turnout and attention in traditionally safe Republican districts. Participation was up on both sides, but national polling has revealed Democrats hold a double digit advantage over Republicans among women voters. Due to the Alabama Senate special election of 2017, in which Democrats managed to flip the traditionally red state, Republicans hold a one seat majority in the Senate heading into the 2018 midterms. Yet, it will be an uphill battle for Democrats to take the majority, as they will need to pick up a net of two seats (a 50-50 tie in the U.S. Senate would be broken by Vice President Mike Pence). The likelihood of netting two seats is a challenging task for Democrats, as they are defending 24 seats to the Republicans’ eight seats. Of those 24 states, President Donald Trump won eight in 2016. In contrast, only two of the eight states that Republicans will defend were

(continued from page 1) won by Hillary Clinton. In the House, Democrats need to win 24 seats to win the majority. This is not out of the realm of possibility; 23 Republican-held congressional dis-tricts voted for Hillary Clinton in the 2016 presidential election. As noted, Republicans picked up an astonishing 63 seats in 2010 in the first midterms of President Obama’s administration. Democrats can also take some encour-agement in the retirement of multiple swing district incumbent Republicans. However, Republicans may still have an edge, however, as they have controlled state legislatures drawing the district lines during the past decade. Some polling numbers and historical trends suggest Democrats would have a strong election if voting were today. Yet many factors present a tough combina-tion for them to truly ride the forming wave to congressional majorities. Eight months out, it is anyone’s game.

Appvion on Feb. 8 announced that it filed a motion in the U.S. Bankruptcy Court for the District of Delaware for approval of a stalking horse asset pur-chase agreement bid from a group of its lenders (the “Purchaser”) to acquire substantially all of Appvion’s assets in

a sale process under Section 363 of the Bankruptcy Code. “After evaluating options to address our capital structure and conducting extensive negotiations with our lenders, we determined that a sale would be the best path forward for Appvion,”

said Kevin Gilligan, CEO of Appvion. “We expect that the sale process will be seamless for our stakeholders and will not disrupt our operations. This process will bring a timely and efficient conclusion to our restructuring and ensure that our company emerges as a healthier, financially-stable business poised to compete long term in the spe-cialty paper market and further invest in the innovation that has made Appvion a market leader.” Gilligan continued, “We believe that launching the sale process with a going-concern offer from the Purchaser — a long-term lender to and supporter of our business — is the best option for Appvion. The transaction would maxi-mize the value of our assets and create the optimal long-term outcome for our employees, customers, and vendors. “Importantly, this transaction would result in a substantially deleveraged bal-ance sheet for Appvion, upon which to continue executing our business strategy. We are confident that Appvion would be an even stronger partner to all of our stakeholders in the years to come as a result of this transaction.” The agreement with the Purchas-er, which is subject to higher or oth-erwise better offers, provides a total consideration of $325 million plus the

assumption of substantial liabilities. Pursuant to Section 363, Appvion intends to implement bid procedures to allow other qualified bidders the opportunity to submit competing bids through a court-supervised sale process. After the Court considers the proposed bid procedures (March 1), Appvion has requested authorization to proceed with an auction on April 23, 2018, pro-vided the Company receives qualified overbids no later than April 19, 2018, at 4:00 p.m. (ET). The Company would then select the best bidder for the on-going business at the conclusion of the auction, as applicable, and seek approval of the sale to the Purchaser, or the successful bidder, at a hearing shortly thereafter. As previously announced, on Octo-ber 1, 2017, Appvion and certain of its subsidiaries filed voluntary Chapter 11.

Appvion Enters into Sale Agreement with Group of Lenders for $325 Million“After evaluating options to

address our capital structure and

conducting extensive negotiations

with our lenders, we determined

that a sale would be the best

path forward for Appvion.”

— Kevin Gilligan, CEO, Appvion.

Facing challenges is nothing new for the paper industry. Disruptive forces from technology, government policy makers, foreign competition and misinformed public perceptions all chip away at consumer demand for paper products. All industry sectors face negative demand pressures to one degree or another. Yet, despite these forces, AF&PA is proud of the work and achievements accomplished on behalf of members and their products. AF&PA works on members’ behalf to address government policies and/or inaccurate messaging that nega-tively impacts consumer demand for paper products.

Printing-Writing Papers• AF&PA opposes federal government

efforts to forego paper-based informa-tion and challenges adoption of certi-fication standards or minimum fiber content mandates that would interfere with market forces or set unreason-able benchmarks that would negatively affect printing paper competitiveness.

