To: Parks and Waterfront Commission From: Toni Mester, Vice-Chair, Parks and Waterfront Commission Date: December 10, 2014 Re: Criteria for identifying PRW Capital and Maintenance Projects As the Parks Commission representative on the Measure M process, I learned the wisdom of creating objective criteria for public expenditure through a community based process. The voters are more likely to support projects when the Council and staff apply rational standards. The Parks Commission did not have the time to develop a scorecard like the Measure M team, so our criteria are not ranked or weighted. We agreed to the following criteria:

The project should provide, entail or require: _____ Equity: addresses a perceptible imbalance in delivery of recreational resources City-wide. _____ Community needs: meets the needs of an underserved community, group or neighborhood that has not benefited from parks improvements or has waited a long time for the improvements. _____ Net benefit: benefits a large cohort of users or increases the number of users. _____ Serve multiple user cohorts: will attract users of various ages, serve families, provide safe play for children and be accessible to the disabled. _____ Pressing and preventative repair: needs immediate repair that will cost more if delayed. _____ Ready to implement: has passed the planning stage including environmental review if required and is good to go. _____ Visible: corrects or improves an obvious need or eye-sore _____ Outcomes: identifies results and returns within a practical time frame _____ Cost effective: leverages funds and qualifies for grants _____ Economic benefit: will stimulate nearby development and business _____ Planning: needs seed money to get off the ground _____ Sustainable maintenance: keeps up with inflation and staff costs

INFORMATION ITEM

February 11, 2011 To: Parks and Waterfront Commission

From: Roger Miller, Acting Waterfront Manager, PRW Subject: Berkeley Pier Accessibility and Public Amenity Improvement Project

SUMMARY In 2013, the City received a grant award of $230,138 from the National Fish and Wildlife Foundation Cosco Busan Oil Spill grant program to perform accessibility and public amenity upgrades at the Berkeley Fishing Pier. In 2014, the City retained a design consultant, RHAA Landscape Architecture and Planning, to work with City staff and develop a cost-effective design for the project along the 3,000 foot long pier. This work has resulted in a preliminary design with the following project elements that improve ADA accessibility on the Pier and improve public amenities on the Pier:

Along the first seven hundred feet of the Pier: o Create a fully-accessible path of travel (five feet wide) by repairing the existing

spalled concrete joints. o Install four accessible picnic tables.

Along the entire length of the Pier, remove all existing deteriorated concrete benches,

and install the following new public amenities:

Accessible Fishing Stations (6): This work will involve creating 3 inch wide vertical notches in the currently existing railings. This new feature will allow persons using wheelchairs to more easily hold fishing poles over the water.

All-weather benches (12) All-weather seats (32) All-weather trash receptables (6)

Attachment One (Preliminary Recommendations) contains the consultant’s assessments and photos of existing conditions, and describes the solutions (nine pages). Attachment Two contains the preliminary construction plans for the project (seven pages). The Parks and Waterfront Commission and the public are invited to provide comments on the proposed project, which has been tentatively scheduled for May of 2015.

A. EXISTING CONDITIONS SUMMARY

OVERALL CONDITIONS SUMMARY

The overall area of the pier is approximately 68,750 sq. ft. The typical width of the pier is 23’ +/- and is approximately 2,900 feet in length. As the pier has been operational since 1926 and has seen extensive vehicular traffic, the condition of the pavement is showing sings of wear and failures in a variety of areas. The existing conditions of the pier and the extent of the paving damage were able to be documented by a recent site visit where RHAA observed and documented major issues affecting the flat work and overall conditions of the existing elements on the pier.

PAVEMENT SUMMARY

While there are two types of paving configurations (2 slabs per pier width and 4 slabs per width) without having a structural engineer determine the extent of the support structure(s) settlement and displacement and its future impacts to the pavement, we can only judge the hazards and make recommendations based upon the preliminary findings. The two major concrete failures found on the pier were pavement spalling and settlement. While the spalling can be repaired with the recommendations described later in this report, the settlement is a product of structural failures in either the slabs of pavement themselves (bowing) or in the support structure.

