2013 has been a better year than the four proceeding years, and in our view hails the return to growth and prosperity as we travel through the remainder of the decade. There is no doubt that the downturn which effectively took place in 2008 with the collapse of Lehman Brothers affected the world at large including the Isle of Man where we saw periods of ever decreasing house sales right through to the end of 2012.

However 2013 saw double digit increases in unit sales for the year compared to the previous four and showed a welcome return to much needed activity, a clear sign that the trend is now on the up. The only mitigating factor against this is that the recovery in the UK and indeed in the US is built on more debt which will have to be repaid at some point.

The Isle of Man has always been been resilient when under financial pressure and it is fair to say, that once again the island has performed well in a difficult market. It has also been a time when experience, professionalism and the key factor of expert local knowledge has been tested to the extreme. Cowley Groves has shone through with distinction in these areas using its long established record and reputation to retain its position as leader in the market track record and, to obtain its position as leader in the market.

In the island as in the UK, we have seen a number of online estate agencies setting up business. Whilst we can testify to the benefits of an effective web presence with our own website receiving more than 25,000 visitors a month, we see it as just one of several channels to market. In our experience both vendors and purchasers alike appreciate the personal touch. This Terrible Ordeal - WW1 Exhibition Manx Museum8 February - January 2015To mark the 100th anniversary of the First World War, Manx National Heritage is hosting a major pop up exhibition to examine the role of the Isle of Man in a war that claimed the lives of 16 million people across the globe. Partnering up with the Imperial War Museum the exhibition at the Manx Museum will focus on the war on land, at sea and on the Manx home front and will include artefacts from our internment camps – which were used by the British Government - as well as the battlefield grave of a Manx soldier. I think it would be fair to say that nobody really knows where interest rates will go in the short to medium term, Mark Carney the Governor of the Bank of England after he took up his position very early on indicated that he would adopt a forward guidance approach to rates. What this meant was that he intended to give some forward view on rates to the public at large and that he would not raise rates before the unemployment figures in the UK decreased to 7%. This clear message was that people and businesses could relax about a rate rise for three years(savers,of course desperate for an increase). Fast forward a little and with the UK economy doing better than anticipated it now looks like employment figures will drop more quickly than thought and a rate rise earlier than 2016 would now only be considered.

The job of the Bank’s monetary policy committee (MPC) is to regulate the temperature of the economy in the UK, but its specific task is to control inflation. But inflation can be a good or bad thing depending on which side your bread is buttered. Certainly Britain has borrowed far too much and inflation helps erode away those debts. This is why so many fear the Bank of England and the Government are comfortable with the allowing a higher rate of inflation than the target figure.

So the question is will rates rise? Some forecasters think a rate rise is possible next year. But the Bank of England’s recent projection puts only a 40% probability on unemployment dropping to 7% by the end of 2014, the 70% chance by the end of 2016. The markets are certainly sticking to a forecast of a rise in 2015. There are other columnists however, who feel that while it is unwise for investors to try and make precise predictions on rates they feel that rates may stay lower for longer

than the market suggests and even when they do start rising they will do so very slowly. A rise in interest rates would put a lot of indebted companies in peril.

This makes it a good time for shares, bonds and indeed property.

While we agree that inflation is a key factor on whether or not rates will rise is important to note that wages are rising at a pathetic annual rate, some official figures showing at 0.7% and this in turn is reducing the spending power of the consumer thereby keeping prices low.(not the household basket or indeed fuel costs I hasten to add). The question here is what will happen to salaries? While the UK appears to be coming out of the recession (partly based on more debt) this has not yet filtered through to wages and it will take some time for that to happen.

So if you plan to gamble that rates will stay low you might wish to consider the property market. As prices have stagnated of late and in some cases decreased the time may be just right to look at what is on offer whether it be for investment or to live in.There is

• The Isle of Man has been inhabited since before 6500BC.

• Isle of Man is not a member of the European Union but has a relationship under Protocol 3 of UK’s Act of Accession to the Treaty of Rome which permits trade for Manx goods without tariffs.

