1. Introduction
This nineteenth edition of Participation in Tertiary Education, an annual publication of the
Tertiary Education Commission (TEC), reports on the state of tertiary education in Mauritius as at
December 2018.
2. Overall Participation in Tertiary Education in 2018
Enrolment in tertiary education has been grouped in three broad categories, namely, Public, Private
and Overseas. Students can join either a Publicly-Funded Institution (PFI), whilst those choosing
the private stream can either enroll with a Private Post-Secondary Educational Institution (PSEI)
or engage in self-study through distance education and open learning locally. Alternatively,
students can opt to pursue their studies overseas.
In 2018, a total of 47,398 students were pursuing tertiary studies in Mauritius: 39,198 (82.7 %)
locally and 8,200 (17.3 %) overseas (Table 1). Of those based locally, 34,305 (87.5 %) were
enrolled in a Tertiary Education Institution (TEI), either a PFI (22,155; 56.5 %) or a PSEI (12,150;
31.0 %); and 4,893 (12.5 %) were undertaking Self-study through the distance education (DE)
mode. The distribution of total tertiary enrolment by source and field of study both locally and
overseas is given in Table 1.

As can be seen in Figure 1, the PFIs attracted the majority of students, accounting for 46.7% of
total enrolment in 2018.
2.1 Trends in Total Enrolment
Total enrolment in tertiary education registered a slight drop from 48,007 in 2017 to 47,398 in
2018, representing a decrease of 1.3% or some 609 students compared with the same period last
year. The decrease is mainly attributed to those going overseas for higher studies, which overall
went down from 9,157 in 2017 to 8,200 in 2018 (-10.5%) while enrolment in the TEIs actually
increased by 1.2 % (from 21,902 to 22,155) in the PFIs and by 0.6 % (from 16,948 to 17,043) in
the PSEIs/Self-study respectively.
Figure 2 shows the evolution of enrolment by source over the period 2010-2018. As can be
observed, total enrolment has taken a somewhat declining trend in the last 5 years, with an average
decrease of 1.3% annually, after attaining a peak of 50,608 in 2014. In the PFIs, after reaching a
peak in 2013, enrolment declined in the following 3 years to thereafter reverse steam. With regard
to the PSEIs (including Self Study), enrolment has been fluctuating in the last 5 years to stand at

17,043 in 2018. On the other hand, a major drop was registered in overseas enrolment, averaging
9% annually, over the last 3 years, from 11,099 in 2015 to 8,200 in 2018.
2.2 Gross Tertiary Enrolment Rate
The Gross Tertiary Enrolment Rate (GTER) which is an indicator of the participation level of
Mauritians in tertiary education lost 0.2 percentage point to 46.4 % in 2018. It is to be noted that
the GTER is computed by taking the total number of Mauritian students pursuing higher studies,
locally and overseas as a percentage of the population in the age group 20 to 24 years. In 2018,
95 % of the total tertiary population or 45,018 out of a total of 47,398 students were composed of
local students and 5% or 2,380 international students.
The evolution of GTER as from the year 2010 to 2018 is shown at Figure 3.
2.3 New Admissions/Intake
Student intake, that is the number of students who joined tertiary education in 2018, stood at 14,051
(29.6 % of the total tertiary enrolment): 7,109 were admitted to the PFIs, 4,410 to the PSEIs/Self-
study and 2,532 in institutions overseas.

It can be noted that new intakes has hovered around the 14,000 mark in the last 4 years as shown
in Figure 4. In 2018, a drop of 473 (3.3%) students was registered compared to the previous year.
Table 2 shows the distribution of new admissions by source and field of study.
2.4 Enrolment by Field
Accounting remained the most popular field of study in 2018 with a student population of 10,447
(22.0 %), followed by Administration/Management – 8,201 (17.3 %), Information Technology –
3,438 (7.3 %), Education– 3,256 (6.9 %), Engineering– 2,954 (6.2 %), Medicine– 2,396 (5.1 %),
Banking/Finance– 1,859 (3.9 %), Law– 1,729 (3.6 %), Languages– 1,338 (2.8 %),
Business/Commerce/Marketing– 1,316 (2.8%), and Travel/Hotel/Tourism – 1,131 (2.4 %).
Science & Technology-related subjects which comprised 26.2 % of total enrolment in 2018 has
seen its share consistently declining in the last 5 years (2014 – 29.3 %; 2015 – 29.3 %; 2016 – 28.5
%: 2017- 27.3 %). Amongst those fields which witnessed a decline were Textile, (-72.5 %; from
102 to 28) and Health Sciences (-1.2 %; from 1009 to 997). On the other hand, some fields such
as Pharmacy (+ 16.4%; 73 to 85), Dentistry (+ 9.8%; 92 to 101) and Science (+ 2.1%; 765 to 781)
registered positive growth.

