    Now firmly anchored to the soil, Building 830 has newly created window wells to allow access to the crawl space, and an array of drain pipes to divert water away from the build-ing. The opening will allow for mechanical snakes to be run through the pipes periodically to clean out any foreign material that may cause clogs.

    The cost to anchor and repair Building 830 is about $370,000. This figure is less than the average expense that engineers estimated for building recovery several years ago. That estimate was roughly $450,000 for each building and the board has been budgeting that amount in the reserve study to cover building repair, if the need should arise.

    Costs for the other top four priority buildings are: Building 849, projected at about $850,000; Building 204, $320,000; Building 109, $523,000.

    In December 2010, Structura Engineering Group (SEG) completed an engineering study of the Parkfairfax buildings and recommended a list of high-, medium-, and low-pri-ority structures that need further inspection to determine the extent of settlement problems. The SEG study listed 14 high-priority buildings, and the Board decided to proceed with evaluations and repairs for four for 2012-2013. A recent review of the remaining high-priority list recom-mended no further action required at this time.

    SEG engineers will conduct a follow-up assessment between January and March 2014 to see if any additional movement has occurred in any of the buildings on the watch list that would change the priorities.     Dear Cathy,

    I’ve lived in Parkfairfax for several years now and learned early to count on the Forum newsletter for maintenance news and the Board minutes, among other items. Up until about a year ago the newsletter arrived on my door step every month (sometimes a week or so late, but at least it arrived). This year for several months the newsletter has been at least two weeks late. I know how to use the Internet, and I was happy when I discovered last year that I could opt in to be notified via email when the online version was ready. But I like having printed copies. Have we started to economize by just having the elec-tronic version available?

    Like the Feel of Paper

    Dear LFP:

    Our condominium bylaws require Parkfairfax staff to deliver paper copies at all 1632 units; a change to electronic versions only would require a vote of at least two-thirds of residents/owners, so eliminating paper copies of the Forum will not hap-pen in the foreseeable future! The Parkfairfax staff counts on two levels of delivery volunteers: some pick up and count out copies to distribute in batches to five or six door-to-door deliv-erers, who walk door to door to nearby buildings to drop single copies to their neighbors. Unfortunately, several buildings do not have a willing volunteer deliverer, and some distribution routes have no willing volunteers. In those cases, the staff mails copies to all those units without identified deliverers. If you are not receiving your paper copy, the process is breaking down at some point: your distributor may be delayed in picking the copies up and is late delivering to the door-to-door volunteers, or your door-to-door volunteer has been delayed in delivering the copies to you and your neighbors’ doors.

    In any case, if you are having newsletter delivery problems, always notify the Parkfairfax newsletter coordinator at the front office. She will investigate where the process is broken and ensure your newsletter is delivered, or put your unit on the mailing list if necessary. Contact number is 703-998-6315.

    First, the annual fall gutter cleaning project has been completed. I am pleased to report that our staff completed installation of a product called “Gutter Filter” in all gutters during this year’s program. This was a 4 year project that we completed in 3 years thanks to the hard work of our staff.

    The Gutter Filter is a product that protects the gutters from being clogged with branches and leaves. Materials cost for this project were budgeted at $200,000 but came in at ap-proximately $150,000.

    Next year the gutter cleaning task will be much less onerous with the property being entirely fitted with the gutter filter.

    Second, staff and the Elections Committee are working diligently to get ready for the April 16th annual meeting, including the call for candidates and the actual distribution of proxies and the conduct of the voting process itself.

    New this year will be the option of electronic voting which should assist greatly in achieving quorum, which is necessary for the Annual Meeting to be convened and business to be conducted - please watch for more information on this in next month’s newsletter.

    Third, at the January Board Meeting Director Dave Bush put forward a draft proposal for the Association to conduct a 1-2 year project to update all Administrative and Policy Resolutions for the Association. These documents set the ground rules for much of what gets done by the Association in the operation of Parkfairfax.

    The Board is presently reviewing Director Bush’s proposal and will address it in an upcoming Board meeting.

    Dear Editor,

    The Board of Directors is given unlimited power to set a monthly assessment to maintain the property. We have seen the assessments go up each year by a substantial amount. Does the board spend this money wisely?

