Sealed Tenders in two parts are invited for Housekeeping and Catering of the Bank’s
Visiting Officers Flats and Transit Holiday Home and maintenance services in office
premises at Srinagar. The Premises includes Office, VOF/THH and Six rooms for staff
members .The estimated cost of work is Rs.9.73 Lakhs.
Pre Eligibility Criteria 1. Only those Contractor/firm who have minimum 3 years of experience of
executing similar works (housekeeping and catering) (during last 5 years ending
March 31 2016). Applicant should furnish their client list showing the details of
work carried out during the last 5 years. The list shall include details such as
name of the Client, value of work executed, Date of Start and Finish of the
work. The applicant should submit documentary evidence in support of
experience.
2. Applicants should have applicable tax registrations (PAN, TIN of J&K, VAT, CST
etc.) supported by documentary evidence.
3. The applicants should have a professional cook for the work i.e. cook should
have diploma in cooking and have work experience.
4. The tender forms will be issued only to those contractors who have invariably
furnish, at the time of applying for purchase of tender forms , the following
information in writing and submit relevant documents to satisfy the Bank about
their eligibility for participating in the tender process.

4. In the event of intending tenderer’s failure to satisfy the pre eligibility criteria, the
Bank reserve the right to refuse issuance of tender form/documents to them.
5. The tender application can be collected from 23.05.2016 to 10.06.2016 from
10.00 AM to 4.00 PM on all working days (Monday to Friday) by Human Resource
Management Department, Reserve Bank of India, Jammu and Reserve Bank of India 1-C , Amir Manjil , Rajbagh , Srinagar on non-refundable payment of
Rs.200/- per set in cash/Demand Draft favouring Reserve Bank of India, payable
at Jammu. The duly filled in tender documents should reach in Bank’s Office at
Reserve Bank of India 1-C, Amir Manjil , Rajbagh , Srinagar, by 12.00 PM on
June 13, 2016.
6. Tender forms can also be downloaded from the website www.rbi.org.in till June 10, 2016. In case of downloaded documents, the said non-refundable sum of Rs.
200/- in the form of Demand Draft favouring Reserve Bank of India payable at
Jammu along with all the information / documents, mentioned in Para 4 above, will
have to be submitted at Reserve Bank of India 1-C , Amir Manjil , Rajbagh ,
Srinagar in a separate sealed cover addressed to OIC, Reserve Bank of India 1-
C, Amir Manjil , Rajbagh , Srinagar up to 12.00 PM on June 13, 2016 for Banks'
examination. After scrutiny, if any of the contractors are not found to possess the
required eligibility, their tenders will not be accepted by the Bank for further
processing.
8. Tender in prescribed form shall be submitted in Part-I & Part II for the proposed
work in separate sealed covers. The successful tenderers has to submit an EMD
amounting to Rs. 20000/- before issue of work orders. This sealed envelope
addressed by name to Reserve Bank of India 1-C, Amir Manjil , Rajbagh , Srinagar
will be received by the Bank at Reserve Bank of India 1-C , Amir Manjil , Rajbagh ,
Srinagar to 12.00 PM on June 13, 2016 in the manner described in the tender
form. Tenders received after the due date and time will not be accepted under any
circumstances.
9. Part-I of the tenders will be opened at 15.00 hours on June 13, 2016 in the
presence of the authorized representative of the tenderers who choose to be
present.
10. The applicants/tenderers have to submit in a sealed envelope / cover:
Client’s certificate as per format at Annexure- I from their clients for whom they have
carried out "eligible works" in terms of the eligibility (Pre-qualification) criteria explained
in this notice.
The certificates should be addressed to OIC, Reserve Bank of India 1-C , Amir Manjil ,
Rajbagh, Srinagar and shall be submitted along with their application/tender, in a
sealed envelope/cover.
The client's certificate shall be accepted only when the same is signed by an
official and only when they are supported by adequate proof of payment received
by the contractor for the work done by him. The client's certificate issued by the
private organizations shall also accompany Tax Deducted at Source (TDS)
certificates. Applications/tenders received without the above certificates may be
rejected. The Bank shall have the right to independently verify these certificates.