2.5 Enrolment by Mode
In 2018, 59.5% (28,208) students were studying full time, 16.8 % (7,981) part time and 23.7 %
(11,209) through the distance education/ online mode. The corresponding figures for 2017 were
60.9 % (29,218), 18.5 % (8,892) and 20.6 % (9,897) respectively. As a share of total enrolment,
PFIs enrolled almost twice as many students on the full-time mode than did the PSEIs or 27.4%
as opposed to 14.8 %. The enrolment by mode of study as from 2010 to 2018 is shown at Figure
5 below. It is worth noting that all students on self-study were studying through the DE mode.
Likewise, all those studying overseas were counted as full-time.
2.6 Enrolment by Gender
Female students continued to predominate in 2018. Out of a student population of 34,305 in the
TEIs (PFIs and PSEIs), 58.2 % were female. The corresponding figure for 2017 was 57.7%.
2.7 Enrolment by Level
The share of students enrolled at sub-degree level in the PFIs stood at 13.9% in 2018 compared to
66.7% at bachelor level, 3.7% at PG Certificate/Diploma level, 13.2% at Masters level and 2.5 %
at MPhil/PhD/Doctoral level.

The distribution of enrolment by level varied widely between public and private institutions, with
enrolment in the PSEIs concentrated on Professional (43.4 %) and Degree (40.1%) programmes
and much less on Higher Degree (9.9 %) and Sub-Degree (6.6%) programmes (Table 5 and 45).
3 Enrolment in PFIs
Total enrolment in the PFIs amounted to 22,155 in 2018 compared with 21,902 in 2017,
representing 46.7 % and 45.6% of total tertiary enrolment respectively. Enrolment was
concentrated in 4 of the 10 public institutions, namely the UoM (38.7%), OU (25.3%), UTM
(13.3%) and the MIE (12.7%), which together constituted 90.0% of the student population in the
public in 2018.
Figure 6 depicts the enrolment trend in each of these institutions for the period 2010-2018. For
2018, only the OU (+18.9%) and MIE (+15.5 %) registered positive growth while there was a
contraction in enrolment at the UTM (-21.8%), UdM (-5.0%) and UoM (-1.6%). Despite a
slackening of enrolment in the last 3 years, the UoM remained the most important provider of
tertiary education in the country.

4 Enrolment in Private Post- Secondary Educational Institutions (PSEIs)
A total of 12,150 students were studying in PSEIs in 2018 compared with 12,225 in 2017, of which
54.6% (6632) were female. Some 57.8% (7,022) students were studying full-time, 38.2% (4,642)
part-time and 4% (486) studying on the distance education mode. Moreover, 43.4% students were
reading for a Professional award, 40.1% for a Bachelor Degree, 9.9% for a Higher Degree
(Postgraduate Certificate/ Diploma, Masters) and 6.6% for a Sub-Degree (Diploma/Certificate)
(Table 45). Enrolment in programmes offered by the PSEIs in 2018 are shown at Table 47.
Significant variation could be noted in the size of institutions with the student population ranging
from 3 to 3,690. An analysis of the distribution of PSEIs by size shows that: 6 out of 33 (18.2 %)
institutions had less than 50 students, 5 out of 33 (12.1%) between 50 and 100 students, 16 out of
33 (48.5 %) between 100 and 500 students, 4 out of 33 (12.1 %) between 500 and 1000 students
and 2 out of 33 (6.1 %) more than 1000 students.
Figure 7 above depicts enrolment in the Private stream, comprising both enrolment in PSEIs and
in Self-Study. Over the period 2010 to 2018, enrolment in PSEIs registered an average annual
growth of 5.9%, compared to 2.6% in self-study.