• The Island’s parliament is Tynwald which dates from AD979 and is the oldest continuously existing ruling body in the world.

• The island has three radio stations, Manx radio, Energy FM and 3FM.

• Citizenship in Mann is governed by UK law. Passports issued in island say ‘British Islands Isle of Man’ and state that nationality is ‘British Citizen’.

• As part of the Governments tax strategy a tax cap was introduced and currently stands at £120,000 per individual and represents the total tax payable in any one year. This strategy is aimed at attracting High Net Worth individuals to the Island who will generate employment and act as a stimulus to the economy. A significant number of new residents have availed of this facility.

• The head of state is Queen Elizabeth 11 who holds the title of Lord of Mann. She is represented by a Lieutenant Governor Adam Wood.• We are a low tax economy with no capital gains tax, wealth tax, stamp duty or inheritance tax. The top rate of income tax is 20%.

• Viking settlement of Mann began at the end of 8th Century. Vikings established Tynwald and introduced many land divisions that still exist. The Norse Kingdom of Mann and the Isles was created by Godred Crovan in 1079 after the Battle of Skyhill.

Buying a new home is one of life’s milestones, and is usually the largest investment that you will ever make. As well as being one of life’s most exciting experiences, buying a home can also be one of life’s most stressful experiences – from obtaining a mortgage, organising insurance and removals, to notifying utility companies and carrying out renovations, the process can seem overwhelming. It is important that you find an experienced firm of Advocates that you can trust to take care of the legal side of conveyancing; lifting a weight off your shoulders and ultimately ensuring that the legal title to the property passes smoothly from the seller to you, the buyer.

“Conveyancing” is the term used to describe the process of transferring a property, along with any benefits and burdens affecting the property. The conveyancing process in the Isle of Man has undergone a radical overhaul over the past few years, with the phasing in of compulsory first registration at the Land Registry pursuant to the Land Registration Act 1982 and the Land Registry (Designation of Compulsory Area) Orders.

If your home is currently unregistered, you might be in possession of a bundle of deeds known as an “Abstract of Title”. When pieced together, the Abstract of Title allows you to trace the history of your home, together with all of the rights and restrictions affecting it (if any).

Since 1 December 2009, however, all property conveyed in the Isle of Man has been subject to a compulsory first registration application. Some Parishes in the Island have been subject to compulsory first registration since 1 May 2002. This is an important development designed to ultimately make the conveyancing process more efficient. The Land Registry’s aim is to register every property on the Island so that a potential purchaser can simply examine a computerised title and plan and see all of the benefits and burdens connected to that property. Instead of

having an Abstract of Title, a new owner will now be provided with an Office Copy and Filed Plan with its own unique title number; a document which names all of the registered owners and clearly sets out all of the relevant information pertaining to the property.

Getting a foot on the property ladder in today’s economic climate can be an uphill struggle. However, with interest rates at their lowest for years and over 1000 properties for sale on the Island, it remains a buyer’s market, providing plenty of excellent opportunities and room for negotiation.

When budgeting for your purchase you importantly need to factor in the recordal fee for registering your purchase, which will be one of the largest costs of your purchase and presently (Dec 2013) calculated at £5.70 per £1,000 of the market value of the property. This is however still significantly lower than the cost of stamp duty payable in the UK on registering purchases. There will also be various searches required with associated fees payable to the relevant authorities.

There’s something about the Isle of Man


What is the appeal of the Isle of Man? Why does the rich and famous choose to live here? Does the island play a part in shaping our home grown celebrities?

Those of us who live here should be able to see the island beauty that surrounds us... but perhaps there are times when we need a gentle

reminder. Many rich and famous people have moved to othe island over the years. Nowadays the financial benefits may be the initial pull to the island for many of them, however the breathtaking scenery, outdoors lifestyle, folklore and of course the locals are the glue that keeps them here.

For many Manx born sports stars and celebrities the island gave them the

opportunity and the inspiration to learn the skills that has now made them successful. Whether that be the cycle tracks used as a child, the TT races they watched growing up or the dance and drama classes they took here, the island has almost certainly helped to shape them into the successful people they are.