• AF&PA educates companies to cease using unsubstantiated or misleading marketing claims to “go green” or “save trees”.

• As the future of the Postal Service is shaped by upcoming legislative and regulatory actions, AF&PA prioritizes

ensuring that mail continues to be a viable and competitive choice for marketers.

Paper-based Packaging• AF&PA actively opposes state and local

authorities’ efforts to pass regulatory schemes such as Extended Producer Responsibility (EPR).

• AF&PA upholds the environmental benefits of paper bags, opposing state and local bag bans and fees.

Tissue• AF&PA influences international

flushability standards development that could exclude tissue products from being labeled as flushable.

Emphasis on CollaborationAF&PA staff work closely with members, both large and small, to defend member company interests. AF&PA collaborates with allied associations and coalitions to amplify messages and leverage AF&PA’s unique expertise in influencing policy makers and regulators. Addressing public and marketplace challenges requires heavy lifting. Through AF&PA, companies have access to specialized resources that wouldn’t be practical to have on their own. By working together, we can help create a stronger industry where companies can grow and thrive. Whether large or small, commodity or specialty product, AF&PA is a place where each company can have a voice and contribute to a strong future for our industry.

Progroup Announces Plans for Containerboard Mill in Germany and Four Sheetboard Plants in EuropeProgroup said with the construction of a new mega-corrugated sheetboard plant in Ellesmere Port (United Kingdom) in October of 2017 and the start of produc-tion in its latest corrugated sheetboard plant in Drizzona (Italy) in February of this year, the company is now announc-ing further expansion plans. Progroup said that it plans to build a containerboard plant in Germany and up to four corrugated sheetboard plants in Central Europe by 2021. In a press release, Progroup said, “With the construction of up to four more corrugated sheetboard plants between 2019 and 2021 in Central Europe and the start of the active phase of preparation for the construction of another paper factory for containerboard in Germany, which is scheduled to start production in 2021, Progroup is embarking on the intensive phase of its Two Twentyfive expansion strategy.” Progroup noted that with the its two new corrugated sheetboard plants in Italy and the United Kingdom at the beginning of 2017, the new corrugat-ed sheetboard plant in Drizzona, and the corrugated sheetboard plant in

Packaging Corp of America (PCA) recently announced plans to discontinue production of uncoated freesheet (UFS) and coated one-side (C1S) grades at its Wallula, Washington mill in the second quarter of 2018 to begin the conversion of its 200,000 tpy No. 3 paper machine to a 400,000 tpy high-performance 100% virgin kraft linerboard machine. The conversion of the No. 3 paper machine at the Wallula Mill is planned for the second quarter of 2018 with an initial production rate of approximately 60 percent of capacity. Ultimately, pro-duction will increase to 1,150 tons per day once a new headbox, forming section, and shoe press are added in the fourth quarter of 2018. The capital cost of the conversion is expected to be about $150 million. PCA Chairman and CEO Mark Kowl-zan said, “Our strategy is to improve the overall profitability of the paper business for PCA by focusing our people and in-vestments on increasing our competitive-ness and ensuring a sustainable future in the office and printing & converting markets with our mills in International Falls, Minnesota and Jackson, Alabama. “In addition, at our current contain-erboard integration rate of 95%, the

low-cost conversion of the No. 3 paper machine at our Wallula Mill provides us with much needed linerboard capacity, allows us to integrate over 200,000 tons of containerboard to our Sacramento Container acquisition, and enables further optimization and enhancement of our current mill capacity and box plant operations. The conversion will significantly enhance the mill’s profit-ability and viability,” Kowlzan added. The Mill’s No. 2 paper machine will continue to produce 150,000 tons- per-year of semi-chemical medium, PCA noted.

Ellesmere Port, which is scheduled for start-up in the third quarter of 2018, Progroup’s production capacity for corrugated sheetboard will be about 3,000 million m²/year. To ensure that Progroup will meet its customers’ requirements in respect of reliability of supply and the quality of products, between 2019 and 2021, the company is planning to open up to four more corrugated sheetboard plants in Central Europe. This will increase the company’s total production capacity to approx. 4,200 million m²/year. In addition, Progroup has started to make preparations for the construction of another paper mill in Germany. The company expects start-up the mill’s new containerboard machine in 2021, which will have an annual produc-tion capacity of around 750,000 tonnes of containerboard. Together with the two paper mills PM1 in Burg and PM2 in Eisenhüttenstadt, which are already manufacturing products in Germany, the total annual production capacity of containerboard will increase from 1.1 million tonnes to around 1.85 million tonnes.

