Manitoba Regulatory processing includes creating, editing and approvingregulatory reports and flat files for the Manitoba government.

In PAS, you must set up the framework (utilities) and the specificfacilities or properties.

For monthly processing, enter monthly data for the products and facilities,process the facilities (which runs the calculations and generates yournumbers), generate the regulatory files (for flat files), generate thefinancial submission files and submit the financial submission. You canalso run the reports for submission to the Manitoba government:

Select a group in the left navigation pane to view the milestone statuses for facilities in the group.

1. Ensure the Production Date is correctly set in the top Navigation bar.

2. Navigate to the Home screen

( Home ).

The screen displays the groups that the current user is assigned to.

Tip: If the statuses are not displayed, click a group's Load Statuses hyperlink to retrieve its statuses.(This feature is dependent on a PAS configuration setting.)

Note: The displayed status icons indicate the worst case status for all applicable facilities in thegroup. For example, if all but one battery in a group has processed successfully, the status of theunsuccessfully processed battery is displayed.

3. Select the Regulatory Reporting tab to view the detailed milestone statuses.

4. Select a group in the left navigation pane to view the milestone statuses for facilities in the group.

Note: Click any Facility to navigate to the monthly screen for that facility.

Oil Royalty Factors OverviewThe Oil Royalty Factors screen provides the ability to enter monthly oil royalty factors for Saskatchewanor Manitoba.

In the Factors list, a line is displayed for each crude oil type associated with each oil vintage. Factor fieldsare available depending on the type of Royalty/Tax Calculation on the associated vintage.

Important: This relates to Saskatchewan regulatory reporting prior to Saskatchewan Petrinex.

Manitoba

This screen displays the oil royalty factors for crown calculations.

The royalty factor is the K factor of the provincial crown oil royalty's calculation formula in the Manitobapetroleum Fiscal Regime. Each factor is date effective.

Set Up Oil Royalty FactorsThe Oil Royalty Factors screen provides the ability to enter monthly oil royalty factors for Saskatchewanor Manitoba.

Set Up Manitoba Pool CodesUse the MB Pool Code screen to create and maintain data about pools located in Manitoba.

Manitoba Pool codes must be set up before a Pool code can be added to the Well Master.

1. Navigate to the MB Pool Code screen.

3. Enter the information for the Manitoba pool code.

4. Click Save and check the feedback section for a success, warning, or error message.

Result: The Pool code is now available for use on the Well Master screen.

General Ledger Mapping OverviewThe General Ledger Mapping screen provides the ability to set up the instructions for PAS to convert contractallocation data into financial transactions for export to an external accounting system.

If the GL mapping has been changed, any amendments will be reversed out of the new GL account ratherthan the original GL account.

Tip: You can use the PAS Wizard or Query to view the Financial Interface Transactions/Original GLAccount ID in order to see both the original GL account and the new one.

How GL Mapping Works

GL Mapping records identify how various contract transactions are booked to an external financial accountingsystem.

When the financial transactions are created, fields in the Contract Allocation records are matched with fieldsin the GL Mapping table to determine which GL Accounts to use and whether they should be debited orcredited.

PAS searches the GL Mapping table and Contract Allocation table for identical matches in the followingfields. If no match is found, financial transactions can not be created and an error occurs.

From the resulting matches above, PAS continues searching, in order of the GL mapping sequence number,and looks for matches in the following fields. If an identical match is not found for a specific field, PAS usesthe GL Mapping default for that field. Defaults for the field are identified by a code of 'ALL' in the GLMapping table.

• Province• Product• Settlement• Ownership Type• BA ID

When Account References are used, PAS continues searching the resulting matches above, in order of theGL mapping sequence number, and looks for matches in the following fields, as applicable. Again, if an exact

match is not found for a specific field, the default for that field is used. Defaults for the field are identifiedby a code of 'ALL' in the GL Mapping table.

Gross Up of Sales Volumes for Non-Operated Facilities

To use the optional non-operated gross-up functionality, select Yes on Allow Grossing Up Nonop ProductSales on the Client Table screen. (This field defaults to No .) When you change it to Yes , Gross Up BAappears for you to enter or search for the appropriate BA. The Revenue Allocate process creates the gross-upentries.

Note: Only Receive Revenue (contracts with Revenue Type set to Receive Revenue) are grossed up.

