As much work as possible has been done at the ponds on Burchard Crescent and behind St Mary’s Church. Unfortunately the weather has not been kind, as despite the rain and the one day of snow, overnight temperatures did not drop low enough for any work to be done in the water until the end of February.
The Serco team had been monitoring the overnight temperatures and on the 27 February two teams were sent to work on both ponds to hopefully get the first schedule of works completed by the end of that week, before temperatures rose again. No-one had told the Great Crested Newts about the need for them to go into hibernation and whilst work was being done on the Burchard Crescent pond two newts were seen.
Work in the water had to stop immediately so not all of the sedge and leaf litter from the pond was removed. They were able to complete the landscape works that they could do from the bank. The work at the pond behind St Mary’s Church continued with no newts appearing, and all the planned work there was completed.
Whilst not fully completed, there is a vast improvement and we will be discussing with Serco and the Countryside O«cer from Milton Keynes Council (MKC) what the next course of action will be for later on in the year. That is assuming the weather turns cold enough!
At a Delegated Decisions meeting in February MKC approved the introduction of a ‘Dog Fouling Public Spaces Protection Order (PSPO)’. The proposal went out for consultation in July, ending on 2 September 2019. 86% of respondants felt there was a problem with dog fouling across Milton Keynes and 83% of these were in favour of a PSPO to tackle dog fouling.The PSPO is proposed for 3 years from the time it comes into force. There will be a fixed penalty attached to the order of £100. Being unaware that your dog has fouled, or not having a suitable receptacle to remove the waste will not be a reasonable excuse for not clearing up.
The Parish Council o«ce and Medbourne Pavilion do have dog waste bags available for residents.
MKC have asked the Parish Council whether they would be interested in taking over running Crownhill Meeting Place. The Meeting Place is currently managed by InspireAll on behalf of MKC and was put forward as a building that would be suitable to be included in the Community Asset Transfer programme.
The Parish Council have agreed that they will consider the option, and have put forward their application under the first stage of the programme. This was approved by MKC and we are now having various checks and surveys completed by our contractors and have asked MKC or InspireAll to supply details of regular management checks and maintenance schedules.
Once all the information has been received, the Parish Councillors will be able to make an informed decision about whether managing the building is sustainable. Provision has been made in the budget for 2020-21 for day to day running costs in anticipation that the building will be transferred, however the costs of any remedial works that may be required will have to be considered before a final decision is made.
A breakdown of anticipated income and expenses for 2020-2021 is on page 3 of this magazine.
The Parish Council have been involved in discussions with Ward Councillors and MKC about the possibility of a play area in Oakhill. An area currently managed by Milton Keynes Development Partnerships is being considered as a potential location. We will keep you updated through the newsletter when a decision is made.

We’re pleased to announce that work on the second phase of major improvements at Willen Lake, Milton Keynes’ most popular park, will be starting this month.
The works will involve the construction of an impressive new building situated on the edge of the lake. The building will house a purpose-built watersports centre with state-of-the-art facilities for customers including; modern changing rooms, showers and additional toilets. This centre will be the hub for all watersport activities at Willen Lake by bringing them under one roof. It will also be home to popular activity, Aqua Parcs, the infl atable water course based on Willen Lake. The building will include a new café and restaurant, which will o³ er dining options on both the ground and fi rst fl oor. The restaurant will o³ er stunning views across the lake and the opportunity to dine alfresco.
The building will be fully accessible, with level access, lifts, accessible toilets and baby change facilities. Furthermore, we are excited to announce the inclusion of a full Changing Places facility in this building. This is in addition to the accessible toilets and will accommodate people with profound and multiple learning disabilities, motor neurone disease, multiple sclerosis, cerebral palsy, as well as older people with severe disabilities. The improvement of the peninsula on the western side of the lake will create a vibrant promenade along the waterfront and improve public access to the water’s edge. Improvements will also be made to the landscaping at the lake, opening up views and creating a relaxing environment. The children’s play area is being upgraded and, once complete, Willen Lake will have over an acre of free play, o³ ering the biggest free play area in Milton Keynes.
This area for the improvements is located on the western peninsula and will stretch up the northern bank of the peninsula across to the southern leisure route where the bird feeding area currently is - this area will be closed to the public through the duration of the project. The majority of the existing play park will remain open, along with all other activities on and o³ the lake including; Wakeboarding, Aqua Parcs, watersports, Splash ‘n’ Play and Treetop Extreme. In order to bring these improvements to the site and as part of the re-landscaping and development, some trees will be removed but new trees will be planted as part of the scheme.
David Foster, Chief Executive of the Parks Trust says: ‘This is a really exciting improvement to Willen Lake and, at just under £5 million, is our biggest, single investment in the park’s facilities to date. It will give visitors a choice of two wonderful new eating places; a café and a restaurant. The design for this phase of improvement at the lake has been created by taking on board feedback from our customers and we look forward to enhancing visitor experience.
Phase two of the improvement work is due to be completed in time for the 2021 summer season.
The improvements will be entirely funded by The Parks Trust, the independent charity that cares for the greenspace in Milton Keynes. The income generated from activities and car parking at Willen Lake contributes to this.

