PART I- INTRODUCTION 1 . North Sindh Urban Services Corp. (NSUSC) has been established as a part of Sindh Cities Improvement Program under the Companies Ordinance 1984 for the secondary cities of Northern Cluster of Sindh Province. This Urban Services Corporation will aggregate participating TMA's Water supply, Waste Water and Solid Waste Management operation in a single institution to leverage economies of scale, introduce new skills and management, and increase focus on operations, maintenance and financial management.The NSUSC aims to improve the quality of urban service delivery in cities under service. This proposed long-term program of support will target select growth centers, clustered together to benefit from economies of scale and their strategic location along the National Trade Corridor.

2. A $300 million MFF f r o m A D B u n d e r S C I P will support comprehensive urban planning, institutional reforms, including introduction of professionally-managed urban services providers, and complementary infrastructure investments in water supply, wastewater, and solid waste management (SWM) beginning in 2008, with phased investment over ten years. The Investment Program will adopt a carefully phased approach; financing priority investments where they are more likely to succeed and support improved cost recovery, with learning and further investment subsequently rolled-out to new town clusters when ready. This long-term partnership with the GoS will provide an opportunity for more substantive engagement on policy, regulatory, management and financial aspects of urban service delivery, a prerequisite for sustainable infrastructure services.

3. Under the MFF loan procedures of ADB, implementation of safeguards is to be achieved by environmental assessment of every subproject to be undertaken following ADB Environment Policy (2009). The subprojects under the Investment Program generally concern the development of facilities in and around the urban areas of medium-size towns and are not likely to affect sensitive areas, forests or wetlands.

4. This report has been prepared by Safeguards Unit of NSUSC, keeping in view the EARF and subsequent EIAs/IEEs/EMPs conducted for this purpose. NSUSC has been submitting EMP/Environmental Monitoring and Compliance Reports since beginning of 2010. The report presents EMP compliance progress during the period of January – June 2013.

1.1 ADB Safeguards Compliance Scope 5. NSUSC has Environmental Compliance requirements as per Environmental Assessment and Review Framework (EARF), approved by ADB. According to EARF document, some of the responsibilities of NSUSC an implementation agency (IA) are as under:

(i) Prepare an environmental screening checklist to classify the subprojects in each tranche.

(ii) Prepare the terms of reference for environmental consultants to conduct environmental assessments, prepare environmental assessments, IEE/EIA reports including an EMP, and SIEE/SEIA for public disclosure.

(iii) Ensure that information disclosure and public consultation in accordance with ADB’s environmental assessment requirements have been undertaken with affected groups and local NGOs, review the environmental assessments and submit the IEE, EIA/SEIA, EMP documents to ADB.

7. Prior to the commencement of civil works for subprojects in a tranche, the IA will:

(i) Submit the IEE/EIAs for regulatory approval of the relevant provincial environmental protection agency and obtain approval, e.g., environmental clearance, Non-Objection Certificate (NOC), forest clearance and any environmental-related clearances as per the regulatory requirements of the federal, provincial, or local government.

(ii) Ensure that all regulatory clearances for the subproject that are obtained from the relevant Government authorities are submitted promptly to ADB.

(iii) Ensure that the required mitigation measures during construction or the EMP are included in the bidding document of the subproject and that the all bidding contractors have access to the EIA/IEE and EMP.

8. During the implementation of civil works for subprojects in a tranche, the IA will:

(i) Ensure that an environmental management plan, including all proposed mitigation measures and monitoring programs, are properly implemented.

(ii) 6 Supplementary Appendix L (ii) Monitor the implementation of EMP and post its monitoring report on the Investment Program website.

(iii) In case unpredicted environmental impacts occur during project implementation, inform ADB, review the EMP with the contractor, and implement alternative environmental mitigation program.

(iv) If a subproject changes in scope, inform ADB and reconfirm the environmental classification, determine whether a supplementary IEE or EIA study is required with ADB, and carry out the study.

(v) Submit the requisite reports on environmental compliance and implementing the Environmental Management Plan (EMP) as required by the Pakistan EPA and ADB.

(vi) Ensure that ADB be given access to undertake environmental due diligence for all subprojects. However, the IA shall have the main responsibility for undertaking environmental due diligence and monitoring of all the subprojects. The due diligence report as well as monitoring reports on EMP implementation will be systematically prepared and be available to the public, if requested.

