Message from the Execitive Director . . .Dear Frankfort Park District Patron,

Did you know the Frankfort Park District is a Special Taxing District? What does that mean? The Park District is separate from the

Village of Frankfort with a separate 5 member elected Board of Commissioners. The Park District levies taxes on properties within

the Frankfort Park District that makes up 2.5% of the total Village of Frankfort Resident’s property tax bill. The property tax monies

are used to maintain the 19 parks and playgrounds, which includes over 300 acres of park space,

recreation facilities and retains staff

to administer the recreation programs and activities. The property taxes and program fees are the only source of revenue for the

Park

District. The Park District does not share in sales tax, income tax or utility taxes that are received by l

ocal municipalities.

The Park District often receives calls from Residents asking why Frankfort doesn’t

have a community pool or a community center.

Given the high caliber community that Frankfort is, this is a reasonable question. With the current tax rate in place for the Par

k District,

there are limited funds for capital projects. To construct a pool or community center, the estimated construction costs would be upwards

of $10-20 million dollars. The current funding for the Park District provides for $150,000 ann

ually for capital projects. The capital

funds are used for maintenance projects such as playground replacement and roof and asphalt repairs. It wou

ld be necessary to

increase revenue sources to fund a construction project. Revenue can be increase

d through a referendum supported by the voters

to fund a particular project or to increase the tax rate.

The District looks for alternative funding, which at times is available through grants and sponso

rships. The State of Illinois has several

programs and this year there are funds available through the Open Space Land Acquisitio

n Development (OSLAD) grant program.

This park district has been fortunate to receive this grant in the past to develop num

erous parks. The grant program is a 50% matching

up to $400,000. The Park District is submitting an OSLAD grant application. If rece

ived the funds would be used to update the splash

pad at Commissioners Park and would include modifications to remove the existing skate park to add pickleball courts, renovated

paths and add a small adventure play area. The Park District will continue to look at funding opportun

ities, which may include public

and private partnerships to address recreation needs for the community. In the year ahead, the Park Distric

t will be updating the

comprehensive plan which will include input from the community. When the time comes, please provide the feedback.

SCARECROW BUILDING CONTESTCalling all scout groups, homeowners associations, business members

and families…Join the seventh annual Scarecrow Building Contest!

Scarecrows will be displayed outside the Founders Community Center,

so let your creative skills shine and construct eye catching entries. The

cross sticks will be provided by the Park District and will be avail-

able for pick-up starting August 26. All entries are due by October

9. Voting will run from October 14 - 31. Voting will take place at the

Founders Community Center office and on the Park District’s Facebook

page.

HOWL-A-WOOF Trick or Treat!!! Bring your dog all dressed up for this costume competition,

dog friendly games, bone yard hunt and trick or treating event. Dogs

will have the opportunity to “Trick or Treat” around the Bark Park so

remember to bring your bags to collect all their goodies. Dogs will also

have a chance to enter the costume contest and be judged on – Best

Overall, Funniest and Scariest. Families and all friendly dogs are welcome

at this free, on-leash event. An adult should accompany dog-owners

under the age of 12. While you are enjoying this event, please remember

to pick-up a membership packet for the Bark Park.

FAMILY FALL CAMPFIRE & OVERNIGHT CAMPOUTStart the fall season out with your family and friends. Enjoy a cool fall

evening around a campfire in Commissioners Park. Roast marshmal-

lows, drink hot chocolate, play field games, enjoy a hayride, dance to

music and listen to ghost stories. For the Campout, bring your tent and

sleeping bags to camp overnight at Commissioners Park. Families will

enjoy an outdoor movie with popcorn and a continental breakfast in

the morning. Family fun for all!

CANDY COLLECTION FOR VETERANS We Want Your Leftover Halloween Candy! The Frankfort Park District is

collecting Bite Size Halloween Candy for the residents at the Veterans

Home in Manteno. Bite Size Candy is the #1 item requested by the

residents at the Veterans Home. So kids, bring in your leftover and

excess Halloween Candy to be donated to the retired Veterans at the

Veterans Home in Manteno. You can drop off candy at the Frankfort Park

District, Founders Community Center, 140 Oak Street.

TURKEY TIME FUNHere’s your chance to burn off some of your energy before eating all

that turkey on Thanksgiving. Kids will have fun playing games, making

a turkey craft, jumping around in a giant inflatable and enjoying some

ice cream.