    Each year there is door to door soliciting of proxy votes to elect three directors. Do you see these people after the election? A proxy gives someone else the power to select the directors who will set your monthly assessment. A really unwise decision could leave your home worth nothing and but you still owe the mortgage.

    I urge all unit owners to attend the annual meeting on April 16.

    You should be able to ask the board of directors how they plan to manage the condominium.

    For February, the group is reading Claire Messud’s novel The Woman Upstairs. Nora Eldridge, third-grade teacher and frustrated artist, describes herself as “the quiet woman at the end of the third-floor hallway, whose trash is always tidy, who smiles brightly in the stairwell.” But she is seething inside, and the arrival of an exotic Lebanese-Italian family sends her life veering into uncharted territory.     Party Room Rental Available!

    Any resident of Parkfairfax may reserve the Party Room. Requests for reservations must be submitted for approval to the General Manager and will be awarded on a first-come, first-served basis.

    Hours:

    The Party Room is available to rent during the day. The les-see may begin entertainment preparation after 8 a.m. The room may be used until midnight, Sunday through Thurs-day; and until 1 a.m. on Saturdays. The Party Room may be used until 2 a.m. for New Year’s Eve functions.

    Fees:

    A prepaid security deposit of $200 and a rental fee of $100 are required to rent the Party Room, along with a copy of in-surance coverage of $100,000 at the time of reservation. The deposit will be returned within three weeks of the date of the function, provided that there was no damage done and no clean-up was required.

    Storage Rental Available

    The Association currently has storage rentals available.

    Bldg 810 – Closet 1 – $120 for 6 months, $240 for 12 months.

    Scheduled Preventive Maintenance

    Yearly Attic / Alarm inspections

    Each year inspections are made for alarms installed in attics. Inspections are also made on a three year cycle for attics which do not have alarms. This year’s schedule includes attics located in the 400, 500, 600 buildings and part of the 900’s. Notices will be given prior to the inspection as well as follow up sheets on what was found.

    Please remember not to overload the attic with excess stor-age. Excessive amounts of storage will restrict air flow and can create a condition favorable for mold growth. Remem-ber, a clear path down the “cat walk” of your attic must be maintained so that essential inspections can be quickly performed. Please place storage to the sides of the walkway. You can place boards across the tops of the wooden joists to support the load; do not nail them down. The maintenance staff will do what they reasonably can to maneuver through the attics, but remember, they cannot take the time to make pathways through years of collecting, or take risks in at-tempting to crawl over the tops of boxes.

    If you see your ceiling sagging or believe you have a ceiling coming loose from the ceiling joists, please call the office to schedule a free ceiling inspection.

    Gutter cleaning

    The Maintenance Crews have completed thisseason’s gutter filter installation, and are finishing checking other gutters throughout the property. Part ofthe process involves checking the gutter nails to make sure the gutters are tight and secure. Many of the gutterfasteners have been changed to the screw type which hold very well, however there are still several gutters which have nails that can come loose over time. While effort is made to see that the gutters are tight and loose nails are tightened, such issues can still arise throughout the year. Please report a loose gutter to maintenance by calling 703-998-6315.

    Maintain heat in your home this winter

    If you are responsible for a vacant unit, or if you are going to be away from home for any period of time this winter, please:

    *Make sure there is ample heat in your unit, especially in your kitchen and bathroom.*Have a neighbor check on your unit periodically.*Make sure the Maintenance Office has an emergency key to your unit “just in case”.

    The water piping in your unit can freeze if sufficient heatis not maintained. When this frozen pipe ruptures, you can be flooded. Please prevent this needless damage, maintain adequate heat in your unit.

    DO NOT use your oven as a source of home heat under any circumstances! This is not only hazardous to your health, but it will also contribute damaging levels of moisture to your unit (condensation, paint/plaster/floor damage, mold andmildew).