Verso Expands GlazeArmor Line to Include New Natural Kraft Lightweight Oil and Grease Resistant Papers

Norkol’s Michael Doherty Celebrates 35th Paper Convention

Graphic Packaging Appoints Spencer Maurer to Sr. VP, Americas Foodservice

Paper2018 marks the 35th year that Michael J. Doherty, N o r k o l ’ s V i c e President of East Coast Sales, has

attended AF&PA’s annual business convention (formerly Paper Week). He noted that the convention has been an invaluable resource not only to himself, but to his company. Discussing business, Doherty pointed out that Norkol made the decision several years ago to shift its focus to special grades such as flexible packaging and pressure sensitive while growing

Verso recently added Natural Kraft (NK) oil and grease resistant (OGR) paper options to its GlazeArmor™ fam-ily of lightweight uncoated machine-glazed papers. The GlazeArmor product family now features machine-glazed bleached and natu-ral kraft virgin fiber papers that are designed for demand-ing OGR foodservice and microwave popcorn bag applications. “Foodservice packaging converters and end users are seeking natural kraft OGR paper options that offer the right combination of quality, performance and run-to-run consistency,” said Mike Weinhold, Verso President of Graphic Papers. “Our GlazeArmor family of OGR papers excels in these critical areas, and we will deliver these solutions with the same level of highly personalized customer service, experienced technical resources, and overall attention to detail that customers have come to expect from Verso.”

their export markets – a decision that has more than offset declines in other markets. “Our export business continues to grow aided by the proximity of our Newark Delaware facility to the Ports of Baltimore, Elizabeth New Jersey, Phila-delphia and Wilmington, which in turn has allowed us to provide value added products to our export customers,” Doherty explained. Norkol is one of the nation’s largest independently owned converters and distributors of commercial printing papers as well as packaging papers and paper board.

GlazeArmor natural kraft options are an addition to the broader portfolio of Verso’s machine-glazed laminating and converting papers, which are re-

lied upon by flexible packaging converters worldwide. Featuring OGR levels ranging from Kit 5 to as high as Kit 12, GlazeArmor

NK OGR and GlazeArmor NK Micro are Perfluorooctanoic acid (PFOA)-free and are designed to work well in low to high oil and grease end uses. These OGR papers offer excellent runnability and converting performance, both key performance requirements for end-use applications such as sandwich and deli wraps, foodservice liners, microwave popcorn bags and laminated food pouches. GlazeArmor NK OGR is offered in basis weights ranging from 18 lb. to 40 lb. (3000ft²) and each weight is optimized for specific end uses. GlazeArmor NK Micro is offered in basis weights ranging from 20.5 lb. to 23 lb. (3000ft²) for inner and outer plies of popcorn bags

Cascades Acquires Containerboard Packaging Plants in Ontario, Increases Its Ownership in GreenpacCascades Inc. in December acquired four plants in Ontario, Canada to strengthen its position in the containerboard packaging sector, and purchased an ownership position in Tencorr Holdings Corporation. Cascades also increased its equity holding of the Greenpac Mill LLC. “We are very pleased to expand our presence in Ontario and increase our stake in Greenpac for the second time this year. These transactions align perfectly with our vision and strate-gy for our containerboard activities,” said Mario Plourde, President and CEO of Cascades. The following four plants in Ontario were acquired from the Coyle family, and specialize in the manufacturing of boxes and specialty products:

• McLeish Corr-a-Box Packaging & Design (Etobicoke)

• Brown Packaging (Burlington)• Coyle Corrugated Containers Inc.

(Scarborough)• Coyle Packaging ( Peterborough ) Ltd.

(Peterborough)

Cascades said the deal will allow it to expand its presence in Ontario, increase its production capacity by 500 million square feet per year, and strengthen its ability to serve customers in that region.

In addition, the plants already have procurement agreements with Greenpac, and as such the transaction will have little impact on Cascades’ integration rate. Cascades has also acquired the Coyle family’s 33% stake in Tencorr, a company specialized in manufacturing sheet stock for box producers. Furthermore, Cascades has also ac-quired an additional interest in Con-tainerboard Partners, one of Greenpac’s shareholders, thus increasing its holdings in Greenpac to 66.1% from 62.5%. The total cost of the transaction amounts to $49 million, of which $21 million is related to the increased stake in Greenpac and its new position in Tencorr. The containerboard packaging plants were acquired for a consideration of $28 million, including an assumed debt of $4 million, which represents a multiple of 6.5 times the adjusted operating income before deprecia-tion of these operations, and excludes anticipated synergies.