The Department of education and Children is one of 9 Isle of Man Government Departments and runs the Island’s 38 state schools: 33 primaries and 5 secondaries.

The Department reflects the values of the Island’s ‘Freedom to Flourish’ strategy in its curriculum, which encourages schools to play to their strengths and find new and innovative ways of teaching.

The 6 Rs curriculum, as it is known, is aimed at instilling in children readiness, resourcefulness, resilience, reflectiveness and remembering skills as well as encouraging them to forge positive relationships. The idea is to encourage children to be inquisitive, to challenge, to cope with the unexpected – in short, to equip them for a whole lifetime of learning, not just cram them full of facts they can regurgitate at exam time and forget just as quickly.

Lack of league tables and formal inspections the latter replaced in the Island by a more mature system in which schools examine their own strengths and areas that need working on, with the assistance of an independent validator – means there is not the pressure on schools to compete in the traditional sense.

That’s not to say academic achievement isn’t viewed as an important measure of how well education is doing. GCSE and A-level pass rates nearly always exceed the national average.

The Department of Education and Children’s IT teaching has attracted interest from educationalists the world over. A group from Israel followed those from Russia, Scandinavia and Malta, to name but a few, in examining at first hand the Island’s use of technology in the classroom.

All areas of the Island have benefited from investment in education, but nowhere is this financial commitment more visible than at the brand new £33.8 million St Ninian’s Lower School, close to the world-famous TT course, which opened its doors in September 2012. With a catchment area including a large part of the east of the Island, it accommodates 700 11 to 14 year olds in surroundings that politicians, teachers and students alike have hailed as second to none. Further investment in the school infrastructure is planned with the construction of a new primary school in the centre of Douglas.

The Department of Education and Children also operates the Isle of Man College of Further and Higher Education, which collaborates with businesses to ensure that it provides young people with the courses which will lead them into the workplace and develops programmes, such as a recent Level 4 E-Gaming qualification, that directly meet the needs of local employees. In partnership with universities such as Chester and Liverpool John Moores, the College also offers an expanding range of both undergraduate and postgraduate qualifications.

Finally, it isn’t just teachers whose voices are heard loud and clear in Manx classrooms. ‘Pupil voice’

- allowing pupils to shape the way their schools are run by encouraging them to come up with positive ideas for improvement – has a big place in Island schools.

A recent first was a conference at which secondary students met to debate ideas to take back to their headteachers and on a primary pupil wiki, children discuss everything from the timetable to what’s on their plates at lunchtimes. It’s not surprising then that 9 Island schools have already secured Investing in Children status, granted only to those who listen to, and act on, pupils’ opinions, with others working towards it.

A World Class EducationKing William’s College is not only part of the Isle of Man’s educational system but also a leading International Baccalaureate World School. It was established near Castletown in 1833 as a co-educational boarding and day school, and its high academic standards continue to attract students from across the world.

The college broadly follows all the requirements of the UK National Curriculum, but the study of at least two modern languages is encouraged and the sciences are taught as three separate subjects. In 2013 we had our second best ever IB results with, with an average points core of 33.9. According to the UCAS tariff this is equivalent to more than 3 A*s at A level. 8 candidates achieved 40 points or more which puts them in the top 7% of IB students worldwide. 94% of

our students met their first choice university offer this year.

Our results at GCSE level in 2013 were also excellent, with 46% of all exams awarded A* or A grades.

Student life at King William’s College is the envy of many. Class sizes are almost always less than 20, even in junior years, ensuring that individuals receive the support they need to achieve success.There are also a wide range of non-academic interests for students to pursue, ranging from the arts and drama to a wide variety of sports at which KWC students have consistently excelled, including cricket, rugby, hockey and golf, which is played at the championship Castletown links course. First Impressions Matter In a tough market kerb appeal is key. There is no point in spending time or money on getting the inside of the property ready for viewings if people drive by without stopping because the outside isn’t very appealing. Clear the path of rubbish and weeds, make sure the door handles are polished and the windows are clean. Hide the bins behind a screen and put a plant by the front door to make the property welcoming and inviting.

