Paragraph 1 of DepEd Order No. 18, s. 2016states that “The Government Assistance toStudents and Teachers in Private Educationconsisting of the Education Service Contracting(ESC) and the Teacher Salary Subsidy (TSS), is ademonstration of the Government’s commitmentto maintain the viability of private education as akey partner in the delivery of quality basiceducation”
Article XIV, 1987 Constitution & RA No. 8545- provides the legal bases of Expanded GASTPE
RA 10533 (Enhanced Basic Education Act of 2013)- introduction of two (2) additional year levelsin secondary education
- expands support for private education byextending the coverage of GASTPE to qualifiedstudents in senior high school.
The management of GASTPE has beencontracted out by the DepEd to the PrivateEducation Assistance Committee (PEAC), which isthe trustee of the Fund for Assistance to PrivateEducation (FAPE), a perpetual trust created by andbetween the Philippine and U.S. governments underExecutive Order No. 156, s. 1968 for the purpose ofproviding assistance to private education in thecountry.

• Oversee private participating secondary schools’compliance with the general guidelines andpolicies of the GASTPE Program.

COMMON ISSUES ENCOUNTERED
STRATEGIES IMPLEMENTED TO RESOLVE THE ISSUES
Failure of transferring students to inform the new school that they are ESC Grantees.
Constantly reminding schools to do a thorough ESC orientation of the parents and students.
Multiple LRNs of learners resulting to tagging issues.
Directly referring the school to the DepEd Division Office regarding multiple LRNs.
Schools including the students in the Vouchers’ list upon “reservation” in their school.
This will be clarified further in the Orientation on the SHS Voucher System.
