A Word from the EditorHard to believe July is finally here and summer is in full swing. Or, is it? As we face unprecedented times in continuing to deal with a global pandemic, it seems as if almost every part of our day-to-day lives have been impacted.

As you read through this month’s issue, please take a little extra time to familiarize yourself with the

latest news of various resources and activities which are available to all our members at this time as we try to navigate these uncertain waters. I urge you to continue to keep yourself informed of all the pertinent news at the local, county, state, and federal levels.

Our PVA, Cal-Diego office at the San Diego VA has returned to normal operating hours and Peter, Abigail, Bill, Duane, or myself are available to help you or answer any questions about the current state of affairs in our community and how it affects our membership directly. Don’t ever be afraid to ask for any assistance when needed.

President’s MessageBy: Duane Norman

We are in the throes of unprecedented crises, a pandemic, an economic crisis created by the pandemic, social unrest, and a political environment that is unsettling with a presidential election

in November. Any one of these issues on its own would be a challenge, together at the same time it can seem overwhelming.

As different as these issues appear on the surface they all share one commonality, they all are dramatically affected by our response to them. As different as they appear they all require a commitment from us to work together to achieve the optimal outcome.

We have one underlying issue that affects the outcome of all of these. The political unrest that we are facing is challenging to say the least. I have found myself in discussions with family members who I respect and love, and yet when it comes to political opinions this respect that we hold for each other is challenged. For some time now our political posturing has led us to a point where I fear no one listens to each other. I have had difficult conversations with my siblings which threatened to affect our relationship in a negative manner. Luckily for us, the strength of our family allowed us to acknowledge that our relationship to each other is far more important than any political position. I see this repeatedly in our community and on the news. In my family we came to the realization that having a difference of opinion is a good thing, it is what makes you strong and has helped this country in its development and prosperity. The present anger that surfaces all too often in political situations I fear threatens to tear at the core of who we are.

A difference of opinion is good, it's how we learn, it's how we grow. Of late I find it difficult to share an opinion, my different opinion does not make you wrong, and your different opinion doesn't make me wrong either. We hear the term tribal frequently, we see it in the news, you may experience it when you share your opinion. We have a noted time in our history where these tribal positions and lack of tolerance for another's opinion and a commitment that men are created equal led to a crisis that ended in a civil war. I trust as a nation

we can and will avoid a failure of that type.

We need to listen to each other, we need to respect each other, and we need to understand that all life is precious. As a community we need to encourage our leaders to set standards where all people can be treated with respect and dignity. Our law enforcement bodies need to understand that the sanctity of life should be their first obligation. The use of lethal response should not be your first choice, it should be your last, and with proper training hopefully does not need to be an option.

The strength of our community when we work together is immense, we can do things to protect each other, we can limit the spread of this pandemic until we can find a way to eliminate it. By doing this it will alleviate the economic crisis. If we as a community look at our fellow man as an equal and somebody who is entitled to the same respect that each of us work to achieve we can have a dramatic effect on this social unrest. We have been through this before and didn't get it right, some things improved but the task was not complete. I hope with this opportunity we will come closer to completing the task.

In my work in the counseling field I have often encouraged individuals to read the book, "Everything I Need to Know I Learned in Kindergarten". It is a simple by true premise.

There is one premise that we all have heard at one time or another, it may have been phrased differently but the statement “United we stand, divided we fall,” has never rang truer than now. It truly is up to us as a community, and as a nation.

I’d like to close on a positive note by spreading some good news. Recently Peter Ballantyne, Al Kovach, Jr., DeMarlon Pollard, and myself had the pleasure of meeting with Dr. York to officially welcome him to the unit. As you all are a where we have been waiting for six years to fill the position vacated by Dr. Gerhart. I am impressed with Dr. York and I believe he will be a valuable asset to our SCI center. On behalf of our membership and myself I would like to officially say welcome aboard Dr. York!

This past Flag Day was a particularly memorable one. I was looking forward to visit my dad--well, my dad's plaque on Mt. Soledad.  That morning, I was a guest of UCSD's Thornton Hospital. 

From my bed, through my window, I could see the cross at the top of the Veterans Memorial.  It was also my dad's birthday--he would have been 97. 

There was no guarantee I was going to be let out that day, as I had all kinds of widgets attached to me.  I had to pass through several tests, gain the approval of several therapists and nurses and doctors.  The morning shift came in and the nurse was especially attentive.  She and I talked and she knew I was motivated to go.  She talked with the doctor and he was on my side, too.  Soon, the wheels were turning towards my 'release'.  I made it over every hurdle and called my wife for a ride home, with a stop at the Veterans Memorial.  I couldn't kneel to say my prayers, but I could touch the image of my father's face and pray.  I asked him to say 'hi' to my mom, and a few other friends I know are in heaven with him.