LETTERS TO SANTAPark District Residents Only

Starting November 18, Santa’s mailbox will be displayed at the

Founders Community Center. Santa will personally write to each family

who writes him a letter, provided that all letters are received by 5:00 pm

on Wednesday, December 4. Santa can only send letters to children

who include the following: child’s full name, address, city, zip code and

of course, their wish list! Parents, please complete checklist when send-

ing the letter. Checklists will be available at the main office or on the

Park District website. Please address letters to: Santa Claus, 25 Candy

THE POLAR EXPRESS STORYTIME TRAINALL ABOARD…The Frankfort Park District would like to invite children

and their parents to take this special train ride to the “North Pole”. On

the way to the “North Pole,” Santa’s elves will be busy making balloon

animals while you enjoy listening to the “Polar Express” story. When

we reach the “North Pole”, we will find Santa Claus and bring him back

with us on the train to the Hickory Creek Metra Station. Enjoy holiday

cookies and music on our way home. A parent or guardian must

accompany all children. Due to the popularity of this event, a maximum

of six tickets per household are available to purchase at time of registration.

LONG RANGE PLANS FOR THE PARK DISTRICTThe Park District completed a Facility Assessment Study with DLA Architects. The process included on-sitewalk-throughs of the District’s buildings and grounds. The tool created from the study will serve as a planningtool aiding the District in the fiscal forecasting and identifying potential future expenditures. The tool will enablethe administrative staff and the Park Commissioners to establish future construction and maintenance budgets.The process of completing the study is a stepping stone for developing a comprehensive plan for future needsand budget expenditures. The assessment study is a major component of the Park District’s long-range plan.The District is looking to prioritize the projects and allocate resources for the projects. The Park District will beevaluating grant opportunities from the State of Illinois for possible funding of projects in the survey.

OPERATION PLAYGROUND FOUNDATION TACKLES PICKLEBALLThe Foundation is working on their next park project. The goal is to address the increased participationand growth in pickleball. Pickleball is one of the fastest growing recreational sports. The Park Districtcurrently offers open pickleball at the Founders Center but does not have outdoor courts. OperationPlayground and the staff worked to find a location where outdoor pickleball courts could be added.It is popular to repurpose tennis courts for pickleball. However, Frankfort doesn’t have a surplus oftennis courts. There seems to be a way to repurpose the skate park pad at Commissioners Park whileutilizing the skate park equipment at another location.

The Foundation is working to raise funds to develop the 3 pickleball courts that will be located atCommissioners Park. The courts will be enclosed and will include shade structures. The Foundationwill fund the pickleball court project but is hopeful funds may be available through state grantfunding to offset the cost. The goal is to move the project forward in the 2020. Operation Playgroundraises funds for park projects through the annual Pours for Parks Beer Tasting and through managingthe accessible parking at the annual Fall Fest. Operation Playground is a registered 501C3 andwelcomes donations and volunteers. To learn more, visit their website at www.opfrankfort.org.

JUDY HERDER MEMORIALPUMPTRACK DEDICATION ANDSTRIDER CUPThe Frankfort Park District and OperationPlayground Foundation celebrated the JudyHerder Pumptrack Dedication and Strider Cup onThursday, June 27 at Indian Boundary Park,Nebraska St. & Luther Lane. The celebrationincluded time trial races for striders, bikes,scooters, and skateboards on the newpumptrack. Striders were provided by FnABicycles. There was also a bicycle safety andobstacle course. Frankfort Police Departmentwas present to provide bike safety information.

Thank you to all who made the Judy Herder Memorial Pumptrack possible. Thisis a great way to honor a wonderful person and leave a lasting asset for generations to come. Thank you to theHerder family for allowing us to honor Judy. A special thank you to the Frankfort Brass Band for the donationof the park bench. Thank you to FnA Cycle and Frankfort Police Department for being part of the event.

