1 Purpose

Transnet National Ports Authority (TNPA) requires the services of specialist Consultant, ECSA

accredited, to conduct a condition assessment and prepare a structural assessment report for Island

View Berth 4, located in Island View Precinct, Port of Durban. The visual inspection, testing and

investigations of the material composition of the structure is required to determine the integrity of the

structure. A detailed report on the condition assessment with findings and maintenance proposals are

required to ensure that the safety of the operation of the Berth comply with the South African

National Standards (SANS) Codes, Construction Regulations 11 of the Occupational Health and Safety

Act, The Assets Maintenance Principles and Procedures, Asset Maintenance Version 4.0 October 2011,

National Ports Act (Act No. 12 of 2005 as amended) and Port Rules. The Consultant will produce

amongst other deliverables detailed works information, bill of quantities and detailed gantt chart for

the structural maintenance proposals of the structure.

2 Background

Island View Berth 4 is a chemical berth. The structure comprises of two mooring dolphins on either side

which was built prior to 1952.The dolphins were later conjoined with a 150 millimetre deck on pile

concrete structure which was added in 1986. The critical areas of the structure is the underside of the

deck and piles, where the concrete is spalled badly and exposed the reinforcement. Cracks through the

concrete deck where oil leaks are visible and cracking of the front panel which has exposed the

reinforcement. With respect to the National Ports Act, TNPA has a responsibility to address safety

concerns to sustain operations on the berth. Therefore a report is needed to access whether the berth

can be operational or not.

5 Scope of Works

No information in any format including verbal discussion, relating to these scope of services, is to be

given to any party. The release of all information and communication is restricted to the TNPA Port

Engineer (Port of Durban).

5.1 Activity 1- Site Investigation

The Consultant is required to provide the following:

The Consultant shall carry out a comprehensive condition assessment/inspection to ascertain the

existing condition of the berth. The inspections shall cover 100% of the structure. The Consultant shall

exercise reasonable diligence and take active and personal interest in the planning and carrying out of

the inspection of the berth. The Consultant shall be responsible for capturing the existing condition

information of the structure using but not limited to a multi-beam bathymetric survey, an underwater

CCTV visual survey or other means to undertake inspections of the structure which have not been

mentioned.

Other activities will include but is not limited to the following:

a) Identify and prepare terms of reference for specialist studies.

b) Appoint specialists to carry out studies.

c) Visual inspections

d) Underwater inspections

e) Provide skills transfer and training for two TNPA Engineers/Technicians

The Consultant shall not delegate the inspection works to any other person who is not an ECSA

accredited Registered Professional Structural Engineer.

5.2 Activity 2-Sampling

Sampling in the form of coring is required.A minimum of twelve samples of the structure are required

for the testing but is not limited to:

Piles – six samples are required. Three samples from the piles built prior to 1952 and three samples

from the pile built in 1986.Of these three samples, one sample above the water table, one sample

continuously immersed in the water and one sample which is partially immersed in the water.

Concrete deck-six samples are required. Three samples of the mooring dolphins built prior to 1952

and three samples of the deck built in 1986.

Right after the each sample has been obtained the Contractor shall ensure that the void has been filled

with appropriate material.

5.3 Activity 3-Field Testing

Field testing comprising of but not limited to (on the basis of the test results, the Consultant should be

able to give a detailed account of the condition of the structure and to provide recommendations):

a) Cover readings to locate the position and depth of reinforcement.

b) Resistivity measurements to assess the rate of corrosion. The Consultant shall use these results to

interpret and provide the rate of corrosion

5.4 Activity 4-Laboratory Testing

All laboratory testing shall be carried out in accordance with industry best practices, and shall conform

to the latest edition of the relevant standards.

