Parks and Recreation Advisory Board Meeting Thursday, February 16, 2017, 9:30am Logan Recreation Center Conference Room

Present: Russ Akina, Andy Corbett, Jason Pond, Brandon Halaufia, Dan Blakely, Ed Stephens, Dan King, Tanya Rice

Excused: Michael Timmons, Laura Sawyer

Approval of Minutes: Andy made a motion to approve the minutes from the January 19, 2017 Parks and Recreation Advisory Board Meeting. Jason seconded the motion. The minutes were unanimously approved as written.

Stewart Nature Park: • Russ displayed an aerial photo of Denzil Stewart Nature Park • Some riverbank restoration work has been done on the south bank; landscaping and irrigation still needs

to be done • Dan King asked what the red line means; it signifies the City limits • A portion of land in the aerial photo, owned by Dick Sackett, is being developed for single family housing • There was a land trade between the City and Dick Sackett; the trade added about an acre to Denzil

Stewart Nature Park and the City gave away the parcel bordering Mr. Sackett’s property on Cliffside • The land trade provided space to build a second bridge across the river

o This bridge will expand accessibility for maintenance equipment and students getting to Wilson Elementary School, instead of using Mountain Road

• Russ reviewed the plans for a trail connection to the bridge and the existing walking loop in the park o Dan King asked about the trail surface; it will be the standard 10-foot wide, concrete trail

• The sewer main that will serve the new subdivision will connect to 100 South via the second bridge • Herm said someone emailed him about a landslide in this area; Russ hadn’t heard anything about that • Brandon asked if there are plans for parking stalls in addition to the second bridge; not at this time

o Parking is limited and Russ met with some of the neighbors who were concerned about that • The design and construction of the bridge are scheduled for sometime this calendar year • Dan King asked if the project would be funded by RAPZ; partially, yes, if the project is awarded

Recreation Center Update: • The racquetball court with the damaged west wall was replaced but mold was found in the north wall

o If approved by Council, funds from the unrestricted reserves will be used to replace the north wall • Another court is pretty bad but still playable; most of the damage is up really high on the wall • The next section of roof that needs to be done is over the locker rooms • The roof over the multi-purpose gym is fine; the leaks occurred because the heat tape wasn’t working • The roof over the racquetball courts was replaced last fall • Dan King asked if the school was willing to pay for their portion of the repairs; yes • There were some bad leaks in the roof over the main gym and the tennis courts

• Jason asked if the next roof replacement will go out to bid this summer; yes, and it is part of the budget planning process for next fiscal year

• Dan King asked about the cost of the first roof replacement; just under $50,000 • In an effort to reduce utility costs the fluorescent bulbs are being replaced with LEDs; a few lights still

need to be replaced o It’ll be about a year before Dan Blakely will know how much money was saved from the switch

• The bases of the temporary hoops are being reupholstered and Staff has to remove the nets from these hoops every Saturday because they get stolen if left unsecured

• Due to the number of security issues at the Recreation Center there are now two security guards who work regularly with the resource officer to monitor and cite students

o Dan King asked if the security guards were hired because of vandalism; yes, there has been a big problem with vandalism, graffiti, and theft

o The security cameras have helped but there are still issues • The Oversight Committee discussed the possibility of facility rentals on Sunday; this option will be added

to the Joint Use Agreement but the wording hasn’t been approved yet • Dan King asked how many furnaces have been replaced; none this year

o Of the 22 furnaces only 8 of the original furnaces haven’t yet needed to be replaced o There are five wall heaters that also need to be replaced

RAPZ Proposals: • Russ displayed a list of projects for which the City will request RAPZ funds • Russ will meet with the Mayor to prioritize the project list • The City typically requests a total of $700,000 to $800,000 and receives a total of about $480,000 • Logan submits more applications than any other entity • The list Russ provided was not a final prioritized list • The application deadline is March 3 • The RAPZ committee has an affinity for funding projects that are attractive and not routine maintenance • The City may have more refurbishing-type projects that may have a more difficult time being funded in

the future; the City may have to rethink how to approach capital improvements • Jason asked if RAPZ dollars have gone up and if the City has seen a reflection of that; yes, the City still

receives a fair percentage of the available funds • Dan King asked if it’s a better tactic to ask for a lot of $40,000 projects; yes • He also asked if the City is required to supply a match amount; yes, and the Committee typically awards

projects that have matching funds • Dan King asked how small communities afford to provide matching funds for large projects

o Herm said the Committee reduces the matching criteria for smaller communities • Dan King asked who is eligible to request funding; municipalities can request funds for recreation and

parks, the arts component is a little bit different because of their non-profit status, and Willow Park Zoo • Dan King asked if the County gets any money back; the Fairgrounds requests funding every year and the