9. To meet with the requirements as above, a Safeguards Unit is in place under NSUSC organogram. The safeguards cell of NSUSC with assistance design, implementation, monitoring and review consultants has been mainly dealing with following projects during the reporting period of January – June 2013:

1.2 Projects Physical Progress

1.2.1 Improvement of Sewerage, Khairpur Project 10. The contractor M/S MOON had started construction activities from 5th of March 2010. M/S JERS Lahore has been awarded for monitoring and supervision consultancy of the project. Total period of contract was 6 months. The total cost of the Project is 198 M PRs. The overall scope of work of the contractor is

• Laying of sewer • New construction of Main disposal station • Major rehabilitation of Ostagahi disposal station • Rehabilitation of 13 disposal station and • Laying of Force Main • Compliance of EMP

11. The project is completed and commissioned successfully and functioning in smooth way. Currently project is in operational phase and EMP compliance progress is as per requirements.

1.2.2 Larkana Sewerage Priority Improvement Project 12. The Project is completed physically, project taking over is being done by the NSUSC O&S Department. The project is completed within the Budget.

13. A 13 disposal station out of 33 are rehabilitated fully with force main in key disposal station with 12 Generators and specialized submersible pumps from Denmark with special cooling Jacket as per requirement of hot weather for Larkana.

1.2.3 Water & Waste Water Projects in Sukkur & Khairpur CB-3 Project 14. The project is running in its 15th month. Present progress is about 85% physically. The work on Water Treatment Plants Bunder Road Sukkur, Numaishgah Sukkur and Khaki Shah Khairpur are in progress. De-sludging of Old Sedimentation Ponds is completed. Construction of Alum dozing Building, flocculation baffle channel, Inlet mixing chamber, Inlet pumping station are in process at Bunder Road WTP. In Numaishgah water treatment plant construction of Old pumping station, De-silting of Ponds B are completed, Laying of Geo-Membrane at pond-C is completed, brick-edging of bed, side slopes dressing and laying of Sand cushion of ponds C & D are also completed, De-silting of flocculation tank is completed. Whereas brick-edging in pond D and B and lying of sand cushion of pond B are in process.Laying of uPVC perforated pipes is in its last stage, substation is complete, lighting poles foundation & installation of poles with cables are completed, Service Pumping Station-1, 7 no’s clear water tanks (CWT) truss and construction of boundary wall are in progress at Khaki Shah WTP Khairpur.

15. Pumps and motors have been supplied at WTP Bunder road Sukkur, WTP Numaishgah Sukkur, WTP Khaki Shah Khairpur, Banarsi Colony Disposal Station Khairpur and at all Disposal stations at Shikarpur. Laying of Force main from Lal Bridge to Burgari Bridge work is started and more than 70% progress is achieved in current quarter.The work of rehabilitation civil work is completed. Pumps, motors, Electrical panels and fittings are completed at all Disposal Stations of Shikarpur except one Disposal Station. The Addition Works under Variation-1 such as laying of 450mm dia PE pipe from Bunder Road to WTP Numaishgah Sukkur, and laying of 12”dia M.S pipe (Adam Shah rising main part work replacement of existing rising main from phase-iv water works), P/L/J/T replacement of M.S pipe by HDPE pipe 315mm dia at Lohar disposal station Shikarpur, P/L/J/T HDEP pipe along with Shahrah-e-Abbasi at phase-iv water works is completed and connection with existing distribution lines are is in progress. Laying of distribution lines of 75mm dia, 100mm dia, 150mm dia, 250mm dia at different locations of Sukkur city are also completed. Work has been stopped by the contract on the delayed payments.

16. The project is currently under construction phase since January 2012. Though the compliance of EMP was not good during initial stage but frequent notices of NSUSC and intervention of ADB during visit in April and September 2012 has lead the situation towards some positive progress but dead slow. MMP team is junior has also not any expert support, so not handling contractor properly.

1.2.4 DNI Zones, Water & Waste Water Projects in Sukkur, Khairpur and Rohri ICB-4 Project

17. MMP has submitted tender documents and design report for all 6 DNI zones in New Sukkur, Sukkur, Rohri and Khairpur. Tender Documents and Deign reports are reviewed by ADB, Kevin Taylor design review consultant of GHK and NSUSC capital works unit and all comments have been communicated to MMP for compliance, tender was opened on 31st October 2012 as it was advertised. Tender was opened as scheduled and awarded to lowest evaluated and technical responsive bidder M/s Haji Sirajuddin Soomro in current quarter, contract was signed on 26th December 2012 in NSUSC office between MD and Contractor.