SITE AMENITIES SUMMARY

Three major site amenities were documented while investigating the pier. RHAA looked at the concrete benches, trash receptacles and lights. The existing concrete bench is a target for graffiti and it is also used as a toilet due to the pier’s length and the distance to the rest room at the pier’s entrance. The high back of the bench, while intended to block wind, has only made the issue more problematic as the visual screening provided by the back encourages the use as a rest room. The trash receptacles located along the pier are standard “bear proof” style enclosures. While the operational mechanism works to keep refuse inside the receptacle, the material is not suitable for a marine environment. The receptacles have eroded to the point where the refuse inside is now exposed to the elements. The light fixtures located along the pier are showing signs of extreme wear as top of the light has become a prime location for the bird population to rest.

MISCELLANEOUS CONDITIONS

While the emphasis of the site visit and scope of the work was geared toward the above items, RHAA documented other conditions that should be considered for review. The first issue is that of the top rail of the pier. The condition of the rail varies at different locations along the pier, but the general condition is deteriorating quickly. A quick talk with an individual who runs a fishing program at the pier described how often children had splinters from the top rail. The design allows the broad side of the board to be exposed to rain, and also provides a large surface area for the bird population to rest which also leads to deterioration. The second item is the end condition of the pier. As this is the prime location for views across the bay, RHAA documented the guard rail condition changes to a solid higher fence on the sides which transitions into a vertical slat fence at the end.

D. OVERALL PIER RECOMMENDATIONS

OVERVIEW

The Berkeley pier is a popular amenity for the region but is in need of upgrades. The City of Berkeley was successful in procuring a grant of $250,000, a sum sufficient for many improvements but not for a total renovation. In determining the priorities for renovation, emphasis was placed on improving accessibility and upgrading the site amenities. Enhancements planned include paving improvements to create an accessible pathway, railing modifications to make accessible fishing stations, and the installation of new site furnishings including benches, tables and trash receptacles.

The cost estimate provided by RHAA and the subsequent plans show a base level of improvements with a budget of $209K for construction costs. Remaining monies, if available, should be allocated towards paving surface repairs at the owner’s discretion. The subsequent cost estimate with this report will illustrate how best to use the current funding to achieve prioritized upgrades to the existing pier facilities.

PAVEMENT

RHAA is recommending paving repairs to resolve damaged concrete, a decorative coating to seal the top of the concrete surface that demarcates the accessible pathway, and grinding trip edges between slabs. The first step in providing an accessible pathway is a full repair at each joint with new concrete. The concrete adjacent to the joints will be saw cut into a rectangular section, cutting and using epoxy on any exposed rebar. The depth of the repair will be 2”. After the area of concrete is removed, the underlying surface will be cleaned and a bonding agent applied prior to placement of the new concrete. In addition to the joint repair, areas of concrete that have degraded will be repaired. The third treatment to be used in conjunction with the first two treatments is grinding trip edges that exceed 1/4”. After the concrete has been repaired, a non slip coating, ‘Sika’ will be applied. The coating provides a smooth even surface, will repair minor cracks, and will reduce subsequent cracking.

SITE AMENITIES

New site furnishings were chosen for the pier and include: Benches, trash receptacles, tables, and chairs. The benches for the pier were chosen with direction from the client as the best option for a corrosive environment, resistance to graffiti and the overall comfort for a wide range of users. All benches will have a back for extended resting periods. Issues related to the new benches would be the same vandalism seen on the current benches, although the slatted design is not an ideal canvas for urban art. The trash receptacles will utilize a hinged lid for resistance to birds and rodents and will utilize the same slatted design as the bench. Chairs provided at each fishing station will utilize the same slatted design to deter vandalism. Two groupings of accessible tables and cairs we placed along the pier to provide a space for picnicing. A maintenance program to clean the surfaces for all new site amenities should be established to promote the longevity of the material.

ACCESSIBLE FISHING STATIONS

While the current pier does not allow for accessible fishing stations, there are multiple options to be considered for new access. The preferred solution by RHAA, and the most cost effective solution, illustrated on the next page, removes a section of the top rail and attaches a new piece of lumber to make the opening large enough for a fishing pole while complying to International and California Building Codes.