The deal will allow Cascades to

expand its presence in Ontario, and

increase its production capacity by

500 million square feet per year.

Sappi Limited in December 2017 signed an agreement to acquire the specialty paper business of Cham Paper Group Holding AG (CPG) for CHF146.5 million (approximately $149 million). Sappi said the deal will be funded through internal cash resources. The transaction includes the acqui-sition of CPG’s Car-mignano and Con-dino mills in Italy, its digital imaging business located in Switzerland, as well as all brands and know-how. The Carmignano Mill is a non-integrated paper mill with two paper machines with a production capacity of 100,000 tons per year of paper grades that include: C1S FlexPack, C1S Label Papers, Wet Glue and Self-Adhesive applications, and base paper for metallization. The Condino Mill is a non-integrated paper mill with one paper machine. The mill has the capacity to produce 60,000 tons per year of paper grades that include: glassine (silicone base

paper) and super calendared, and un-coated flexible packaging papers. The digital imaging business includes a finishing plant located in Cham, Switzerland where base paper from Con-dino or Carmignano mills is converted to

produce 12,000 tons of digital imaging paper. “This acquisition further strengthens Sappi’s specialty pa-per business both in Europe and globally

by combining Cham’s strong brands and assets with Sappi’s global reach,” said Steve Binnie, CEO of Sappi Limited. “This transaction will increase profitability and unlock the significant growth and innovation potential inherent within the specialty paper market.” Sappi said the CPG’s specialty paper business will continue to operate sepa-rately and independently from Sappi until clearances from the authorities are obtained. Sappi expects the acquisition to be completed during the first calendar quarter of 2018.

WestRock Company on Jan. 8 an-nounced that it completed its pre-viously announced acquisition of substantially all of the assets of Plym-outh Packaging, Inc. Plymouth is a corrugated packaging company that derives approximately 70% of its sales from its “Box on Demand”systems and corrugated fanfold, and 30% from traditional corrugated box packaging. This acquisition represents WestRock’s entry into the growing on-demand corrugated packaging market that serves many e-commerce and other custom-packaging applications. Duni in February acquired 75% shares in Kindtoo Ltd., trading as Biopac UK Ltd., from entrepreneurs Mark Brigden and Eric Graham. Biopac is a leading supplier of sustainable disposable packaging for food and beverages in the UK. Financial terms of the deal were not disclosed. The acquisition will be consolidated into Duni’s Professional Meal Service business area. Established in 2002, Biopac specializes in food packaging and service products

created with sustainable materials. “The capacity to customize food and drink packaging to suit customer brands and a clear focus on sustainable products, has resulted in Biopac gaining signifi-cant market share in UK,” Duni said in a press release. Biopac has an approximate annual turnover of SEK 55 million and operating margin well in line with Duni’s Business Area Meal Service. Johan Sundelin, CEO of Duni, com-mented, “We welcome Biopac into the

Duni family. The clear shift in demand towards sustainable products in the

restaurant and takeaway segments is a leading factor in this acquisition.”

combined company and will be the sole manager. International Paper will own 20.5 percent of the combined company. Graphic Packaging has assumed $660 million of International Paper debt and concurrently has amended and restated its senior secured credit agreement. IP’s transferred business includes approximately 3,900 employees, two coated paperboard mills and three converting facilities in the U.S., along with one converting facility in the U.K. “Investing in Graphic Packaging gives IP the opportunity to benefit from a much stronger value-creation consumer packaging platform, while allowing us to remain focused on growing value in our core businesses,” said International Paper Chairman and CEO Mark Sutton. There is no change to Graphic Pack-aging’s current Board of Directors or leadership team. International Paper has a 2-year lock-up on the monetization of their ownership interest and cannot purchase GPK shares for a period of 5 years, subject to limited exceptions. Michael Doss, President and CEO of Graphic Packaging Holding Company, said, “We are very enthusiastic about the

platform for future growth created by this combination and expect the transaction will significantly increase our mill pro-duction and converting scale. The com-bination meaningfully increases our exposure to the growing foodservice market, provides significant runway to realize synergies, and will drive strong financial results.” On a combined basis, Graphic Pack-aging is now a leading integrated paper-based packaging company with approximately $6 billion of projected revenue and approximately $1 billion of projected EBITDA post-synergies. Graphic Packaging is one of the largest producers of folding cartons and paper-based foodservice products in the United States, has strategic folding carton and foodservice converting positions glob-ally, and holds leading market positions in solid bleached sulfate paperboard, coated unbleached kraft paperboard and coated-recycled paperboard. “The $75 million in synergies is compel-ling and will be driven by cost reductions, increased paperboard integration, and procurement and mill efficiencies,” Doss added.