The following Sunday was Father's Day.  This time, I was a son and a father.  Of course I went to visit my dad again, and this time I had his 97 year old wool flag with me.  His dad, after delivering my dad (my grandfather was an MD), went into Syracuse, NY and bought the biggest flag available at the time--8'x12'. I have that flag and will fly it on his 100th birthday in 2023, after a few repairs being made right now.

Even better, I received a letter from my active duty son.  He wrote to me about the influences in his life, and how he ended up training as a US Coast Guard aviator.  I constantly see in him his mom, my wife of 35 years, in his aptitude for excellence and ability to absorb written and verbal material as few can.  He is able to take that input, discern the nuggets of knowledge and keep those nuggets properly in place to be utilized at all the correct times.

He let me know that my efforts were also part of the makeup of his knowledge base and his efforts to

succeed.  From being an Eagle scout, to captain of the sailing team at the US Coast Guard Academy, to our adventures at events like the Crew Classic, Day at the Lake (PHX, AZ program that I started), and our very successful San Diego Festival of the Arts, he was always included in our volunteers working the event and wrote to me about these.

What I realized as I read through those four pages he wrote--we can seldom see our influences on others.  Be those influences positive or the other, what we do matters.  How we act makes a difference.  How we lead and act will make an impact on people we know, as well as people we do not know.  What we say matters.  How we respond to the many situations and challenges have lasting effects not only on who we are, but others.  I was moved as seldom before, and dedicated myself again that day to try to be the person my son wrote about.Some days, when I am not at 100%, I get upset at myself.  Then, inevitably, our PVACD president will call me up, or a member will call the office.  At some point quickly after the conversations begin, I will remember that our members operate at 110% just to get through the day.  I am lifted up by their spirit, their words and actions.  It is soon after this that I know I need to focus on the day and be the best I can, whether through preparation, listening better and just performing to the best of my ability--for you.

I write this column amidst the most challenging time of my life, and I suspect some of the most challenging days of most of our lives, the pandemic, the economic hurt and the crazy amount of information and misinformation through which we need to wade and make sense for ourselves.  I can't fathom wartime combat, except to say that, as a history major in college, and to this day, I read accounts both in books and from primary sources.  I say this only to acknowledge the incredible sacrifices our armed forces, and their families, make each and every day.  And to point out that we have gotten through tough times before, and we will do so again.

We are at a time when mutual respect needs to be reassembled and built so that we can again be successful.  Other nations may try to divide us through words and actions.  We have been tested before.

VA Announces Plan to Return to 'Pre-COVID-19 Operations'On May 7, VA released its plan for resuming pre-pandemic operations. VA emphasized that its three-phase plan aims to "maximize veterans' safety.” Local conditions will govern how quickly each of its facilities returns to

normal operations. The plan will guide not only VA medical facilities but also cemeteries and benefits offices.

On May 18, VA announced a list of VA medical facilities that will begin to reintroduce suspended services. No California VA medical facility was on that list.

Caring for Our Survivors Act of 2020 H.R. 6933, the Caring for our Survivors Act of 2020, has been introduced by Representatives Cox (D-CA), Cisneros (D-CA), Yoho (R-FL), Van Drew (R-FL), and Hayes (D-CT).

The bill was announced in a press release last week, just prior to the Memorial Day weekend. This bill improves benefits to those who lost their loved ones to service-related conditions, by bringing the compensation rate equal to what the survivors of federal service survivors receive.

It also includes a provision lowering the threshold of eligibility for dependency and indemnity compensation, allowing for a graduated scale to provide benefits for those who lost their loved ones; and lowers the remarriage age of surviving spouses to 55.

Women Veterans

May 19, Maureen Elias, Associate Legislative Director, spoke at a House Veterans’ Affairs Committee (HVAC), Women Veterans Task Force virtual forum titled, “Resilience and Coping: Mental Health of Women Veterans.”

In her remarks, Ms. Elias spoke about the need for VA health care providers to screen for mental health issues, including depression and in-home and caregiver violence among women veterans with spinal cord injuries and

disorders (SCI/D); the need for more research for women veterans with SCI/D; and the need for VA to track information on the usage of VA mental health services among women veterans with SCI/D. VA’s now use special hiring abilities during COVID-19 and encouraged Congress to keep those in place after the pandemic to fill VA vacancies, especially the thousands of vacant mental health provider positions. Ms. Elias also asked that efforts undertaken to increase the use of telehealth continue as veterans with SCI/D are at high-risk for the virus.

ADA 30th Anniversary

July 26, will be the 30th anniversary of the signing of the Americans with Disabilities Act (ADA). This landmark disability rights law provided protections for people with disabilities in employment, state and local government services, and public accommodations.