11. Part- II of only those parties will be opened who satisfy all eligibility criteria in
part – I.
General Instructions 1. Reserve Bank of India, Jammu invites tenders from the firms/companies for
Providing Services for Bank’s Visiting Officers Flats and Transit Holiday Home and
maintenance services in office premises at Srinagar w.e.f. 01.07.2016 to
30.06.2017 as per laid down contractual obligations. However, the contract can
be extended further subject to satisfactory performance provided and
adherence to contractual obligations by the concerned firm/company.
2. The estimated numbers of cleaning/housekeeping persons to be deployed will
be 01 cook, 01 sweeper and 06 Attendants. The Bank reserves the right to
increase or decrease the number of persons to be deployed before awarding the
work or any time during the currency of contract. The Bank also reserves the right
to award work to one firm/company or separately.
3. Tenderers should have applicable tax registrations (PAN, TIN, VAT, CST, etc.) supported by documentary evidence
4. Contractor/firm should have their own office/ branch preferably in J&K.
5. Tendering firms/companies should have account in scheduled commercial banks
and should give an undertaking that they are ready to receive the payments
through Electronic Clearing Service (ECS)/NEFT/CBS.
6. Rates quoted by the agency should be in accordance with the Contract
Labour Act 1970 / Minimum Wages Act (Centre or J&K State, whichever is higher). Tender having quoted rates below the prescribed rates will be rejected.
The rates should be all inclusive.
7. Contractor/firm should furnish solvency certificate issued by the Bank
(Applicant’s banker), specifically for the purpose of the work for amount Rs.9.73
lacs.
8. Interested Firms/ Agencies shall submit the tenders in prescribed form in two
parts. Part-I tender will contain the tenderers covering letter, tenderers’ additional
conditions, if any, and be sealed cover, super scribing the name of relevant
contract. Part-II of the tender will contain Bank’s schedule of quantities and
tenderer will quote price bid only in sealed separate cover, super scribing the
name of relevant contract. Both these sealed covers should further be
sealed in another envelope and addressed by name OIC Reserve Bank of India
1-C , Amir Manjil , Rajbagh , Srinagar submitted to the Bank on or before 12.00 PM
on June 13, 2016 in the manner enumerated in the tender.
9. The tender form must be filled in English or Hindi and all entries must be made
by hand and written in ink. If any of the documents is missing or unsigned,
the tender may be considered invalid by the Bank at its discretion.
10. Rates should be quoted both in figures and words in columns specified. Any
alterations made while filling the tender must be authenticated by initials of
the tenderer. Overwriting of figures is not permitted. Failure to comply with
either of these conditions will render the tender void at the Bank’s option. No
advice whatsoever, especially on change in rate specifications after opening of
Part- II of the tender will be entertained.
11. Each of the Tender Documents should be signed by the person or persons
submitting the tender as token of his/their having acquainted himself/ themselves
with the conditions of contract, etc as laid down. Any tender with any of the
documents not so signed will be rejected.
12. The tender submitted on behalf of the firm shall be signed by all the partners of
the firm or by a partner who is authorized on behalf of the firm to enter into
the proposed contract or by a person holding the power of attorney in the case
of a company. Otherwise the tender may be rejected by the Bank.
13. The Reserve Bank of India does not bind itself to accept the lowest or any tender and reserves to itself the right to accept or reject any or all the tenders, either in whole or in part, without assigning any reasons for doing so.
14. If awarded, the Contractor shall not assign the contract. He shall not sublet any
portion of the contract except with the written consent of the Bank. In case of
breach of these conditions, the Bank may serve a notice in writing on the
Contractor rescinding the contract.
15. The tenderer must obtain for himself on his own and at his expenses all
the information which may be necessary for the purpose of making tender and
for entering into a contract and must inspect the site of the work, acquaint
himself with all local conditions, means of access to the work, nature of the work
and all matters appertaining thereto.
16. The tenderer should submit the reports on past performance of his
firm/company from his clients and bankers along with the part I of the tender.