The rules governing the General Ledger accounts used by PAS for the grossed up entries for sales atnon-operated wells are:

1. If Client BA has ownership at a well, then PAS uses the Client BA Receive Revenue GL account forgrossing up sales for that well

2. If Client BA has no ownership at well, then PAS uses the Receive Revenue GL account for the BA thathas the smallest BA ID for grossing up sales for that well

For the non-operated wells:

1. WELL1 – Client BA has 100% ownership of a 20% Managed Interest, so PAS uses the Client BA GLAccount 5000200

2. WELL2 – Client BA and a silent partner has ownership in this well, so PAS uses the Client BA GL Account5000200

3. WELL3 – Client BA has no ownership in this well, so PAS applies rule 2 (use smallest BA ID BA's GLaccount). In this example, Owner3 has BA ID of 1234 and Gas Sales Receive Revenue GL Account of7000700 while Owner2 has BA ID of 9876 and Gas Sales Receive Revenue GL Account of 6000300 . Inthis case, PAS uses the GL Account of 7000700 for grossing up sales for WELL3.

For the Contract ID, PAS uses the contract ID of a sales contract that has the Client BA as the owner. If theClient BA is in more than one sales contract, PAS uses the first contract's contract ID. The offset to the TIKentries will go to a TIK clearing account with non-operated Gross Up BA as the owner and purchaser.

Tip: If the client BA is 100% owner, then the financial transactions for the Gross Up BA will havea zero volume and value, since that BA is the owner of the entire sale.

Facility master files for Manitoba are similar to those in other provinces.Unique details are included in the topics in this section.

In release 9.0.0, Manitoba functionality does not include support for:

• Gas functionality• Non-operated facilities• Primary and sub-facilities• Cascade facilities• Satellites• Well mid-month tie-in. Mid-month tie-in functionality does not allow

for cross-province facilities.

Caution

Fields and screens may be accessible for unsupported functionalitylisted above. However, you should be aware that some or all ofthe functionality behind these fields/screens have not beenimplemented or tested. Use of these unsupported features mayresult in the corruption of your data.

Selecting Process Gas Freeholds and Overrides on the battery'sFacility Master screen won't result in any processing nor will it resultin any errors or warnings.

(BC and MB) Oil/Cond Crown Price Option (field)Indicates how the crown portion for oil and condensate is valued at BC/MB batteries and units.

This field is only available when:

• the Province/State Code is BC and the Facility Type is one of the following:

In Manitoba, if your battery or unit doesn't have a sales contract but the facility is liable for paying crown,select Input Crown Price so you can input the crown price with the monthly data. PAS sets up a Crown contractentry for monthly pricing data.

In British Columbia, the BC Royalty/Freehold tax is calculated on the production volume for the month. Ifno sales occur in the production month, crown royalty can be calculated using a crown price input. If thebattery is currently set up with Oil/Cond Crown Price Option of Facility Average Price , you should changethis to Input crown price . The Royalty/Tax share volume held in inventory from the previous month is notincluded in the current month's crown royalty estimate calculation.

Manitoba Facilities

When a horizontal well is unitized, i.e., the Unitized field on the Ownership tab is set to Yes , the crowncalculation is based on the tract level details.

You can't change the this setting if a spacing unit detail exists (on the Spacing Unit tab ( Masters

( Well or Unit) Spacing Unit tab)). If you change the unitized setting on a horizontal well, the spacingunit data is removed.

Ownership OverviewThe Ownership tab provides the ability to specify default and exception DOIs for a well or unit and to linka well to a unit.

Business Rules

The default ownership information is used for all production sources, regardless of products and volumes,except where an exception DOI has been explicitly defined for the product. While you can set up a wellwithout adding ownership information, when you run the processing, the well requires ownership. You willsee an error if no ownership is defined. It is also used to distribute facility charge expenses that are not relatedto a specific product.

The default ownership must be defined and saved before exceptions can be added.

For unitized wells, the unit's ownership is used.

For BC units,

• The oil royalty calculation does not use unit ownership. Instead, it uses the unit tract ownership.• BC units can only consist of all operated wells or all non-operated wells, not a mixture of both. The first

well added to the unit determines if the unit is operated or non-operated.• The Wellhead Fluid for all unitized wells in a BC unit must be the same. The first well added to a BC unit

determines the unit's Wellhead Fluid .

For Manitoba units, the oil royalty calculation uses tract ownership details. The mineral interest and vintagesfor each tract must total 100%.

In Saskatchewan, the Mineral Interest of non-unit wells and units with Apply To set to Non-Operated Wellson the Ownership tab, is only the Managed Interest as assigned by the operator by mineral type. The totalshould not exceed the revenue Managed Interest .

