When - & Who Will Be Affected?
• 19,000 children and young people in Oxfordshire that have SEN.
• Children and young people who have a learning difficulty or disability with SEN.
• New reforms expected in September 2014.
How Will This Be Achieved?
• 4 key areas dictated by the reforms. • PCVO have members participating on
these groups.• These task groups are :-
Local offerSingle assessment and EHCPPersonal Budgets Joint Commissioning.
The Local Offer
• Family Information Directory is being updated offering clear and transparent detailed services.
• A new moderation handbook is being developed to aid:• Good practice. • Help early identification and intervention.• Good guidance for schools
Education, Health and Care Plan
• A single assessment process.• ‘Key working’ &‘person centred’• ‘Stream-lining’• Outcomes led• PCVO aiding implementation of the new
EHCP
Personal Budgets
• Funding will be divided into 3 parts• Element 1. Universal and Main-stream• Element 2. Targeted services and support• Element 3. Choice and control/Self-directed
support & ‘Top-up’, funding kept by the LA
• PCVO aiding implementation• Managed by ‘In Control’
Joint Commissioning
• Already existing integrated contract with Oxfordshire CCG’s and Therapy services
• Exploring further contracts with academies under Education, Health and Care.