FRANKFORT PARKDISTRICT “ON POINTE”DANCERS WON NEWYORK EXPERIENCEIn March 2019 several dancers

from the Frankfort Park District “OnPointe” program won a chance to

dance in New York City this summer.Dancers Emma Buckley, Jenna Murino, Sarah

Huber and Taylor Pandell of New Lenox took advantage of theopportunity by taking part in the New York Experience they won atthe Kids Artistic Revue Dance Competition. On Saturday, July 13ththese dancers took dance classes at Broadway Dance Center in NewYork City; had a Master Class with the Rockettes and a full tour of RadioCity Music Hall, learned choreography from Broadway Performers whowere in Wicked, saw two different Broadway Musicals, and toured NewYork City. NEWLY RE-ELECTED BOARD COMMISSIONERFrankfort voters supported a referendum in the November 2018 electionthat reduced the Frankfort Park District Board from a 7 to 5 memberboard. As part of the Board reduction, only one seat was up for thespring election. At the May 14th Frankfort Park District Board Meeting,Commissioner Tom Barz was sworn in for his 6th term. Tom Barz hasserved on the Frankfort Park District Board since 1999. During histenure, Tom has worked with the park board to obtain $1.5 millionfrom the State of Illinois for OSLAD grant programs and he assistedin the park district adding 150 additional acres of park space. Duringhis time on the Board, Tom has been involved at the state level servingas President of the Illinois Association of Park Districts and servingon numerous committees within the Illinois Park and RecreationAssociation. The Park District is excited to have Tom Barz continueto serve on the Board for another four year term.

MEDICINE WHEEL PLANTING 2019Annually, the Old Town Homeowners Association, residents of the community of Frankfort,plant flowers in the Frankfort Park District - Medicine Wheel on the west side of the FoundersCommunity Center, 140 Oak Street. Donations of flowers are secured from Alsip Home &Nursery, Garden Glen and Saunoris’ Garden Center. The Native American Indian MedicineWheel is a symbol of the interconnectedness of all things in the Circle of Life. The flowercolors; red, yellow, white and black represent the four races of humankind and the centercircle represents the Great Creator from which all of life comes. Medicine wheels were used

as tribal gathering spaces to commune with the spirit and for ceremony and celebration. TheFrankfort Park District would like to thank all for their hard work planting and all of the donations

SPOTLIGHT ON INSTRUCTOR - LAURIE PITONLaurie Piton has been teaching Adult Photography classes at the Frankfort Park District since June 2001and is a resident of Orland Park. She teaches a wide variety of Photography classes; Beginning D-SLR,Macro Photography, Flash Photography, Green Screen Photography, Image Editing, Composition, andBlack & White Photography. Laurie loves photography and sharing her passion with others so they canuse their cameras effectively while also being creative.

Laurie’s passion for photography goes way back. She said, “When I was 7, my Uncle who was intophotography gave me my first camera as a gift. I would burn out the flash every couple years or so andneed another 110 camera. That gift woke up the photo bug in me.” She received her first film SLRcamera in high school, and was the yearbook photographer her junior and senior years. After highschool Laurie studied commercial photography at Winona International School of Professional Photography.

PreschoolREGISTRATION

All preschool programs run from September 2019 to May 2020. Registrationbegan February 4 for the 2019-20 school year, but is ongoing as long asthere are spots available. Registration takes place at the FoundersCommunity Center at 140 Oak Street, Frankfort and can only be done INPERSON. A copy of the child’s birth certificate is required at the time ofregistration for new participants. A $50 non-refundable registration fee isdue at the time of registration. AUTO - PAYMENT will be mandatory for themonthly payment option (see form in preschool packet. Call the ParkDistrict at 815-469-9400 if you have any questions or would like to visit ourprograms while they are in session. *Full – At this time the class is full.Please contact the Park District office to inquire about availability or to beadded to the waitlist.

ME TWO 2 YEARS This program will provide young children with the experience of socializingwith their peers and practice separating from parents. The children willenjoy age appropriate arts & crafts, music, stories, games and snack time.The child must be 2 by September 1, 2019. Being toilet trained is NOTmandatory. A physical is required. Day: Tuesday & ThursdayTime: 9:00 – 11:00 am* Fee: $105/NR $110 per month

WEE WORKS 2.5 YEARSThis twice weekly program is perfect for young children anxious to meetfriends. The class will be filled with play time, arts & crafts, stories, musicand snack time. The child must be 2.5 years old by September 1, 2019.Being toilet trained is NOT mandatory. A physical is required.Day: Wednesday & FridayTimes: 9:00 – 11:00 am* OR 12:00 – 2:00 pmFee: $105/NR $110 per month

