POPULATION-BASED PARK REQUIREMENTS

• The City of San Diego General Plan establishes standards for the development of population-based parks and recreation facilities.

• Near residential development

• Intended to serve the daily needs of the neighborhood and community.

• Within walking distance of the residences that they serve.

• Neighborhood parks, community parks, mini parks, and pocket parks.

• Joint use facilities, trails, privately owned parks, and other opportunities for parks may also contribute to the population-based park.

• General Plan policy RE-A.8 requires population-based parks at a minimum ratio of 2.8 useable acres per 1,000 residents.

SPECIFIC PLAN POLICIES FOR PARKS

• Supplement or modify City-wide and Otay Mesa-specific requirements.

• Allow joint-use facilities, trails, privately owned parks, and other opportunities for parks to contribute to the population-based park.

• Selected Specific Plan policies for parks:

1. Parks shall be City owned and maintained, private parks may be developed with a separate maintenance agreement approved by the City.

2. Population-based parks shall be constructed concurrent with the residential uses they are intended to serve.

3. Development of parks shall follow Council Policy 600-33, “Community Notification and Input for City-Wide Park Development Projects.”

4. The ground floor of buildings abutting parks shall be active uses (such as residential and commercial uses). The side of the building that abuts the park shall not be the rear of the building.
