EDITORIAL NOTE
The July-September 2012 period was the first quarter after the
country-wide rollout of 77 Passport Seva Kendras as envisioned under the
Passport Seva Project. The Project achieved its goal of complete project
execution in June 2012. Thereafter, the project has entered into operation
and programme implementation phase.
The highlight of the quarter was the visit of External Affairs Minister
to Srinagar on 26th July to dedicate PSKs in Srinagar and Jammu to public
service. In the august presence of Sh. Omar Abdullah, Chief Minister of
Jammu & Kashmir, Union Cabinet Minister, Dr. Farooq Abdullah and other
political dignitaries, EAM also laid the foundation stone of a new Passport
Bhawan in Srinagar. In 2011, the Passport Offices in Srinagar and Jammu
rendered approximately 90,000 passport related services, marking 30%
increase over 2010. These two Passport Offices are also playing an important
role in the implementation of the confidence-building measures between
India and Pakistan by way of facilitating travel of persons on either sides of
the Line of Control.
The Estimates Committee of Lok Sabha undertook a study visit of
Passport Seva Kendra in Lucknow. All three Hon'ble Members of Parliament
from Goa visited Passport Seva Kendra there. Earlier, the Standing
Committee on External Affairs had visited PSKs in Bangalore, Mumbai and
Ahmedabad. The Project has benefited enormously from valuable guidance
received from Parliamentary Committees from time to time.
Another notable development during this quarter was the revision
of passport and related services fees which were notified in late September
and which came into effect from 1st October, 2012. The revision was
undertaken after ten-and-a-half years. Over these years, costs relating to
establishment, capital expenditure, procurement of equipment,
reimbursement to State Governments, postal expenses, printing of passport
booklets, personalisation costs, IT expenses and other contractual payments
to service providers have gone up considerably. The enhanced revenue will
be used for further expanding passport service network, upgrading technical
infrastructure and improving public service delivery.

initiative taken by the Ministry of External Affairs to address the problem of non-availability of appointments at
some locations. Total of 9,201 applications were collected during these Melas.

Haj 2013 : Advisory for Passport Applicants

1. As decided by the Haj Committee of India (constituted under Act of
Parliament No.35 of 2002), only valid passport holders (with validity at least
up to 31.3.2014) can apply for Haj 2013. Therefore, all prospective Haj
applicants are advised to get their passport issued before the Haj
announcement 2013. The Haj announcement is likely to be made in
February 2013 and Haj applicants may be required to submit their
applications with proof of their valid passports by 15 March 2013.
2. The passport holders (including children and infants) are also advised to
check the validity of their passports and if need be, get them renewed in
time. The intending applicants for Haj 2013 should also ensure that their
passports contain at least two empty visa pages adjacent to each other.
Otherwise, they are also advised to apply for renewal of their passports.
3. Before 2012, the general tendency among Haj aspirants was to apply for
passports once the Haj announcement was made. Hence, Passport Offices
were faced with huge rush for issuance of passports after the Haj
announcement was made. This allowed insufficient time to Passport Offices
and police authorities to complete requisite formalities in time and may
have resulted in last minute disappointment in some cases.
4. In view of the above, all concerned citizens and prospective Haj applicants
are advised to apply well in time for issuance of passports so that they have
their passports ready by February 2013 well before the Haj announcement
2013 is made by the Haj Committee of India. All Passport Offices across India
are being advised to provide requisite assistance for expeditious issuance of
passports to prospective Haj applicants.

In exercise of the powers conferred by the Passports Act, 1967, the Central Government has decided to revise st Passport and related services fees w.e.f. 1 October, 2012. The current fees were last fixed on 29.03.2002.
The current regime of Passport fee came into force in July, 1993 subsequent to the passing of the Passport
(Amendment) Bill, 1992 which permits the Government to fix the Passport fee on the basis of actual cost
incurred on issuing of a Passport. In 1993, passport fee was fixed at Rs. 300/- which was increased to Rs. 1000/-
when the next revision took place in 2002. Over the last ten years, costs relating to establishment, capital
expenditure, procurement of equipment, reimbursement to police authorities, payment to India Posts, printing
of passport booklets, personalization costs, IT expenses and contractual payment to Service providers (such as
TCS, NIC, NISG, C-DAC, STQC and ISP) have gone up considerably, which has necessitated increase in passport st
and related services fees w.e.f. 1 October, 2012.