18. Work has been started and in full swing till March 31st 2013, 59km PE pipe line was laid in all six DNI zones out of 62km total water lines, house connections will be started once PE pipe is laid , Over Head Tank construction will be started once geotechnical report is received from MMP after confirmation of soil bearing capacity.

19. Around 2000 house connections has been installed in Khairpur, and Sukkur.

20. Excavation of one overhead tank has been started in Khairpur Mirs.

21. The NOC is obtained from SEPA, EMP Compliance is under progress and improving.

1.2.5 Landfill Sites for All Six Towns ICB-5 Project 22. MMP has submitted conceptual design reports for landfill sites of Rohri , Shikarpur, and Khairpur along with procedure for ECP contract , mode of contract will be decided by ADB as contract process outlines has been submitted to ADB for approval.

23. The MMP consultant submitted only one report of “EIA of Landfill Rohri” which is under review. For remaining EIA reports, the submission time line was end of April 2012 but still awaited from MMP.

1.2.6 Indus Water Intake Project 24. The existing main municipal water supply of Sukkur city and part of New Sukkur is provided through two conventional water treatment plants (WTPs) at Bunder Road WTP and Numaish Gah WTP. The source of raw water supply for these two plants is an intake pumping station (IPS) located on the right bank of the River Indus just across the road from the Bunder road WTP and at a distance of about 3 km from Numaish WTP.

25. The Existing intake is not ideally located for several reasons:

I. It is located on the bank of the River Indus and may in extreme conditions be subject to flooding.

II. It is located downstream of untreated waste water outfalls which dispose of about one third of the total waste water flow of the city.

III. The raw water quality of River Indus is highly turbid throughout much of the year which causes major problems and expenses in its treatment.

IV. At certain times of the year the level of River Indus falls to a point that river bed dries up completely at the location of existing intake pipes.

V. There is a strong probability that in the near future the low water level of Indus will frequently fall below that of the intake pipes, which will result in failure of the municipal water supply.

26. The existing intake is located on a right hand channel due to bifurcation of the Indus around an island and this channel has lower flow than the main left hand channel. At present Intake pumping station location contaminations levels fall and rise in prorate to flow of water in Sukkur channel. During High flows contamination levels reduces due to dilution and vice versa. During extremely Low flows (pond levels less than 195.0 ft) water may become unfit to lift for drinking purposes.

27. Based on the Environmental Assessment and Review Framework (EARF), Rapid Environmental Assessment (REA) checklist as per ADB guidelines was filled up, and concluded that the proposed project is categorized as ”A” project requiring Environmental Impact Assessment report. The REA checklist filled up for the project is provided in Appendix B.

28. Based on Pakistan Environmental Protection Act (1997) and Pakistan IEE and EIA Review Regulations (2000), the project is listed in Schedule II requiring Environmental Impact Assessment report.

29. The RCC consultant has submitted EIA report; same is also forwarded by NSUSC to ADB for review. ADB has asked for second baseline survey during summer 2012, therefore the EIA had been modified accordingly and re-submitted with ADB in July- August 2012. The public hearing was held on 18th October 2012, then expert committee meeting of SEPA in December 2012 at Karachi. NOC has been obtained from EPA Sindh in December 2012.

PART II ENVIRONMENTAL MONITORING

1.1 Larkana Sewerage Priority Improvement Project 30. All the monitoring aspects were within parameter, no major irreversible environmental situations is reported during reporting period.

1.2 Water & Waste Water Projects in Sukkur, Khairpur& Shikarpur CB-3 Project 31. Noise monitoring has been regularly conducted at Khakishah, Numaish gah and Bandar road, and all the mostly readings are within limits. No any excessive and intolerable noise reading is reported during the reporting period.

32. For the air quality monitoring, the contractor is asked but still awaited to be complied. No any high smoke, polluting vehicle or machinery has been observed or reported but complains have been received regarding dust emission, same are communicated to contractor and with respect to EMP compliance contractor is under capacity, progressing very slowly.

1.3 DNI Zones, Water & Waste Water Projects in Sukkur, Khairpur and Rohri ICB-4 Project 33. 1.4 FWater Quality Monitoring in Operations and Services 34. Samplings were carried out by NSUSC drinking water testing laboratory for monitoring water quality of Sukkur, Khairpur and rohri water supply schemes, treatment plants, inlets, tube wells and community hand pumps to elaborate the water quality of existing systems.

