Pan Am Games Qualification & Jumping Rules

Please find following a discussion paper from the FEI Technical Committees, submitted to the

Pan American Equestrian Confederation (PAEC) during the recent FEI General Assembly. The

paper proposes options for qualification systems to determine which athletes may participate in

the three equestrian events at future Pan American Games. It also suggests potential changes to

the rules and format of Jumping at the Games themselves. The new qualification systems and

competition rules would come into effect in time for the 2015 Toronto Games.

    Qualification Systems

As you may be aware, at the 2011 Guadalajara Pan American Games, Equestrianism exceeded its

quota of athletes in all three disciplines. Currently, the Pan American Sports Organisation

    (PASO) sets a maximum of 130 equestrian athletes at any Pan American Games: 40 in Dressage;

40 in Eventing; and 50 in Jumping.

Nevertheless, there were 157 equestrian athletes at Guadalajara.

PASO agreed to allow the extra 27 competitors at these Games because the unprecedented number

of interested athletes was genuinely unforeseen, and because the excess costs to the competition

organisers were offset by PAEC and the FEI. Given the 2011 experience, it would not be

reasonable for our sport to expect PASO to accommodate numbers beyond the quota at future

    Games.

I expect that, with the $1.1million horse transport subsidy the 2015 Toronto Organising

Committee has promised to PAEC countries, we will see still more equestrians coming forward

for the Toronto Games. The PAEC Chair and Executive Director are in discussions with PASO

about increasing Equestrianisms quota for 2015 and beyond, but it is possible that PASO will

either decline to increase the quota, or that it will increase the quota to a level that still will not

accommodate all the equestrian athletes countries wish to send. We will therefore likely need a

qualification system to determine which athletes are able to compete at future Pan American

    Games.

    Jumping Rules

The FEI Jumping Committee has made some detailed proposals, designed in part to bring the Pan

American Jumping rules more in line with those that prevail at the Olympics for which they serve

    as qualifiers.

    Consultations

I should be grateful if you would take some time to review the attached document and to discuss

its proposals at a meeting of the EC High Performance Committee.

Given the gravity of the decision before us, it is important that our three Olympic discipline

committees carry out consultations with our athletes committees and with our membership at

large on the qualifications proposals, to ensure that Equine Canadas ultimate position has the

benefit of the widest range of views and is genuinely representative of and accountable to the

    athletes and disciplines affected.

The proposals on Jumping Rules should of course be referred solely to our Jumping discipline

committee, and include similar athlete and member consultations.

PAEC has indicated that its discussions with PASO will unfold over the next month, so I will need

to ask you to assemble the initial views of our Olympic disciplines no later than

31 December 2011. I will let you know the deadline for our final submission, as soon as the date

    is set by PASO.

    With best wishes,

    2015 Pan Am Games DRESSAGE

Proposal from the Dressage Department for the 2015 Pan Am Games Eventing competitions to be

considered during PAEC meeting at the 2011 FEI GA Rio de Janeiro, November.

    1. Level of competition: discussions with PAEC during the Pan Ams involve proposals ofteams in 2015, consisting of a minimum number of riders in the small tour and a minimumnumber of riders in the Big tour, which will together make a team. This could be a goodstep in the direction of having a pure Big tour team competition in the future. This will ofcourse also have an effect on the number of participants.

    2. Quota: based on 40 athletes/horsesThe first feedback, before discussion it with the Dressage Committee, would be two

criteria:- A minimum eligibility criteria, which should be 60% in respective level, obtained by an FEI

judge. It has to be discussed if this has to be done on a CDI or if a national event isenough

    - If more than 40 participants enter, the number has to be capped. As this is a qualifier forthe Olympics, we must secure that the best teams are permitted to participate. One waycould be to cap the individual participants, based on their obtained eligibility results.

    2015 Pan Am Games EVENTING

Proposal from the Chairman of Eventing Committee/Eventing Department for the 2015 Pan AmGames Eventing competitions to be considered during PAEC meeting at the 2011 FEI GA Rio deJaneiro, November.

    1. Level of competition: Eventing to remain at 2 star level CCI for 2011 (however only one(from 2) qualifying space for the Olympic Games, as the level has been lowered from 3star, the issue being the difficulty of the nations to reach minimum eligibility standards if

qualified at this level). The 2 star level was discussed at the Eventing Open Forum during the Eventingcompetitions in Guadalajara and there was an agreement that the lower level was currentlyadequate for the region, however the Olympic qualification was essential for NOCs tofinancially support the teams participation.

    2. Quota: based on 40 athletes/horses. 5 athletes/horses per team (as per Olympic format)to be reduced to 4 per nation if over the 40 quota. (to be mentioned in Pan Am

    Regs/Equestrian handbook)

    3. Qualification procedure:- Increase the minimum eligibility results for the Pan Am Eventing to riders and horses

having completed a CCI2* & a CIC2* with a reinforced MER for both competitions (max60 Dressage penalties, no penalties on XC and 4 obstacle penalties in Jumping) Note:the principle is already used for World Young Horse Championship.

    - If the quota is over 40 then reduce the team to 4 riders- If the quota is still over 40, then use ranking list of the region as basis for selection and

    reserve list.

It is believed that 2015 will be a different in Toronto as the distance away for the South AmericanCountries, therefore to keep the 5 per nation would be good to ensure that the quota is met.

    2015 Pan Am Games JUMPING

Proposal from the Chairman of Jumping Committee/Jumping Department for the 2015 Pan AmGames Jumping competitions to be considered during PAEC meeting at the 2011 FEI GA Rio de

    Janeiro, November.

    1. Quota: The following qualifying procedure has been established with the quotafor Jumping remaining at 50.

    2. Draft Proposal on qualifying procedure:TeamsTen teams qualify through the following events:

Home team is automatically qualified One team from a selected CSIO Three teams from the Central American and Caribbean Games Three teams from the South American Games Three teams from the Rolex Rankings unless one team is the home team in which

case two team qualify from the Rolex Rankings

If a team takes part in more than one Games its first result counts for qualification.

IndividualsTen individuals qualify through the following events:

Two individuals from a selected CSIO Four individuals from the Central American and Caribbean Games Four individuals from the South American Games

If an individual takes part in more than one Games the first result counts forqualification.

Note from the FEI Jumping CommitteeThere is a strong feeling among the FEI Jumping Committee that the Rolex Rankingsshould be used for qualification purposes.

    3. Competition Rules for the 2015 Jumping competitions at Pan Am Games.Below there are two proposals for the 2015 Jumping competitions at Pan Am Games. One is the Continental Championship Format and the other is the Olympic Games format.

To summarise the differences are as follows.

Continental Championship First Competition - Table C Second competition Team competition run over two rounds, team classification is

established by taking the results of the first competition and the team competition. Third Competition Individual Final - Run over two different rounds classification is

established by taking the results of all competitions. Participation is limited.

Olympic Games First Competition Table A, one round competition not against the clock without a jump-off Second competition - Team competition run over two rounds and possible jump-off,

classification according to results in the two rounds and possible jump-off of the team

competition. Third Competition Individual Final - Run over two different rounds and possible jump-off.