In exercise of the powers conferred by section 24 of the Passports Act, 1967(15 of 1967), the Central
Government hereby makes the following rules further to amend the Passports Rules, 1980, namely:
1. (a) These rules may be called the Passports (Amendment) Rules, 2012.st
(b) They shall come into force with effect from the 1 day of October, 2012.
2. For Schedule IV to the Passport Rules, 1980, the following schedule shall be substituted, namely:

Mr. Oliver Colvile, MP & Mr. Shiv Haria Shah visited Herald House PSK, Delhi. Walkthrough of complete PSK operations was arranged for visitors. The delegation was impressed with the PSK and its smooth operations.

(PSP) & CPO and Shri Krishan Kumar, RPO Goa addressed a media roadshow in Goa. During the roadshow, the local media was briefed on performance of Goa PSK from its inception till date.
On 08 August 2012, Shri J P Singh, RPO Lucknow
along with executives from Service Provider addressed a media roadshow in Lucknow. During the roadshow, the media was briefed on new initiative of allowing walk-ins for special categories. RPO also talked about the issue of waiting for passports and problem of agents/touts that would be resolved with operationalization of PSKs in Kanpur, Lucknow, Varanasi and Gorakhpur.

Hyderabad and Dr. K Gopinatha, Director, EDS – (eSeva) addressed a media roadshow at RPO Hyderabad. During the roadshow, the media was briefed on new initiative of allowing walk-ins for special categories. RPO also informed that all pending cases of 2010 and 2011 in the old legacy system have been closed and closure letters were being dispatched, Gratis passports will be issued to cases where the application date is after 01 July 2011.
National Institute for Smart Government
(NISG) celebrates 10 years
Centre for e-Governance
On 27 August 2012, NISG celebrated a decade of
excellence of adding value to e-Governance at a
ceremony that took place at Ashok Hotel, Delhi.
NISG is a valuable consulting partner in the
conceptualization and implementation of
Passport Seva Project.
Shri Sachin Pilot, Minister of State for
Communications and Information Technology
rededicated the Centre for e-Governance (CEG) on
17 July 2012 at DeitY. The Centre has been
inaugurated after renovation. It will be like a Hall of
Fame for virtual personalities i.e. various e-
projects.
The Centre has been envisaged as the platform for
showcasing advancement in ICT domain especially
in e-Governance by demonstrating applications
from states, central line ministries, DeitY
organizations and other implementing agencies.
There are 12 touch screen kiosks at CEG, and at
each kiosk a different application is showcased.

MPs Visit – Panaji
On 03 August 2012, the Chairman of the Estimates Committee, Shri Francisco Sardinha along with Shri Shantaram Naik, MP and Shri Shripad Naik, MP visited RPO Panaji. The delegation was given a detailed walk-through of the PSK operations. The visiting dignitaries also interacted with applicants to understand and address their concerns.
Heads of Mission Conference
During 14-16 September 2012, the fourth Conference of Indian Heads of Mission was organized. The conference was addressed by Dr. Manmohan Singh, Prime Minister, Shri S.M. Krishna, External Affairs Minister, Shri Ranjan Mathai, Foreign Secretary and other dignitaries. A presentation on PSP was made by Shri B. K. Gupta, AS(CPV).

The well being of overseas Indians is one of the core responsibilities and concerns of Indian Missions. Embassies and Consulates should be proactive in terms of mitigating problems faced by Indians abroad. Heads of Missions have a special responsibility to play a leadership role in taking up and resolving issues faced by Indian citizens abroad. The operationalization of 77 Passport Seva Kendras throughout the country in a period of two years is part of efforts to provide timely delivery of passport services to fellow citizens.”

Estimates Committee Visit – Lucknow
On 10 July 2012, Parliamentary Estimates
Committee led by Shri Francisco Sardinha, Hon'ble MP and Chairman visited PSK Lucknow. Estimates Committee consists of 30 members elected by Lok Sabha every year with the Chairman appointed by the Speaker from amongst the members. The Estimates Committee is constituted under Rule 310 of the Rules of Procedure and Conduct of Business in Lok Sabha for examination of such of the estimates as may seem fit to the Committee or are specifically referred to it by the House or the Speaker. During the visit, PSK operations were demonstrated to the Committee.

On 10 July 2012, Shri J Sathyanarayna, Secretary, Department of Electronics and Information Technology visited Bangalore PSK. During the visit, he keenly observed the PSK process and interacted with citizens to understand their issues and experiences.

