Hon. Mr. Ignasius JonanMinister of Energy and Mineral Resources of the Republic of Indonesia

Ignasius Jonan (born 21 June 1963) is the Indonesian Minister for Energy and Mineral Resources serving under President Joko Widodo's administration. He is a former Indonesian Minister of Transportation and a former CEO of the Indonesian government-owned railway company, PT Kereta Api Indonesia (PT. KAI) which he headed from 2009 to 2014.

Born in Singapore, Jonan received his Bachelor's degree in Accounting from Airlangga University, Surabaya in 1986, and M.A. in International Relations and Affairs, Fletcher School of Law and Diplomacy in 2005. He started his professional career in the banking sector, holding a managing director role in the American banking and financial services corporation, Citigroup, before entering the public transportation sector in 2009. He was named by Sofyan Djalil the then-Minister of State-owned Enterprises, to lead PT. KAI from 2009 to 2014.

Mr. Jamil Ahmad, is the head of intergovernmental affairs and Deputy Director of the United Nations Environment Programme (UN Environment) New York Office. He leads the work on intergovernmental processes on sustainable development and the environment in support of the organization’s policies and programme.

As an advocate of sustainability, he regularly engages with think thanks, universities, and research institutes, speaks to civil society groups, official delegations, students and other stakeholders about environment, climate change and sustainable development. He has been representing the UN Environment in international events.

He joined UN Environment in 2008 as the Secretary for the Governing Bodies based in Nairobi, Kenya (2008-14). He directed, managed and coordinated the Secretariat, led the organization of the sessions of the Governing Bodies and served as the focal point of UN Environment’s external relations.

Hon. Ms. Zuraida KamaruddinWPL AmbassadorMinister of Housing and Local Government of Malaysia

The Honorable Madam Zuraida binti Kamaruddin (born 14 March 1958) is a Malaysian politician. She is the current Member of Parliament for Ampang, Selangor and serves in the Cabinet of Malaysia as the Minister of Housing and Local Government from 21 May 2018. She is also the Women’s Chief of the People's Justice Party (PKR), a component party of the Pakatan Harapan (Alliance of Hope) ruling coalition in Malaysia.

Zuraida was elected to Parliament in the 2008 election, winning the seat of Ampang from the ruling Barisan Nasional coalition. She was reelected in the 2013 and in the 2018 elections.

She started her career in the corporate sector (1980) with Frank Small & Associates, an international firm based in Australia. Her experience in marketing and advertising grew as her work in other international companies such as American International Assurance (AIA), Saatchi & Saatchi Advertising, Avon and Flairebourne.

Zuraida is also known for her social work in Malaysia and also internationally. One of her biggest achievement was forming WIRDA, an organization that serves the poor, single mothers and also troubled teenagers. WIRDA has a one stop service center where they provide counseling and help to those who are in need.

In 2017, with the full cooperation of the Selangor state government, she proposed the formation Institute Wanita Berdaya Selangor or IWB (Selangor’s Women Empowerment Institute) that acts as a think tank for the Selangor state government on women’s issues. The Honorable Dr. Ali Mahmoud Mohamed (born in Rahad Al-Bard, South Darfur, 1958) is a Sudanese politician. He studied economics at the University of Khartoum in 1983.

He started his career as MP in 1996-1998 and at present chaired the Parliamentary Finance and Economic Commission since 2017. He was the Head of Financial Service Office of South Darfur Province (1998-2001), and the Head of Financial Service Office of Red Sea Province (2001-2005). Before becoming the Minister of Finance of the Republic of Sudan (2010-2013), we was the Deputy Minister of Finance (2005-2007) and the Governor of South Darfur (2007-2010).

In the corporate sector, he started as the employee of Islamic Solidarity Bank (1984-1991), Financial Manager of West Safna Development Authority (1991-1993), and Assistant General Manager of Animal Wealth Bank (1993-1998).

He speaks Arabic and English.

CAREER SUMMARY

The opportunities to contribute to his country as the Minister of National Development Planning and Minister of Finance has established Dr. Brodjonegoro’s career firmly in integrating Indonesia’s development planning, financing, and economic stabilization. As the world’s 4th most populous country in the world, Indonesia is moving towards a sustainable economic growth, which can be seen from the emerging annual GDP and rapid regional development in various industries. In line with SDGs (Sustainable Development Goals) targets, the government of Indonesia has committed to improve sub-national economy by prioritizing infrastructure development, coupled with the provision of education and health care services, to achieve near term vital goal of economic decentralization sustainability.