    Problems from moisture intrusion

    From time to time we have reports from Parkfairfax residents who find moisture intrusion near a through-the-wall A/C unit.If you find yourself with such a problem please call Parkfairfax 703-998-6315 to have it inspected. Parkfairfax bears responsibility for maintaining a proper seal between the brick and the metal thru-the-wall sleeve, however, it is the resident’s responsibility to maintain a proper seal be-tween the A/C unit and the sleeve. We have found instances where an energetic contractor has talked a resident into letting them remove the sleeve when replacing an A/C unit. This should never be allowed to happen, but when it does the resident then becomes responsible not only for possible water intrusion, but also for the re-installation of a new sleeve. If you are not sure that your A/C unit has the proper sleeve, please call Parkfairfax to have it checked.

    Replacement of a Through-the-wall A/C unit

    At some point you may find yourself needing to replace a through-the-wall A/C unit. If you do, please be certain that the correct replacement is used. There are contractors who are willing to use a standard window unit as a replacement for a thru-the-wall unit, however, due to the venting of a standard window A/C unit you may find it not only loses part of its’ cooling ability, but you may also end up paying more to cool your home. Always insist that a thru-the-wall unit is replaced with another thru-the-wall unit. You can tell the difference between the two simply by looking at them.The casing of a through-the-wall unit will have louvers for exterior venting on the back of the unit, whereas a window unit will have venting louvers on the side/s as well.

    You should be aware that through the wall units can be pur-chased to heat as well as cool.

    Snow Removal Procedures

    Staff is responsible for clearing all common element walks (serving more than one unit) and each resident is reminded that they are responsible for clearing portions of the walk

    ways that serve only their unit. Residents who are physically unable to clear their own walks may complete the “Request for Snow Removal Assistance” form and return it to the main office. This form must be completed each and every year. This form may be found in this newsletter, or at the main office. Also:

    *Please do not use the sand barrels placed near the Laundry Rooms as trash receptacles or “dog walk” containers.*Please do not park in the intersections or crosswalksduring a storm. This stops the equipment.*Please do not “reserve” parking spaces. All parking lanes will be plowed once an adequate number of cars leave.*Please do not ask staff to dig out your car or give your car a jump-start.*While digging out your car, please do not make huge piles on the streets or sidewalks.*Please do be patient.

    Help us serve you better

    When submitting a request for work to be done inside your unit, trying to get it scheduled often takes additional time. If you would be willing for us to come in and complete the requested work at our earliest convenience, please ask the service provider to type ‘Okay to enter’ on the work order. This will allow us to do the work without going through a scheduling process which often results in delays. This applies to any residence without an active alarm or loose dog. When submitting a work request please also ask that other pertinent information be included, such as “top lock only”, or “loose cat”, “keep door closed”, etc. The informa-tion you provide helps us get your work request completed more efficiently. Of course, if you have a dog or any other reason requiring the work to be scheduled, we will be happy to schedule it with you.

    Upgraded Windows

    Making sure windows are closed tightly will help keep cold air out, often a window may seem to be closed however if it is not locked it may still be allowing unwanted cold air to come in. Please remember to not only close your windows, but also lock them to keep them as tight as possible, locking also makes your unit more secure! Be On the Lookout for Leaks in Your Unit

    Do you have any plaster or paint bubbling in your unit or water stains that keep getting worse? The Association wants to find storm and plumbing related leaks as soon as possible. This helps minimize damage to the units and keep down repair costs (the Association’s and yours). Gutter and roof leaks never get any better over time, and neither do plumb-ing leaks.

    Obvious leaks that are allowed to continue over long peri-ods can create extensive and costly damage. In such cases of obvious negligence, the homeowner may have to carry the burden of interior repair costs for their unit and the Associa-tion may only repair the common element causing the dam-age (a leaking roof, water supply, etc.). Leaks from private (homeowner owned) portions of plumbing pipes (generally to 1 inch within the wall serving that one unit) should also be found as quickly as possible to minimize repair costs to the homeowner.

    To help you with this, the Association will perform plumbing inspections at no cost! If you have evi-dence of a leak from outside of your unit, call Mainte-nance at 703-998-6315, this can also be checked at no cost to you! Storm water leaks get worse after it rains and the damage will appear in areas adjacent to, or beneath, the source of water. Keep in mind that wide-spread paint failure is generally not the result of a leak, but is more likely caused by excessive humidity within the unit, improper painting in the past, or old paint that needs to be maintained. Even if the problem is just simple condensation, paint failure, or normal and ex-pected plaster maintenance, you will have the knowledge of what to do next. Clothes and/or Dishwashers

    ups of soapsuds in their sinks when an upper level unit is

    using their washer.