expectations and informed the kind of improvements needed to bring the other sheeters in Prime Converting’s arsenal up to par with the Econ in 2017. Leveraging machine data has enabled the company to bring new life to older machines such as the three Strachan Henshaw sheeters that bore the major-ity of the sheeting workload prior to the Econ installation.

With 5 sheeters in total, each with its own set of unique features to improve, Prime Converting analyzed two specific sheeters – S2 and S4. Upgrades such as brand new bridges to support the auto-tension controls, shaftless back stands and updated sheet counters made a significant improvement in the quality of sheets produced, as well as the ability to meet or exceed the level of quality found in its newest sheeter, the Marquip Econ, with just one operator at the controls. The performance of machine operators on older machines also improved, as adding back stands helped reduce downtime between machine setup while improv-ing workflow between warehouse staff. The Hammermill® brand, the most well-known brand of copy paper manufac-tured by International Paper, has created a new design for reams and cartons of Hammermill paper. The iconic animals found on the front of the reams have been refreshed, and sev-eral new animals have even been added to the “Hammermill Habitat”, including a parrot, a chameleon, a hedgehog, and a peacock. With this redesign, the brand has also incorporated a prominent frame around important paper spec information on the front of every ream. Consumers can look for the paper frame to help them easily locate information on the new Hammermill trade dress. Before introducing the packaging change, the Hammermill brand con-ducted research to better understand customer opinions about their portfolio organization and packaging design. The most commonly requested need was to make it easier for consumers to find the right paper for their project. The new design uses a color-coded system to

divide the portfolio into three categories: Paper for Copy (blue), Paper for Multi (orange), and Paper for Color (green). In the new design, spec information will be

highlighted in the middle of every ream, and framed by the correspond-ing color. The Paper

for Copy category is for printing mostly black-and-white documents. Consum-ers who want to print a document with minimal color can choose a paper from the Paper for Multi category. And for printing color-intensive documents, the Paper for Color line is designed for superior color reproduction to show work at its best. Reams and cartons featuring the new Hammermill Habitat will be available for customer purchase soon. You can learn more about the full line of Hammermill paper prod-ucts from International Paper at www.hammermill.com or follow Hammermill’s social media handles at twitter.com/hammermill and www.facebook.com/hammermill.

According to UPM, the Uruguay government will develop the rail and road network by tendering the construction and long-term maintenance of the network. The total investment by the Government has been reported to be approximately USD 1 billion. This investment is necessary to enable the establishment of efficient logistic infra-structure in the Uruguayan inland. The Government will also promote conces-sion for a terminal specializing in pulp in the Montevideo port with rail access in order to secure reliable and competitive outlet to export markets. Once the permitting requirements are fulfilled, the Government will grant the mill a free trade zone status, which is necessary to ensure competitiveness

In November of 2017, UPM and the Government of Uruguay signed an investment agreement outlining the local prerequisites for a potential pulp mill investment. The agreement details the roles, commitments and time-line for both parties as well as the relevant items to be agreed prior to the final investment decision. The proposed pulp mill project would be built close to the city of Paso de los Toros, in the department of Durazno in central Uruguay. UPM noted that “a long-term industrial operation requires stable and predictable

on international markets. UPM will carry out an engineering study and permitting process for a pulp mill with an annual capacity of about 2 million tonnes of eucalyptus market pulp. The preliminary estimate for a pulp mill investment on site is approximately EUR 2 billion. In addition, a successful project requires off-site investments in planta-tion land and forestry, road network and nursery capacity, harvesting and transport equipment, rolling stock for the rail, export facilities and human development. Jaakko Sarantola, UPM’s Senior Vice President, Uruguay Development, explained, “Robust infrastructure is elemental for industrial development. The Government of Uruguay is stating their serious intent with this agreement and timeline. The agreement sets the foundation for UPM’s planning of a state-of-the-art pulp mill investment. “The signing of this agreement confirms that we are now entering the second preparation phase of this prospect, which is expected to take some 1.5 to 2 years. Achieving significant progress in the implementation of the infrastructure initiatives is critically important for the final investment decision,” Saran-tola said.