The laboratory tests shall cover but is not limited to the following (on the basis of the test results, the

Consultant should be able to give a detailed account of the condition of the structure and to provide

recommendations):

a) Compressive strength tests

b) Durability Index tests to assess concrete durability and these may include (the aim of these tests

is to assess concrete durability):

I. Chloride conductivity

II. Water sorptivity index

III. Oxygen permeability index

As part of the condition assessment proposal, the Consultant shall submit the type and number of

laboratory tests proposed in order to fulfill the condition assessment objectives. This information shall

be submitted in a tabular form in a Table of Quantities.

5.5 Activity 5- Detailed condition assessment report (structural analysis and Integrity Report)

A structural analysis is necessary to confirm the stability of the berth with regards to the current

operations. The Consultant shall provide a professional assessment of the existing structure which shall

outline clearly the deterioration, defects and/or non-compliant element/function/operations therein/on.

The Consultant shall advise on the appropriate actions to be taken by the TNPA to address these

deficiencies. The Consultant is required to produce a detailed Structural Integrity report.

5.6 Activity 6- Recommendation Report

The Consultant shall provide recommendations on a way forward, and should include options of

repairing or of replacement of the berth 4, if it no longer structurally safe.

5.7 Activity 6- Technical Tender Documentation

If remedial (repair or maintenance) work is recommended the consultant is required to produce the

technical tender documentation. This will include the works information, bill of quantities, cost

estimate).

6 Project Initiation

Tasks will include but not necessarily be limited to the following main activities:

a) Arrange and conduct a pre-application meeting with the Competent Authorities.

b) Project initiation meeting and site visit.

c) Project plan and schedule.

d) Monthly minutes of all meetings.

7 Project Management

Tasks will include but not necessarily be limited to the following main activities:

a) Project planning and management of all project tasks and deliverables.

b) Hold project planning and coordination meetings.

c) Attend and take minutes of TNPA’s formal monthly project progress meetings.

d) Draw up and revise the project program when necessary.

e) Manage specialist investigations.

f) Manage review processes.

g) Liaise with TNPA.

h) Liaise with authorities.

i) Monthly project progress reports.

j) Monthly project budget reports.

k) Updated monthly project schedule, budget and cash flows.

8 Composition of the Structural Team

a) The Project Manager must have at least eight years relevant experience on marine structures.

b) Any sub-consultants contracted by the appointed Consultant to undertake specialist studies or other

relevant steel structural approval processes, must meet the requirements with respect to

experience and qualifications.

9 Management Meetings

It is the Employer’s specific intention that the Parties and their agents use the techniques of partnering

to manage the contract by holding meetings designed to pro-actively and jointly manage the

administration of the contract with the objective of minimising the adverse effects of risks and surprises

for both Parties.

Meetings of a specialist nature may be convened as specified elsewhere in this document or if not so

specified by persons and at times and locations to suit the Parties, the nature and the progress of the

works. Records of these meetings shall be submitted to the Project Manager by the person convening

the meeting within five days of the meeting.

All meetings shall be recorded using minutes or a register prepared and circulated by the person who

convened the meeting. Such minutes or register shall not be used for the purpose of confirming actions

or instructions under the contract as these shall be done separately by the person identified in the

conditions of contract to carry out such actions or instructions.

The Consultant attends management meetings at the Project Manager’s request. At these meetings the

PSP presents all relevant data including safety, health and environmental issues, progress reports,

quality plans, subcontractor management reports, as may be required.

10 Engineering and the Consultant design

10.1 Employer’s design

The Employer supplies the following:

a) Works Information

b) Existing Drawings

c) Site Information

d) Historical Reports and Data

10.2 Review of assumptions and constraints and further investigations

The Consultant shall clearly document and present to the Employer all assumptions, constraints and

limitations of the inspection and analysis of the structure. Recommendations shall be made for any

further investigations and studies beyond the scope of the Consultant appointment.

11 List of drawings

The Employer will make available all the available drawings as required by the service provider. Where

there are no existing layouts the Consultant will be required to develop layout.