Country Trails Planner can apply for funds based on county trail efforts • There have been conversations for years about where most of the funding for RAPZ is generated but the

County has set the criteria for rewarding the funding

• The RAPZ program provides a tremendous benefit for a lot of Department capital projects

Recreation Manager Report: • Registration for baseball started on February 1

o Registration for all of the other spring and summer programs will start March 1 • Jr. Jazz is going well and will be ending soon

o About 150 kids participated in the Fun Shot, which was held the same day as the regional drill team competition

o Approximately 1,200 participants signed up for Jr. Jazz this season, which is more than last year • The next Leisure Guide will be out soon • There were a few ejections during the first week of the adult basketball league • Dan King asked if there is a problem with theft and vandalism during public time; no, there are definitely

more problems during high school time • Russ said the City had to find $16,000 to pay for security personnel

o Andy asked why the School District isn’t taking care of their security problems; the security personnel are paid out of the joint budget so the School District covers half of the expense

• There was conversation about the effect of housing developments on the School District o Herm explained that the housing developments were designed to minimize outgrowth by building

up instead of out

Parks Superintendent Report: • Doing a lot of work on the restrooms; resealing sinks and counters, replacing flush valves, etc. • Staff is almost done overhauling the equipment and refurbishing picnic tables • Dan King asked if Ed has seen an increase in vandalism, like the Recreation Center; no, Staff will find

vandalism or graffiti every now and then but it doesn’t happen often o The restrooms are on time locks that lock every night at a certain time, which prevents a lot of

vandalism or graffiti • Staff helped with sand bagging operations during the last few storms

o Jason asked if there is any preparation work that needs to be done before the next storm; no o Citizens were taking sand bags faster than crews could fill them

The City will supply the sand and the bags but citizens have to fill the bags themselves o Andy asked if the City charges for the sand bags; no, but citizens are limited to 40 bags per vehicle

Open Forum: • Jason asked if there have been discussions with the School District about creating more parking between

Franz and V1 o Herm said there was talk about building a mini park in that area but the land is privately owned o Franz shut down their retail division and the building is for sale

• Jason asked about the proposed development on the north side of 1400 North on 1200 East; Russ said the plans include homes but there aren’t any plans for a park

o Herm said the owner of the gravel pit had a legal right to build 126 homes on the south portion but the north portion is zoned for commercial and there was concern about these plans

The developer revised his plans to only 105 homes but there were still concerns so the developer reduced his plans to about 77 homes conditioned upon the property to north being transitioned from commercial to multi-family housing

• There are plans for 33 units on the north side of 1400 North o Dan King asked when development will begin; Herm didn’t know o Dan King also asked if the sand pit is still used; only as a staging area

• Andy asked at what point the City considers the Recreation Center a money pit and moves elsewhere; the City realized the Recreation Center was a money pit a long time ago

o The homes on the east side of the street should have been purchased years ago for parking o Construction at the High School has had a strong impact on the parking situation; construction

should be done in December o Dan King asked when the Recreation Center bond is retired; it closed ten years ago and the

Department doesn’t have any bonds right now o Herm mentioned the proposed development of a new recreation center by the pool; he said that

is still a possibility but there aren’t funds to build a new facility o Dan King expressed concern about spending so much money on trails when 3,000 – 4,000 people

use the Recreation Center on one Jr. Jazz Saturday and not that many people use a trail in a year o Russ said there have been conversations about expanding the Recreation Center to better

accommodate the high school and the public but there isn’t space available on the existing site for an expanded facility or the required parking

o Dan King said he doesn’t understand trying to separate from the high school o Andy said it sounds like the City is putting more and more money into maintenance
