3.TREASURER'S REPORT: In Barb’s absence, Tony reported Park Impact Fee revenues to be

$40,110.00 for 2019 and $8,462.00 for January – March 2020. He also reported that $65,000 in

impact fees were used in 2019 to support the Field of Dreams development.

5.a. Consider/Discuss/Act on Community Park Improvements Proposed by Greenville

Youth Sports: Darin Triplett, President of Greenville Youth Sports, presented an

overview of their proposed improvements to Diamonds C and D at Community Park. The

infield of Diamond C will be removed and replaced. Diamond D has a 6-foot elevation

drop from home plate to the outfield. This will be addressed by lowering the home plate

area by 2.5 feet and regrading out to the outfield. With this, retention walls will be

constructed along the home plate fence line to keep the bleacher area at the same elevation.

The dugouts would be moved further down the foul lines and enter to the field at

approximately first and third bases. The third base line will also be squared up to allow

space between the foul line and fence. This will result in the fence being closer to the

concession stand and will require removal of the storage shed. Darin entertained questions

from the Commission.

Motion by Paschke/Conrad to approve the improvements as proposed.

5.b. COVID-19 Response: Tony presented a report on the Department’s response to the

COVID-19 Health Crisis and entertained questions from the Commission.

5.c. Consider/Discuss/Act on Winter Maintenance Policy and Map for Trails and

Sidewalks: Tony presented an overview of the proposed Winter Maintenance Policy for

Trails and Sidewalks along with accompanying Map. This is being brought forth as a result

in an increased demand this winter for the clearing of snow from the trails. Some

commissioners stated that while they were initially opposed to clearing the trails, they have

come around to agreeing with the need due to increased use and demand. Additional

discussion was had and Tony entertained questions.

Motion by Judge/Paschke to approve the policy and map as proposed.

5.d. Consider/Discuss/Act on Turf Repairs for Lions Park: Tony presented an update

regarding the plan for performing turf restoration at Lions Park as a result of damage from

the Fall Fair. Two proposals were received from contractors ranging from approximately

$16,000 to $19,000. Town staff met with representatives from the Lions and Lioness Clubs

to discuss the proposal and come to a consensus moving forward. Town staff will not have

the time to perform the work internally and contracting will be expensive. It is also

believed that the Lions Club insurance will not cover the costs. It was agreed that the Lions

and Lioness Clubs would work together to perform the repairs on a volunteer basis. The

goal will be to complete the repairs by mid-June if possible. Otherwise, they would be

completed immediately following the Summer Sendoff. Shirley Carlson, Greenville

Lioness Club, was present to address questions from the Commission.

AGENDA MEMORANDUM

ACTION TYPE: This item is for discussion and acceptance only. BACKGROUND & SUMMARY: A report related to the activities of the Parks, Recreation and Forestry Department is provided to the Park Commission as follows: Field of Dreams Referendum Committee: The last committee meeting was held on April 14, 2020 with discussion focused on the scope of phase 1, estimated probable costs, the impact of COVID-19 on the project and promotional materials. Meeting minutes are also attached to this report. Staff met with John Kneer from Rettler Corporation on April 15, 2020 to discuss revising the scope and estimated probable costs based on input from the committee. A revised concept and estimated costs will be presented to the committee for review at their April 28, 2020 meeting. The committee also continues to discuss the COVID-19 Health Crisis and what its impact may be on the timeline for the project. At this time, the committee is comfortable with moving forward with the goal of an August referendum. Community Park Committee: I spoke with Gerry Skalla with the Civic Club and he is fine holding off on moving forward with this project at the moment. Cedar Corporation provided a sample of 3D Flyover renderings that could be considered for promoting the project later. Chip Garrow Memorial Trail: No update since the last meeting. Staff will be resuming full operations starting April 27 so we should be able to work on it again once we are caught up on our seasonal work. Winter Maintenance Policy and Map for Trails and Sidewalks: At their April 13, 2020 meeting, the Town Board reviewed the Winter Maintenance Policy, Map and Sidewalk Ordinance. The Policy and Ordinance were approved, however, the map was placed on hold.

The Board would like to see priority levels of maintenance identified to allow a higher level of snow removal service when time and resources allow. I will be working with our GIS Staff to create an updated map for review.

AGENDA MEMORANDUM

To: Park Commission From: Tony Nowak, Director of Parks, Recreation and Forestry Date: April 28, 2020 RE: COVID-19 Response Update

ACTION TYPE: This item is for discussion only. BACKGROUND & SUMMARY: Town staff continues to closely monitoring the situation related to the COVID-19 health crisis and are following the guidance of the Center for Disease Control and the Wisconsin Department of Public Health as well as complying with executive orders from the Governor’s Office. As such, an update regarding the response of the Parks, Recreation and Forestry Department is as follows:

Administrative office remains closed until further notice with administrative staff working remotely from home. All business is being conducted via web, email or phone.

