Increase citizen participation in monitoring pre-election events
by selecting 300 correspondents who will monitor the pre-
election environment in their electoral districts and submit
weekly survey responses about their observations. Provide in-
depth, community-driven data on pre-election conditions in 10
districts to contribute to a better understanding of the pre-election environment from the perspective of citizens. Pilot the
use of innovative SMS technology for citizen election
monitoring, and develop strategies for using this technology in
future elections in Georgia and elsewhere.
