Application

This is an application for judicial review in respect of a decision of Passport Canada issuedfrom their office located at 70 Cremazie Street, Gatineau, Quebec, 38Y 3P2. The decisionwas dated on November 19TH 2014, and received by the applicant on or aboutNovember 26th, 2014. In this letter, Passport Canada notified the Applicant of thedecision to revoke the Canadian Passport QG716098 issued in his name and to refuse himpassport services for an unspecified time. The address of Passport Canada is:

The Applicant makes application for:

1. An order setting aside the decision of Passport Canada dated November 19N

2014, wherein it decided to revoke the Canadian Passport QG716098 issued in theApplicant’s name for an unspecified time.

2. An order referring this matter back to Passport Canada for a new decision or,alternatively, an order referring the matter back to Passport Canada fordetermination of the matter in accordance with such directions as this HonourableCourt considers appropriate.

3. Such further and other relief as counsel may advise and this Honourable Courtdeems just.

The grounds for the application are:

1. That Passport Canada erred in law in revoking the Canadian passportQG716098 issued in the Apphcanfs name and denying him passportservices for an unspecified time.

2. The director does not possess the jurisdiction to revoke the applicant’spassport.

3. The director violated the applicant’s section 6.1 mobility rights contained inthe Canadian Charter of Rights and Freedoms.

4. That Passport Canada based its decision on erroneous findings of factwhich it made it a perverse or capricious manner or without regard to thematerial before it;

5. That Passport Canada failed to observe a principal of natural justice,procedural fairness or other procedures that it was required by law toobserve;

6. Such further or other grounds as may become apparent to counsel for theApplicant upon review of the transcript of the whole of the proceedings andevidence produced at the hearing of this case.

DECLARE invalid and quash the decision of the Director of PassportProgram lntegrity in accordance with such directions as it considersappropriate.

This application will be supported by the following material:

• The Affidavit of the Applicant;• Such further and other Affidavits as the Applicant will require;• The file of the Applicant at the Passport Canada office in Gatineau, Quebec• Such further and other material as counsel may advise and this Honourable Court

may permit