The inauguration of Jammu & Srinagar PSKs was done on 26 July 2012 by Shri S. M. Krishna, External Affairs
Minister at Sher-i-Kashmir International Conference Centre (SKICC), Srinagar. The event was attended by Shri
Omar Abdullah, Chief Minister, Jammu & Kashmir, Dr. Farooq Abdullah, Union Minister for New & Renewable
Energy, several J&K Ministers, MPs, MLAs and other dignitaries. The two PSKs in the state have combined
capacity to serve over 400 citizens in a day. On the occasion, External Affairs Minister also laid the foundation
stone of Passport Bhavan building planned at Rajbagh in Srinagar. The new building will be built on a one-acre
plot and will be housing the Passport Office, Passport Seva Kendra and staff quarters.

“In a short time, we moved from Pilot Project mode in May 2010 in Bengaluru to the commencement of
nation-wide rollout of Passport Seva Kendras in June last year. In June 2012 all the 77 PSKs were set up and
operationalised in the country. This has been a remarkable journey over last two years. In this connection, I
acknowledge the significant contribution of the Service Provider Tata Consultancy Services. I would like to
commend the Passport Seva team for their devotion to public duty and to our Service Provider, TCS, for their
earnest efforts in speedy implementation of the Project.”

Passport Seva Kendra: a feather in Madurai's cap

The presence of the Passport Seva Kendra, popularly known as PSK, in Madurai and Tirunelveli, is a welcome
feature for the simple reason that every year the authorities issue a whopping 1.80 lakh fresh passport booklets
to applicants from the region.The Passport Office (Madurai Region) has jurisdiction over Madurai, Theni,
Dindigul, Sivaganga, Ramanathapuram, Virudhunagar, Tirunelveli, Tuticorin and Kanyakumari districts. There
are two state-of-the-art PSKs in Madurai and Tirunelveli, which cater to the needs of the public. Till about five
years ago, the citizens from the southern part of Tamil Nadu had to visit Tiruchi Passport Office for issuance of
passports and other related queries. Understanding the need of the people, the Ministry of External Affairs
opened the Madurai Passport Office on December 17, 2007. Though this was welcome as public from as far as
Kanyakumari district could save travelling time, the pace of issuance of passports picked up when PSK was
established in Madurai and Tirunelveli in 2011. With just about 70 staff, the Passport Office received close to 750
applications every day from the public through nine districts at its two PSKs, ably supported by the TCS (Tata
Consultancy Services). Besides, another 100 to 150 applications are received daily through the DPC (District
Passport Collection Centre) situated in the Collector's office in all the southern districts. Public, residing in towns
other than Madurai and Tirunelveli, may submit their passport applications with the relevant documents and
demand draft in these DPCs. For the computer-literate and for those people who have access to Internet, the e-
appointment system available at the PSK ( ) is quiet user-friendly. By getting the
appointment, an applicant can file his/her papers on the prescribed date and time, thus avoiding undue delays
and long queues. Upon filing the mandatory papers such as birth certificate (for age proof) and voter ID card
issued by the Government of India (for identity-cum-address proof), among other relevant documents along
with the application, the staff forward them for police verification. On receipt of online confirmation from the
Police Department, the passport is issued within three days. To put it in a nutshell, an applicant would get his
new passport through the ordinary channel in 30 to 35 days. For those preferring the 'tatkal' route, the passport
is delivered in less than seven working days from the date of acceptance. While the fee for normal process is Rs
1000, it is Rs 2,500 for 'tatkal' applicants.
In Tamil Nadu, the PSK is available at Chennai, Madurai, Tiruchi, Tirunelveli and Coimbatore. The Government of
India is keen on providing more and more PSKs to cater to the needs of public seeking passports. The PSK
concept is widely accepted now as it is yet another step towards getting closer to technological advancement.
Apart from security point of view, the state-of-the-art facility to scan and cross-check the documents such as
birth certificates help the authorities in identifying bogus papers with much ease now. Further, the e-
appointment facility has, to a great extent, discouraged public from approaching touts, who used to lure gullible
persons with promise of getting the booklet in no time and vanish with fancy sums. The user-friendly websites
and the frequently-asked-questions (FAQ) and answers come in handy for people who seek passports. The SMS
facility, which reminds the applicant about the various stages of the status of application, too keeps them
informed and the likely delivery time at their doorsteps. For instance, when the application is despatched to the
police for verification, the applicant gets an SMS – “Application despatched for PV”. On receipt from the police,
the applicant gets an SMS – “PV complete” -- and at the final stage of despatch, it informs the applicant. Clear
mention of the mobile phone number in the application would help keep track of the application. A decade ago,
the passport authorities had backlog in issuance of fresh passports due to various factors. However, with rapid
technological advancement, things have become easier to handle today. Holding 'adalats' at periodic intervals
has helped in identifying and redressing complex cases now and then.