Seaman Paper Company has earned a 2017 AF&PA Leadership in Sustainability Award for Safety for their “Raising the Reels for Safety” project. “By retrofitting their papermaking equipment, Seaman Paper eliminated a common safety hazard in a simple, foolproof manner,” said AF&PA Presi-dent and CEO Donna Harman. Older paper machines like the ones at Seaman Paper’s Otter River, Massa-chusetts mill were designed with lower reel heights, which exposed machine operators to a safety hazard. Seaman Paper opted to add stands to their reels, elevating the centerline of the hazard and literally moving it out of their em-ployees’ reach. “We thank AF&PA for recognizing our Raising the Reels for Safety project,” said George Jones, CEO of Seaman Pa-per Company. “Safety improvement is important to us as a key component of our Soft Steps Forward Initiative.” Designed to recognize exemplary sustainability programs and initiatives in the paper and wood products manu-facturing industry, AF&PA’s annual

sustainability awards are given based on the merit of entries received across multiple categories. Projects that support progress toward the Better Practices, Better Planet 2020 sustainability goals qualify for recogni-tion in the “Leadership” category, which has five subcategories that correspond to the goals: Paper Recovery for Recycling, Energy Efficiency/Greenhouse Gas Reduction, Sustainable Forest Manage-ment, Safety, and Water. The “Innovation in Sustainability” award is reserved for projects that merit recognition for their contribution to sustainable business practices, not one of the goals specifically. Seaman Paper Company is a global producer of lightweight papers and deco-rative tissue products, with manufactur-ing and warehousing in the United States, China, Hong Kong, Vietnam, India, Germany, Italy and Great Britain. Georgia-Pacific’s Alabama River Cel-lulose mill in Perdue Hill, Alabama, recently received Conservation Certifi-cation from the Wildlife Habitat Coun-cil (WHC). The certification program recognizes company efforts to create, restore and enhance wildlife habitat on their lands. The mill worked on the certification process for nearly two years, forming an employee committee in early 2016 to identify projects on the 1,800+ acre mill site that would qualify for consideration by the Wildlife Habitat Council. The committee, which included em-ployees from the mill as well as GP foresters from the local wood and fiber supply office, focused its efforts on two projects: a timber management plan and bluebird houses. The timber management plan outlines how the mill’s pine and hardwood timber stands will be sustainably managed for multiple types of forest products as well as to provide different habitats for species such as white-tailed deer, turkeys and songbirds. To attract bluebirds, a group of em-ployees built and put up 10 bluebird houses across the mill site and at the wood and fiber supply office. “We’re very excited about our

A recent study shows continued progress in the replacement of traditional wax coatings on corrugated boxes. Since the introduction of the corrugated industry’s recyclability protocol in 2005, use of wax has steadily dropped off. In 2016, the corrugated industry shipped less than 10 billion square feet of waxed boxes, just 2.5 percent of total shipments. Wax coatings on boxes have been traditionally used as a moisture barrier to preserve the strength of a corrugated container holding wet or iced products such as fresh fruits and vegetables, meat, poultry, and seafood. By developing and using wax alterna-tives, the industry continues to increase the amount of recyclable corrugated packaging. In 2016, the corrugated industry shipped 12.4 billion square feet of boxes using recyclable wax alternative coatings. That’s over 849 percent more than the 1.3 billion square feet shipped when first measured in 2002. Progress has been made in replacing all types of wax treated boxes (cascaded, impregnated, and curtain-coated) with recyclable treated boxes.

51 recyclable wax alternatives have passed certification testing for repulp-ability and recyclability and have been registered with the Fibre Box Association.

Corrugated Recovery is a True Success Story

The recovery rate for old corrugated containers (OCC) has been on a steady climb reaching a record 93 percent in 2016. Today, more corrugated packaging is recovered for recycling than any other packaging material primarily due to tremendous recovery efforts at super-markets and retail collection where OCC is baled, then sold to generate substantial revenue and to improve store profitability. Dennis Colley, executive director of the Corrugated Packaging Alliance, said, “Corrugated is the most reliable, cost-effective and sustainable package available for transporting most prod-ucts, including those requiring moisture protection such as fresh produce. Even those boxes can be made with recyclable materials. The continuous decrease in wax coatings means that renewable, recyclable corrugated can be used for

even the most demanding applications.” For more information about recyclable wax alternatives, including a fact sheet, visit www.corrugated.org/recycling/recyclable-wax-alternatives. The Corrugated Packaging Alliance

