Provisional Directorate of CMAC (P-DMAC)

• Formed in 2012, preceded by Civil-Military Ad-Hoc Committee

• High-level commitment between AEROTHAI & RTAF responsible for majority of Thai airspace

• Enable closer discussion and expedite implementation & policies between AEROTHAI & RTAF including review of SUA

- CANSO APAC 2015 -

Provisional Directorate of CMAC (P-DMAC)

• Focus primarily on Civil-military cooperation in ATM• Review & propose appropriate

changes in law and regulation to allow Civil-Military ATM coordination

• Work in conjunction with Thailand Airspace Panel (chaired by DCA Thailand) overseeing overall and broader airspace policy in Thailand

• Future plan to include other military units – Army, Navy

- CANSO APAC 2015 -

Expected Benefits

• Capacity– More airspace offered enabling increased capacity

• Environment– Reduced fuel burn thru shorter routes & better fuel

management

• Efficiency– Shorter & optimal routes and more efficient flight

planning

• Safety

Established CMAC

• Through current Memorandum of Agreement, Military Liaison Officer in place in Bangkok ACC– Coordinate tactical use of Special Use Airspace to

allow shortcuts and weather deviations

• Practice reduced area of coordination in some areas

• Engage in planning of major military exercises that affect ATM

• Share surveillance data

- CANSO APAC 2015 -

Ongoing CMAC Work

• Review of Special Use Airspace / Military Airspace Requirements

• Develop flexible airspace structure– CDR, TSA, TRA and possibly CBA– Effective time and altitude activated flexibly and daily

based on coordination of actual use

• Trial of Joint ASM Unit– Joint Civil-Military Pre-Tactical Planning Unit

(pre-AMC)– Daily Airspace Use Plan through NOTAMs

- CANSO APAC 2015 -

Ongoing CMAC Work

• Cooperation in other areas– Civil-Military Interoperability

• Sharing of CNS infrastructure resources

– ATM Security and ATM in crisis situation• Discussion and cooperation between civil and

military for Contingency Plan and ATM Backup System

- CANSO APAC 2015 -

Future CMAC Plans

• Develop/improve priority & negotiation process for airspace use

• Continue process of reviewing and improving FUA e.g. CBA exploration

• Incorporate CMAC support tool – Airspace Booking and Management software

• Common training / procedures in ATM