PLAY SCHOOL 3 YEARSThis program will provide time for young children to learn how to interactwith their peers. Fun activities help the children learn to share and followdirections. Colors, numbers, and the alphabet are introduced. The childmust be 3 years old by September 1, 2019 and MUST be toilet trained. Aphysical is required. Days: Tuesday & Thursday Times: 8:45 – 11:15 am* OR 12:15 – 2:45 pm Fee: $120/NR $125 per month

PREP SCHOOL 4 YEARSThis Kindergarten preparation program is for children who will be 4 yearsold by September 1, 2019 and MUST be toilet trained. The curriculum includesage appropriate activities for language arts, math, science, motor skills,and socialization. Field trips are also taken. A physical is required. Praire CareBEFORE & AFTER SCHOOL CARE PROGRAM

The Prairie Care program is designed to provide a safe, recreationalbased program for children attending District 157C schools in gradesKindergarten – 5th grade. The program is coordinated by qualified staffwho strive to develop a warm constructive relationship with the children.Prairie Care provides a creative and stimulating environment in whichchildren can learn, grow and thrive at their own developmental pace.

Regular hours of the program will be from 6:30 AM until school beginsand then from the end of school until 6:30 PM. Most district institutedays are available. ALL BEFORE AND AFTER SCHOOL PROGRAMS WILLFOLLOW THE SCHOOL DISTRICT POLICY ON SNOW DAYS - CLOSED.

IGNITE CHEERLEADING Ignite cheer classes are a great way to introduce your athlete to the sportof cheerleading. Athletes will learn level appropriate skills including butnot limited to cheers, dance, jumps, motions and beginner stunts. Each15-week session will end with an in house competition between all ofour locations. In our 55-minute classes which are held once a week,coaches follow a detailed lesson plan to ensure that each student islearning while having fun. During the last class of the session, studentswill showcase everything they learned. The Ignite in-house RecreationalCompetition is ONLY optional. Mom & Me Ballet: This class is a great way for children ages 2 and 3 andtheir parents to have fun together while introducing the child to the verybeginning steps in dance.

Pre Dance: This class introduces a structured environment while allowingchildren to recognize their own individuality and body mobility.

Dance Fusion: Concentration is on vocabulary, alignment and properexecution of movement and memorization and independence throughsequential tasking. Dance genres covered in each session are ballet, jazz,tap, and creative movement.

Ballet 1: More advanced stretching and strengthening exercises aregiven, barre work is introduced with a greater emphasis on vocabularyand French terminology.

Ballet 2 and 3:This is more advanced stretching and strengthening exercises,barre work is continued with a greater emphasis on vocabulary, musicality,balance and coordination, as well as French terminology.

Pointe: This is performed using hard–toed and stiff-shanked pointeshoes. Dancing on pointe requires strength and skill, so prior permissionfrom instructor is required before students begin taking pointe classes.Must be enrolled in Ballet 3 in order to be in Pointe.

Tap: This dance emphasizes the flow of movement by teaching thedancer to find rhythms and beats not only in music but in their own bodies.

Jazz: Emphasis is on the importance of energy, rhythmical accuracy, andstyle. Each level of jazz is a continuation of the previous level andincreases in difficulty.

Girls Hip Hop Class: Emphasis on popping, locking, and other hip-hopmovements that are utilized in only Hip-Hop dance. Must be 13 and olderfor this class.

Boys Hip Hop Class: This is a special dance that just for the little manin your life. In this class the boys will focus on Hip-Hop and Jazz stylesthat the girls work on, but will have the opportunity to be with just boys.

Dance Troupe: In order to enroll in this class you must also be in Jazz 1,2, or 3 and Ballet 1, 2, or 3 for the Troupe. Boys must be enrolled in theBoys Hip-Hop class and any of the above classes. We have three differentage levels for competition. Petite, Junior, and Senior groups. Age decideswhat group you are in. Troupe does two dance competitions per year.This class also has a strict attendance policy and you must attend allclasses. If you miss 2 or more classes you will be dropped from the DanceTroupe. Attendance is a MUST.