Light and Space Light and space are key factors that appeal to every buyer and will influence them the most, so you need to try and maximise these two things.

Hallways Are often dark and narrow but we can create the impression of light and space by placing one or more mirrors in the hallway. This reflects light and increases the illusion of space.Don’t overload the coat hooks and make sure there is plenty of storage for

shoes, umbrellas etc. Put the coats you don’t need upstairs and out of the way. This will give the impression that the property can cope with lots of people.

Tidy Up It might seem pretty basic, but tidy up before a viewing! Put the laundry away and do the washing up.

Storage Be ruthless clear away all unnecessary clutter to show the property has plenty of storage. If you have too much stuff put it into a storage facility temporarily while your home is on the market. Clever storage will also make a room appear bigger.

Kitchens Kitchens and bathrooms tend to sell a property. While the most reluctant DIY enthusiast can cope with repainting a living room which will look totally different with their own furniture in it anyway installing a new kitchen or bathroom is a much bigger job. It’s the old cliché of the kitchen being the

heart of the home, so it needs to be presented at it’s best.The kitchen needs to be spotless, and that includes the inside of cupboards, ovens and fridges, as well as the outside. You don’t need to have every gadget you’ve ever owned out on display. If you have a nice coffee maker or toaster, leave it out on the worktop. Aspirational gadgets are familiar and will make people feel that the property is right for them. They also sell the aspirational lifestyle.

Dining Rooms If you have a dining room you use as a home office or for storage clear it out and dress the dining table for a party. If you don’t have posh dinner table cutlery, dress the table with a centrepiece such as a vase with flowers in it rather than leaving the table bare. This gives the room a purpose and again sells the aspirational lifestyle. Never leave a room empty if you can help it. Empty rooms look smaller, as usually buyers cannot visualise the scale of furniture within the space, and dressing the room gives it a function.

Bathrooms It goes without saying that bathrooms, like kitchens, should be spotlessly clean. It doesn’t do any harm to get some nice new colourful towels, and put out some nice posh soap instead of the supermarket budget one. Tidy away the toothpaste and deodorant – we all know we have them, but we don’t need to see them! Get a new shower curtain a plain white one is really inexpensive, and there is nothing more off-putting than a mouldy shower curtain.

Dress for Success If you don’t have, or want to spend a lot of money preparing your property, see to the remedial jobs first fix the dripping tap, and fill in the cracks in the walls. Then do some shopping. Replace tired flat cushions with new plump ones. Plump silky cushions, together with throws on sofas and beds, create the impression of comfort and luxury. They also add colour and pull a room together. Don’t forget, you can always take them with you.

Colour Use colour effectively keep large areas like walls, floors and ceilings neutral and use accessories and soft furnishings to add splashes of colour.

Paint A fresh coat of paint gives the impression that the property is in good condition and has been well cared for and this will make potential buyers more likely to make an offer.

Lighting Consider investing in some new table lamps for the bedroom or living room. There are many stylish, inexpensive options on the high street, and they can help to ‘finish’ a room.

Garden After kitchens and bathrooms, the garden can also help to sell a property. Remove any dead or wilting plants and weeds, and put out your garden furniture. On a nice day put some cushions on the furniture. An outside

awning can be installed now offered fully retractable, solar or wind controlled.

Window Coverings New curtains or blinds make a new home your own. 2014 sees the culmination of the Isle of Man arts Council’s National arts Development Strategy, in which a celebration was always planned for the final year. Since the strategy began in 2005 the economic landscape has changed considerably, however, the arts and cultural scene on the Isle of Man has remained vibrant and continues to flourish and grow.

If you visit www.islandofculture.im you can watch an inspiring short film about the wealth of creative activities we have here. For example, we have ten brass bands and a rich brass music heritage. In a town with an equivalent population in the UK you would probably find one brass bandWe have fifteen art galleries, two of which have just recently opened, one in Douglas and one in Port St Mary. We have eleven dance schools, ten amateur dramatic societies and seven drama schools all of whom have access to perform at the very special Gaiety Theatre.