Park maintenance operations have resumed full operations as of April 27, 2020. Staff are following best management practices to ensure the safety of themselves and their coworkers. They are working individually out of their assigned vehicles and are following the proper social distancing recommendations. They have been provided with the proper PPE and have been instructed to make the cleaning and sanitizing of high touch surfaces part of their daily routine.

Parks and trails remain open; however, playgrounds, athletic fields, tennis courts and basketball courts, and the archery range remain closed. Team sports or group activities are not permitted.

Social media is being used to promote the safe use of the parks and trails by following appropriate social distancing as recommended by the CDC.

Staff has developed online recreation opportunities to help keep the community active and engaged. They are available on the town website and are being promoted via Facebook. http://www.townofgreenville.com/online_recreation_center/index.php

Pavilion rentals and scheduled park activities have been cancelled through the month of May. We are issuing full refunds for any rentals cancelled for the remainder of the season. Many rentals and events have self-cancelled into June and July.

We are currently taking registration for Tennis lessons, hoping that we will be able to run the program as scheduled. We are working on alternate plans should we not be able to run as scheduled. The 6-week program may be delayed until the later part of the summer or cancelled, depending on the situation.

We are also planning for Movie Night as scheduled, though we are less optimistic about being able to hold this event. We have received only two sponsorships to date and will provide a refund if we cancel the program. We are also exploring alternatives for this program as well. The schedule may be delayed, reduced or both.

ACTION TYPE: This item is for review and feedback. BACKGROUND & SUMMARY: At their meeting held on March 31, 2020, the Park Commission agreed to allow Greenville Youth Sports to make field improvements to Diamonds C and D at Community Park as presented. In response, staff drafted a Property Improvement Agreement between the Town of Greenville and Greenville Youth Sports. This agreement has been forwarded to Greenville Youth Sports for their review and consideration. Upon agreement by both parties, the agreement will be forwarded to the Town Board for review and possible approval. This agreement is being presented to the Park Commission for only review and discussion at this time.

Town of Greenville Parks, Recreation and Forestry Department

Property Improvement Agreement with Greenville Youth Sports

WHEREAS, Greenville Youth Sports (GYS) is a youth baseball and softball organization based

in Greenville, Wisconsin which provides youth baseball and softball programming to the

community;

WHEREAS, the Town of Greenville (TOWN) owns and maintains Community Park, a 20-acre

fully developed park which contains 4 ball fields along with supporting facilities;

WHEREAS, Greenville Youth Sports desires to make permanent property improvements to

designated parkland and facilities at Community Park;

NOW THEREFORE, effective DATE , Greenville Youth Sports and the Town of

Greenville agree to the following:

Article I

1) The TOWN agrees to accept GYS to make the following property improvements at

Community Park:

a. Diamond C

i. Removal of existing infield material

ii. Correction of lip between infield and outfield

iii. Installation of new infield material

b. Diamond D

i. Complete renovation of field to include:

1. Removal of existing infield material

2. Removal of outfield sod

3. Regrading of the playing surface, lowering the home plate area by

approximately 2 feet

4. Installation of new infield material

5. Reseeding of the outfield area

ii. Realignment of the left field fence line

iii. Relocation and reconstruction of dugouts

2) GYS agrees to bear the full responsibility of all costs associated with the design,

permitting and construction of the proposed improvements.

3) GYS agrees to acquire the necessary permits required to ensure compliance with all local,

state and federal regulations.

4) GYS agrees to provide the TOWN with any plans, specifications, and other documents

required by the Town before the commencement of construction activities.

5) The TOWN agrees to make staff available to assist GYS throughout the project to ensure

all property improvements successfully meet the needs of both parties.

Article II

A. In consideration of GYS being allowed to make property improvements to Community

Park, GYS hereby agrees to hold harmless and indemnify the Town of Greenville, its

employees, officers and commissioners for any and all liability resulting from execution 11

of this project, by any person, including damages resulting from personal injury or

property damage.

B. The terms of this agreement represent the full and complete agreement between the

parties regarding this project. There exist no other oral or written undertakings of any

type that are not incorporated into this agreement. Any modifications made to this

agreement shall be by mutual written agreement executed by both parties and attached to

this agreement. This agreement shall have no effect on the terms of any other existing

agreements between the parties.

C. Should any provision, sentence or phrase of this agreement be found by a court of

competent jurisdiction to be unlawful, such holding shall not affect the remaining

provisions of this agreement.

D. This agreement may be cancelled, for just cause, by either party upon written notice to

the other party. Just cause shall constitute failure to fulfill any obligations set forth in this

agreement or accountable property damage. Upon receipt of written notice of

cancelation, the recipient shall have thirty (30) days to rectify or present an acceptable

plan to rectify the cause(s) of the cancellation.