    This can even happen in a perfectly clear pipe if the wrong type, or too much, detergent is used. Please read the label, use the right detergent for your machine, and use the appro-priate amount. This will make everyone’s life a little easier. Dumpsters at the Maintenance Yard

    There now four types of dumpsters at the Maintenance Yard and they are used in different ways. Right after you enter through the Maintenance Yard gate, you will find three small dumpsters on the left. These are for regular household trash, the same trash bags that Jeffrey’s would pick up at your door. Use them any time you’ve missed the regularly sched-uled pick up.

    The next two dumpsters are large, open-top, construction-type dumpsters. They are for larger household items—rugs, furniture, debris from home repair projects, etc. The next open-top dumpster (near the landscapers’ chipper) is for landscape material only; garden debris, Christmas trees, branches (usually staff collected), dead shrubs, etc. The next two (smaller) dumpsters are for our single stream recycle col-lection. This is where you should place your recyclables.

    Last is an open-topped, large, construction dumpster located near the car wash, and it is for metal only— it can be used for homeowner’s appliances, file cabinets, metal shelving... anything that is primarily made of metal. This metal is re-cycled and Parkfairfax is not charged for this dumpster or its related disposal costs.

    Please be advised, there are no facilities at the Maintenance Yard for disposing household cleaning supplies, tires, motor oil, paint, solvents, pesticides, herbicides, etc. It is illegal to dump these items at the yard, and you will be subject to prosecution if you do so! The items should be taken to the City of Alexandria collection facility at 3224 Colvin Street.

    Hazardous waste recycling is available Mondays and Sat-urdays, 7:30 a.m. to 3:30 p.m. except Holidays. Call 703-746-4410 for details or directions. This is a free City service, however, only you the Alexandria resident and purchaser/user of these old paints, oils, solvents, etc., may drop these items off with the City. Parkfairfax staff cannot do this for you. Please put disposable items into the appropriate dump-ster.

    ALEXANDRiA POLiCE REPORT

    Officer Fromm reported two incidents on the property since last month’s meeting: Three dollars in change was stolen from an un-locked vehicle and an attempt to steal a package from another ve-hicle, however, the resident confronted the thief, who then dropped the package and ran away. Officer Fromm reminded residents to be mindful of packages and to ask neighbors to hold deliveries if necessary.

    RESiDENT FORUM

    Mr. Bush spoke about the death of Parkfairfax resident and former City Manager Vola Lawson. Mr. Bush acknowledged her many accomplishments and extensive community involvement, both in Parkfairfax during the 1960’s and 1970’s and when she returned after retirement from city life and in the city and state. He recom-mended naming the wooded area along Valley Drive and Gunston Road the David and Vola Lawson Woodland Park in honor of their service to the community.

    Communications Committee

    Secretary Moha raised a concern about the late distribution of newsletters to those who are expected to deliver them door-to-door.

    He noted that time is short, as many will be leaving for the holidays and he was worried that some would not be delivered. He emphasized that management must do a better job at producing the newsletter in a timely manner so it can be distributed by volunteers by the 1st of the month.

    Appointments to FY 2015 Elections Committee: (R) MOVED by Mr. Drew, SECONDED by Ms. Woods to con-firm the appointments of Judy Baizer, Sally Burmeister and Susan Struthers to the Elections Committee for the April 2014 Board Elections. The motion passed unanimously (9-0-0).

    Greenspaces Landscaping Plan:

    The Board discussed landscaping plans and report to be submitted by Mr. Neal Howlett. The Board recommended reviewing plans in further detail and making plans during budget talks and meetings.

    Suzanne Kelly 3208 Martha Custis:

    Mr. Heinze reported that Ms. Kelly has not responded to his telephone calls requesting a time during which they could meet to allow him to see damages allegedly made to various portions of her unit during repair of a ceiling.

    EXECUTiVE SESSiON:

    (R) At 9:17 p.m., the Board unanimously voted to approve a Mo-tion made by Mr. Bush and Seconded by Ms. Schramek, to recess the Open Session and reconvene in Executive Session to discuss personnel, legal or contractual matters, as permitted by subsection
