrée again for the next two weeks or a month.

You can save time and poten-tially money, plus have control over the ingredients in your foods, if you make your own freezer meals. Assembly-style processing saves you time; instead of chopping one onion for each recipe as you need it, you might chop 10 onions at one time and be able to use them for mul-tiple recipes. Even better: You only have to clean up once.

When you are preparing several recipes at once, you may be able to take advantage of buying ingredients in bulk. Bulk purchasing typically provides a lower price per unit on items when you buy them in large quantities.

Freezer storage makes meals

convenient. Simply remove a pack-age the night before to thaw in the refrigerator and reheat or cook for your evening meal the next day. Additionally, when you have easy-to-prepare meals on hand, you are less likely to order take-out or visit the fast-food drive through when you get hungry.

If you never have done any freezer cooking, start small and gradually increase. Try a few meals that you know your family will eat, or try a plan for two weeks’ worth of meals if you feel ready. This should take you only about half a day or less to prepare, and the meals can fit in a

May 16 is filing deadline for many tax-exempt organizationsThe Internal Revenue Service

today reminded tax-exempt organi-zations that many have a filing dead-line for Form 990-series information returns in mid-May.

With the May 16 filing deadline facing many tax-exempt organiza-tions, the IRS today cautioned these groups not to include Social Security numbers (SSNs) or other unneeded personal information on their Forms 990, and consider taking advantage of the speed and convenience of electronic filing.

Form 990-series information returns and notices are due on the 15th day of the fifth month after an organization’s tax year ends. Many organizations use the calendar year as their tax year, making May 15 the deadline for them to file for 2015. However, because May 15 falls on a Sunday, the deadline this year moves to Monday, May 16.

Many Groups Risk Loss of Tax-Exempt Status

By law, organizations that fail to file annual reports for three con-secutive years will see their fed-eral tax exemptions automatically

revoked as of the due date of the third required filing. The Pension Protection Act of 2006 mandates that most tax-exempt organizations file annual Form 990-series informa-tion returns or notices with the IRS. The law, which went into effect at the beginning of 2007, also imposed a new annual filing requirement for small organizations. Churches and church-related organizations are not required to file annual reports.

No Social Security Numbers on Forms 990

The IRS generally does not ask organizations for SSNs and, in the Form 990 instructions, and cau-tions filers not to provide them on the form. By law, both the IRS and most tax-exempt organizations are required to publicly disclose most parts of Form 990 filings, including schedules and attachments. Public release of SSNs and other person-ally identifiable information about donors, clients or benefactors could give rise to identity theft.

The IRS also urges tax-exempt organizations to file forms electroni-cally in order to reduce the risk of

inadvertently including SSNs or other unneeded personal informa-tion. More details can be found on IRS.gov.

Tax-exempt forms that must be made public by the IRS are clearly marked “Open to Public Inspection” in the top right corner of the first page. These include Form 990, Form 990-EZ, Form 990-PF and others.

What to FileSmall tax-exempt organizations

with average annual gross receipts of $50,000 or less may file an elec-tronic notice called a Form 990-N (e-Postcard), which asks organiza-tions for a few basic pieces of infor-mation. Tax-exempt organizations with average annual gross receipts above $50,000 must file a Form 990 or 990-EZ depending on their receipts and assets. Private founda-tions must file Form 990-PF.

Organizations that need addi-tional time to file a Form 990, 990-EZ or 990-PF may obtain an automatic three-month extension. An organization may also request an additional three-month exten-sion; however, the organization

must show reasonable cause for the additional time requested. Use Form 8868, Application for Extension of Time to File an Exempt Organization Return, to request extensions. The request for extension must be filed by the due date of the return. Note that no extension is available for fil-ing the Form 990-N (e-Postcard).Check Tax-Exempt Status Online

The IRS publishes the names of organizations identified as having automatically lost their tax-exempt status for failing to file annual reports for three consecutive years. Organizations that have had their exemptions automatically revoked and wish to have that status rein-stated must file an application for exemption and pay the appropriate user fee.

The IRS offers an online search tool, Exempt Organizations Select Check, to help users more easily find key information about the fed-eral tax status and filings of certain tax-exempt organizations, including whether organizations have had their federal tax exemptions automatically revoked.

North Dakota Tourism Division, in partnership with AAA of North Dakota and North Dakota Coun-cil on the Arts, are kicking off the 2016 Governor’s Photo Contest. involved in the travel industry, AAA takes great pride in helping promote North Dakota tourism through lenses of the state’s tal-ented photographers,” said AAA Regional President Mark Grieb. “The prominent use of contest photos in promotional efforts over the years is a testament to the visual impact of submissions and the abundance of beauty across the state.”