12 Documentation control

Project Management Office filing system will be utilized, all documents will be delivered via document

control with a proof of transmittal. Copies of all correspondence, specifications and drawings, contracts

and agreements, data sheets, minutes of meetings, PM instructions, invoices and payment certificates,

access certificates, quality and any variations, (compensation events or project change notices) will be

filed and archived in the project folder by Doc Controller. A document register will also be developed

to capture incoming and outgoing documents. All documents issued to 3rd Party contractors and to the

Employer must be submitted through the Employer’s Document Control Department.

13 Health & Safety Requirements

The Consultant shall comply with all applicable health, safety laws and regulations pertaining to safety,

health, environment protection, fire protection and security, which are applicable to the location where

the activity is being carried out. The Consultant shall also comply at all times with the requirements as

set forth by TNPA Policies, Rules and Regulations, written instructions and all requirements stipulated

in the contract. The Consultant must demonstrate adequate levels of insurance for worker’s

compensation and general liability, recovery measures related to or arising out of the performance of

the contract in order to protect the work, the personnel and property of Transnet National Ports

Authority, contractor, sub-contractor, all third parties and public from the hazards and risks associated

with the planning and execution of work.

The Consultant must disclose to the TNPA, if they are going to contract with a sub-contractor to perform

any of the work. The agreement will also cover a site specific health and safety plan for the contracted

work. Any contract terms and conditions agreed to with the Consultant will also apply to sub contracted

individuals and companies.

14 Right to stop work

TNPA representatives or its designated representatives shall have the right to prohibit commencement

of work or to stop any activity in progress if the equipment, machinery, personnel or work conditions

are considered at TNPA’s discretion to be unsafe or not to be in compliance with any applicable rules,

regulations and procedures in TNPA

Stoppage of the work shall be at contractor’s expense until contractor has satisfactorily rectified such

defects and unsafe conditions. In the event of serious or repeated infringements, TNPA may terminate

the contract without compensation.

15 Project Health and Safety Plan

Prior to mobilisation, the contractor shall prepare and submit a project specific SHE plan to TNPA which,

as a minimum, contains the followings:

a) Legal & site specific requirements.

b) Hazard Identification, Risk Assessment and Risk Control.

c) Injury Management.

d) Education, Training and Competency.

Special arrangements will need to be requested to get approvals for Health & safety Plans for any

emergency work.

16 Safety Induction

Prior to gaining access to the TNPA sites, each individual shall attend a TNPA Safety Induction Course.

The intention of the course is to provide the individual workers with an overview of the Ports specific

safety programs rules, inherent risk, procedures and the like. For all persons requesting to work in

Island View the TNPA induction should be conducted prior to obtaining a Cutler Security Permit to enter

the complex. NO ENTRY to Island View without the presentation of the Cutler Permit.

17 Incidents and occurrence

Every person who becomes aware of any unsafe or abnormal condition that could lead to or has led to

an incident shall report it immediately to the person’s supervisor as well as TNPA.

Any injury shall immediately be reported to the person’s supervisor as well as TNPA. This shall also

apply to any other type of medical or sickness problems that occur.

All incidents or potential incidents are also to be reported to TNPA.

18 Emergency procedures

The Consultant must ensure that all personnel on the Site, including their visitors, are properly

instructed in the Site emergency response procedures

19 Fire and Emergencies

In the event of a fire or other emergency situation being discovered it must be immediately reported

to TNPA Fire Services personnel (031) 3616463.

20 Personnel Protective Equipment [PPE]

The following is to be worn as a minimum on the berths:

a) Hard hats

b) Safety shoes

c) Life jacket when within 2 meters of water’s edge.

d) Long sleeved overalls which shall be highly visible with reflective bands on the arms and legs or

reflective vests with company logo or name to be boldly displayed.

e) No shorts permitted on berths.

f) No short sleeve shirts permitted.

g) Chemical goggles during cargo working.

All Areas outside The Berths: The following is to be worn as a minimum:

a) Hard hats (dependent on the work being conducted).

b) Safety shoes

c) Overalls

d) Reflective vests

All other requirements are as per the applicable symbolic safety signage and/or relevant demarcations.