PVA was a key part of the coalition that pressed for its passage and has created a dedicated web page – www.pva.org/ADA - containing fact sheets about various aspects of the law and links to resources that can help advocates and supporters draw attention to the law’s achievements as well as the need for continued enforcement vigilance. Current public health environment means that planned public event be canceled and to celebrate the ADA, those events will be mainly virtual.

However, there is an array of material for online ADA anniversary events and local activities that have been collected by the national network of ADA Centers to ensure that supporters of the ADA can mark this occasion in appropriate style.

Efforts are underway to highlight the ADA on social media through posts on Twitter and Facebook and through the use of hashtags such as #ThanksToTheADA. Through these platforms, supporters are invited to share a moment in their lives when they were thankful for the ADA. These are ways to participate through videos, pictures, written words, or other means.

As General McAuliffe, 101st Airborne's commanding officer, found his troops surrounded, outmanned, outgunned, running out of ammo, food and medical supplies, and the German commander demanded their 'honorable' surrender, he wrote:  "To the German Commander:  NUTS!    The American Commander."  While his troops awaited the inevitable attack, the 101st

held out long enough for reinforcements from  the US Army's 4th Armored Division, held their ground, and after several more weeks of terrible fighting, the US Army was victorious and were headed toward Berlin.We can beat this pandemic.  We, too, can be inspired to be victorious in this battle, as General McAuliffe and his troops were inspired.  Just look to our heroes that have sacrificed before.  Heroes like our members--YOU!

Veteran Listening Session with House Appropriations Leader Recently veterans had a listening session with the Chairwoman of the House Appropriations, Military Construction, Veterans Affairs and other Agencies Subcommittee, Representative Debbie Wasserman Schultz (D-FL). Conversation focused exclusively on issues directly related to COVID-19, including its impact on veterans, access to VA care, and future congressional actions needed to help VA resume normal operations. PVA National Legislative Director, Morgan Brown pointed out that PVA members must be able to safely visit their VA or community health care providers and reschedule their routine health care appointments that

had been canceled due to the pandemic. He also asked for Congress’s continued support of PVA authored language in the House-passed Heroes Act, H.R. 6800, that would temporarily increase special monthly compensation and Aid & Attendance by 25 percent so catastrophically disabled veterans can afford necessary home care. Finally, the need to stay at home during the pandemic has highlighted the need to ensure that our members’ homes are modified to accommodate their disabilities. He asked the Chairwoman to press House leaders to quickly pass the Specially Adaptive Housing Improvement legislation, H.R. 3504, to ensure that catastrophically disabled veterans have access to additional benefits that allow them to remain in their homes long-term.

NSO News - Living Through the COVID-19 PandemicBy: Robert Kamei, Senior National Service Officer - San Diego

Taking care of your well-being, including your mental health, is essential during this time. Everyone reacts differently to stressful situations. Many people may experience stress, fear, anxiety, or feelings of depression. This is normal. There are things that you can do to manage your stress and anxiety:

• Exercise regularly, try to eat well-balanced meals, and get plenty of sleep.

• Take showers and get dressed as you would normally do during a regular day.

• Limit alcohol.• Practice breathing exercises and/or meditation.

VA has many free mental health apps for Veterans.• Take breaks from the news (see below for tips).• Stay connected with others while practicing social

distancing (see below for tips).• Participate in activities or hobbies that you enjoy

or learn a new one.• Keep your current mental health appointments.

VA offers both video and phone tele-mental health options that do not require you to go to your closest facility in-person.

• Learn ways to connect with VA providers using telehealth options and schedule or reschedule your appointment online. If you are requesting a new mental health appointment, please call your local VA and they will work to arrange an appointment for you. If you need same day access for mental health services, call your local VA to request this and you will be connected to care.

Support

Sometimes it is wise to take breaks from watching, reading, or listening to news stories. It can be upsetting to hear about the crisis and see images repeatedly. If you feel anxious or stressed from the information, struggle to turn off the TV or log off of social media, or have trouble

sleeping, you might want to limit the amount and type of news you are viewing. Try to do enjoyable activities, return to normal life as much as possible and check for updates between breaks.

It is important to realize that during times of social distancing, it is normal to have increased feelings of loneliness, sadness, fear, or anxiety. It is imperative for everyone to stay connected. Seek support from family, friends, mentors, clergy, and those who are in similar circumstances.

While face-to-face communication may be difficult, be flexible and creative using phone, email, text messaging, and video calls. Sign up or join a virtual social network that includes service members and/or other veterans.

Additionally, keep in touch with fellow veterans and assist them in navigating this new environment if they are having a hard time. Teach them how to use VA Video Connect through the VA mobile app store as VA increases virtual health and mental health appointment availability.