You’ve probably seen kids, hobbyists and amateur photographers using drone technology for fun, but drone solutions have a great deal more potential than an afternoon’s worth of entertainment. These small, unmanned aerial vehicles are useful for a wide range of applica-tions, from logistics to manufacturing. For example, e-commerce giant Ama-zon is currently testing Amazon Prime Air, which will deliver packages to cus-tomers via drones. Although it sounds like something from a science fiction movie, the idea has captured the imagi-nation of the media, consumers and corporate executives. Domtar has recently started using drone solutions at the company’s Ash-down Mill in Arkansas. Doug Teale is the sustainability man-ager at the Ashdown Mill, which pro-duces uncoated paper and premium fluff pulp. Teale first learned about drone solutions at a 2015 forestry conference, and he knew immediately that drones could make Domtar’s work faster, safer and more efficient. “The use of drones is absolutely the biggest advance I’ve seen in this busi-ness in a long time,” says Teale. “They improve our efficiency and the accuracy of our calculations, they save us time,

and they keep all of our foresters safer. The impact has been tremendous, so we’re excited to share best practices with others across the Domtar network and potentially expand the use of drones throughout other facilities.”

Here are three ways drone solutions are changing forestry.

1. Drone Solutions Monitor Forest Health. Ashdown Mill began using drones 2016. Today, Domtar colleagues use two drones to monitor local forests for diseased trees or invasive species. The ips beetle, also known as the engraver beetle, is a common pest that can burrow under bark and tunnel through pine and spruce trees, causing severe damage. Using drone solutions, foresters can quickly check for infestations. What used to take half a day is now accomplished in just 20 minutes.

2. Drone Solutions Measure Wood Chip Piles. Drones also improve the speed and accuracy of inventory calculations at the Ashdown Mill which

produces massive wood chip piles. Pre-viously, survey crews required half a day or longer to measure chip piles for volume. Now, drones take photos of the piles, and those photos are downloaded to a computer and analyzed. The process takes just 30 minutes and is exception-ally accurate.

3. Drone Solutions Monitor Growth and Harvests. Seedling survival is critical to ensuring the next generation of trees creates a healthy ecosystem. In the past, it took foresters several hours to walk a forest floor to check on recently planted trees and record data about survival rates and coverage. Today, drone solutions capture images that the mill’s forestry team can use to make those same ob-servations within minutes. Drones can also monitor harvests to ensure the use of responsible forestry techniques. Commercial drone solutions offer tremendous value to Domtar’s business. The company points out that drones are relatively inexpensive, and they save time. They can also improve accuracy, while safeguarding our colleagues from some of the dangers inherent in for-estry. Other Domtar facilities, such as its Windsor, Quebec mill, have adopted drone solutions, and Domtar is looking

at ways to introduce the technology throughout its business. “The possibilities are endless,” Teale says.

Recognizing that the needs and inter-ests of specialty product manufacturers and smaller companies may be differ-ent from large organizations, AF&PA formed the Specialty/Smaller Enterprise Council (SSEC) in 2017. The focus of SSEC is ensuring the perspectives and nuances of specialty product and smaller companies are reflected in key paper industry policy positions. The group provides members a forum to ensure the voice of smaller companies is heard and an avenue to engage in AF&PA initiatives in a streamlined manner. To join the SSEC, members must meet at least one of the following criteria:

• At least 50 percent of revenues come from specialty products;

• Total sales is $500 million or less;

• Number of employees is 500 or less

Mike Grimm, SSEC chairman and CEO of American Eagle Paper Mills, explains the group’s value. “This has been a great platform for us. We can stay on top of the issues we need to, and get help from AF&PA staff when we require expertise we don’t have in-house.” AF&PA will be hosting a Specialty/Smaller Enterprise Council networking reception this evening, March 11, from 4:45-5:45 pm at the New York Palace in Hubbard II. All interested parties are encouraged to attend.