The net share of the Mineral Interest in Saskatchewan is needed in order to accurately calculate theSaskatchewan crown royalties/freehold taxes which are payable to the Saskatchewan government. For example,if a well is 100% crown, with ABC (operator) having a 75% ownership and XYZ (the non-op BA) having25%, then the mineral interest should be 25%.

Tip: If a unit has only non-operated wells, the Ownership tab will initially be blank. Change the Applyto value to Non-Operated to see the ownership details.

Important: Owners & Producers

In PAS, you do not specifically identify the producers of product. Instead, PAS determines who theproducers are using owners specified in the DOIs and applicable contract details.

The Owners field records the legal owner(s) of the product at the time of sale. The Producer fieldrecords the parties that have an ownership interest in the product at its source. The producer is differentthan the owner when the producer has assigned some of the produced volumes to another BusinessAssociate through a contract, e.g., Alberta Oil Crown TIK, Freehold and Override TIK. Take-in-kindroyalties are generally booked as an increase to the producer's sales and as a royalty expense to theproducer.

Important: When entering data on this screen, you are entering data for the selected Facility Detaildate (shown just under the tab name). To change the effective date for data on this screen, create a newdate effective master detail by clicking New in the Facility/Well Detail button area.

Note: The following client configuration options may affect the behaviour of this feature:

1. When Cost Centre /DOI validation is in effect, the well or unit's ownership information must matchan entry in the Cost Centre/DOI Validation screen. Invalid combinations generate a warningmessage when saved, however an error occurs at processing time.

• Cost Centre /DOI validation is only in effect when the Validate Cost Centre/DOI is set to Yeson the Client Table screen. ( Utilities System Client Table Financial Optionstab)

• Valid Cost Centre /DOI combinations are set up in the Cost Centre/DOI Validation screen.( Utilities Financial Information Cost Centre/DOI Validation )

2. When Queue Ownership Data is set to Yes on the Client Table screen ( Utilities System Client Table Financial Options tab), the expiration data received from external systems for

Cost Center/DOI combinations is queued.

• The expiration data for DOIs and Cost Center/DOI combinations is ignored by all PAS processesuntil the expiration process is run on the Update Ownership Data screen ( ProcessUpdate Ownership Data ).

• The Update Well/Unit Ownerships process on the Update Ownership Data screen providesthe ability to automatically update the ownership data for wells and units to use the newly effectiveCost Center/DOI combinations.

Business Rules

This option is only available when the Horizontal Well is set to Yes and the Unitized field on theOwnership tab is set to No .

At least one spacing unit is required for each non-unitized horizontal well.

The total percent of all spacing unit records must equal 100. If you save the spacing unit details with a totalof less than 100% for the well, you'll see a warning message on the Spacing Unit tab. If you try to processa well with less than 100% total spacing unit details, you'll get an error.

Set Up a Spacing UnitUse the Spacing Unit tab for information about the spacing units linked to a horizontal well in Manitoba.The record of spacing units details (percents) are a date-effective detail for the well.

1. Navigate to the Spacing Unit tab.

2. Enter the ID for the spacing unit.

This ID can be any combination of numbers and/or letters.

3. Enter the spacing unit's Percent .

Note: Enter this value as a percentage, not a decimal. For example, enter 55.7890000 , not 0.5578900 .

The total percent of all spacing unit records must equal 100. If you save the spacing unit details with atotal of less than 100% for the well, you'll see a warning message on the Spacing Unit tab. If you try toprocess a well with less than 100% total spacing unit details, you'll get an error.

4. Click Save .

Crown Master (MB) OverviewThe Crown tab provides the ability to set up crown royalty options for a well or unit.

Business Rules

Important: When entering data on this screen, you are entering data for the selected Facility Detaildate (shown just under the tab name). To change the effective date for data on this screen, create a newdate effective master detail by clicking New in the Facility/Well Detail button area.

Security Rules

Master data may only be modified by users included in the Group that the facility belongs to.

Calculate minimum crown royalty and production tax (field)Indicates whether or not the minimum crown royalty and production tax applies to a Manitoba well.

Business Rules

Calculate minimum crown royalty and production tax is only available for Manitoba wells that have:

• Royalty Incentives field = Holiday• Base = MB Date And Volume Based

This incentive applies to wells drilled after Dec 31, 2013 and before Jan 1, 2019.

When Calculate minimum crown royalty and production tax is set to Yes , minimum crown royalties andproduction taxes are calculated on Holiday volumes.

PAS splits the volume by vintage and spacing unit and applies these royalty calculations on those volumesseparately.