In addition to his roles in the Indonesian government, Dr. Brodjonegoro has been actively

participating in numerous local and international organizations, as well as several Indonesian companies either as a Director or Commissioner. The aforementioned roles have broaden his strategic network which is not limited to regional or financial organizations but also in other policy communities, including agriculture and energy.

He started his career as an academia in University of Indonesia, Faculty of Economics and Business, assuming various roles of lecturer, researcher and the Faculty Dean. These experiences equipped him with essential insights and hands-on skills in managing academic staff, student body, cutting-edge economics and business research and development collaboration with universities in Australia, the Netherlands and France. His leadership experiences in international and government institutions as well as organizational and academic roles have shaped his career and afforded him various essential soft-skills which will be beneficial for the Republic of Indonesia. He has a strong commitment in establishing good governance and focusing on the rural poor in line with SDGs.

GOVERNMENT ROLE IN DEVELOPMENT PLANNING AND FINANCING IN INDONESIA Minister of National Development Planning (Head of Bappenas) Designed short-medium-long term masterplan of national development planning, and synchronized the

masterplan across other ministries. Initiated equity financing in infrastructure, estimated to be worth IDR 350Tn (USD 27Bn), focusing in Public-

Private Partnership (PPP) scheme to attract investments in developing key national infrastructure and energy projects.

Led and coordinated more than 800 staffs across various functions that cover each of national development sectors within the ministry (agriculture and fisheries, infrastructure and energy, economy, education, poverty, health).

Coordinated the SDGs implementation in national development planning, and disseminated the SDGs throughout the society, which are central and local government, business communities, philanthropist, civil societies and organizations, media, academician and researchers.

Coordinated One-Data and One-Map policy to increase efficiency, accuracy, and reliability of national data management; the program was the first realization action for 2017’s e-Planning and e-Government policy.

Designed and formulated smart card system, covering electricity, cooking gas, rice, health insurance, and education assistance, to support the targeted 40% lowest income households.

She holds a Master Degree in American Studies from a prominent university in Indonesia, the University of Indonesia. In addition to that, she is also a graduate from Harvard Kennedy School Executive Education USA on Leaders in Development: Managing Change in a Dynamic World. Then, she pursued her Phd in Social and Political Studies from University of Gajah Mada in Yogyakarta, Indonesia. Her dedication to politics and academia has brought her to many global forums such as IPU, OECD, World Bank and the IMF, UN, World Ecological Saftey Assembly (WESA), Globe-Asia Leadership Forum, UNISDR, UNDP, etc. Her distinctive leadership capacity on multilateral parliamentary diplomacy forum has been proven through Presidency for the Inter Parliamentary Union (IPU) Coordinating Committee for Women Parliamentarians for two consecutive terms. Based upon her concern on the lack of women’s representation on global political arena, she was also initiated and presided committee on women of many inter-parliamentary forums including Women of Parliamentary Union of OIC Member States (PUIC), Women of Asian Parliamentary Assembly (APA) and Meeting of Women Parliamentarians of Asia Pacific Parliamentary Forum (APPF), and now she is the IPU President of the Committee to Promote Respect for International Humanitarian Law. She is fluent in English and Japanese. The language skill is certainly an advantage for her when she has the opportunity to share her extensive knowledge and advocate on gender, social, and political issues on those global forums.

Dr. Nurhayati Ali Assegaf M.Si., MP Dr. Nurhayati Ali Assegaf M.Si., MP is the current Chairwoman of the Committee for Inter Parliamentary Cooperation, The House of Representatives of the Republic of Indonesia. She is also Member of the House Commission on Foreign Affairs, Intelligent, Defense, and Communication. In her political party, Dr. Nurhayati Ali Assegaf is the Vice President of The Democrat Party since 2012.

The Honorable Ms. Agvaanluvsan Undraa, Ph.D. is a Member of the State Great Hural (Parliament) of Mongolia. Mr. Anouar GharbiSecretary General of Geneva Council for International Affairs and Development

Founder and chairman of a number of human rights organizations and research institutes in Europe and the Arab world. He has played a significant role in the efforts striving to advocate for transparency, governance, justice and human rights issues. He is an expert in international relations with an extended network in the NGOs’ world. He is currently Secretary General of the Geneva Council for international Affairs and Development GCIAD, Honorary President of the Swiss "Rights for All” organization he presided for 12 years. He is member and co-founder of the International Jurists Union. He holds the position of Director of Geneva Center for Democracy and Human rights during 2015-2016 and was chosen in 2010 as the first Chairman of the Board of Trustees of the Euro-Mid Observer for Human Rights.

Former senior advisor of the Tunisian President Moncef Marzouki, responsible for foreign affairs and international organizations, Anouar Gharbi was the vice-president of the 2014 presidential campaign. He has been awarded the type three of the Order of the Tunisian Republic.

