RECOMMENDATIONS FOR APPLICATION Flemish Road Administration: • On all roads where the allowed speed is over 50 km/h and
where are no guardrails in front of the lighting columns, • On all roads where the allowed speed is under 50 km/h but
the lighting columns must be closer than 2m from the edge of the pavement and there are no guardrails in front of the columns,
• On all roundabouts where the speed is not limited to 30 km/h and
• In places where a big possibility for a vehicle to crash into the pole exists: roads leading to roundabouts, roads between roundabouts, curves, crossings with sharp angles, etc.
RECOMMENDATIONS FOR APPLICATION Slovenia Technical Specifications TSC 02.210.:2010 (Varnostne ograje – Pogoji in
način postavitve) (Safety fence – Conditions and mode of installation) The guardrail must be instaled if the distance of the dangerous
obstacle from the edge of the traffic surface is smaller than the values stated in the table 1 (page9). The TSC distinguish dangerous obstacles type A and type B. Type B are:
• lines of trees which trunk diameter is bigger than 15 cm, • street ligting poles or poles for other instalation except in case when,
by performed crash tests, these poles reach the appropriate values according to slovenian standard SIST EN40 and SIST EN12767
• and similar
FORGIVING ROADSIDE … JUST A WISH? • European Transport Safety Council is encouraging the
authorities and investors to prescribe and use passive safe infrastructure elements
• Using passive safe infrastructure brings direct savings to the states’ budgets
• Using passive safe infrastructure can preserve the society from emotional and ethical stress situation
• Using passive safe infrastructure elements need not to be more expensive than conventional solutions what had been proven in the case of lighting poles
STILL ….
there are voices (comming from consultants, engineers, clerks, different levels of institutions involved in road designing
and management) telling that:
• there are no rules how and when to use the passive safe road infrastructure
• national rules do not allow to use passive safe road infrastructure
• there is no law imposing obligation to use passive safe road infrastructure
• ?????????????????????????????????????????????????????
SORRY: DO WE NEED A LAW THAT WILL ALLOW US NOT TO KILL PEOPLE?
