CALL TO ORDER Board President Amy Phillips called the meeting to order at 6:30 p.m.
FLAG SALUTE The flag salute was led by New Horizons High School Principal Seth Johnson. Principal Johnson introduced Saul Martinez and the following students: Diaugee Bradford and Gustavo Valencia. The Student Representatives presented them each with a Pride of Pasco pin.

REPORTS Revised Growth Monitoring Framework – Mrs. Michelle Whitney

The purpose of this report is to provide the Board a report on the Growth and Monitoring Framework for the District as a result of the Board Governance Retreat on February 11, 2020.
The Outrageous Outcomes were approved on September 13, 2016 as the foundation for our District and School Improvement Plans and Results Policies for the Board’s governance framework.
On January 28, 2020, the Board approved a reframed Outrageous Outcome #5 as a result of the District Strategic Improvement Planning process.
Because the Outrageous Outcomes are (5) 100% aspirational goals, the Board directed District staff to develop a mechanism for monitoring progress from our current reality to 100%. Simultaneously, Washington State realigned their accountability framework against the reauthorization of No Child Left Behind (NCLB) now known as Every Students Succeeds Act (ESSA).
During the 2017-2018 school year, District staff developed the Growth and Monitoring Framework with an eye on growth, in alignment with the new Federal and State compliance requirements and in a way that is sustainable beyond external changes.
In 2018-2019 a Data Dashboard was added to the system to visually represent the Growth and Monitoring Framework data.

EXTENDED STUDY/DISCUSSION Migrant Program – Dr. Charlotte Stingley Board members and the community were provided a status update on the three-year implementation plan for the Migrant Education Program iGrant.
The Migrant Education Program developed a three-year implementation plan after receiving funds from OSPI via the Office of Migrant Education in June 2018. Pasco School District’s Migrant Education Program is grounded in identified program goals and OSPI’s Service Delivery Plan. Over the past two years identification and recruitment of families has increased as well as the number of services provided to students. The implementation plan reflects necessary grant requirements, including a robust Migrant Parent Advisory Council.

FUTURE AGENDA ITEMS The next Board Meeting will be March 10, 2020. During the Board Meeting there will be an update on the State of the School Reviews. Board President Phillips shared the plan regarding the consultant work from the Board retreat February 11th. Advised her board members to

review the policy book (read thru page 29) and bring back the information ready to discuss at the Study Session on March 10th.
COMMUNICATIONS Steve Christensen – Shared that he attended some of the State of the School Reviews and was very impressed. Legislature is still in session, WSSDA has approximately 13 education bills still in motion, some are expected to move forward and half of them will impact funding that will have a cost associated with them, but no funding will be provided.
Jesse Campos – Attended State of the School reviews, really enjoyed all of them. Attended the recent New Horizons winder graduation.
Scott Lehrman – Attended the Winter graduation and had a visit a McLoughlin, thanked the staff that hosted his visit. Took his children to the PHS and CHS district girls basketball game and was impressed with the sportsmanship with both teams. Congratulated the winter sports teams and all of their successes.
Edgar Quiroz – PHS DECA students will be attending state soon. PHS Drama Performance will be hosting their opening night tomorrow. Spring sports are beginning.
Isaac Marroquin – Attended the Winter Carnival this past week. CHS has been hosting community members during the student advisory time. The food pantry has began at CHS, to help bridge gaps for CHS students. The production company has announced that they will be doing the Harvey Girls in the Spring.
Maksim Karazhbei – Looking forward to the Spring sports. NHS donation drive is still happening, and Delta recently hosted a blood drive. The Delta showcase will be this next week. Student led conferences are going to be held soon. Thanked the board members for allowing them to attend the WASA conference. The new comprehensive high school #3 planning update: the student board representatives are working tirelessly trying to gather as much student input as they can.
Sherry Lancon – Mentioned how wonderful the New Horizons graduation. Has been attending the State of the School Reviews, they each have been terrific, and the schools have made some great strides.
Amy Phillips – Attended the Hanford dance competition as well as a few of the winter basketball games. CHS wrestling took 1st in the state championship.

• There is a Teacher's lounge withcoffee and cookies. You do notneed to stay with your group atall times. Please give themsome independence. We haveterrific kids and know they willmake great choices and be agood reflection of our school.
• Students may use their phonesappropriately in the park.Appropriate things includetaking pictures andcommunicating with groupmembers/chaperones. Studentsshould not be on social mediawhile at the park and havebeen asked to refrain fromposting pictures until they return.We know this will be hard tomonitor and are trusting that ourstudents will make good choicesand enjoy a fun day with theirfriends.

BACKGROUND: This report provides information about the 2019 Novel Coronavirus (COVID-19) and an overview of the District’s response plan. A team of district administrators and risk management staff are meeting daily to review most current updates and information regarding COVID-19. New and/or updated information is shared regularly and as needed with staff, families, and the community. Additionally, the District is in communication with officials from the Benton-Franklin Health District and is monitoring guidance from state and federal agencies such as the Office of the Superintendent of Public Instruction (OSPI), the Washington State Department of Health (DOH), and the Center for Disease Control and Prevention (CDC) for additional updates and information.

The Emergency Response Team includes 10 district staff members who meet daily to:1. Receive a briefing from Aubrey

2. Discuss and answer any questions from the field.
3. Plan communications for staff, students, parents and the community.• Updates, informational material,
and guidance are shared via PSD website, email, social media, PSD App, and text messages
4. Develop contingency plans.

The following precautionary measures are in place:• Continue to follow best practices

• Frequent disinfecting of “high touch” surfaces in schools and district facilities

Engage in Contingency Planning
How does the school district decide whether to close schools because of COVID-19?• District staff would consider a variety of
factors when deciding to close a school or schools, including but not limited to:
• Recommendations of local health officials• Students and staff absences• Risk of exposure to students and staff from
being at school
Other schools or school districts in Washington have closed due to COVID-19, why haven’t ours?• No cases of COVID-19 have been
documented in Benton or Franklin counties.
Engage in Contingency Planning
If schools close, does the district have any plans for allowing students to continue learning from home?
• Guidance from OSPI urges districts to use an equity lens when making school closure contingency plans.
• It will likely make more sense to cancel school and/or district services and make up the days at the end of the year, rather than deploying a distance learning model that can be accessed by some, but not all, students.
Engage in Contingency Planning
Would the State allow for the District to waive missed days due to COVID-19?
• State education officials have indicated they will file an emergency rule to allow districts to waive the days and instructional hours that districts are not able to make up as a result of closure from COVID-19.
• The rule would be in effect for the 2019-2020 school year only and would require districts to make every effort to make up lost instructional time.
• Districts seeking the waiver would have to extend their school year through June 19 at a minimum.
Engage in Contingency Planning
Will the District cancel school events and student or staff travel in response to COVID-19?• The BFHD is not currently
recommending that public events be cancelled.
• Student participation or attendance at evening school events is a parent choice with no penalty for non-attendance

Misinformation about COVID-19 can create fear and stigma. Please join us in preventing, interrupting and responding to stigma by:• Relying on and sharing trusted sources
