IV Mission Basilica San Juan Capistrano In early 2002, the Boston Globe began publication of a series of stories about clergy sexual abuse of children in the Archdiocese of Boston. The investigation by the paper was exhaustive and resulted in a 2003 Pulitzer Prize for the paper and its “Spotlight” investigative team of reporters.

The story of the investigation forms the basis of the soon-to-be-released fi lm titled “Spotlight,” to be shown in limited release in

U.S. theaters beginning Nov. 6 and set for general release beginning Nov. 20. The drama from Open Roads Films is directed and co-written by Tom McCarthy and features several notable actors and actresses: Michael Keaton, Rachel McAdams, Liev Schreiber, Mark Ruffalo, Stanley Tucci and John Slattery. It debuted at the Venice Film Festival in September and has since received many positive advance reviews.

For many Catholics and others, the fi lm will serve as a reminder of the continuing absolute need within the Church for uncompromising vigilance, accountability and, most of all, care of and solidarity with the victims of abuse and their families. The subject is sober-ing and the memories of those days of crisis within the Church remain disturbing and strong.

More than a decade has passed since the sexual abuse crisis was revealed as a systemic failure within the fabric of the Church. During that time, the Church — at the local, national and international level — has made unprecedented strides in its efforts to eradicate the problem and to care for and make restitution to the victims of abuse.

At the local level, the Diocese of Orange emerged early on with one of the most imaginative, effective, wide-ranging, transparent and committed series of measures to address the multifaceted issue. With the release of “Spotlight,” the diocese once again recognizes the opportunity to raise awareness of child sexual abuse and to reiterate its commitment to never allowing such a situation to occur again, remembering that life is precious and is to be protected at all levels.

In June of 2002 the United States Conference of Catholic Bishops (USCCB) instituted the Charter for the Protection of Children and Young People, a blueprint for dealing with the sexual abuse crisis in the Church, and pledged to promote healing and reconciliation with victim survivors of sexual abuse, guarantee an effective response to allegations of sexual abuse of minors, ensure the accountability of their procedures, and protect the faithful in the future. The Diocese of Orange responded to the charter’s publication immediately, and an unaffi liated auditing fi rm charged with verifying diocesan compliance with the charter’s mandates has found the Diocese of Orange to be in full compliance with the Charter for the Protection of Children and Young People every year since its inception in 2003.

More broadly, the diocese has publicly acknowledged past failings and has apologized personally to the victims of abuse and their families and has made clear its commitment to the fair resolution of every legitimate abuse claim. The bold initiative to settle the 2003 clergy abuse cases in a respectful and humble manner and to institute strict procedures for the protection of children and young people has been seen as a model for others. The diocese also took the unprecedented step of releasing all appropriate personnel files related to this settlement in May of 2005.

In 2002 the diocese implemented a comprehensive approach to ensuring that children and teens are as safe as possible, employing a comprehensive background screening for all adults likely to be in contact with children—already more than 75,000 have been vetted. This process allows for the collection of a wide variety of past screening data, including extensive backgrounds checks and fingerprinting, and is designed to enhance already in place diocesan policies.

Since 2002 all clergy, employees, and volunteers have been required to undergo Safe Environment Training. In 2014 alone, the diocese trained 286 priests, 115 deacons, 1,664 teachers and more than 25,500 school employees and volunteers. Diocesan schools and religious education classes at parishes and diocesan centers also provide Safe Environment education for children. This procedure is suited to their age and level of understanding. In 2014, nearly 44,000 children participated in this critically important awareness program.

Kraemer location in Anaheim for the placement of a Multi-Service Center that will provide not only emergency beds but also coordinated assessment and a continuum of care for persons struggling with homelessness. An estimated 15,291 persons became homeless over a 12 month period this past year. Families with children represent 31% of this population. Veterans represent 12% of population in Orange County. LETTER FROM MSGR. ART Dear Brothers and Sisters,

This coming December 8th, the Solemnity of the Immaculate Conception, we mark the 50th Anniversary of the close of the Second Vatican Council. To celebrate this watershed moment in the history of our Church, Pope Francis will inaugurate the Holy Year of Mercy. It is providential that this auspicious anniversary will be marked by this Jubilee Year of Mercy. At the famous speech given by Pope St. John XXIII, the first day of the Ecumenical Council on October 11, 1962, he presciently spoke these inspiring words:

In these days, which mark the beginning of this Second Vatican Council, it is more obvious than ever before that the Lord's truth is indeed eternal. Human ideologies change. Successive generations give rise to varying errors, and these often vanish as quickly as they came, like mist before the sun.

