• The United States is a primary target for many foreign and domestic espionage activities either for political or economic gain. It’s not just state sponsored intelligence sources that are targeting the United States. Others may include– Foreign or multinational corporations– Foreign government-sponsored educational and scientific institutions– Freelance agents (some of whom are unemployed former

intelligence officers)– Computer hackers– Terrorist organizations– Revolutionary groups– Extremist groups– Drug syndicates– Organized crime

Information concerning proprietary technologies, military locations, and government equipment is protected for a reason. Unauthorized release of this

information can have a detrimental effect on the Warfighter’s survivability.

• Unauthorized discloser of information or material that could cause harm to our National Security must be protected at all cost. Specific classification categories have been assigned in accordance with potential damages if such information or material were improperly handled or released

• Classifications levels– CONFIDENTIAL—unauthorized disclosure of which could be

expected to cause DAMAGE to National Security– SECRET—unauthorized disclosure of which could be expected to

cause SERIOUS DAMAGE to National Security– TOP SECRET—unauthorized disclosure of which could be expected

How Do I Protect Classified Information?

• Classified Information • Must always be attended or secured• Must never be discussed in public

places• Is to be discussed on secure

telephones or sent via secure faxes• Must be under the control of an

authorized person at all times• Must be stored in an approved storage

container along with a secondary protective system when unattended

• Must not be processed on a personal or unsecured computer

• Suspicious contacts– Report any suspicious behavior or occurrences, including

• Contacts with known or suspected intelligence officers from any country

• Contacts suggesting an employee may be the target of an attempted exploitation by a foreign intelligence service

• Any efforts, by any individual, regardless of nationality, to obtain illegal or unauthorized access to classified or confidential information

• Any efforts, by any individual, regardless of nationality, to compromise a cleared employee

• Adverse information– As a general rule, any information that reflects negatively on the

integrity or character of an employee, and suggests that his/her ability to safeguard classified information may be impaired

– Examples of adverse information (not an all-inclusive list)• Criminal activities• Financial concerns (unexplained affluence or sudden excessive debt)• Emotional and mental disorders (i.e. sudden depression)• Excessive use of alcoholic beverages• Use of illegal/controlled substances (i.e. marijuana, cocaine, etc.)• Mishandling of classified or sensitive information• Sudden change in lifestyle

All reported information is treated as confidential with the informant fully protected


• Change in personal status– The Security Representative must submit a report to the Cognizant

Security Agency (CSA) for information regarding• Death of an employee• Termination of employment• Change in the employee’s marital status and/or citizenship• Becoming a Representative of a Foreign Interest (RFI) or if status as an

RFI is materially changed

– Employees must alert a Security Representative for information regarding

• Change in personal information• Lawsuits• Arrests and convictions• Foreign travel and/or associations

• Other reporting requirements– Employees are required to report any act of sabotage or possible

sabotage, espionage or attempted espionage, and any subversive or suspicious activity

– Employees are also required to report any of the following activities• Attempts to solicit classified information• Unauthorized persons on client or company facilities• An Individual does not desire to perform on classified work• Disclosure of classified information to an unauthorized person

• Know your work area and practice basic security techniques– Be familiar with your immediate office area, especially your desk area– Be familiar with all entrances/exists and windows– Be familiar with all employees having unescorted access in your area– Check your immediate work area for anything suspicious when you

arrive for duty everyday; and do the same when you depart– Be aware of any unusual or suspicious behavior from co-workers– Closely guard classified and company-sensitive material/information– Install password-activated boot up and screensavers to protect data– Listen carefully during phone calls for unusual background noises– Read e-mail sender addresses and subject lines before opening – Diligently support area end-of-day security checklist procedures

• When traveling to a foreign country for company or personal reasons, please plan and prepare by– Developing a personal travel plan and providing it to your office and

family– Learning about the culture, customs and laws of countries you visit– Visiting the Department of State website for information on Threat

Advisories– Pre-coordinating with your Security Representative

• NISPOM, PARA 3-105 states– This document (SF 312) is an agreement between the United States

and the individual who is cleared for classified information– SF 312 is essentially a lifetime contract between the individual and

the U.S Government, in which the employee agrees to protect classified information from unauthorized disclosure

– An Individual must read and sign a SF 312 form BEFORE being given access to classified information

– A Security Representative will verbally communicate what the agreement represents

– If an individual refuses to execute the SF 312, the Security Representative will deny the individual access to classified information and submit a report to the CSA

• Always be aware of your environment and surroundings• Use common sense in determining what might be a

potential security threat or violation• Know the correct classification levels and treat documents

accordingly• Remember your reporting obligations and requirements• Your are under contract with the Federal Government to

do all of the above (SF 312, Non-Disclosure Agreement signed when you got your clearance)