5 Enrolment through Self Study and Distance Education Mode
In 2018, 4,893 students were enrolled directly with an awarding body overseas, compared with
4,723 in 2017. They were following their courses exclusively through the distance education/e-
learning mode, with a vast majority studying in a non-Science & Technology related field (95.3
%), such as Accounting (75.8 %), Administration/Finance (4.8 %) and Law (1.6 %). Amongst the
S&T fields, IT (3.5 %) was the most popular (Table 48).
Overall, 11,209 students were pursuing their studies through Distance Education or mixed-mode
in 2018, representing 23.6 % of the tertiary student population. They include the totality of
students on Self-study, 5,830 DE students based in the PFIs and 486 registered with the PSEIs.
Some 3,974 DE students (35.5 %) were studying Accounting, 3,405 (30.4 %) Administration/
Management and 520 (4.6 %) Languages. Tables 48 to 50 show the DE enrolment by source and
field of study.
6 International Students Studying in Mauritius
The number of international students in Mauritius has been following an upward rising trend over
the last decade and increased by 14% in the past year, from 2,087 in 2017 to 2,380 in 2018 (Figure
5). Of the 2,380 international students, 1,116 (46.9%) were female and 1,264 (53.1%) were male.
The majority were enrolled in the PSEIs (2,081; 87.4 %).

Some 1,946 (81.8 %) international students were studying at undergraduate level, 277 (11.6 %) at
postgraduate levels, including MPhil/PhD/DBA and 6.6% at Professional and Diploma level.
Medicine tends to be very popular amongst the international students (839; 35.3 %). Tables 51-
55 show the enrolment of international students by institution, programme of study, mode of study,
gender and country of origin.
The international students emanated from 73 different destinations (Table 54) with the main source
countries being India- 807 (33.9%), Madagascar- 281 (11.8%), Nigeria- 205 (8.6 %), South Africa-
129 (5.4 %), United Republic of Tanzania- 121 (5.1%), Kenya- 119 (5.0 %), France- 106 (4.5 %),
and Zimbabwe- 85 (3.6 %) .(Table 54)
7 Mauritian Students Studying Overseas
The total number of Mauritian students overseas fell for the third year running to reach 8,200 in
2018. France/La Reunion emerged as the most preferred destination overall with 1,700 students
(20.7 %) followed by Australia- 1,530 (18.7 %), United Kingdom- 1,200 (14.6 %), and China-
1,156 (14.1 %). The most popular fields of study for Mauritians studying abroad included inter-
alia Medicine- 1,289 (15.7 %), Engineering- 1,143 (13.9 %), Administration/Management- 723
(8.8 %), and Business/Commerce/ Marketing - 564 (6.9 %).(Table 58)

Figure 9 depicts the total enrolment of Mauritian students studying overseas.
With regard to Mauritian studying overseas, it can be noted that after attaining a peak in 2015, the
number of new admissions went down by 12.4 % to 2,532 in 2018 as compared to 2,892 in 2017.

Note on Methodology
Enrolment data is acquired through a return that all PFIs submit to the Commission annually, as
well as a survey directed at PSEIs registered with the TEC. Out of the 45 private institutions that
were targeted in 2018, 41 participated in the survey.
Enrolment through Self-study is, on the other hand, determined from the examination statistics
collected from the examination centers across the country. These centers, including the Mauritius
Examinations Syndicate (MES) and the British Council, the two most important ones in the
country, organised examinations for a total of 86 overseas awarding bodies in 2018. In order to
derive a best estimate of the number of students on Self-study i.e. those enrolled directly with an
awarding body overseas, the enrolment data from the PSEIs was reconciled with the statistics
collected from the examination centers.
Data relating to Mauritians pursuing higher studies overseas is derived from different sources
including foreign embassies and High Commissions based in Mauritius. For the present report,
statistics were obtained from Campus France, the Australian Embassy through the Australian
Trade and Investment Commission, the High Commission of Pakistan, and the Russian Embassy.
Secondary data sources were also tapped, namely the Employees Welfare Fund, the Scholarships
Section of the Ministry of Education & Human Resources, Tertiary Education and Scientific
Research and private recruiting agents. In parallel, references were made to international databases
on higher education.