If any tenderer is not found to possess the required eligibility for participating in
the tendering process at any point of time and/or his performance reports
received from his clients and/or his bankers are found not satisfactory, the
Bank reserves the right
to reject his offer even after opening of Part -I of the tender and his sealed cover
containing Part-II of the tender will be returned to him. The Bank is not bound to
assign any reason for rejecting the tender.
17. After prima facie scrutiny, if any of the contractors is found not satisfying the
required eligibility criteria, the tender submitted by him will not be processed
further.
18. Tenders shall remain valid for acceptance by the Bank for a period of three
months from the date of opening of the tender, which may be extended by
mutual agreement and the tenderer shall not cancel or withdraw the tender during
this period.
19. The tenderer must use only the tender forms prescribed by the
Bank and downloaded from the site to fill in the rates. Any addition/alteration in
the text of the tender form made by the tenderer shall not be valid and shall be
treated as null and void.
20. The charges quoted will cover the cost of manpower deployed, material used
and machinery/equipments, deployed for efficient rendering of services and
shall be payable on monthly basis subject to submission of invoice. The
payment thereon will be made after the same is duly certified by the Bank's
Officers that the services have been provided satisfactorily and after deducting
all statutory dues/taxes, etc.
21. The quoted service charges will be firm and not subject to labour
conditions, exchange variations or any other condition whatsoever. The firm/
agency will be bound to pay statutory minimum wages to the workforce employed
by him / those, therefore rate should be quoted keeping this in mind. Tenders
having ‘quoted rates’ below the minimum wages are bound to be rejected.
22. The quoted service charges shall also include Service Tax, Insurance charges,
Work Contract tax, Sales tax, Excise duty, Octroi and any other tax and
duty or other levy whether existing or future, levied by the Central Government
or any State or Local Authority if applicable.
23. The contractors who download tender document from website are advised to submit along with tender a Demand Draft of Rs.200/- in favour of Reserve bank of India, payable at Jammu. In absence of Demand draft the tender document will be rejected.
III. Terms and Conditions
1. The contractor shall comply with the municipal and other regulations relating to preparation and sale of food stuffs, beverages and refreshment and shall obtain the necessary licenses and permits and the contractor shall indemnify and keep indemnified the Bank against any lapse on the contractor's part in complying with these conditions or any other statutory requirements for running of the said VOF and THH.
2. The contract shall be effective and valid for the period of one year and may be renewed by written mutual consent of both parties.
3. Approved/ agreed rates should be applicable for one year and if necessary, can be reconsidered at the time of renewal only. No request for increase in the rates during the period of the contract shall be entertained.
4. Taxes etc. are to be borne by the contractor and all the payments will be made by the Bank after deducting the taxes at source at the prevailing rates.
5. The contractor shall run the said VOF and THH on all days of the month / year
6. The Bank will arrange for premises, electricity, water, electric appliances, furniture, other dead stock articles, crockery, cutlery, utensils, gas stoves and fittings, etc.
7. The contractor shall be responsible for the maintenance of these items. The contractor shall ensure the safety of the above items kept in the said VOF and the Bank shall not be in any way responsible for any loss or any items kept in VOF.
8. Verification of these items can be done anytime by the Bank and if any items are found short or missing or broken recovery will be made as per actual price of the items from the contractor.
9. The contractor shall use only commercial cylinders of LPG in the VOF and THH. Kerosene oil or other flammable items are strictly prohibited. 10. The contractor will have to provide a welcome kit as described in Annex III to guests per booking.
11 The Contractor should provide food at VOF/THH at the rates given in Annexure -IV.
12. The contractor shall also arrange for items required for preparing tea/ coffee, such as sachets of tea, coffee, milk powder, sugar etc. and bottled mineral drinking water to the guests in all the rooms IN VOF only.
13. The quality of food-stuffs, beverages and other refreshments supplied shall be of proper standard to the satisfaction of the Bank other services that may be provided by the contractors will be physically tested by the Bank during the selection process. The finalization of the contract shall be subject to the satisfaction of the Bank as to the quality of cooking and services in such physical test.