As a veteran, you have been uniquely trained in emergency response situations. Your resilience and strength can assist others during these times. Connection can also happen when you give back to your community by sharing your expertise and support with family, friends, and neighbors through acts of kindness and volunteer opportunities, which will arise.   

Remember, we are all in this together. We are struggling together; we will triumph together. As veterans, we are trained leaders and we have overcome many different obstacles, as well as, sacrificed our lives to protect our country. Although this is an adversity unlike our generation has ever seen, we will be victorious because of our strength, resolve, passion and because, we are Americans. God bless America!

I started as Chief of the Spinal Cord Injury Service on 6/8/20, taking over for Dr. Dean Norman, who has been Acting Chief since 2018.

I grew up in Anaheim, CA and after high school studied and lived on the East Coast for 27 years.  I was an undergraduate at Johns Hopkins, went to medical school at NYU, went back for PM&R Residency at Johns Hopkins and completed a Spinal Cord Injury Medicine Fellowship at University of Maryland / Kernan Hospital.  My most recent employment was at University of Maryland Rehabilitation and Orthopaedic Institute (UM Rehab) in Baltimore, MD, where I was Medical Director of the Spinal Cord Injury Unit, president of the UM Rehab Medical Staff, and Assistant Professor in Neurology at the University of Maryland School of Medicine. 

As a SCI physiatrist at UM Rehab I found inspiration in our adapted recreation program.  I provided medical

consultation for the UM Rehab wheelchair rugby team, the Maryland Mayhem.  The team was started a few years after I began working at UM Rehab, so I got the chance to see many of my patients participate on the team and watched the team grow to become nationally ranked. 

I have a deep appreciation for the PVA in providing educational opportunities such as the annual PVA Summit which I have attended for many years since 2012.  I also participated in a PVA educational grant that allowed us to provide SCI education for clinicians in Western, Central, and Eastern Maryland. Henry S. Finally… the first opportunity to leave our houses since the COVID-19 pandemic began turned out to be a wonderful fishing trip on the Daily Double. There were 22 eager fishermen made up of friends, family and caregivers. We all donned our face masks and sojourned out to Point Loma Sportfishing to try and forget everything going on by catching anything but COVID. The half day fishing trip originally scheduled for March was cancelled due to the spreading pandemic. As things have started to slowly re-open, we were informed that fishing could resume with some minor restrictions. We were limited in the number we could allow on the boat, face masks were required, and temperatures were taken before boarding. No one minded these minor inconveniences for the greater joy of being out on the ocean, with friends we hadn’t seen in a long time, and attempting to catch some good sand bass, rock fish, or whatever decided to hit our bait. Wednesday morning, the crew of the Daily Double were ready for us and some of our special needs. Several of the crew had sailed with us on our trip in September of last year and remembered

the group, being comfortable enough to have fun themselves and take great care of us. This created a very relaxed atmosphere throughout the half day trip. Once we were loaded onboard and the hold filled with bait fish, the Daily Double headed out off the coast of Point Loma on a slightly overcast but pleasant morning. The seas were gentle rolling swells resulting in only a few green faces. That didn’t stop anyone from dropping their lines in. Unfortunately, there were not a lot of fish caught. I think this was mainly as a result of the multiple seals (not of the Navy type) frolicking around the boat and eating our bait fish. I know myself, my best friend, and John Pou fed at least 20 fish to them. Those seals were well fed and happy. As with life, there are things completely out of our control, and I don’t know that anyone was truly upset about it. As far as I could tell, despite the scarcity of fish, everyone seemed happy to just be out and about. The way I see it, we just left more fish out there for our next trip. Hope to see you all out on the water next time!

When comparing Veteran Service Organizations, Paralyzed Veterans of America (PVA) leads the way not only by assisting Veterans with

Compensation and Pension benefits, but also in ensuring that all SCI/D Veterans are receiving timely and proper medical care within the VA Spinal Cord Injury/Disease System of Care.

With that being said, PVA is requesting feedback from our members in regards to any access to care issues you may be having.

We would like to hear from you if you are experiencing any restrictions to receiving access to care at the SCI/D Center of SCI/D Clinic.

This would include issues such as your ability to receive timely quality health care, delays in obtaining an appointment, delays in appointments for a particular procedure, delays in obtaining specific prosthetic

equipment and supplies, delays that resulted in you having to use the Choice Act, and /or denial of care from the VA facility.

Spinal Cord Injury Patient and Family Education SeriesThe VA San Diego Healthcare System is proud to present a series of classes designed to help Veterans with Spinal Cord Injury/Disorders (SCI/D) their families/caregivers become more knowledgeable about caring for themselves and becoming active in the community. The classes are mandatory on-site for all newly injured or Rehabilitation SCI inpatients, and are highly encouraged for other SCI/D inpatients in SCI Conference Room 1B123. Members of your team may assign you to attend certain classes.
