•  Reviewed the status of our parish; # parishioners, # attending mass, #

contributing envelopes and of the average contribution

•  Review of the income and expenses for the parish over the past

•  Listed a number of initiatives in what we called “Our Shared Future”

•  Informed you that a “third party” had expressed an interest in

acquiring Hr. Grace church

Progress since our previous meeting November 9th through an attachment in the Sunday Bulletin we informed the parish of our progress:

o  We initiated, starting last weekend with having Mass on Saturday and Sunday in the one church on a rotational basis.

o  We instituted a music ministry for Sunday Mass regardless of which church is used for Mass that week.

o  We instituted a children liturgy for Sunday Mass. All with the hope of creating a greater sense of parish community.

We as well informed you we were awaiting the

following reports: 1) A professional engineering report on the repairs and work to complete a restoration of the Hr. Grace Church.

2) A professional appraisal on the value of

the church/land.

•  Engineering report/Building Condition Report was performed by Stantec Consulting Ltd., St. John’s. Stantec are a National/International civil engineering company. Created in 1954 they provide professional consulting in planning, engineering, architecture, interior design, landscape architecture, surveying, environmental sciences, project management, and project economics.

•  Engineering report provided November 19, 2013

Scope of the report:

1)  Review of the building envelope - those elements of the

building that contribute to making the building weather

tight - the primary structural elements of the building:

foundation, walls, roof, windows, plaster, etc.

2) Ascertain the anticipated costs and scope of work to: a)  Repair damaged building elements where worthy of repair

b)  Replace building elements that are beyond repair

c)  Ensure the integrity of the building structure

Recommendations:

1.  ~50% of ext. wall requires major repair/

reconstruction

2. Total re-roofing required

3. Total replacement of wood fascia and soffit

assemblies is required

4. Total replacement of all deteriorate windows

with new

Recommendations: 5. Major repair/reconstruction required at isolated locations of stone masonry foundation 6. Structural engineer to review existing main floor structure supporting stone walls/piers throughout the crawl space 7. Interior plaster – less an 50% of plaster finish is salvageable. Appears to be mold on finished surfaces throughout the structure. Majority will need major repair/replacement.

“The Immaculate Conception Church, Hr. Grace requires considerable repair and restoration work at a significant cost. The building is best served if this work can be executed quickly and completely and if the building can once again be consistently occupied so that it’s interior environment can be steadily maintained and managed.”

•  Appraisal was performed by Altus Group Ltd, St.

John’s. They are a National/International

company. They are the largest and most

comprehensive independent real estate advisory

practice in Canada and have been for over 40

years.

•  Appraisal report provided November 21, 2013

Appraisal Report for R.C. Church, Hr. Grace “As described within the report, the subject property is an older, elegant structure

built in a Gothic Revival style constructed in 1892. The building was declared a

registered heritage structure by the Heritage Foundation of NL in 1990. Although,

the structure has undergone periodic maintenance and repairs, years of differed

maintenance, harsh winds, rain and freeze thaw cycles have taken a toll on the

structure. During the fall of 2013, consulting engineers from Stantec Inc. completed

a Building Condition Report on the property. This review focused mainly on the

building envelope, which included the exterior stone, roof, windows, foundation/

structural and interior plaster. Excerpts from the report and related costs to repair

the building envelope are attached at Appendix D

Summary: “ It is our opinion that the costs to upgrade the

current structure to a reasonable standard exceed

any value currently in the property.”

“It is our opinion that the current market value of

the subject property, as of the effective date,

September 25, 2013, is: “$0” (No Value)”

Summary of both reports:

•  Church requires an estimated $9MM to

repair/replace the envelope of the building

•  The appraised value of the property is “O”

“Interested third party”

•  The “interested third party” still has an interest in the property •  At this time there has been no formal offer put forth to be

considered by the Parish Council or by you, the parishioners, for the purchase of the structure

•  The “interested third party” has offered to hold a meeting with parishioners for them to discuss/address questions regarding their business proposal, interest in the building and plans to restore and maintain the building

•  If there is an offer at anytime in the future we will advise you of same and seek your input on any decision