Plea for more men to donate blood in Milton KeynesNHS Milton Keynes Clinical Commissioning Group (CCG) is supporting the NHS New Year appeal for more men to start donating blood in Milton Keynes.
Over the last 12 months, 2,248 people started donating blood in Milton Keynes – their donations will save and improve lives.
However, there is a national shortage of new male donors. Only 43% of England’s blood donors are now male. It is vital to get more men to start giving blood to get the balance right.
Men are particularly important donors for two reasons; men can donate more often because they have higher iron levels; men’s blood can be used in more ways - some of them are extraordinary. For example, only men’s blood is used for complete blood transfusions in new-born babies.

Parish Council Charity of The Year Thank you to everyone who took the time to nominate a charity for consideration as the Parish Councils Charity of the Year for 2020-21. There were 10 di³ erent charities nominated covering animals, young people, the elderly, the homeless and specifi c life limiting illnesses.
All the nominations, together with the information about the charities and the relevant websites were circulated to the parish councillors at the start of March. This gave everyone an opportunity to look at the nominees and make their own short-list. At the March meeting , the list was narrowed down and a vote was taken to appoint a charity that Councillors felt would be a good fi t for the parish to support.
The successful charity was Milton Keynes Carers specifi cally the Young Carers.The fi rst opportunity to raise funds for Young Carers will be at the Easter fun session on Wednesday 15 April. You can fi nd more details about this on page 12 of this magazine. This has always been a popular session and numbers are limited so please make sure you buy a ticket if you want to attend.
The last fund raising session for YiS will be the monthly co³ ee morning on Friday 27 March. After that we will be able to total up the funds raised over the year, and these will be passed to the charity in May.

Committee Members work year-round fundraising and planning this event. With the generous sponsorship of local companies, and community members taking part in fundraising events, we hosted 101 guests who would otherwise have spent the day alone.
We have amazing volunteers and we pay tribute to them all; volunteer drivers chau³euring guests, London Hire providing an adaptable bus and volunteers who attended during the day. A special mention to Tom Shea at The New Factory for storing all of our equipment throughout the year.

For children of any age, change and navigating the world around them can be tricky. But what if your child has Special Educational Needs? As a parent, it can be hard to trust and know your child is supported, understood and safe, as you have always been their only carer.
Statistics published last year show that of the 8,819,765 children in education, 1,318,330 were shown to have Special Education Needs or SEN (see www.gov.uk published January 2019). How can you be sure that your child’s needs are being met? Pre-school manager, Amanda Hawkins-Scott says, “When working with children who have SEN, it is best to apply a graduated approach system. First we assess, we plan, then we do, and we are sure to review. You know your child best, so it’s important that you are included in each step. It is also important that your child is heard - and what are their views? How do they feel? At the Shenley Church End Pre School we pride ourselves on supporting the parents as much as the child.”
So what should you look for when picking a childcare setting if you know that your child has these additional requirements? Amanda continues, “Try and pick a setting where the décor is conducive to a calming atmosphere. Loud, bright colours and a noisy, busy room can be far too stimulating for a child who may need extra care. It is especially important to know if the sta³ are trained correctly. Your child should get a positive experience
from their interactions with the space and with other children/adults. Having supportive sta³ with empathy and kindness makes all the di³erence to you and your child’s new journey.” We have flexible, funded spaces available Monday-Friday 9am-3pm. Did you come along to the fun session at Medbourne in February half term?
Milton Keynes Play Association (MKPA) came along to do arts and crafts, and Sunshine Soft Play provided an alternative for the younger children. It’s the first time we have had an arts and crafts specific session run by MKPA and it proved to be extremely popular! The session opened at 10:00am and by 10:30am we had to close the car park gates and unfortunately could not let anyone else in as the hall was full to capacity.
Everyone who attended enjoyed the session and left with plenty of artwork, some of which you can see opposite. We will look to do something similar during half terms later in the year, but as ticketed events to save any disappointment on the day. MKPA will be doing more crafts at the Easter Fun session alongside The Great Gappo. Details on how to get tickets is on Page 12 of the magazine.
Medbourne Fun Sessions
Waste Collection PilotMilton Keynes Council will be running a waste collection pilot at 5,800 homes across Milton Keynes. The pilot will run for 6 months starting in June/July 2020 and will include the use of wheelie bins for your waste. There are streets in Grange Farm, Medbourne, Oakhill and Shenley Church End that are part of the pilot.
The pilot scheme is running on the red and blue collection system that was in place across Milton Keynes in the early 1990’s. Each property will be given 3 x180 litre bins:
• A grey wheeled bin for residual waste Collected weekly• A wheeled bin with a red lid for paper and card Collected every other week• A wheeled bin with a blue lid for plastic, metals and glass Collected every other week
There will be no change to the collection of the green waste.
Properties in the pilot scheme will be contacted by Milton Keynes Council and will receive an information pack. They will also be running information sessions and the pilot will be promoted through their media channels. Dementia Support Workers provide information, guidance and practical support to help people understand dementia, cope with day to day living with dementia and prepare for the future.