35. NSUSC laboratory collect water samples continuously to ensure that the water leaving the plant meets EPA &WHO standards on a daily basis and analyzes the samples

1.4.1 Methodology for Sampling 36. As per recommended methodology, water samples were collected in polystyrene sterilized bags(whirl-pak).similarly the tests for microbiological contamination we conduct it by adopting recommended procedure by washing the tin plates and pots with methylated spirit & fire procedure to avoid the intrusion of bacterial atmosphere ,samples were immediately then placed in field incubator at constant temperature of 44c for 18 hours for growing bacterial culture with this we see the numbers and availability of pathogen organism. .

1.4.2 Water Sample Location 37. Water quality monitoring is part of NSUSC safeguards unit, under this laboratory has been established at Numaish gah water treatment plant Sukkur, through which water quality testing is conducted regularly for Rohri, Suukur and Khairpur. On the basis of drinking water testing results, findings and recommendations are sent to operations and services department internally for necessary improvements and actions. Detailed results are presented in ANNEXURE-1. The city and region vise detail is provided as under

a) Sukkur

38. For conducting water tests (Physical, chemical, biological), SURFACE Water samples were collected from the inlet & outlet of main water pump station at water Treatment plants of phase-1 Bander road WTP,phase-3 Numaishgah WTP and phase-4 Airport road WTP. These water treatment plants are the main important sources which supply water to different areas of SUKKUR.

b) Khairpur

39. For conducting water tests (Physical, chemical, biological), surface and ground water samples were collected from various sources like tube wells, community pumps and from public tapes at KHAIRPUR. Samples were taken from the inlet & outlet of main water pump station at mohalla khaki shah-WTP (mix water of river & boring water), phase-1 & phase-2 of mohalla bhurgiri near bhurgiri bridge. Phase 1,2,3 of GHARI-PUL water supply pump station. These tube wells & borings are the main important sources which supply water to different areas of KHAIRPUR.

c) Rohri

40. For conducting water tests (Physical, chemical, biological), Samples were taken from the inlet & outlet of main water treatment plants.There are two main important water treatment plants named as old water works and new water works which supply water to different areas of ROHRI.

1.4.3 RESULTS & DISCUSSION 41. Water samples were collected from various sources like tube wells (borings), community hand pumps and from public tapes at KHAIRPUR. Whereas water Samples of Sukkur & Rohri was taken from the inlet & outlet of main water pump station of water treatment plants. it is concluded from results that some water samples of Ghari-pul bridge and Burgri-pul bridge Khairpur which are ground bore water are in accordance with the guidelines of WORLD HEALTH ORGANISATION(WHO) , water samples like from khaki

shah area have slight variation from guidelines of (WHO) in parameters TDS,CONDUCTIVITY,HARDNESS,PHYSICAL TASTE,i.e. water is termed as DRINKABLE. Where as water sample of area Dargah-khaki near khaki bridge(ground water-motor & hand pump) and of area SABEEL-PIONT near municipal office found within permissible limits given by WHO & PAK-EPA hence water of this area & location found PURE AND DRINKABLE.

42. Similarly water samples of Sukkur and Rohri water treatment plant which use (surface water) don’t meet the standards given by WHO & PAK-EPA for drinking water. While detailed test results sheets are attached below…

1.4.4 Major Findings from Test Results 43. It is revealed after analyzing parameters that water outlet of khaki-shah-water treatment plant at Khairpur have small variation from standards in parameters like Taste,color,Turbidity, where as outlet water of area BURGIRI water supply pump station & Ghari-pul water supply pump station at khairpur found within permissible limits given by WHO &PAK-EPA in parameters like;PH,Taste,Color,odor,Turbidity,Hardness hence water of area Burgiri p.s & Ghari-pul p.s is found within permissible range. Some of the Tubewells are identified as saline due to high TDS also informed to Operations Department.

44. Similarily water samples collected from Inlet & outlet of Rohri water treatments plants.according to the test result parameters like,Taste,Color,Turbidity and chlorine don’t meet the standards given by the WHO & PAK-EPA for drinking water.

45. Whereas result of SUKKUR water treatments plants OUTLET also don’t meet the standards in parameters like; Taste,Color,Turbidity & chlorine hence water quality of this area in not acceptable by the WHO & PAK-EPA drinking water.

1.4.5 RECOMMENDATIONS 46. It has been concluded after conducting physical,chemical ,lab tests that there is problem of non purification system, the plants are under rehabilitation process.

47. No Settling & sedimentation time given to inlet water so good time should be given to settling ponds,porper filteration,coagulation and chlorination may provide best solution to make water quality better & potable.
