1. Lack of South African managed training berths, i.e. insufficient berths for acquiring practical skills/experiential training. Lack of coordination in solving this problem - the current Chamber initiative is long-term and does not influence the present shortage.
A process is currently underway to address the problem in the longer term (potential benefits f this process will take at least 5 years to filter in). There is nevertheless a pool of approximately 50 – 60 would be cadets (i.e. completed their tertiary studies but are currently “out the system”) that require sea time and another ±30 per year entering this pool.
A five-year project (based on an offer received from the Society of Master Mariners) to manage and provide sea time to 10 cadets per year on foreign owned vessels operating SA routes. The outcome of the learning would not focus on acquiring a qualification but would focus on provision of sea time plus any additional component required to ensure sea time can take place Assumptions: Foreign owned shipowner and/or SA based crewing manager / cadet administrator can meet SAMSAs requirements for accredited accelerated training
Equip learners for entry to and, exit from, experiential workplace
2. No equilibrium in demand for skills and supply of skills. The maritime industry is a small/shrinking sector and critical mass cannot be attained in current environment. The need for three public institutions was questioned and the possibility of centralization muted.
To identify the actual need for maritime education and training in South Africa (region) and create a sustainable framework for the provision of maritime skills to the sector.
To establish mechanisms which will ensure long-term sustainability for maritime education and training (inclusive of all role players) and ensure greater coordination in maritime education and training

3. NQF aligned standards, curricula and learning material for qualifications / skills programmes in the maritime sector are mostly not available.
Between the various SGBs on which the maritime / fishing sector relies, processes are underway to draft 8 of the 16 proposed qualifications (up to NQF 06) for the sector. Alignment of eight, full or part qualifications, to the NQF is required, i.e.: • NQF04 National Certificate:

The high cost of compliance to international regulations has prohibited technikons from offering engineering officer training. SA industry is nevertheless compelled to ensure engineers meet STCW requirements.

Lack of tailor made programmes (for SMMEs) and inaccessibility into training programmes for SMMEs has been identified as a problem. Financial and logistical constraints of SMMEs as well as exclusion from training by virtue of entry requirements.
A host of skills are required by SMMEs – some being addressed by TETAs SMME strategy. The high loss of lives of fisherman at sea (small vessels) has made this a national skills priority - the critical issue at present is marine skills upliftment (both deck and engine) adapted specifically for SMMEs in the fishing sector.

7. Port delays are resulting in negative perceptions about the ability to efficiently move, and manage the movement of, vessels through South African ports.
The need for new skills and knowledge in the areas of marine pilotage and port management.
To provide financial support to National Ports Authorities in order to implement a series of programmes aimed at ensuring that NPA have sufficiently qualified manpower to offer strategic marine services to their shipping clients. Programme implementation to focus on 1. Development on generic and port
management skills to middle level managers: provision of learning to 120 learners in UNCTADs Port Management Programme over a three year period
2. Fast tracking qualified officers as pilots for the ports: deployment of 14 pilots to the SA ports after achieving competence on an accelerated pilot programme (three months) in Rotterdam.