Note on Types of Tertiary Educations Institutions in Mauritius
a) Publicly-Funded Institutions
As at December 2018, there were ten publicly-funded institutions operating in Mauritius. These
include four public universities, namely, the University of Mauritius (UoM), University of
Technology, Mauritius (UTM), Open University of Mauritius (OU) and Université des
Mascareignes (UdM), as well as the Mauritius Institute of Education (MIE), Mahatma Gandhi
Institute (MGI), Rabindranath Tagore Institute (RTI), Fashion and Design Institute (FDI),
Mauritius Institute of Training and Development (MITD) and Mauritius Institute of Health (MIH).
b) Private Post-Secondary Educational Institutions (PSEIs)
In line with the Regulatory Framework for Post-Secondary Education, all PSEIs are required to
register themselves with the Tertiary Education Commission and have their programmes
accredited. In 2018, a total of 45 private institutions were registered of which 33 were fully
operational and delivering tertiary education. Moreover, two institutions had not yet enrolled
students. The PSEIs were offering courses in diverse fields and at levels ranging from Certificate
to PhD and DBA, with the awarding bodies mostly based overseas.
Three PSEIs had the status of International Branch Campuses (Middlesex University and
Aberystwyth University, UK and Greenwich University, Pakistan), and 2 PSEIs had Awarding
Power- 1 Degree (Charles Telfair Institute), and 1 Sub-Degree (Rushmore Ltd); the remaining
institutions were franchising programmes of awarding bodies based either locally or overseas or
both. Table 43 shows a list of PSEIs registered with the TEC as at December 2018.
A total of 86 overseas awarding bodies were present locally in 2018. These awarding bodies were
from the following countries: United Kingdom (50), France (9), Mauritius (6), South Africa (5),
Australia (4), Malaysia (3), Reunion (2), New Zealand (1), India (1), Europe (1), Ireland (1), and
Pakistan (1), Saudi Arabia (1) and Scotland (1). It is worth noting that many PSEIs with awarding
powers also ran programmes of one or more other awarding bodies concurrently.

ANNEX
DEFINITION OF TERTIARY EDUCATION AND TERTIARY EDUCATION ENROLMENT RATE According to UNESCO, the Gross Enrolment Rate at the tertiary level (GTER) is defined
as the number of students enrolled in tertiary education (ISCED level 5 to 8), regardless
of age, expressed as a percentage of the population in the theoretical age group for that
level of education, that is the five-year age group following official secondary school
graduation age (taken in our case as 20 to 24 years)
i.e, GTER= (Enrolment in Tertiary Education/population aged 20-24 years) * 100
UNESCO defines tertiary education to include universities, teachers’ colleges, and higher
professional schools, requiring as a minimum condition of admission the successful
completion of education at the secondary level, or evidence of the attainment of an
equivalent level of knowledge.
TEC’s definition of tertiary education aligns itself with that of UNESCO and
encompasses all post-HSC/ A Level or equivalent programmes leading, upon completion
to the award of either a Certificate- 1 full academic year; or a Diploma- 2 full academic
year; or a Degree– 3 full academic year; or Postgraduate Degree or any other
qualification recognised by the TEC.
However, the computation of GTER by UNESCO and TEC differs, as follows:
For UNESCO, the number of students enrolled in tertiary education includes all
students, local and international, enrolled and based locally and excludes all local
students studying overseas
i.e GTER = Total Local Enrolment including international students divided by
Population aged 20-24 yr multiply by 100
= (39,198 / 97,056) * 100
= 40.4%

For TEC, on the other hand, the number of students enrolled in tertiary education
refers to Mauritian students only, irrespective of whether they are studying locally or
overseas.
As a result, our GTER reflects the participation rate of the local population in tertiary
education as opposed to that of UNESCO which gauges the local supply capacity with
regard to tertiary education.
Our GTER for 2018, accordingly, works out at 46.4%, as follows:
GTER= (Total Enrolment minus International students divided by
(Population aged 20-24 yr) multiply by 100
= ((47,398-2,380) / 97,056)*100 =45,018 / 97,056 * 100 = 46.4%
The attention of users is drawn to the fact that the GTER and not the Net Tertiary
enrolment Rate (NTER) is the most widely adopted indicator internationally, for obvious
practical reasons. The GTER refers to the number of students enrolled at the tertiary
level, whether or not they belong to the relevant age group for that level. The NTER, on
the other hand, is the number of students enrolled at the tertiary level who belong in the
relevant age group as a percentage of the population in that age group.