21 Electrical and Electronic Equipment

Electrical and electronic equipment are considered to be potential ignition sources in Island View:

a) Only intrinsically safe appliances approved by TNPA may be switched on or used in the berths.

Owners of such devices will carry with them the approval certificate for use at all times

b) No cameras including video cameras may be used and no photographs may be taken without an

approved camera permit as well as an approved hazardous work permit.

c) No portable radios, mobile radios, electronic or electrical instrumentation, monitoring or measuring

tools, torches, lights and any other similar item may be used unless it is certified with the

appropriate hazardous electrical equipment classification and approved by the TNPA for use or it is

used in terms of an approved hazardous work permit.

22 Work Permit

Prior to any work commencing in Island View, the Consultant is required to obtain a work permit from

the Island View Fire station.

Hazardous Work Permit is required for:

a) Any operation or task that has the potential to generate an ignition source

b) Any confined space entries including tanks, vessels and sewers.

c) Excavations.

d) Working at heights

e) Working on the berths.

23 Facilities

a) Sanitation and washing may only take place at designated ablution and toilet facilities.

b) No process water such as fire hydrants may be used as drinking or portable water. Designated

drinking water shall be provided by the Contractor.

24 Island View Safety Rules

a) Entry is restricted. Persons have to request entry permit from Cutler prior to undertaking any work

in the Complex.

b) You will have to produce your green ID document.

c) The Island view complex is a Major Hazardous Installation and a National Key Point.

d) Be alert to all inherent dangers or any emergency distress alarms. The testing of the alarm is every

Thursday at 10am. The all clear is given at 10:15am.

e) Do not obstruct traffic flow in anyway.

f) Obey road signs at all times.

g) The maximum speed limit is 30 km/h.

h) Only authorised persons are allowed to take photographs.

i) Unauthorized work on any installation within the parameters of the Island View Complex is not

allowed. All work to be conducted must be authorised by the Cutler Management and the TNPA

Fire and Emergency Services.

j) Do not enter cargo handling areas unless authorised to do so.

k) All cellular / mobile phones are to be switched of when entering the berths.

l) No vehicles are allowed to enter the berths without authorisation from the TNPA Fire Officer

m) No smoking or open flames are allowed.

n) No dumping of litter or any other material is allowed, appropriate waste receptacles must be used

for this purpose.

25 Medicals

Further to the specifications stated above, pre-employment medical examinations as well as exit

medicals will be required and must further include for chest X-rays. (It may be that the workforce with

Tuberculosis and/or Asthma may be precluded from working on this site due to the presence of

chemicals or if asbestos is discovered). These medical examinations must be carried out by a registered

Occupational Health practitioner. All costs associated will be to the Consultant’s account.

26 Ownership of Data, Designs and Documents

The Parties shall agree that copyright in the data, design and documents shall, after payments by the

Employer of the services to the Consultant, lie with the Employer subject to the Employer’s

indemnification against any claim from any party that may arise as a result of the Employer’s use of

such a document due to the Consultant’s infringement of copyright.

27 Facilities and equipment to be provided by the Employer

No facilities or equipment is provided by the Employer. The Consultant may, however, make

arrangements with the relevant Transnet personnel to make use of ablution facilities that might be on

or near the site.

28 Invoices

All invoices submitted by the Consultant shall be VAT invoices, which invoices shall be accompanied by

a daily activity sheet covering the services together with, where relevant, a brief explanation as to what

the time covered, the task order number and a full breakdown of expenses to which receipts relate.

30 Safety Health and Environment File Requirements

SHE File is to be kept on site at all times whilst working on site. The file has to contain amongst

others:

a) Valid Letter of Good Standing with the Compensation Insurer.

b) Client, Safety, Health and Environmental Specification.

c) Health and Safety Plan.

d) Risk Assessment

e) Appointments

f) Health and Safety Training Records - Induction Records And Tool Box Talks.

g) List Of Sub Contractors