The Church has always opposed these errors, and often condemned them with the utmost severity. Today, however, Christ's Bride prefers the balm of mercy to the arm of severity. She believes that, present needs are best served by explaining more fully the purport of her doctrines, rather than by publishing condemnations.

In the course of four Fall Sessions beginning in 1962 and ending in 1965, 16 Conciliar documents were promulgated that definitively speak of the enduring work of this great council.

In the Final Session that took place in the Fall of 1965, two critically important documents were promulgated for the life of the Church in our times. The first, Nostra Aetate dealt with the Catholic Church’s relationship to non Christian Religions with specific reference to our Jewish brothers and sisters. The second document, Dignitatis Humanae was concerned with the pressing issue of Religious Freedom.

Both of these documents that will form the basis for future bulletin letter reflections by me, point to the critical dynamic of ‘doctrinal development’ within the life of the Church. It is sometimes said that the Church is ‘unchangeable.’ While it is true that the core dogmas and doctrines of our faith retain elements of unchanging truth, how those truths are expressed down through the centuries can indeed develop, expand and indeed change with the exigencies of the present age.

Sad strains of anti-Semitism within the life of our Church together with historic intolerance toward Christians of other faith traditions were to be the focus of these two historic documents.

PREGUNTA DE REFLEXION DE LA SEMANA

MENSAJE DE LA SEMANA: Una vez más, descubrimos que el mensaje de la Palabra de Dios es un tanto extraño; “no es lógico”. Así, este domingo, se empeña en ponernos como modelo para la vida a dos pobres viudas. Y, desde luego, no porque fueran “viudas” o “pobres”, sino por su estilo de vida: Solidaridad, Generosidad y cosas que podríamos añadir. A nosotros, “hombres y mujeres de ciencia”, para quienes el tener (sea dinero, prestigio, poder, autoridad...) es mucho más importante que el ser (solidarios, sencillos, serviciales, generosos...), este mensaje nos deja en mal lugar, tanto más cuanto más estemos pillados por la “neurosis de la posesión”. La invitación es a valorar realmente la capacidad para el amor, para la ternura, para el servicio, para la ayuda amistosa, para el sentido gratuito de la vida. Es el gran ejemplo de las dos viudas que hoy se nos presentan en la Palabra de Dios. Porque ellas humanizan nuestra vida, también la de nuestro mundo, con su sencillez, con su solidaridad, con su ayuda generosa a los necesitados. ¡Qué lecciones, Dios mío! Está claro que este Jesús está empeñado en hacer de su Comunidad un grupo de hombres y mujeres con “talante” especial, con un estilo de vivir y comportarse que interroguen en su entorno. ¡Vamos allá! ¡Dichosos quienes le acogen sin condiciones: porque se convertirán en hombres y mujeres Nuevos!