Verso in mid-February announced plans to upgrade the shuttered pulp line and No. 3 paper machine at its Androscoggin Mill in Jay, Maine, enabling this equip-ment to restart for the manufacture of packaging products. The paper machine and associated pulping capacity were temporarily idled in January 2017 and shut down in July 2017 as a result of declining demand for the graphic paper products formerly produced on the machine. Prior to being idled, the No. 3 ma-chine produced coated paper and had a production capacity of 200,000 tons per year. With an anticipated completion date in the third quarter of this year, this project will help Verso continue to diversify its product mix into growing market segments and is expected to c reate approximately 120 full-time jobs at the mill. The estimated total capital cost of the project is $17 million, $4 million of which will come from a Maine Tech-nology Asset Fund 2.0 challenge grant administered by the Maine Technology Institute. Funds from the grant will be become available as certain milestones in the project are reached. “Verso identified this upgrade and restart of the No. 3 paper machine and associated equipment at the Andro-scoggin Mill as part of our continuing development of a holistic strategy that includes repositioning of certain assets, and we want to thank Governor LePage and the Maine Technology Institute for their support in helping to make it

possible,” said B. Christopher DiSantis, Verso’s CEO. “When this project is completed, the Androscoggin Mill will be more com-petitive in the global marketplace and better positioned for future success,” he added.

During the last quarter of 2017, market rates on transportation increased dra-matically due to weather conditions, increase in e-commerce, and also new mandates on ELD’s for all trucks across the country. Hurricanes Irma and Har-vey caused a huge disruption of freight transportation and placed a massive hold on freight entering ports in the south. Capacity was at maximum and it wasn’t until January 2018 when shipping patterns returned to normal. According to Streco, the government will soon mandate that all delivering vehicles have an ELD (Electronic Log-ging Device). The driver will have to purchase the ELD and pay for some-one to monitor it. If they don’t comply, the trucks will not be able to move freight over the road. Small fleet own-ers and line haulers will be faced with increased costs to adhere to these conditions or exit the industry, which will make it difficult to replace capacity. Current drivers are faced with a new age of hauling. As a result, Streco said that all these factors have made, and continue to make, shipping product a challenge. Old patterns of long haul runs are being shelved due to lengthy delivery times and high customer demand. With the forecast of this new era of transporta-tion not expected to change in the near future, the paper industry will have to adapt in order to meet demand. Streco will continue to strategize using alternative methods of delivery including intermodal and rail to warehouses that are closer to customers, enabling the company to continue providing cost-efficient service with next day delivery. Virginia-based Streco Fibres helps many paper product manufacturers worldwide to achieve a sustainable competitive advantage by taking on an active role in supply chain management. During Paper2018, Streco is repre-sented by John Strelitz, Ryan Henry, Mike Plunkett, Ken Johnson, Mike White and our International Division head-ed up by Angelica Campomanes and Kateryna Radina. New Transpor-tation Era Impacts Streco Fibers and Paper Industry

As part of its commitment to serve both people and the planet responsibly, Dunkin’ Donuts, a leading retailer of hot, brewed coffee, in February announced plans to eliminate all polystyrene foam cups in its global supply chain beginning in spring 2018, with a targeted comple-tion date of 2020. In U.S. restaurants, Dunkin’ Donuts will replace the foam cup with a new, double-walled paper cup. The majority of Dunkin’ Donuts’ international markets are currently us-ing paper cups, and the brand will work with its franchisees to eliminate foam cups from the remaining international markets by the 2020 goal. The move complements Dunkin’ Donuts’ earlier commitments in the U.S. to have 80% of fiber-based consumer-facing packaging certified to the Sustain-able Forestry Initiative (SFI) Standard by the end of this year; eliminate artificial dyes from its menu; build new, more energy-efficient restaurants; and partner with the Rainforest Alliance to source certified coffee. The new, double-walled paper cup is already in use at Dunkin’ Donuts’ next generation concept store, which opened in mid-January in the company’s

birthplace of Quincy, Mass. It will be introduced at all Dunkin’ Donuts restaurants in New York City and California in spring 2018, and will be phased in across the U.S. as supplier manufacturing capabilities ramp up. The double-walled paper cup is made with paperboard certified to the SFI Standard and will feature the current re-closable lid. With heat retention prop-erties equal to the company’s foam cup, the new double-walled paper cup will keep beverages hot while keeping hands cool, without the need for a sleeve. According to Karen Raskopf, Chief Communications and Sustainability Officer, Dunkin’ Brands, “With more than 9,000 Dunkin’ Donuts restaurants in the

Transitioning away from foam has been a critical goal for Dunkin’ Donuts U.S., and with the double-walled cup, we will be able to offer a replacement that meets the needs and expectations of both our customers and the communities we serve.”Dunkin’ Donuts said that it remains committed to sustainable packaging and will continue to explore additional opportunities to increase recycled or certified content for other consumer-facing packaging.

The new, double-walled paper cup

is made with paperboard certified

to the SFI Standard and will

feature the current re-closable lid.