• If the well has a Crown mineral interest, a Crown Royalty is calculated. The royalty payable on the holidayvolumes is the lesser of:

• 3% of the volume of the oil produced for each producing month; or

• the royalty that would be payable for each producing month if the well production was not classifiedas Holiday oil

• If the well has a Freehold mineral interest, a Production Tax is calculated. The production tax payable onthe holiday volumes is the lesser of:

• 1% of the volume of the oil produced for each producing month; or

• the production tax that would be payable for each producing month if the well production was notclassified as Holiday oil

Restriction: The Manitoba government has not provided a specification of how the calculation shouldwork for units and therefore the Calculate minimum crown royalty and production tax functionalityhas not been developed for unitized wells.

The Calculate minimum crown royalty and production tax field does appear on the unitized wellsCrown tab but is ignored during the MB Oil Royalty process.

Enter Oil Vintage DataThe Vintage Master Screen is where you set up or edit the oil vintage percentages for a well in Alberta,BC or Manitoba.

Enter oil and gas vintage data for wells where crown royalties apply for wells in Alberta, British Columbiaand Manitoba. Saskatchewan vintages are set up in the Utilities.

1. Navigate to the Crown tab.

4. Enter vintage percentage data as applicable for the well.

Enter values as a percentage, e.g., enter 10.5% as 10.5 .

5. Click Save and check the feedback section for a success, warning, or error message.

6. Click Return to return to the main screen.

Move Crown Volume between Wells (MB)

You must manually move any holiday volume left from one well to another by adding a new record at thereceiving well.

Note: The Effective Date of the incentive details record is tied to the well master record's EffectiveDate .

1. Navigate to the Crown tab.

If the batteryhas multiple wells and each well has its own sales contract, the Facility Average Price or Crown price is usedfor the calculation, not the well average price.

This field is available for Alberta facilities when either:

• the Alberta battery receives oil/condensate from a BC facility on oil/condensate, or• a spec liquid(s) or sulphur is one of the Selected Products on the facility master for an Alberta gathering

system or gas plant that received gas from a BC facility.

Caution

The BC/MB Crown Price can be saved without a value but if the BC 08 process requires the BC/MBCrown Price then the process will error when run.

Business Rules

If the well is unitized, the oil crown royalty is calculated for the unit atthe tract level.

For horizontal wells, the crown calculation of royalty volume is basedon the production volumes of each spacing unit.

If the horizontal well is non-unitized, the crown calculation of Freeholdtax is based on the production volumes of each spacing unit.

Before you can process Manitoba regulatory reporting, your setup mustinclude:

• the Vintage Code and K Factor (on the Oil Royalty Factorsscreen ( Utilities SK Regulatory OR MB RegulatoryOil Royalty Factors ))

• a Mineral Interest for the well (on the Oil Royalty Factors screen)• payor reporting interest percent ( Crown DOI on the Ownership

tab ( Masters ( Well or Unit) Ownership ))• payor royalty tax share (in the Freehold Tax DOI field on the

Ownership tab ( Masters ( Well or Unit) Ownership))

Contract Notes

PAS calculates at the well level and the distribution is based on theCrown DOI defined for the well. It is calculated for each working interestowner (WIO) in a DOI.

The Revenue Type for contracts can be either Receive Revenue or TIK .For multiple WIOs, if the Responsibility Indicator is No , the RevenueType for the contract must be TIK .

Crown contracts must have the Contract Sub Type of MB Oil Crown .

Freehold Tax Notes

PAS calculates the Manitoba freehold oil crown tax rate, based onmonthly oil production, at the well level and the distribution is based onthe well's DOI definition for each WIO's share.

The well's operator is responsible for payment of the tax on any freeholdoil production. Each WIO's share of the tax is deducted from the paymentmade by the operator through the sales revenue.

For contracts, the Contract Type must be Crown and the Contract SubType must be MB FH Tax .

Security Rules

The facility must belong to a Group in order to display on this screen.

A facility may only be processed by users included in a Group that thefacility belongs to.

To perform this function, your User ID must have the appropriate activityassigned to the user role. Without this activity, you can run the processesbut during the final file creation step, you'll see an error.

Regulatory Files Creation OverviewThe Regulatory Files Creation screen provides the ability to create trial and final regulatory files for BC(in CSV format), Manitoba (in TXT format, flat file) and Saskatchewan (in TXT format) facilities. A facilitymust be approved to appear in the regulatory file.

Business Rules

Only when a facility has been included in a Final Process will the actual submission file be created. TheTrial Process just provides a report.

Once a facility has been included in a Final submission file it is flagged as submitted and is no longer availablefor inclusion in another submission file.