Anouar Gharbi obtained his Bachelor’s Degree in Agricultural Engineering in 1989, and graduated from the Graduate School of Management in Geneva as an IT Engineer in 1995. Furthermore, he successfully completed numerous training courses in business management, leadership, management, finance, market systems, effective negotiations, staff performance analysis, conflict resolution, and decision-making.

VICE SPEAKER OF THE GRAND NATIONAL ASSEMBLY OF TURKEY

Born in 1968 in Trabzon province. Graduated from Istanbul University, Faculty of Law. He took master degree and PhD in field of Public Law in Marmara University.

He started to work in Marmara University, Faculty of Law as research assistant in 1993. He became associate assistant professor in 2002, and associate professor in 2005 and professor in 2001. Apart from Marmara University, he gave undergraduate and postgraduate lectures in various universities. He took several administrative functions in Marmara University. Beginning from university years, he functioned as writer and editor in various journals and was the member of editorial board of academic journals and editor of referred journals.

He served as the Istanbul Branch Chairman of Economic and Social Research Center (ESAM). He was elected as the member of Justice and Development Party (AK Party) Central Decision-Making and Administrative Committee (CDAC) at the 4th and 5th Party Congresses. He served as Deputy Chairman of AK Party. Elected as Member of Parliament from Istanbul in 24th and 25th Parliamentary Terms. Served as Deputy Chairman of Committee on Constitution. Took in charge at Reconciliation Committee on Constitution as the representative of AK Party.

H.E. Mr. Mustafa SentopVice Speaker of Grand National Assembly of Turkey

Born in 1968 in Trabzon province. Graduated from Istanbul University, Faculty of Law. He took master degree and PhD in field of Public Law in Marmara University.

He started to work in Marmara University, Faculty of Law as research assistant in 1993. He became associate assistant professor in 2002, and associate professor in 2005 and professor in 2001. Apart from Marmara University, he gave undergraduate and postgraduate lectures in various universities. He took several administrative functions in Marmara University. Beginning from university years, he functioned as writer and editor in various journals and was the member of editorial board of academic journals and editor of referred journals.

He served as the Istanbul Branch Chairman of Economic and Social Research Center (ESAM). He was elected as the member of Justice and Development Party (AK Party) Central Decision-Making and Administrative Committee (CDAC) at the 4th and 5th Party Congresses. He served as Deputy Chairman of AK Party. Elected as Member of Parliament from Istanbul in 24th and 25th Parliamentary Terms. Served as Deputy Chairman of Committee on Constitution. Took in charge at Reconciliation Committee on Constitution as the representative of AK Party.

Stefana Miladinović (1981) is a member of the National Assembly of the Republic of Serbia. She was elected as one of the youngest member of the Parliament in 2012, and reelected in 2014 and 2016.

She is the head of the Parliamentary Assembly of OSCE PA, deputy chairperson of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications and a coordinator of the Women's Parliamentary Network.

From 2017, she is a member of Parliament focus group for the development of implementation of sustainable development process control mechanisms. She is president of Friendship parliamentary group with Kingdom of Morocco.

She is a member of the Executive board of Head Committee of the Socialist Party of Serbia.

She had graduated on Academy for diplomacy and security in Belgrade. She has master degree in Multidisciplinary studies terrorism, organized crime and safety acquired at University of Belgrade.

Before she became Serbian MP, she worked in Road Traffic Safety Agency of the Republic of Serbia.

Dr. Dina MelhemMENA/Asia Regional DirectorWestminster Foundation for Democracy

Dr. Dina Melhem is Westminster Foundation for Democracy Regional Director for MENA and ASIA. She advises on new policy issues and programme opportunities in the region she covers and contributes to developing fundraising strategies and bids as well as oversee the programme management and assure quality assurance for programme delivery.

Dina’s principle field of expertise is supporting parliaments, including expertise in legislative drafting and analysis, financial oversight, public policy evaluation, as well as her extensive expertise in Rule of Law and Human Rights and gender-based violence.

Dina’s has specific focus of expertise on MENA region and she previously led the establishment of WFD’s portfolio in MENA region since 2006. She studied law and has a PhD in Public Law from the University Paul Cezanne in France.

Before joining WFD, Dina was Research Fellow at the Institute of Arab and Islamic Studies (IREMAM-CNRS) in Aix-en-Provence and was involved heavily with research on the League of Arab States, International Human Rights Law, Islam and Human rights. Dina has also worked at the European Parliament office in Marseille on the Euro-Mediterranean Partnership.

Dina speaks fluently Arabic, English and French.