14. Bank has the right to levy penalty and even terminate the contract if there is deterioration in any kind of services, quality of food stuff, raw material, hygiene, etc. In case of any dispute in this regard, the decision of the Bank will prevail. Depending on the severity, the penalty to be paid by the Contractor may be up to 20% of the eligible payment. 15. The contractor has to ensure that food is prepared in the kitchen provided in the VOF. It should also be ensured that high standard of hygiene and cleanliness is maintained in the VOF and THH, including kitchen, store, utensils’ cleaning place, etc. Attention should also be given towards proper and hygienic cleanliness of crockery and cutlery. Raw material, snacks and other food stuff should also be stored properly and hygienically.
16. The contractor has also to ensure that any leftover food items and garbage should be disposed of properly on the same day. Any kind of leftover items or garbage should not be disposed of in the drains and the drains/ pipelines should not be blocked or tampered with. 17. The contractor shall employ at his own expense an efficient and experienced number of employees, who shall be experienced, efficient, free from any disease, clean, courteous and neatly clothed in liveries (to be provided by the contractor). The contractor shall not employ or continue to employ for the purpose of the said VOF and THH any person whose employment is objected to by the Bank.
18. The contractor has to get police verification done of the workers employed by him in the VOF and THH and submit the verification reports thereof to the Bank within the prescribed timeframe. 19. The contractor has also to get his workers medically and clinically examined as per the tests prescribed by the Bank within stipulated time frame and submit the reports to the Bank. For the first time these reports should be submitted to the Bank within one month from the date of awarding the contract. These certificates / reports should also be submitted as and when any new worker is employed by the contractor. The contractor should not employ any worker having adverse police record or serious or contagious disease.
20. The contractor shall provide proper uniform to his workers. He shall not change/ replace the workers very frequently. The Bank retains the right to ask for replacement of the worker/s of the contractor found unsuitable by them. The Bank reserves the right to call for the details of workers engaged by the contractor.
21. The said VOF shall be for the exclusive use of the officers of the Bank and the persons authorized/ permitted by the Bank and its working shall be subject to the supervision and control of Reserve Bank of India, Jammu. 22. The contractor shall not carry on in the said premises any business other than running the said VOF and THH. He shall not make any changes, additions or alterations in the said premises.
23. The contractor shall ensure that no loss or damage is caused by any act or default on his part or on the part of his employees or agents employed by him either to the said premises or to the Bank's furniture, fixtures and fittings and all other items therein permitted to be used by him. Reasonable wear and tear or such damage or loss as may be caused by reasons beyond the contractor’s control in spite of all Reasonable and normal precautions taken by him are expected.
24. As security deposit of the obligations of the contractor under this clause and the other provisions of the agreement to be made, the contractor shall deposit and keep deposited with the Bank a sum of Rs. 50,000.00. The contractor has the option to keep the security deposit in the form of Bank Guarantee. The security deposit, if deposited in cash, will be returned to the contractor after the contractor has removed himself, his agents and his employees from the said premises and also returned to the Bank the various items of equipment, crockery, cutlery, etc., entrusted to him in good order, subject to normal wear and tear after adjusting for the cost of equipment, crockery, cutlery, etc., which has been lost or damaged. The bank guarantee, on completion of the contract, will be returned to the bank concerned under advice to the contractor. 25. The Bank may, at any time, inspect the said VOF and THH and all items and fixtures and fittings thereon. The contractor shall give all assistance for this purpose to the Bank.
26. Awarding of contract shall not be construed by the contractor or his workers as any kind of employment in the Bank or claim on any property/ infrastructure provided by the Bank.
27. The Bank reserves the right to terminate the agreement, if the contractor fails to carry out any of his obligations/duties in terms of the contract/ agreement and the contractor shall not be entitled to any compensation in the event of such termination. The agreement shall stand terminated as per the notice of such termination. The address for service of this notice or any other communication or notice shall be the address of the contractor furnished by the contractor. 28. The agreement may also be terminated by giving one month’s notice in writing by either of the parties.
29.The Bank shall be entitled to recover from the contractor or deduct from the bills or any amount due from the Bank to the contractor, any amount that the Bank may be compelled to pay, under the law, on account of any default by or negligence of the contractor or his employees or agents.
30. On the expiry or early termination of the contract, the contractor shall remove himself and his employees and agents from the premises and all articles belonging to him failing which the Bank shall be entitled to do so without any further notice to the contractor at the cost and risk of the tenderer. The contract should, however, ensure that his action does not cause any damage to the said premises or any property therein belonging to the Bank.