The Gaiety Theatre really is a mark of excellence and while Frank Matcham designed other theatres around the UK which are still in working order, not many of them are restored to the standard of the Gaiety and not many of them are available so freely for amateur and public use. We have not one, but two historic yet working performance venues side by side. With the Villa Marina reaching its centenary in 2013 it is still providing a home for our hugely popular ballroom dancing competitions, live music and high profile comedians.

Look elsewhere on the Isle of Man and you’ll find more successful venues, mainly ran by volunteers and people

dedicated to bringing the arts to their community. The Erin Arts Centre has been providing access to music and the arts for over forty years and is recognised internationally for its competitions and Mananan Festival. In the west, the Peel Centenary Centre has built its own loyal audience with a reputation for live music events and varied community use.

Our local community activities are not restricted to these venues. You will find things happening at church halls, schools, people’s houses and heritage sites.

Manx residents participate in the arts on an incredible scale. Here you can take part in knitting circles, autoharp groups, Manx language or rock choirs, ballet schools, book clubs, drama societies, a symphony orchestra, floral art, belly dancing, heritage trails, free running, painting workshops, photography exhibitions, almost anything! We live in a cultural exciting nation and next year we will celebrate it in all of its forms. To define culture we have used a broad brush and include our famous motorcycling heritage as much as our annual play festival. Being thrown together on an Island makes for an interesting and

busy cultural life and Manx residents are proud of where they come from, still celebrating traditional crafts and arts with a thriving Celtic festival , Yn Chruinnaght and countless events throughout the year which perpetuate our traditional language, music and dance. However, we also have other cultures growing here from places such as the Philippines and Eastern Europe and Island of Culture embraces that as much as our traditional life.

We can lay claim to internationally famous artists, writers and performers like Archibald Knox, Samantha Barks and the Bee Gees. They all came from the cultural incubator the Island provides. For us it is a way of life and excellence is a regular occurrence. In 2014, we’ll celebrate and share that with new audiences and participants, leaving a lasting legacy for our arts and culture far into the future.

at Last the Property Market Provides an air of Optimism for 2013.

Phew! We can all be thankful for a positive 2013 and, long may it continue.

The Douglas office and team have experienced a purple patch during the second and third quarter of the year which has made a marked improvement on the amount of agreed sales. I’m sure you are asking, why this sudden boost of sales?

The reasons are varied.

We are experiencing a lot more investment purchases. With investors getting substantially larger percentage gains in property than is being offered in the banks with such low interest rates set at 0.5%. Secondly, the banks themselves are providing more desirable mortgage rates for the first time buyers, which has helped move lower end property. Thirdly our agents here at the Douglas office have stepped on the gas instead of contracting with the market and have taken an incredibly proactive approach in order to nurse the market back to health.

Our agents are involved in more part-exchanges and property swaps. During 2013 we have had great success in facilitating part exchanges. One successful swap which comes to mind, was a property in Colby swapped with a property in Port St Mary. The combined value of the sale was over £1,000,000.

The concept of part-exchanges was a significant feature in the Isle of Man market during the year as we are still very reliant upon local activity and with the lack of overseas buyers this is where the part-exchange comes to the fore. For a property swap to be successful it is vital to understand what each party needs and this is where the Douglas sales team excel.

2013 has been a positive year with a 20 pc increase in listings and a noticeable increase in sales. However, we are far from out of the woods. Sales are not as abundant as they were six years ago. One has to be very proactive and knowledgeable about the market.

The UK interest rates have remained historically low and the Bank of England has indicated that this will remain so for quite some time until unemployment figures drop significantly. Property prices are becoming realistic and affordable. This has enabled consumers with capital in the bank, to invest in property to see substantially higher gains in return. A much needed silver lining.

Higher end properties, over £500,000, have remained stagnant, mainly due to the fact there is a lack of overseas buyers. Cowley Groves successfully negotiated a number of high volume sales but mostly to local buyers.

The Douglas sales team have had a steady flow of sales through 2013 with the average sale price between £225,000 and £400,000. We have definitely had our lion’s share of the market as well as a high proportion of listings which gives us the edge when putting together more swaps than our fellow competitors.