Jazz & Tap (OnPointe 50+):On Pointe 50+ classes are geared to studentsages 50 years and older who are returning to dance or starting dance forthe first time. 28YOUTH BASKETBALL LEAGUEThe Youth Basketball League is for boys and girls entering 1st - 8th grades. The league isdesigned for participants to utilize fundamental skills of basketball in game situations. Avolunteer head coach, who will provide instruction on basketball fundamentals, in a positiveand fun environment, will direct each team. The head coach, staff and referees will bereinforcing the skills that have been taught or are being developed during practice. Inaddition to the focus on basketball skills, the program offers children the opportunity tointeract with both peers and coaches, learn good sportsmanship and how to work as partof a team.

MEN’S FALL 12” SOFTBALL LEAGUEGet a group of friends together and enjoy this Recreational Men’s SoftballLeague. The league will consist of eight teams playing a seven gameschedule with a single elimination tournament for the top 4 teams atthe end of the season. INCLUSION - The Frankfort Park District welcomes participation in allprograms by individuals with disabilities and special needs. The FrankfortPark District works cooperatively with the Lincolnway Special RecreationAssociation (LWSRA) to facilitate successful participation for individualswho request an inclusion aide. If you are asking for special assistance foryour child to participate in a Park District program, please inform thePark District Staff at the time of registration. An evaluation process willthen be implemented by LWSRA. Therefore, timely registration is important.Please register and request an aide no later than two weeks before thestart of the program.

REFUND POLICY• Refunds of 100% will be made, less a $5.00 service charge, if notified

at least 2 working days prior to the start of the program or if a doctor’snote is provided for an injury or illness. Refund checks take up to twoweeks to be processed. **There are no refunds given for Trips, One-DayPrograms, or Special Events.

• All League deposits are non-refundable. There are NO refunds onleagues once the team rosters and/or schedules are made.

• A 50% refund will be given if notified prior to the second course meetingfor reasons other than a doctor-verified illness or injury. The doctor’snote and a completed refund form, must be submitted to us within aweek of the doctor visit and also within the program session dates.

• All refunds must be done in person at the park district office. They cannotbe completed over the phone.

• Full refunds are granted without penalty for: A refund that is initiatedby the Park District (i.e. low enrollment/canceled class) *With theexception of patrons who have registered on-line, the convenience feeis NON-refundable.

NSF RETURNED CHECK POLICY - For any check returned to thePark District for non-sufficient funds, the issuer must pay with cash tocover the check, pay any bank charges and fees and pay a $25 NSFsurcharge to the Park District.

PARTICIPATION POLICY - The Frankfort Park District assumes NOresponsibility for personal injury or loss of personal property for thoseparticipating in Park District-sponsored activities. It is urged that allparticipants have active medical insurance coverage.

PHOTOGRAPH POLICY/SOCIAL MEDIA - The Frankfort ParkDistrict uses pictures of program participants to highlight the manyrecreational activities available. We do not use identification in ourbrochure or other print opportunities. If you do not want a picture ofyourself or your child taken, please tell the instructor and/or the photographer.

RENTAL INFORMATIONThe Founders Center is available for weddings, showers, parties, meetingsand all of your conference needs. Our classrooms, gymnasium andFounders Room are perfect for groups of 5-150. The Founders Room ofthe Founders Center may be reserved six months prior to the scheduledevent. LOOK FOR THE STAFF SHIRTThere will be a Park District Building Supervisor present for every activityat the Founders Center and all Park programs held at Hickory Creek MiddleSchool, Chelsea Intermediate School, Grand Prairie Elementary Schooland Lincoln-Way East Field House. They are responsible for monitoring thebuilding and assisting when needed. They are easily identified by their ParkDistrict shirt.

PAVILION RENTALSAll pavilions at Commissioners Park and Main Park shall require a permitfor use by 10 or more persons. There must be a minimum of 1 adult perevery 10 children. The maximum number of persons per pavilion shallbe 50. User must complete the Application for Use of Facilities form providedby the Park District and pay fees accordingly. Rental of a pavilion includesthe pavilion ONLY. Rentals do not include playgrounds, ballfields or anyother recreational area. All rules and ordinances of the Park District mustbe followed and will apply to pavilion users.

GUIDELINES FOR USE OF PARK DISTRICT FACILITIES• Rental applications must be completed in full, signed by an adult over

the age of 21 who assumes responsibility for the event and will bepresent during the entire rental period.