31. The contract, if awarded to the contractor to run the said VOF is personal in character and cannot be assigned or transferred by the contractor to any other person. If it is done the Bank has the right to terminate the contract without any prior notice.
32. The contractor shall ensure compliance to all the obligations arising under the Contract Labour (Regulations & Abolition) Act, 1970, Minimum Wages Act, Workmen’s Compensation Act, 1923 and other labour laws prevailing in the country. In the event of any liability arising on account of any breach or non-compliance of statutory requirements by the contractor, the Bank will have the right to reimburse itself by way of adjustment from the contractor’s pending bills or otherwise recover it through available legal means, to the extent of the loss suffered by it as a consequence of the same.
33. The Salary to the employees deployed by the contractor should be paid by electronic mode in their Bank accounts and a monthly statement in that regard shall be submitted to the Bank within 15 days of the succeeding month.
34. The contractor will bear the cost, throughout the term of the agreement for a comprehensive general liability insurance covering injury or death of any person(s) occurring in the areas of operation, caused by the negligence on the part of the contractor or the part of his worker(s) and in case of failure to perform their obligations/ duties under the agreement the Bank will not be responsible for any consequence due to default in this regard by the contractor. The contractor has to ensure that the workers or their legal heirs shall not claim any insurance benefit from the Bank in case workers suffer any loss or damage to their life or person or property while working in the Bank premises.
35. All legal suits, actions or proceedings relating to or arising out of the agreement shall be subject to jurisdiction of the courts in Jammu only. If any dispute arises between the parties about the terms of this contract or anything in relation to or arising out of this contract, the parties shall make an effort to solve the same through the appointment of an arbitrator by mutual agreement. If a single arbitrator could not be appointed by agreement, each side would be free to appoint one arbitrator each, who in turn will add an umpire. The decision of the arbitrator or arbitrators, as the case may be, shall be final in regard to such dispute or disputes.
36. The Contractor has to pay minimum wages of Central Government or state of Jammu and Kashmir, whichever is higher. The contractor has to submit copies of the wage disbursement register folio to the Bank along with bill for payment with bank A/c details of his staff deployed in the VOF/THH/Bank office.
37. The contractor have to maintain hygiene and cleanliness in the Bank premises.
IV. Detailed Scope of work
The scope of work involved is as under: Housekeeping and Catering of the Bank’s Visiting Officers Flats and Transit Holiday Home and maintenance services in office premises at Srinagar. 1. RECEPTION-CUM-FRONT OFFICE To attend to phone calls, receiving messages, inter-acting with Guests and RBI
Officers, co-ordinate room allocation, bookings, check-in and Check- out of guests,
collect cash/obtain signatures of guests as required, maintain proper accounting and
submit the same periodically to RBI Officials.
2. CATERING The Contractor shall provide the following services:
a.The Contractor shall be responsible for procurement of raw materials and
ingredients. First quality raw materials and ingredients shall be used in the preparation
of food and beverages. Fresh vegetables and milk, standard beverages shall be used.
The quality of the materials should be satisfactory to the officials of RBI who may carry
out random inspection.
b. The Contractor shall store sufficient quantity of high quality ingredients in the
available place in the VOF/THH to ensure preparation of food items in time. The
Contractor at his own risk shall make the procurement and storage.
c. The timings for services shall be as informed by the Bank. Every food preparation
shall be used for the specific service and the left-over food shall not be carried to next
meal service.
d. The Contractor shall provide efficient and prompt service to all members.
e. The food preparation is to be done in a strict hygienic environment and matching
process without any compromise. The staff is also expected to be reporting for duty
with good health and hygiene as well as washed & pressed uniforms.
f. The Contractor should provide healthy food under hygienic conditions by ensuring
total cleanliness and regular cleaning of facilities in the kitchen. The Contractor shall
perform the Service to the satisfaction of the Bank officials. If any shortcoming is found
then on instruction from Bank officials, the Contractor shall rectify the shortcoming
immediately.
g. The Contractor shall ensure that he appoints well qualified & experienced cooks in
all types of food preparation. If Bank asks for procurement of any outside preparations,
the Contractor shall arrange for the same and claim the expenditure in his regular bills.