I’d like this opportunity to mention our rental team and the two new faces at the Douglas office, Anthony Kennedy and Mark Pilkington. They both bring a unique, professional approach to their work and understanding our customers’ needs. The rental market has been steady throughout the year. In collaboration

with the sales team, Cowley Groves have been able to provide a secondary option to vendors with vacant properties by finding tenants to give vendors a guarantee of income.

As we head towards the end of the year there is definite evidence that the market is on the up. However, it is important to realise that we are still not anywhere near the glory days yet. There is a strong air of optimism for 2014, and with this it is important to choose when you do come to list your property that you have an agency with a pro-active approach and lots of enthusiasm. Whether you are a first time buyer, moving up or down the property ladder or an investor looking to get a sizable return, it is still an excellent time to buy. House prices are being pitched at a more realistic value with a very wide variety of stock on the market.

Last year in the residential lettings department we had a staff change after Connie Jones left us to start a family. anthony Kennedy has since been joined by Mark Pilkington who has brought with him a wealth of experience.

Mark is passionate about delivering the best possible client experience whether it be to our landlords or tenants, he has made a significant positive impact to the team. Whilst Mark and Anthony both had successful careers outside of the property sector, their past experience has given them the ability to think outside the box giving Cowley Groves a competitive edge.

Anthony has now been with the business for over a year and feels that our brand and presence within the rental market has improved significantly. Feedback we have had from tenants and and Landlords alike supports this and we can see that we are making huge leaps forward.

For us 2013 was positive with lots of new business coming into the department both on a ‘Let Only’

and ‘Fully Managed’ basis. Much of this business has been sourced by the team contacting landlords and advertising privately via various media and social networking streams. Whilst there are some Landlords who do not wish to use our services the majority are pleased that someone is offering them help and advice and very much appreciate being contacted.

The market in terms of pricing seems to have remained steady, the need for affordable rental properties remains high and our team has a sizeable list of potential tenants asking us to “keep an eye out for them”. We are also pleased to have an excellent relationship with various relocation specialists on and off Island who offer another pool of tenants looking for all kinds of property from small apartments up to executive 6 bed houses.

As always the team are more than happy to speak to Landlords about the services we can offer them, from simply locating a tenant to managing their property in it’s entirety. Feel free to pop in and chat with us any time.

Realistic expectations and a true desire to move home have helped produce an excellent 2013 for the Ramsey Branch! • Rose Kennish, Residential Sales Secretary,

after a positive end to 2012 there was no doubting that 2013 would pick up from where the Ramsey Branch of Cowley Groves left off, however; to what extent was the question? Mark Canty MNaea; Branch Manager for the North of the Island comments:

“The unexpected level of performance towards the back end of 2012 enabled us to realistically assess property prices and therefore place values on new instructions with the utmost confidence. The average price of a property in the North of the Island dropped during 2013 from £287,000 to £277,000; I believe this to be in part due to our realistic approach to market appraisals but also a sign of real desire from our Vendors to make their move possible by accepting that values have indeed taken a knock over the past few years and that property prices just aren’t what they used to be. That said there are buyers on the Island and they are willing to make that purchase if the right house is available at the right price”

“The Ramsey Branch have outperformed our 2012 sales figures by a further 20% showing that there really is light at the end of what seems to have been a never ending tunnel. All of this has been achieved by having a consistent, professional, dedicated and knowledgeable team that are constantly thinking of new ways in which to promote our properties, enhance our window display and make the experience of buying or selling a home an enjoyable one; It is therefore

no surprise that 2013 has proved to be more fruitful than the previous 3 years”.

“As with 2012 the majority of our sales have fallen with the bracket of £100,000 to £400,000, we have sold more this year above £400,000 however it is still a very difficult section of the market and that really extends towards the £800,000 level. There has been a welcomed return to sales in the upper end of the market this year, these are by no means close to the sales figures of pre 2007 however once again they are improving year on year and this year we have achieved sales on various prestige properties in the North of the Island including the sale of the late and undoubtedly great Dr George Daniels’s home; Riversdale for £1.1m”