Launched in 2004, the annual Governor’s Photo contest has grown significantly since its beginnings. In its first year, the contest attracted more than 300 submissions. Approximately 9,550 photos have been submit-ted in the years since.

“The adventure and beauty found in North Dakota are cap-tured each year in these unique and compelling photos,” North Dakota Tourism Division Direc-tor Sara Otte Coleman said. “It is always fun to see the artistic tal-ent that exists across the state and we are fortunate to be able to use that to recruit new and returning visitors to North Dakota.”

Contest Rules:All photos must be submitted

electronically via Flickr or post-marked by the contest deadline, August 31, 2016.

Only North Dakota resi-dents are eligible to enter. There is no limit to the number of entries allowed per photogra-pher. Excessive cropping, digi-tal alterations or enhancements are discouraged. Photographers will be judged on their ability to showcase North Dakota as a Leg-endary travel destination in the following categories: Adventure and Recreation, Places to Visit, Events, People, Scenery and Wildlife.

Entries will be judged on originality, interest of the subject matter, visual appearance and consistency with the category theme. Photo entries should be taken within the last three years and must be in full color.

The number of winners will be determined by the number of entries and the quality of photos in each category.

Photo entries will be judged by a panel of North Dakota Tour-ism, Governor’s Office, AAA and North Dakota Council on the Arts staff familiar with photog-raphy and responsible for select-ing images for various marketing materials.

Submission of the photo is the entrant’s guarantee as the pho-tographer and copyright holder of the photo that they have the rights to distribute the image.

• Photographers must have the consent of those whose faces are visible, or the consent of guard-ians for minors, in the image.

• By entering the contest, photographers agree that if their photo is selected, they agree to authorize North Dakota Tourism, AAA and their official market-ing partners to use that image in promotional materials offline and online. Photos will be credited whenever possible.

• Winning photographers agree to unlimited usage by North Dakota Tourism for pro-motional materials and websites. Photos will not be sold.

Photo Submission:To enter the contest by mail,

photographs must be submitted on a CD with a 5x7 or 8x10 print copy. Prints need not be mounted or framed. The back of the photo and CD must be labeled with the entrant’s name, address, tele-phone number, email address, contest category, title of photo, location and date the photo was taken.

Entries should be mailed to North Dakota Department of Commerce Tourism Division, Attention Cassie Theurer, at P.O. Box 2057, Bismarck, ND 58502-2057. AAA branch offices in Fargo and Bismarck will also accept entries.

not reheat well after being frozen. Lettuce, watermelon and tomatoes will become limp. Cooked potato chunks will become gritty. Fully cooked pasta may be mushy. Gra-vies and some dairy products such as cream or milk will separate when frozen. Cooked eggs may become rubbery.

Even if you have a small freezer, freezer meals still can be an option for you. By getting creative and freezing meals flat, you can store about two weeks’ worth of meals in a refrigerator-top freezer. Once meals are frozen, you can reorganize them so they are stacked vertically like a bookshelf if your freezer allows.

Avoid freezer-burn by using a freezer zip-top plastic bag and mak-ing sure to remove as much air as

possible before sealing. Storing food in smaller quantities allows it to freeze more quickly and gives you the ability to take out only what you need.

Use a permanent marker to label all food that goes into the freezer so you know what it is. Also include a use-by date (most food will stay good for two to three months from the date it was prepared) and any preparation steps needed to cook the food. That way you don’t have to dig for the recipe when you are ready to cook.

Arrange containers in a single layer so air can circulate and help the food freeze quickly. The faster the food freezes, the better the quality will be when it thaws. Defrost food in the microwave or refrigerator. Thawing foods at room temperature increases the risk of bacterial con-

Pulse foods are good sources of fiber, protein, and many vitamins and minerals. Slow Cooker Sloppy Lentils Freezer Meal

1 c. lentils, dry (cooked accord-ing to package directions)

1 onion, diced1 (14.5-ounce) can diced toma-

toes, drained1 (6-ounce) can tomato paste,

unsalted1 clove garlic, minced1/2 c. ketchup1 tsp. mustard powder1 Tbsp. chili powder3 Tbsp. molasses or honey1 Tbsp. vinegar1 c. chicken broth (add at cook-

ing time)To freeze: Cook lentils accord-

ing to package directions. Chop veg-etables. Add ingredients to a labeled freezer bag.

To cook: Remove from freezer and place in the refrigerator over-night to thaw. Pour contents into a slow cooker along with 1 cup water or broth. Cook on low five hours.

To serve: Serve on whole-wheat buns or bread.

Makes 14 (1/4-cup) servings. Each serving has 90 calories, 0.5 gram (g) fat, 4 g protein, 18 g carbo-hydrate, 3 g fiber and 190 milligrams sodium.