For BC reports, error and warning messages are only shown in the feedback section of the screen. Print ( )the feedback report to retain this information.

For SK reports, the error and warning messages are displayed in the feedback section of the screen. Print () the feedback report to retain this information.Warnings are also reported in the summary report.

The file creation process creates a CSV file and a summary file. You can open either file with Wordpad toview its contents. Alternately, you can see the source data in PAS by using the PAS Wizard or Query.

For Manitoba, the MB Regulatory screens ( Process (Select a Group ) MB Regulatory )prepares the selected data for creation of the regulatory flat files. Use the Regulatory Files Creation screento generate the flat files.

This does not apply tothe BC 08, which does not have prefixes.

• You must manually remove the prefix from the file name prior to submitting the report to thegovernment agency.

• For the BC 08, you must manually rename the CSV file prior to submitting the report to thegovernement.

Note: Both Trial and Final submissions create a summary report detailing the following:

• a list of facilities that are included in the file• a current/amendment indicator for each facility• for current month submission, a list of facilities excluded from the filing and the reason

why• the line count for the regulatory file

Caution

If a Current Month Final regulatory file needs to be re-created prior to sending it to the government, allfacilities to be included in the file must be re-approved on the applicable Regulatory screen (even

Create a Regulatory File for BC, Manitoba or Saskatchewan

Prerequisite: Prior to creating the regulatory files, the data must be generated and approved in theBC Regulatory screen, MB Regulatory or SK Regulatory screen.

Create a regulatory file, as required, for export to the British Columbia, Manitoba or Saskatchewangovernments.

Caution

If a Current Month Final regulatory file needs to be re-created prior to sending it to the government, allfacilities to be included in the file must be re-approved on the applicable Regulatory screen (even

though all those facilities have not been reset ). For example, if ten facilities were selected for theinitial Final , all ten need to be re-approved to re-create the file

.

1. Navigate to the Regulatory Files Creation screen.

2. Select the Province .

3. If required, select the Process type.

• Select Trial to create a preliminary report and verify the results prior to final submission to thegovernment.

• Select Final to create the regulatory file that will be submitted to the government.

4. Select the Report Type .

5. If required, select the Submission Type .

6. Enter the Production Month or From Date and To Date (depending on the Province and SubmissionType ) to specify the dates to be included in the regulatory file.

7. If required, select the Facility ID s or Group s to include in the regulatory file.

8. Click Process in the lower button bar and check the feedback section for a success, warning, or errormessage.

Result:

The selected report is generated.

A facility remains available for selection on this screen until all applicable transactions havebeen included in a financial file.

Note: When a status field is blank it means that the process to create the financialtransactions has not yet been run.

Tip: For BC primary facilities, Oil Crown is available for selection when all the relatedsub-facilities have completed Revenue Allocate .

The Reference Files tab provides the ability to report the details of a financial file, to changea financial file's status to Final and to approve or reset a financial file.

The Interfaced Files tab provides the ability to report and view the details of data sent to anexternal financial system and reset the file if necessary.

MB Regulatory Reporting Milestones OverviewThe MB Regulatory Reporting Milestones tab displays the status of regulatory reporting process tasksfor all applicable facilities in a group.

Business Rules

Select a group in the left navigation pane to view the milestone statuses for facilities in the group.

View MB Regulatory Reporting MilestonesThe MB Regulatory Reporting Milestones tab displays the status of regulatory reporting process tasksfor all applicable facilities in a group.

1. Ensure the Production Date is correctly set in the top Navigation bar.

2. Navigate to the Home screen

( Home ).

The screen displays the groups that the current user is assigned to.

Tip: If the statuses are not displayed, click a group's Load Statuses hyperlink to retrieve its statuses.(This feature is dependent on a PAS configuration setting.)

Note: The displayed status icons indicate the worst case status for all applicable facilities in thegroup. For example, if all but one battery in a group has processed successfully, the status of theunsuccessfully processed battery is displayed.

3. Select the Regulatory Reporting tab to view the detailed milestone statuses.

4. Select a group in the left navigation pane to view the milestone statuses for facilities in the group.

Note: Click any Facility to navigate to the monthly screen for that facility.

K Factor (field)Monthly factor used in royalty calculations for Saskatchewan or Manitoba.

Vintage Code (field)A unique identifier for the vintage for Saskatchewan (SK) or Manitoba.

Vintage Codes are user-defined on the Vintages screen ( Utilities SKRegulatory Vintages ).

CrownFacility Masterscreen

The code that identifies the user-defined vintage information. These codes appearin the drop down list for Vintage Code on the Facility Crown screen.