• All rental applications must be submitted no later than 14 days priorto the rental date requested. No functions are to be held for the purposeof advertising or promotion of outside organizations without priorauthorization.

Cancellation Policy:• Cancellations made earlier than 14 days will be required to pay a

25% cancellation fee of the rental fee. • Cancellations made within 14 days of the event will be required

to pay a 40% cancellation fee of the rental fee. Rental Modification Policy:

• To change the rental date you must cancel and complete anew Application for Rental of Facilities.

• Any changes to the rental times made 14 days prior to the rentalwill be charged a $25 processing fee.

• Any changes to the rental times made under 14 days of the rentalwill be charged a $50 processing fee.

• All rental modifications will be approved based on staff and facilityavailability.

• Participants are not to arrive earlier than the designated starting timelisted on the permit/rental agreement.

• No persons shall use any Park District building facilities that are notexclusively for the use of their function

• Any organization or group must supply their own equipment and maynot use Park District equipment unless prior permission has beengranted.

• Special requests must be provided prior to activity for the use ofchairs, tables and any other equipment that you may deem necessary.

• A fee will be charged in order to compensate for manpower, suppliesand insurance, which will be at the discretion of the Executive Director.

• Outside organizations must furnish the Park District with a certificateof insurance, naming the Park District as the additional insured.

• Children must be supervised at all times with a Parent to Child ratioof 1:10.

• Guests attending your event must remain in your designated room.Use of other areas of the center is prohibited. Your guests are your soleresponsibility.

• No smoking allowed – the Frankfort Park District is a tobacco freeenvironment. Smoking and all tobacco products are prohibited at allour parks, park buildings and any park property outside of our buildings

• No improper language or conduct shall be displayed, no damage shallbe done to Park property nor shall any person engage in any indecentact or other personal behavior not accepted in public areas.

• All Park facilities shall be put back in order and all trash cleared outof rented area.

• The Park District will have staff on duty during your rental to assistyou. They will set up tables, remove trash and assist you in any waythey can. It is the sole responsibility of the host to provide supervisionfor any and all activities during the rental. All guests should enter andexit through the main entrance.

• No glitter, confetti, nails, Velcro, or other permanent adhesives maybe used on the walls. Masking or painters tape may be used. Pleaseremove all tape and decoration before leaving. Failure to remove anyof these items may result in loss of security deposit

OPERATION PLAYGROUND FOUNDATIONOperation Playground is a 501(c)(3) organization and was established in2000 by a group of volunteers in Frankfort, Illinois. Its initial project wasthe construction of Fort Frankfort, a children's park which is situatedwithin Commissioner's Park located at Laraway Road and S. 80th Ave.Operation Playground's second major project was Frankfort Bark Park,a dog park with a state-of-the-art gate and monitoring system. The dogpark which opened in May 2007 sits on three acres of land at the north-west corner of Commissioner's Park. Latest projects include funding ofthe 3-on-3 basketball half courts at Main Park and installation of the Ga-gapit at Commissioners Park. Operation Playground continuously raisesmoney year-round to maintain both of these parks as well as addingamenities or enhancements to other Frankfort parks.For more information, please call the Park District office at 815-469-9400or visit the website at www.opfrankfort.org.

MEMORIAL BENCH DONATIONThe Frankfort Park District also offers a memorial black iron park benchwhich can be placed in the park of your choice, with Park District approval.A personal plaque will be attached to the bench. MEMORIAL TREE DONATIONSThe Frankfort Park District is proud to continue a MemorialTree Program toplant trees in parks for all Frankfort residents to enjoy. Through thisprogram, you can honor or remember a person, an event or an organizationby having a tree planted in their name. A tree can be given to celebratesomeone’s birthday, to memorialize a deceased, commemorate a specialevent in your life or recognize an organization and their accomplishments.

A donation of $500 will purchase a tree in a park designated by the donoror honoree. Trees will be planted in the spring and fall each year. In addition,the year, along with the name of the person, event or organization beinghonored, will be proudly displayed on Plaque at the base of the tree. Thisprogram benefits the community as a whole, and the tree can be enjoyedfor years to come.

For all information regarding the Living Tree Program, contact the ParkDistrict office in the Founders Community Center at 469-9400. The ParkDistrict will assist you in selecting a park where trees are needed.