3. HOUSEKEEPING a. The number of rooms available in the VOFs & THHs and the area of lounge, dining
halls, six staff rooms and bank premises etc., are given separately. The Contractor,
before submitting his offer, may visit the place for his own assessment.
b. The Contractor will procure all the materials required for guest amenities and
provide a bath/ toilet kit containing tooth brush, tooth paste, soap, shampoo, coconut
oil sachet, disposable razor, and shaving cream in all the rooms of VOF.
c. All the rooms shall be kept neat and tidy always to enable RBI to allot the rooms at
any time.
d. Linen like towels, bed spreads, bed sheets, drinking water should be changed every
day in the guest rooms.
e. The Contractor shall be responsible for making the beds and clean all rooms daily.
All rooms, bath rooms and toilets are to be cleaned with high quality disinfectants.
Ceilings, ceiling fans, windows, glasses and furniture to be cleaned once in seven
days. All the necessary housekeeping materials or the performance of services shall
be procured by the Contractor periodically and claimed from RBI.
f. Room fresheners and deodorants facilities to be made available in all the rooms,
toilets, lounges and all common toilets. They may be replenished immediately
Whenever required. The contractor shall maintain high standards of cleanliness and
hygiene throughout the VOFs & THHs.
g. The Contractor's men shall take care of miscellaneous requirements like
replacement of batteries for clocks, remote units of TVs and ACs. etc. provided in the
VOF/THH rooms and other places. Reimbursement towards the same may be claimed
from RBI.
4. GENERAL ADMINISTRATION
a. To ensure the entire operations of the VOFs & THHs and coordinate with respective
departments of RBI for smooth running of the operations.
b. To maintain records as required by RBI.
c. To ensure the safety of VOFs & THHs, properties belonging to the RBI and maintain
total vigil on the movement of people in the VOFs & THHs.
d. To ensure timely action in emergencies including operation of firefighting systems,
administering first aid etc.
e. To maintain cleanliness in office
5. Contract Personnel a. .The Contractor should hire following people and provide them the proper dress:-
I. Cook cum Supervisor i) Having at least three years’ experience in hospitality field and should be fluent in
Hindi.
ii) Should be of courteous and of polite demeanor.
iii) Interact with guests to solve problems related to allotment and other connected
matters.
iv) Will be responsible for cleanliness of the Apartment.
v) Will ensure that the visiting guests are handled with dignity.
vi) Has to take proactive steps in solving the infrastructural problems.
vii) Will supervise the house keepers entrusted with the cleaning/maintenance work. viii) Should ensure that all electrical, plumbing furniture, linen etc. are always in proper
working condition.
ix) Operation, maintenance and supervision of kitchen and dining hall for catering to
the guests.
x) Should be well versed in cooking North Indian, South Indian, vegetarian and Non vegetarian items.
xi) Should ensure that good quality food is served timely to guests in the dining hall.
xii) Should ensure that all the utensils, crockery and kitchen equipment’s are cleaned and in working order. xiii) Should ensure that the kitchen and dining halls are kept clean and in hygienic condition.
II. Attendants
i) Should be courteous and polite
ii) Should serve the meals to guest in a clean and hygienic manner
iii) Should keep the dining tables always clean and presentable
iv) Should assist cooks in cutting / storing of vegetables etc. v) Should not keep guests waiting to be served unattended
vi) Should clean utensils/plates thoroughly using appropriate cleaning materials
vii) Should sweep/swab and maintain the entire kitchen and keep it always neat and clean
viii) 03 attendants round the clock for VOF/ THH and 03 round clocks for office and six rooms
ix) should maintain office and rooms for staff.
III. Housekeeper/ Sweeper
The contractor shall employ requisite number of Sweepers/Housekeepers to ensure that the VOF and THH are neat and clean at any point of time. i) Should do the cleaning, sweeping and dusting of the all the rooms in VOF and
THH and complete premises including toilets.
ii) Should ensure that proper hygiene is in VOF/THH and complete premises.