MISERICORDIA QUIERO Y NO SACRIFICIO Domingo Rodríguez Zambrana, S.T. La violencia que nos rodea, parece ser como un nubarrón negro que opaca el horizonte de la esperanza. Son demasiados los malos ratos vividos, tanto en el seno familiar, como en los círculos sociales. El corazón se nos ahoga, con coraje inesperado y el rencor se acomoda como huésped permanente en nuestra conciencia herida. “¡Esto esta malo…y se pondrá peor!”, solemos decir como cautivos del desespero. Pero lo increíble de la condición humana, es que se va adaptando a la tragedia, la abraza como condición irreparable, y sigue su vida rutinaria como víctima indefensa. “Esto no lo cambia nadie”, se convierte entonces en el responsorio pesimista de la letanía de los pesares. Inmersos como estamos todos en esta experiencia de angustia, enojos, maltratos, odios, rechazos, injusticias…vivimos divididos y molestos los unos con los otros. Es en este escenario lúgubre que nos llega la voz del Pastor, Vicario de Cristo, el Papa Francisco. Hay que ir más allá del momento presente, hay que iluminar la oscuridad que nos embarga. Con ímpetu profético, nos llama a escuchar la Palabra de Dios, una vez más, como si fuese la primera vez, "Pero vayan, y aprendan lo que significa: 'Misericordia quiero y no sacrificio'; porque no he venido a llamar a justos, sino a pecadores." (Mt. 9:13). Fue el pasado 4 de abril, en la Vigilia del Domingo de la Divina Misericordia, que Francisco anunció que el año próximo 2016, será un Año de Jubileo, en este caso, un año “extraordinario” de la Misericordia. Esta sería la cuarta vez en lo largo de la historia de la Iglesia que un Papa declara un Año de Jubileo, (normalmente, una año así, se celebra solo cada 25 años). “Jesucristo es la cara de la misericordia del Padre”, señaló el Santo Padre en su documento oficial. El tema central de ese año especial es, “Misericordiosos como el Padre”, tomado de San Lucas 6:36. Comenzará el mes que viene, diciembre 8, 2015, en la Solemnidad de la Inmaculada Concepción. Se extenderá hasta noviembre 20, 2016, en la Solemnidad de Cristo Rey. La tradición de un año de jubileo (del hebreo “yobel” que es el cuerno de carnero que se usa en el A.T. como corneta para anunciar un llamado al Pueblo de Israel), se origina en el Libro de Levítico 25:10-14. Moisés estableció, como mandato de Yahvé, que durante ese año, se perdonaran las deudas, se liberaran los presos, se restituyera lo robado, a la tierra se le diera un descanso, y otras estipulaciones semejantes. Un Año de Jubileo se distingue por el esfuerzo evangélico de buscar la reconciliación entre adversarios (o los que llevan años enojados); de la conversión, dejar una vida de pecado ya demasiado de indiferente (los que son Católicos solo de nombre). Es el tiempo propicio para la solidaridad con los más pobres y abandonados; tiempo de esperanza ante tantas situaciones económicas de desespero; tiempo de practicar la justicia, superando los prejuicios y rechazos contra inmigrantes, refugiados y perseguidos. En breve, un año de insistente hermandad, de amor genuino que exige constante reconciliación. Interpretando a manera concreta el llamado a la “Misericordia”, en este Año Jubilar se podrían mencionar con atrevimiento, algunas situaciones específicas. Como por ejemplo” • 2016 es uno de elecciones, año cuando la política se convierte en campo de guerra feroz; es cuando más se dividen familias de diferente afiliación partidista; es cuando más se le falta el respeto a las personas, se barre el piso con falsedades sobre su reputación, se profieren maldiciones y vocabulario grosero; vecinos dejan de relacionarse a modo civil; cuando el ganador se convierte en canalla… • Aquellos que por años de cobardía, todavía rehúsan acercarse a la fuente de la misericordia como lo es el Sacramento de la Confesión; esto, especialmente en los hombres que no acaban de descubrir su propia grandeza en una admisión de culpa liberadora… • Matrimonios, con años de unión libre, con hijos ya grandes, que todavía no deciden jurarse fidelidad hasta la muerte frente a lo sagrado de un Altar (los que han decidido no decidir)… • Las mamás, ahora suegras, que siguen muy piadosas y santurronas, pero que no soportan a sus nueras, hablando mal de ellas porque le quitaron el amor del “nene”… • Hermano/as que por el maldito dinero de una herencia, se convierten en extraños, sino es que se pelean con insultos y casos en cortes de justicia… • Figuras religiosas que continúan su ministerio con “alzhéimer espiritual”, como señaló el Papa Francisco… • Hombres que todavía actúan desde su inmadurez, cuando ya después de los cuarenta y su proeza sexual disminuye, abandonan su matrimonio por la bagatela de otra mujer más joven, que en su desespero está buscando un relevo… • Papi y mami que en una angustia indescriptible, rechazan a un hijo/a que les comparte su orientación gay… • Ejecutivos, profesionales y servidores públicos que en el narcisismo de su posición privilegiada, se convierten en mentirosos, ladrones y manipuladores de aquellos bajo su autoridad… Y el resto sería recomendable como examen de conciencia personal, porque es un Año Extraordinario de Misericordia, cuando el corazón se da permiso para vivir la compasión… porque Jesús vino “a llamar no a justos sino a pecadores” (Mt. 9:13).
